We work very closely with that Department. I would not say I am a natural industrial strategy sort of person, but the grand challenges have identified the big issues facing not only this country but humanity. By channelling our limited resources to those who make the most difference, we can support areas, not least agritech, in which Northern Ireland is a global leader.

4. What recent assessment he has made of the potential for a preferential trade agreement with India.

India is an important part of our future trading arrangements. The UK-India joint trade review has enabled us better to understand the bilateral trade relationship by examining trade flows and barriers that could be jointly addressed. Collaboration is continuing to address barriers in the food and drink, life sciences and information and communications technology sectors. The appointment of Her Majesty’s trade commissioner in 2018 also provides a joined-up and co-ordinated Government effort to promote UK trade and prosperity in India.

I thank the Minister for his answer. He will be aware that the UK is the third biggest investor in India and India is the third biggest investor in the UK. What more can we do to ensure that we increase the trade as we leave the European Union and set out on our own free trade mission across the world?

I thank my hon. Friend for his question. Crispin Simon, the aforementioned HMTC, is leading the Department’s network to grow trade in key sectors. UK exports to India grew by 28%, to £7.9 billion, in the year ending quarter 2 2018, making that seven consecutive quarters of growth. Goods exports increased by 38% in the same period. Following the launch of the UK-India technology partnership by the Prime Minister and Indian Prime Minister Modi in April 2018, there have been many successes, including the healthcare AI catalyst programme. We have worked closely with many companies, such as BT, Rolex, Diageo, GlaxoSmithKline, Marks & Spencer and G4S.

Very much so—I welcome the work of the fire authorities that my hon. Friend mentioned. I note that we have five fire and rescue services headed by women, including, of course, here in London, where Dany Cotton has had to deal with extraordinary events in her tenure as chief. That, I hope, is another piece in the jigsaw of evidence that proves that women can be just as good at fighting fires as men.

I thank my hon. Friend for the answers she has given thus far. Clearly, in order to encourage young women to take up the opportunities of firefighting, there need to be role models. What action is she taking to encourage female firefighters employed right now to act as role models to encourage others to follow?

[Victoria Atkins]

I am grateful to my hon. Friend. As I say, the organisation Women in the Fire Service does great work at local level in encouraging women to join the fire service. Again, as role models, we have the five women we know are heading fire and rescue services currently—of course, of the 45 fire and rescue services in England and the three fire and rescue services in Wales, that is a tiny fraction, but they are very positive role models. I also hope that the Fire Brigades Union will manage to bring a woman on to its executive council in the future. It is through that sort of positive work that we will get women into these services.

I have frequent discussions with the Department for Business, Energy and Industrial Strategy. We are doing further consultative work, but my message to business is, “Don’t wait for that.” An exemplar of flexible working is our civil service, which offers flexible working from day one. As a consequence, it has a wider pool of people to pick from. So do not wait for us, but we are going to do some further things.

Further to the earlier question about caste, can my right hon. Friend confirm that she still intends to introduce legislation to remove caste as a protected characteristic from the Equality Act 2010?

I thank my hon. Friend for his consistency on this issue. Yes, it is, and my timetable has not changed since the last time he asked the question. In addition, as I said earlier, we will be issuing guidance.

It is a complex web we weave, and there are clearly incentives in many different directions for many different companies. I have every sympathy with workers in Wales and others who find their jobs threatened by the decisions that companies make. The UK Government continue to engage with those companies, and to try to mitigate any moves they may make. We engage widely through POST with the parent companies of many of those organisations, and we are doing everything we can to ensure that foreign direct investment continues in the UK. Indeed, the United Nations Conference on Trade and Development announced a week or two ago that the UK remains Europe’s primary choice for foreign direct investment.

For the avoidance of doubt, will my hon. Friend confirm at what point we will be able to sign our own independent free-trade agreements with countries around the world?

The withdrawal agreement and political declaration are clear: we will be able to negotiate with third-party countries once we have gone through the process of withdrawal and after Brexit day, but we will not be able to sign and implement those agreements until the end of the implementation period.

Absolutely not. This country takes very seriously its international human rights and ethical responsibilities. In fact, I would go so far as to say that, rather than being an apologist, the United Kingdom is a great supporter and champion of those very values globally.

I will indicate the 2:0 score so that you do not have to read my lips.With UK exports to Israel up 30%, what steps will my right hon. Friend take to ensure that we increase trade with Israel as we move forward outside the European Union?

Israel is a very important trade partner for the United Kingdom, and our bilateral co-operation has increased. When I met Prime Minister Netanyahu a few weeks ago, we agreed to have a bilateral trade and investment conference in 2019, to increase those relations as far as possible.

Fear not, Mr Speaker: I will not sing my answer and ruin the festive spirit.

The subject raised by the hon. Gentleman has been debated extensively and we have already put in place an additional £1.1 billion-worth of transitional arrangements. Despite the fact that a retired female would expect to get the state pension for 22 years, which is two years more than a retired male, thanks to our reforms more than 3 million more women will receive an average of £550 per year more by 2030.

I have taken on board your wise words on perseverance, Mr Speaker, so when will my right hon. Friend introduce proposals to repeal the Equality Act 2010, which makes specific provision for caste as a protected characteristic?

My hon. Friend is consistent and persistent, and he is right to be. We obviously need a suitable legislative vehicle and parliamentary time, but our request to proceed with drafting has been cleared by the Parliamentary Business and Legislation Committee. On the guidance that we want to provide, we are confident that we can publish it before summer.

It does not show that at all. The Government have a record of trying to push people into work, because we see work as the best way of tackling hunger and poverty. That is why we are trying to make universal credit taper more easily—so that when people get into work, they keep more of their own money. It is also why we raised the threshold at which people start paying income tax—again so that the lowest paid keep their money rather than paying it to the state. It is also about extending educational opportunities to children so that when children leave our schools they have had a good or outstanding education.

What progress has my hon. Friend made in developing the legislation required to remove caste as a protected characteristic from the Equality Act 2010?

I always look forward to the six-weekly question from my hon. Friend on this matter. The Government completely oppose any discrimination on the basis of a person’s origins, including any perceptions of their caste, which is why we issued a public consultation on caste and the Equality Act. It ran for six months and closed in 2017. We responded in July and now propose to ensure there is appropriate legal protection against caste discrimination through reliance on existing case law. In our view, this shows that a statutory remedy against caste discrimination is already available. As for a date, I am afraid he will have to keep pressing me, because, as he will appreciate, machinations are in place.

I congratulate my hon. Friend on his persistence. I will do that shortly; I know that many Members of this House want that to be done. Since the last Women and Equalities questions, I have met the Dalit community—the meeting was organised by the hon. Member for Stretford and Urmston (Kate Green)—and I am considering their particular concerns. I hope to make an announcement on this in the coming weeks.

I agree so much that I signed up myself. I pay tribute to the armed forces for the work they have done in recent years, in particular the RAF, some of whose initiatives have been pioneering. I would like to see more women serving in our armed forces; our armed forces will be operationally better if that is the case.

2. When the Government plan to respond to the consultation on caste as a protected characteristic in the Equality Act 2010.

Our public consultation on how best to ensure that there is appropriate and proportionate legal protection against caste discrimination ran for six months last year. We received more than 16,000 responses, which demonstrates how important this matter is to some groups and communities, and we will respond in due course.

I welcome my right hon. Friend to her post. She is the third Minister for Women and Equalities since the consultation closed, and I have no doubt that she is going to wade through those 16,000 responses, which will overwhelmingly be in favour of caste being removed as a protected characteristic. Will she agree to meet me so that I can brief her on the feelings of the community on this matter?

I understand my hon. Friend’s frustration. He has really championed this issue for a long time. I have already agreed to meet him, and I am very happy to do so, but I can reassure him that previous holders of this post have already briefed me and that this matter is receiving my immediate attention.

My colleagues and I are always happy to meet representatives of the sector. The sector’s export growth, and its activity both in the European Union and beyond, is actually growing. Only 34% of the sector’s total global exports are to the EU. A huge amount is already being done outside the EU and, when it comes to things like music, DIT has committed to make about £3 million of grant support available to help music small and medium-sized enterprises to be able to export up to 2020.

One of the biggest growth markets is in the film and creative industries: one of the biggest areas now, apart from Hollywood, is Bollywood in India. What relations has my right hon. Friend established to build that market up so that we can exploit opportunities with our good friends from India?

My hon. Friend, who has impeccable trade connections with India, makes a strong point. Film, TV and broadcasting as a sector in the UK grew by 6.6% last year, and a large part of that is in co-operation with India. Total spend in the UK on film production reached a 20-year high, and global UK-qualifying films enjoyed 21% of global box office success, including a lot of success in India.

The hon. Gentleman is, of course, a father and a grandfather to many, so he knows an enormous amount about this. He is absolutely right that co-ordination across the piece is absolutely vital. It is also vital that we help to protect the less advantaged to make sure that everyone is able to have the healthy diet that they need during their pregnancies. That is why we have the Healthy Start programme, which helps hundreds of thousands of pregnant women, families and children under four who live in low-income households to sustain a healthy diet.

The Government’s consultation on how best to ensure that there is appropriate and proportionate legal protection against caste discrimination received more than 16,000 responses. This demonstrates how important the matter is to some groups and communities. We are analysing the responses and will respond in due course.

I thank my hon. Friend for her answer, but she failed to report that the consultation ended last September, meaning that the Government have had nearly six months to consider the huge weight of responses. I urge her to get on with the work, given the level of response, and to deal with this through the statute book once and for all, as is demanded by thousands of Hindu citizens across the country.

I thank my hon. Friend for his question. He has been an ardent campaigner on this point, not least, I suspect, because so many of his constituents are Hindus. We are rightly proud of our domestic anti-discrimination legislation, which provides one of the strongest legal frameworks in the world, and I have very much taken his comments about timing on board.

We will want to ensure that those are replicated in United Kingdom law on the day we leave the EU because, whether there is an agreement or not, we will have to have a legal basis for trading with those countries.

Will my right hon. Friend confirm the position on trade agreements when we leave the EU: after April 2019, we will be negotiating such trade deals and look forward to actually signing them when we break free from the shackles of the EU?

Again, to make it clear, before we leave the European Union we have to be able to transition the existing EU free trade agreements to give ourselves the legal basis to trade. Of course, up to that point and beyond, we will want to see what new opportunities are available. If, during an implementation period, we decide that we are not going to introduce and put into effect new trade agreements, we will still want to negotiate and sign them.

It is not necessarily just a question of what the Government can do; a great deal more cultural change is needed as well. Shared parental leave was introduced in April 2015, but we would like the take-up to increase.

The public consultation on how best to ensure that there is appropriate and proportionate legal protection against caste discrimination closed on 18 September. We received more than 13,000 responses, which are currently being analysed, and we will respond in due course.

Given the thousands of responses from British Hindus saying that having caste as a protected characteristic in equality law is unnecessary and divisive, will my right hon. Friend take action to remove that provision—which was introduced by the Labour party—from the legislative book?

We appreciate that caste is an extremely sensitive and emotive subject which is important to many people, but there is clearly no unanimous view among consultation respondents about how best to provide the necessary legal protection against caste discrimination. We are therefore considering the responses very carefully, and will be taking account of all the relevant points raised when deciding how to proceed.

1. What steps he is taking to strengthen the trade relationship in medical research and development with Israel.

As we begin our questions today, it is appropriate that we recommit ourselves to the values that this Parliament represents. Those who carry out such wicked and depraved actions as we saw yesterday can never triumph in our country. We must ensure that it is not violence, hatred or division, but decency, goodness and tolerance that prevail in our country.

The United Kingdom and Israel have a strong and important trading relationship, with nearly £5 billion in bilateral trade last year. We will continue to liaise closely on strengthening our trading links, including in important sectors such as medical research and development. The Life Sciences Organisation within the Department for International Trade currently supports companies wishing to export to Israel from the earliest stages of research and development through to manufactured medicines and medical devices.

I join you, Mr Speaker, and my right hon. Friend the Secretary of State in expressing sincere condolences to the victims of the terrible atrocity yesterday, and particularly to the family of PC Keith Palmer, who died so that we can carry out our democratic duties.

I thank my right hon. Friend for his answer. Companies in the Israeli economy are responsible for more than 100 million prescription drugs consumed in this country every year, and one has recently launched the ReWalk device, whereby people are encouraged to develop. Will he set out what further plans he has to ensure that we benefit from Israel’s pharmaceutical industry?
