Our central assessment is that the impact on bills could be up to £28, but our impact assessment also shows that if we did nothing, further power station closures could add a further £46 to consumer bills. We believe that this auction is good value for consumers, and it provides the energy security on which we all rely.

I personally believe there will be huge opportunities. We now have the chance to negotiate free trade deals with the rest of the world. We have the opportunity to determine policies for energy without the need to constantly look for EU state aid. The opportunities for the future are enormous, and I look forward to being able to promote UK plc in the world.

We are committed to plant 11 million trees this Parliament. That is in addition to the 11 million we planted in the last Parliament, which is contributing to the highest woodland cover in Britain since 14th century.

Wakehurst Place is a fantastic national asset and is part of the Kew group, which is the jewel in DEFRA’s crown. Not only do we have the millennium seed bank and the important work it provides; we also have the world’s largest database of plants, which we are now digitising so we can benefit everybody in society.

Grown in Britain is a fantastic campaign that is bringing together people from right across the timber supply chain to ensure that more of our buildings use British wood, perhaps by adjusting building standards, and that more of the furniture that we buy uses British woods such as oak and beech. Thanks to the Grown in Britain project, we have seen an 8% increase in domestic timber production between 2010 and 2014, and more of our woodland is now under management.

Yes, I can. I am a huge supporter of our Scottish exports. They do incredibly well. I discuss this regularly with Richard Lochhead, my opposite number in Scotland. We work with some of the lead Scottish agencies, such as Scottish Food and Drink and Quality Meat Scotland, to help to promote Scottish exports.

Over the summer, we have all been depressed by the refugee crisis across north Africa and the middle east. What consideration has my right hon. Friend given, along with her EU counterparts, to using surplus food stocks, or possibly even increasing food production, to feed those who are starving having fled violence?

The Church of England’s Cathedral and Church Buildings Division developed the open and sustainable churches initiative five years ago, and now 80% of churches provide a function beyond purely worship, with 54% of Anglican parishes running at least one organised activity to address social need.

I thank my right hon. Friend for her answer. What is the Church of England doing in ethnically diverse areas, where large numbers of people are not of the Anglican faith, to open up the buildings so that they are used regularly by the whole community, rather than just by those of that faith?

I can reassure my hon. Friend that we are opening up churches to the social needs of the community and using them for a wide range of purposes. For example, churches are being used as citizens advice bureaux, post offices, shops, night shelters and food banks. Let me give the example of two churches in his area of Harrow: St Paul’s has a job club open to people of all backgrounds; and All Saints’ Harrow Weald provides not only an art exhibition facility but a forest school. These facilities are open to all.

My hon. Friend makes a very good point. As he represents a farming constituency, he will appreciate perhaps more than many Members that farmers take a very close interest in where their livestock ends up. They take the view that if they bend over backwards to ensure that their reared animals have a good quality of life, and that they are looked after to the very high standards that we enforce in this country, their lives should not be ended inappropriately with inappropriate slaughter. He will know that farmers are very concerned that their livestock ends up being slaughtered in an appropriate way.

My hon. Friend referred originally to the question of pain and suffering for the animal. Is he aware of any laboratory experiments or any scientific evidence whatever that point to the fact that shechita is cruel and unacceptable? The shechita community clearly believe that it is the most humane method of slaughtering animals, and of course, if the animal is damaged in any way, shape or form, it would not be kosher meat.

My hon. Friend makes an extremely good point. I have a great deal of respect for the shechita position. The shochetim who slaughter under the shechita provisions, as my hon. Friend the Member for Finchley and Golders Green has described, might be miscategorised as mad axemen running around with knives slaughtering animals by cutting their throats. They are not like that. They have to go through a very intensive training programme that lasts at least three years. They have to be calm, and the animal has to be calm when the slaughter is about to take place. A surgically sharp knife is used, and I have to say that a strong case can be made that an animal meeting its death in that calm environment with a trained professional may meet a better end—“happy” is the wrong word—than an animal that is pushed through mass production abattoirs, where animals are bumping into each other, mis-stunning takes place and there is a lot of distress and noise because of the need for mass-produced meat in this country.

The shechita community can make a good case, but I contend that they are not making it strongly enough, and that there is work for them to do to convince the Government of the merits of their case. They are also going against an overwhelming tide of opinion in this country which is against the non-stun slaughter of meat. I respect the Jewish point of view—please do not get me wrong on that—but they need to make their case rather better.

There was an interesting letter in last week’s Jewish Chronicle, of which I happen to be a weekly reader, from, presumably, a Jewish correspondent from Lancaster, who said:

“The rabbinical interpretation has been made that the blood should be removed by drainage through a severed artery. And that is carried out by cutting the throat. However, I cannot see why having the animal anaesthetised, before its throat is cut, in any way detracts from the original biblical injunction not to consume animal blood.

Perhaps a rabbi can explain where I am wrong.

Is there really any religious reason that shechita might not include stunning of the cattle before their throats are cut?”

I suggest that elements of the Jewish community do not quite understand where Shechita UK and other organisations are coming from.

It is a pleasure to serve under your chairmanship, Mr Havard. The debate has demonstrated the power of e-petitions to generate calm, sensible and rational debates on issues petitioners wish to raise with us.

I start from the principle that we should look at the definition of stunning, because it has not been referred to during the debate. The EU definition is that stunning is

“any intentionally induced process which causes loss of consciousness and sensibility without pain, including any process resulting in instantaneous death”

by causing immediate cerebral perfusion. That is my starting point.

The debate has largely centred on the difference between religious manners of slaughtering cattle, sheep and other animals, and the supposed stunning version. However, it should be clear, as has been alluded to, that the welfare of the animal being slaughtered is paramount in the Jewish religion and the Muslim religion. The animal is being used for food and to sustain human life, so it is paramount in both religions that the slaughter takes place in the most humane way possible.

In an intervention, I made a point about the process that I think is quite important. As my hon. Friend the Member for Finchley and Golders Green (Mike Freer) said, shechita slaughter requires a fully trained individual to slice through the neck and carotid arteries of the cattle with one stroke—not a series of strokes. There is a particular way of doing this, which is quite clear, and it requires particular skill and ability, as I have personally seen. The stroke renders the animal unconscious, removing its ability to feel pain through the cerebral link—it is an instantaneous means of rendering it unable to suffer pain. However, I would argue that the animal will suffer pain regardless of whether it is stunned with a bolt or electrified. Therefore, the shechita method and the halal method, if used properly, are the humane way to proceed—they are a process of stunning the animal to start with.

There has been no scientific evidence from a laboratory environment to demonstrate whether one method of stunning is more humane than another. However, leading scientists and academics regard shechita and halal slaughter as being at least as humane as, if not preferable to, the forms of stunning used in abattoirs up and down the country. There is a clear issue there. There is an absolute duty to introduce CCTV in every abattoir in the country. We will then be able to see the process, and there will be evidence that the slaughter has taken place in an effective and humane way.

Several hon. Members have mentioned labelling. Simplistically labelling food as stunned or non-stunned is not appropriate. The process that has taken place should be clear. If meat is regarded as kosher or halal, or is produced by any other means, fine; I do not believe that that sort of labelling is a problem. Accepting stunning or non-stunning as the principle would not be appropriate, particularly given the contention by the shechita and halal communities that their means of stunning are at least as humane as other, conventional methods. Such labelling would clearly be directly discriminatory against both the Jewish and Muslim communities. I do not think that that is acceptable.

Debates such as this one are generally a means of formulating policy, and getting the views of the Government and the Opposition, so I would welcome a clear statement from both of them that there will be no change to the principle of allowing shechita and halal meat to be prepared exactly as it is now, and that slaughter will be allowed to happen exactly as it has for hundreds of years. In the summer, a comprehensive food labelling report will come from the European Commission. The Government of the day will then have to make a decision. I would welcome the Government’s and Opposition’s view on what they would do about that report if their party were to form the next Government. The process is important.

The regulations that apply to shechita, in particular, are important. The animal’s throat must be cut by one rapid, uninterrupted movement of the knife. Both the carotid arteries and both jugular veins must be severed, and the knife used to slaughter the animal must be inspected before each animal is slaughtered, to make sure it is of sufficient size and sharpness to slaughter that animal and render it deceased immediately. Since March 1999, under the Welfare of Animals (Slaughter or Killing) (Amendment) Regulations 1999, such religious slaughter has been able to take place only in a licensed slaughterhouse. The relevant European Council regulation requires stunning before slaughter, but allows member states to exempt religious slaughter. However, they can impose stricter rules if they wish. I invite the Opposition and the Government to state their position on whether they will continue with the derogations. That will give an important signal to the community.

I share the view of many hon. Members who have spoken in the debate that there is a growing feeling of anti-Semitism and of Islamophobia in this country. The public’s attitudes have given rise to great concern, particularly among the Jewish community. Those concerns must be treated appropriately. I received many e-mails before the debate from constituents who believe that their way of life is being directly threatened and attacked. We need to send the strong signal that they are British and deserve to be treated appropriately. Their way of life must be respected.

As ever, the right hon. Gentleman is making a powerful case. Does he not agree that one of the key issues is that discussions have taken place between the EU and India to ensure that our food imported from India is safe? There is an alternative route to ensuring that mangos are protected, that the right sort of products are imported and that everyone can feel confident that we will not get an invasion of fruit flies.

I agree with the hon. Gentleman. He is an assiduous worker in his constituency, and I know how strongly he feels about this issue. I will set out what the Indian Government have done, which will include fresh information that arrived from India today.

Let me go back to what the Secretary of State for Environment, Food and Rural Affairs said. He was talking about pests, and said that they had been found in 207 consignments of fruit and vegetables from India imported into the EU in 2013. He went on to say that officials of the EU—this is pertinent to the point made by the hon. Member for Northampton North—voted unanimously at the end of March for a temporary ban on mangos, which is due to last until December 2015. The House should note that this was decided not by Ministers in this Government but by officials. I also heard from the UK’s Deputy Permanent Representative to the EU, Shan Morgan, that the European Commission’s case is that this issue has been ongoing for four years and that India had repeatedly failed to make changes.

Let us look at India’s case. Indian growers and importers will face closure, and for many Indian mango farmers, the ban will be devastating. The season in which mangos can be harvested is merely six weeks long. The ban came into force during the second week of this season, which is the peak time for growers and exporters in India, and it means millions of mangos may be left to rot. Today, exactly one week after the start of the ban, we can already see the repercussions of it, with mango prices plummeting in India to nearly half their usual sale price, because of the huge supply that can no longer be exported. That has a knock-on effect on the price of other mangos, and affects customer confidence in the products, which can have a continuous impact on sales, long after the end of the ban.

Yesterday, I had a meeting with Sharad Pawar, the outgoing and distinguished Minister of Agriculture and Food Processing Industries in India, and he told me that the ban came as a shock to him because the EU delegation came to India on 1 April, looked at the fields and seemed satisfied with what it found. There was absolutely no indication of any problem. It then made a sudden announcement that the ban would come into force. I heard from him first hand about the effects on the people of Maharashtra, his home state.

India has already used the techniques of vapour heat treatment or hot water dipping treatment on its exports to Australia, Japan and the US, where this product is not banned, so to do it for EU imports is a completely achievable feat. Today, I received a letter from the Department of Agriculture in India, following my meeting with the Minister yesterday. I was informed in great detail of the steps that India had taken following the audit report of the European Commission in April 2013. The report advised India of the need to take necessary measures to eliminate the potentially harmful organisms found in the crop. Virander Paul, the Indian deputy high commissioner, informed me of a letter sent from Anand Sharma, the Indian Minister for Commerce, Industry and Textiles, to EU Trade Commissioner Karel De Gucht explaining how India has taken necessary steps and describing the ban as “surprising”. The Indian Department of Agriculture further informed me that not only had its systems, procedures and infrastructures improved, but it had increased the number of technical personnel in high risk areas. It had also introduced approved pack houses to ensure comprehensive inspection and certification.

I was informed that there were some stray incidences of phytosanitary non-compliance, the number of which dropped by more than half since April last year and is steadily decreasing. The Indian authorities were even assured by officials in the Commission, in a report dated October last year, that their steps to improve phytosanitary controls were satisfactory. I must tell the House that I have heard anecdotally that this might be part of a wider EU plan for India to open its borders to further EU imports. When a delegation of Indian officials visited Brussels recently, they were told over lunch that if the EU can sort out the export of chocolate, cheese and whisky to India, they can definitely work out a solution for mangos. If that is the case, it is a plot that could easily feature in “House of Cards”. Incidentally, I have noted the Minister’s particular interest in cheese as a former chairman of the all-party group on cheese, and he has also championed his constituents in Cornwall on the issue of cheese, so he knows how important such food products are to local areas.

The campaign to end the ban has come from the grassroots, and I want to pay tribute to those people in my constituency and beyond. A lot of excellent work is being done to overturn the ban and I commend the work of local people in my constituency, including Hasmukh Pabari; Darmesh Lakhani, president of the Belgrave residents and traders association; Joga Sandhu; Shahidullah Khan, the chairman of the Bangladeshi association); and Ratilal Patel. I would also like to mention Monica Bhandari from Fruity Fresh, who has worked hard petitioning and raising awareness of the issue. The online petition, which I hope the Minister has seen, has received well over 2,100 signatures in a short space of time, a figure that is increasing daily.

Representatives of all member Governments of the European Union would have input into that decision, and the UK Government strongly supported tight security in this area, for the reasons that I established a short time ago.

Despite that conclusion, the Indian authorities’ recognition of the problems and their undertaking to address them, the number of pests found in produce imports continued to rise during 2013. There have been 20 interceptions of pests in Indian produce coming into the UK in 2014 alone. When the situation was explained to the EU Plant Health Standing Committee, which is chaired by the European Commission and attended by all member states, there appeared little option, if further introductions of pests were to be prevented, but to send a strong signal by banning the import of the products presenting the greatest risk.

India is not being singled out. The Commission has taken similar action in the past, for example in respect of potatoes from Egypt and, more recently, citrus from South Africa—a significant crop in that country’s exports. Other countries, such as Thailand and Vietnam, have introduced voluntary export bans when confronted with the possibility of an EU ban. That approach has been successful, because the number of pests found from those countries has been much lower after trade has opened up again.

I am afraid that I need to make some progress.

Hon. Members will be aware that the EU’s plant health law is currently being reviewed. That is due to recognition that the existing law has proved an inadequate tool in the face of increasing international trade and the thousands of pests and diseases that have the potential to be introduced into Europe, threatening our cultivated and wild plants. Negotiations on the revision of the plant health law are now under way and the resulting legislation is likely to include a greater focus on excluding trades that are shown to be pathways for pests and diseases. It is those threats that have prompted the European Commission, with the support of member states—that is the crucial point—to take a more pro-active role in challenging third countries that consistently send pests with the goods they export into the European Union. That pro-active approach with India has prompted the temporary import ban.

I must also mention the international situation. The UK, along with 180 other countries, including India, is a signatory to the international plant protection convention. The point of the IPPC is to prevent pests and diseases of plants from moving around the world, particularly as a result of trade, because of the impact they have when they arrive in a new country. All member countries have responsibilities to prevent pests and diseases moving in trade and so agree to respect other countries’ import requirements. For plants and plant products, that is achieved by issuing a phytosanitary certificate in which the national authority declares that the plants or plant products being sent conform to the importing country’s requirements. The fact that there are numerous instances of pests being found in the Indian products in question shows that the UK and EU’s import requirements are not being met.

I stress that the ban agreed is not permanent. India has had long-term bans on its mango exports to the USA and Japan. By requiring exports to be treated, either by irradiation or by vapour heat treatment, it has managed to overturn those bans. New Zealand also accepts mangos from India that have been subject to vapour heat treatment. If India can take such action in respect of exports to the EU and demonstrate to the Commission and the Governments of EU member states that pest-free trade is possible, I hope that an early reconsideration of the import ban is possible.

There is a place in UK agriculture for all sustainable production systems that meet our welfare and environmental standards. That is necessary to enable the industry to be competitive in UK, EU and global markets. Increasing the size of herds does not necessarily mean reducing welfare. More important factors are the design and construction of the units and the level of management and skill of the stockmen.

I am delighted that we have some of the most stringent regulations in the world to protect cattle, but can my hon. Friend confirm that the Animal Welfare Act 2006 and the Welfare of Farmed Animals (England) Regulations will be rigorously enforced to protect cattle from those who would exploit them?

I can certainly confirm that. The 2006 Act provides a duty of care to animals, which includes welfare provisions. We will rigorously enforce those measures to ensure that the welfare of farmed animals is maintained.

Will my right hon. Friend confirm that there will be a requirement, particularly in the pilots, for a strict count of the number of badgers culled, that there will be a requirement for those badgers to be tested to substantiate that they are suffering from TB and that in the long term, there will be a requirement that those areas that are going through vaccination will not also have culling at the same time?

I can give my hon. Friend that assurance. Very strict requirements have been set out, and tomorrow I will publish the guidance to Natural England and he might wish to read that to see precisely how this will be controlled and how we will test the infection of badgers. On the point about coterminous vaccination and controlled reduction, it is important to remember that this is a package and the option we have chosen to pursue combines controlled reduction of the badger population with vaccination. Some parts of the area might not be suitable for one method of controlled reduction and boundaries might be secured by a programme of vaccination, too.

T9. Currently we pay our farmers not to grow crops, but at the same time the world population is growing, and half the world is in need of food. What will my right hon. Friend do to end that scandal, so that our farmers can get back to what they do best: growing crops for this country and for the rest of the world?

I hesitate to challenge my hon. Friend, but that waste stopped four or five years ago. We no longer have set-aside. The worry now is the Commission’s proposal effectively to reintroduce a 7% set-aside as part of the ecological focus areas that the Commissioner proposes. We do not believe that that is the right way forward. We have to produce more food, but we must do so sustainably. As my right hon. Friend the Secretary of State said earlier, we are sorry that the proposals, so far, do not meet that challenge.

As a child, I used to get rather excited by the prospect of a visit to the circus; one reason was that I wanted to see all the exotic animals that I could not normally get close to, apart from those that I saw in zoos, which in those days were rather caged affairs. Obviously, however, things have changed. We are all now entertained by brilliant films on TV and in cinemas that contain amazing footage of wild animals in their natural habitat. Most zoos are made to look rather boring in comparison with what David Attenborough shows us. Thanks to many animal welfare associations, we are also much better educated about world wildlife and how it should be treated. For those who really want to see wildlife close up, let us not forget the modern tourist industry. People can save up their pennies and take themselves off on a safari or a trip to the rainforest. These are the ways in which we can see wild animals at their best, and there really is no excuse or need for wild animals in circuses.

The more we know and understand these magnificent animals, the more we recognise that a circus tent is no place for them. Some of them might have been whipped, goaded or herded into their rather pathetic performances. I can still remember from my visits to the circus that when the lions and other big animals came in, extra security was immediately put on and a man with a whip, if not a chair, would appear. That tells us everything that we need to know. Of course these animals are not safe in the circus environment; they have to be controlled. Of course they cannot be relied on to relax and enjoy themselves; they are in an unnatural environment, surrounded on all sides by human beings, of whom they are instinctively frightened. Frankly, these animals’ continued presence in the circus ring, even if there are only about 39 of them, diminishes us all.

I know that some will argue that some animals are not, in fact, wild because they were born in captivity. We heard that this afternoon, but I do not see what difference that makes. A lion or an elephant still has natural instincts; it still needs proper space to move around in, and being driven around the country for much of the year in the back of a van is no place for these animals.

Does my hon. Friend agree that introducing a firm ban with a firm date means that no new animals will be brought into circuses and that the circus owners will be put on notice that those currently operating in circuses will need to be retired to appropriate circumstances that suit their needs?

I certainly agree that we need a ban, although I am just a little worried about whether the time frame is practical; I will come back to that issue later, if I may.

I want to put it on record that I am not in favour of banning all animals from circuses. I think that some of the more domesticated animals—dogs and ponies spring to mind—thoroughly enjoy themselves. I recall going to a charming little circus in France where a farmer, his wife, their two children, a goat and a dog held us all spellbound for about an hour. I can say that that dog and goat had a good time, getting a treat every time they did something brilliant. We know that there is room for some animals; it is the big wild animals that are the problem.

In conclusion, I want a ban on wild animals in circuses. I recognise, however, that there might be certain legal obstacles to getting that straight away. A time frame of one year is perhaps a little impractical. I am not an expert on EU law, but I know that before a ban of this sort could be introduced, there would have to be consultation and a way would have to found to re-home these 39 animals. That is why I intend to abstain this evening. However, I also put the Government on notice that I want to see a ban and want them to do whatever they must to introduce a ban as practicably as they can.

I think that everyone in the House is well aware of my hon. Friend’s concern about, and interest in, the overseas territories. I am delighted to be able to tell him that while attending the biodiversity conference, and the day before, I was able to announce additional spending under the Darwin initiative and, specifically, help with the protection of the Henderson petrel.

I have received numerous letters on this subject from animal welfare organisations, Members of Parliament and individual members of the public. I recently met a group of Members and others to discuss their concerns. However, I must emphasise that the proposal is for planning consent, on which I cannot comment.

Animal welfare organisations, dairy farmers and all who care about natural food in this country rightly fear that this is the thin end of a very thick wedge, with the potential for activities such as those that go on in California. What action will the Minister take to ensure that that does not happen?
