In the year of Northern Ireland’s centenary, the Government have delivered the largest funding settlement to Northern Ireland since devolution, record investment in public services and vaccines at a rate possible only because of our great NHS. We are boosting local economies through city and growth deals and providing, along with the Northern Ireland Executive, a UK contribution of more than £730 million to the Peace Plus programme to contribute to a more prosperous and stable Northern Ireland. This is a Government working for Northern Ireland, and Northern Ireland is stronger for being part of the UK, just as much as our United Kingdom is stronger for having Northern Ireland as an integral part of it.

I agree with my hon. Friend. This relates to a range of areas, including the strategic transport network, which will bring people and businesses across the UK closer together and which is helping us to build back better. It is also important to look at the business and general communication links that mean that all parts of the UK and businesses in it can work together to develop the economy for the benefit of people across the United Kingdom, including in his constituency.

A prosperous Northern Ireland is a force for democracy in Northern Ireland, so what role does my right hon. Friend see the levelling-up fund having in strengthening the economy in Northern Ireland and therefore strengthening its democracy?

My hon. Friend is absolutely right: prosperity is an important part of peace and is what has led to the peace that we have seen over the past 23 years. Northern Ireland is benefiting from being part of the fifth largest economy in the world. In addition, it is receiving its largest funding settlement since devolution. We are investing to ensure that we level up in Northern Ireland, with £60 million this year from the levelling-up fund, the community renewal fund and the community ownership fund, as well as £400 million from the new deal for Northern Ireland and more than £600 million in city and growth deal investment to drive growth. We will continue to build back better and level up in Northern Ireland through the upcoming UK shared prosperity fund, as well as the global Britain investment fund.

I warmly welcome my right hon. Friend’s statement. Will he confirm, for the benefit of the record, that Northern Ireland is an integral part of the United Kingdom and should therefore enjoy the benefits of the free trade area within the United Kingdom, as well as integrate with our friends from the European Union, ensuring that the people of Northern Ireland can have the benefits of both elements—the United Kingdom and the European Union—in doing trade deals, but also, more importantly, gain the opportunity, as we negotiate free trade deals around the world, to trade around the world as part of the United Kingdom?

Yes, my hon. Friend is absolutely right. The hon. Member for Foyle (Colum Eastwood) referenced a quote of mine about the opportunities for Northern Ireland. If we just imagine the place we can get to where the protocol is working—where we can resolve the issues within the protocol—we really do have a huge economic opportunity for the people of Northern Ireland. That is the vision that we always had for the protocol and that is how it should be working. We need to get to that position.

The hon. Gentleman gives a powerful example of the sensitivity and complexity of this issue. I have met victims with similar scenarios and some very harrowing cases, where we can see why people want to be able to get to the truth and the accountability that comes with that.

We also need to recognise, as I outlined last week, the reality of where we are today, following the decisions, which I think were correct—I am not criticising them at all; they were absolutely the right decisions—to see peace and prosperity in Northern Ireland with the Good Friday/Belfast agreement and, in particular, the Northern Ireland (Sentences) Act 1998, which came with it, let alone what then followed, particularly with decommissioning and, as we have seen recently, quite rightly, arguably in effect a statute of limitations on 40,000 crimes coming out of Stormont House. We need to understand where we are and be up front with people about the diminishing reality of the possibility of getting prosecutions and what impact that is having on the criminal justice system and the ability to get to truth and accountability. But that is exactly what we want to be working through with groups across Northern Ireland, including victims groups, having absolutely in our heart an understanding of the trauma that people can face in these situations.

The Government have always been clear that they will deliver on their commitments in Northern Ireland to veterans, as part of a wider package to address legacy issues in Northern Ireland that focuses on reconciliation. As part of that work, I continue to hold regular discussions with Cabinet colleagues, including the Prime Minister, as well as with Northern Ireland parties, the Irish Government and society across Northern Ireland, with a view to bringing forward legislation.

I thank my right hon. Friend for his answer thus far. I welcome the decision of the courts basically to discharge many of the elderly and vulnerable people, particularly the veterans, who were accused of crimes in Northern Ireland. However, many elderly and vulnerable veterans still have hanging over them the threat of prosecution, so will my right hon. Friend expedite his discussions and bring forward legislation urgently to ensure that those people who served our armed forces in Northern Ireland and risked their lives on a daily basis are not threatened with prosecution literally 50 years after the event?

My hon. Friend outlines one of the challenges we see. It cannot be right that, as in the situations we have seen this year, people have to wait 50 years to get information and get to the truth. We are clear that we want to get legislation brought forward. We are working intensively across parties and with partners in Northern Ireland so that we can bring forward legislation that delivers reconciliation and information recovery for Northern Ireland and ends the cycle of investigations for our veterans across the armed forces, the majority of whom served with great honour and put themselves at risk to protect other people’s lives.

The hon. Lady makes an important and powerful point, which does not surprise me, because I know that she has worked hard on this issue and been a strong proponent of it for some time, including in her previous role as shadow Minister for Northern Ireland. I commend her for the work she has done, particularly with the Minister of State, Northern Ireland Office. I know that she has always been a fulsome supporter of ensuring that women and girls in Northern Ireland get access to the same quality healthcare that they would elsewhere in the United Kingdom. She is quite right that that allows the United Kingdom to continue to lead globally in making the case for ensuring that women and girls around the world get the good-quality healthcare that they rightly deserve.

My right hon. Friend has rightly referred to the sensitivities around abortion not only in the United Kingdom but across the world. However, the situation here is that we in this House imposed on Northern Ireland rules when the Assembly was not sitting. The Assembly is now sitting and considering what is appropriate for Northern Ireland. Would he not consider stepping back and saying, “Let us hear from the Executive and the Assembly,” and then dropping the powers that we imposed in the emergency?

I recognise that Parliament stepped in at the time it did in the way it did and imposed this duty on me on human rights grounds. However, the duty to implement the CEDAW recommendations in this context, as I have said, is a matter now of domestic law, with that legal obligation. We as a Government take our responsibility and our obligations in this regard very seriously and have always engaged constructively with the UN treaty body processes. It is only right that women and girls in Northern Ireland now are able to access safe local healthcare similar to that available to women and girls living elsewhere in the United Kingdom. I fervently hope, as I have outlined already this afternoon, that this is something the Department of Health and the Executive, even in these next few weeks, will find a way to be able to take forward in the way they feel is most appropriate for Northern Ireland, and to do so in a positive way for women and girls in Northern Ireland, therefore avoiding us as a Government or as a Parliament having to take any further action.

I welcome my right hon. Friend’s statement. Will he set out for the House what he expects the timescales to be for these reviews? This has all gone on over an extended period. The family are clearly concerned. Indeed, everyone in this House will be concerned about the length of time for which this has been allowed to drag on. If he could give us a position on timescales, I think that would settle some of the issues of concern.

As always, my hon. Friend makes an accurate point. Owing to the independence of the PSNI, the exact timing of the process is a matter for it. As I said earlier, it is expecting to start in early 2021. I saw the Chief Constable about a week or 10 days ago, when he indicated to me that it could well start as early as January. The PSNI will be engaging with the family to seek their views on how they wish to engage with the process before that happens. The question how long the review will take to go forward is an operational matter for the PSNI. Operational matters—even if they are part of the review process in investigation cases—are a matter for the PSNI, which is operationally independent.

Thank you, Mr Speaker. I welcome the statements made by my right hon. Friend. Clearly, we hope that there will be a comprehensive free trade deal with our friends from the European Union, negotiated in good faith. But does he agree that it would be wholly irresponsible of the Government not to take measures to ensure the integrity of the United Kingdom and to preserve the ability of Northern Ireland businesses to trade with the rest of the United Kingdom by publishing this draft Bill tomorrow, and that the Government will ensure that we preserve that integrity while always preserving the sanctity of the Good Friday agreement?

My hon. Friend has put the situation absolutely perfectly. The Bill, as we will publish it tomorrow, as colleagues and Members across this House will see, will set out how we ensure the integrity of the United Kingdom trading markets—that customs union and the single market that has been so much a part of the United Kingdom for hundreds of years, in reality. It will ensure we are delivering on our determination to ensure we continue to see the benefits of the peace process, we deliver on the Good Friday agreement and we deliver on our promises to ensure that there are no borders, that we have unfettered access to Northern Ireland businesses, and that we deliver on exactly what we said in our Command Paper and in our manifesto.

I would just say that if the hon. Lady has a read of the Command Paper, she will see that it outlines our position on the protocol. As I said earlier, we will be publishing guidance for businesses shortly. The key issue for businesses in Northern Ireland is that they will have unfettered access to the UK as part of the UK’s internal market.

I have a couple of things to say to the hon. Lady. First, we obviously would not be in this position if she and more of her colleagues had voted for the deal on 29 March, because we would not be holding these elections, and there still may be an opportunity not to hold them. Secondly, local elections are different, because residents can vote more than once, in different places where they pay council tax. The structure is very different—[Interruption.] I can see the hon. Lady gesticulating, but people can vote more than once in local elections, as Members of Parliament often do. Things are different in European elections, and it is right that we do what we can to ensure that people vote only once.

As for the process, if colleagues look at the UC1 form—as I said, I will lay a copy in the Library today for colleagues who have not seen it—they will see that it probably takes 30 seconds to a minute to complete. The same process was used in the 2014 European elections, and it dates back to the European Parliamentary Elections (Franchise of Relevant Citizens of the Union) Regulations 2001, so some Labour Members will have supported it when they were in government.

Given that today marks the nomination deadline for the European elections and that many local authorities will be considering sending out postal votes early in the process, will my right hon. Friend confirm what guidance has been given to electoral registration officers about postal votes, particularly for European citizens who choose to vote in these elections?

The advice from the Electoral Commission to EROs is that they should follow the same processes. Everything will be exactly the same as it was in 2014, so there will be no difference in how postal vote notices go out. This is about ensuring that European residents who want to vote here and have not already registered to vote in their home member state, which we have been recommending for a year that they do, are able to register should they wish to do so.

We have more than 400,000 civil servants across Departments and across the country, many of whom have areas that cross over with the work they are doing on the EU. We work with Departments to ensure that we are using the right skills in the right places to make sure that we are prepared to leave the EU in a good and orderly fashion.

Will my right hon. Friend update the House on what measures are being taken to return civil servants who work in the EU—in Brussels and other parts—to the UK to carry on their duties?

Obviously, as we leave the European Union, the civil servants who have been focused on those issues will continue to do the work they need to do that relates to the EU. Where that work ceases, they will be moved back into the relevant civil service areas, as is required, across Departments.

There are a couple of points to make to the hon. Gentleman. We have put in place the Government’s new hate crime action plan, which is taking a number of steps, for example, to boost reporting. There is also new guidance for prosecutors and a new fund to ensure that we have protective security measures and additional funding in place for community organisations so that they can tackle hate crime. I also gently say to him that the Labour party should look carefully at this morning’s CST report, which clearly indicates a 36% rise in totally unacceptable recorded anti-Semitic crime, related directly to the problems in the Labour party.

I thank my right hon. Friend for mentioning the CST report. Clearly, the concern of the Jewish community in this country is that hate crime against Jews is on the rise. He has seen the report and the whole community wants to know what he is going to do about it, so that we stamp out anti-Semitism, once and for all.

My hon. Friend makes a good point. As I have outlined, it is important that we stamp out all forms of hate crime, which is why that action plan was put in place in July by the Home Secretary. We also all need to look at ourselves. It is clear when we look at the CST report that although we should be pleased about people having the confidence to come forward to report crime—the increase in recording is good—a rise in hate crime of any description, particularly a 36% rise such as this one, is disgraceful. I hope Members from across this House will be doing all they can to stamp that out.

I have certainly not heard the position put so eloquently before. My hon. Friend is absolutely right. I am used to seeing the Labour party trying to stop people’s aspiration to own their homes, but it is beyond astonishing that the upper House should try to amend a measure that has received such a clear message of support from this elected Chamber, and in respect of which we have an election mandate to help young people.

If Lords amendment 10B were passed, the requirement for starter homes would become something entirely different: at best, the amendment shows a lack of understanding, and at worst it seeks to wreck important Government policy. That is unacceptable, not only to me but, I trust, to the House of Commons. The Joint Committee on Conventions made its view clear in its 2006 report “Conventions of the UK Parliament”, which states:

“A manifesto Bill is not subject to ‘wrecking amendments’ which change the Government's manifesto intention as proposed in the Bill.”

The noble Lords have done this not once, but twice. As was pointed out by my hon. Friend the Member for Peterborough (Mr Jackson)—whose party, I note, was successful last Thursday—we sent a clear message, with an overwhelming majority, to the other place last week. We want our young people to have the chance of full home ownership, allowing them to move onwards and upwards over time. That is what the starter homes policy is all about, and we have a clear manifesto mandate to deliver it.

My hon. Friend is making a clear and compelling case. Does he not agree that, at a time when the average age for people to buy their first home is 37 and rising, it is imperative that we get on with the job of supplying homes that people can purchase and live in as a family unit?

My hon. Friend makes a pertinent point that goes to the heart of what we are seeking to do. With starter homes, shared ownership and other areas of Government policy, we are seeking to deliver homes for people who want to be part of the 86% who aspire to home ownership. Labour Members have often voted against and regularly outlined their opposition to that. We want to support those people; that is what the Bill is about.

Let me make it clear that the starter home requirement will not prevent councils from delivering other forms of affordable housing and home ownership products. For example, shared ownership and other home ownership products are part of the diverse and thriving housing market that we enjoy in this country. They help those who aspire to home ownership but who cannot afford even a discounted purchase. We have published a prospectus in the past couple of weeks that invites housing associations and other providers to bid for £4.7 billion of funding to deliver 135,000 shared ownership homes and £200 million to deliver 10,000 rent-to-buy homes as well.

The Bill focuses on starter homes, creating that new product and kick-starting delivery. We strongly believe that this is the most effective way to meet our manifesto commitment. Let me remind the House that we promised in our manifesto to deliver 200,000 new starter homes exclusively for first-time buyers under 40.

Let me make some more progress on starter homes.

Amendment 1 requires on resale of the starter home the repayment of the 20% starter discount, reduced by 1% for each year of occupation for a period of 20 years. The average first-time buyer, we should bear in mind, spends just under seven years in their home—in fact, the average in the whole country is only about seven years. Asking someone to spend 20 years in a home, which they may have bought at the age of 30, and not to benefit from the discount that we promised until they are 50, simply does not stack up.

We want to ensure that starter homes are sold to people who are genuinely committed to living in an area, and not to people who simply want to secure a financial uplift by selling on quickly. However, we also want to support mobility. A balance must be struck. I propose that we disagree with Lords amendment 1, and substitute for it amendments (a), (b) and (c), which provide a power to implement a tapered approach to resale. The longer someone lives in a property, the more value that person will gain.

Our amendments provide for the Secretary of State to make regulations on the length of the taper period, and on the details of how the taper will operate. That will enable us to ensure that it is effective and delivers for people in the real world. The amendments set out two potential models for its operation. For example, when a starter home is sold, the first-time buyer must, if there is discount to be returned, pay a proportion of that discount to a specified party. That is the broad approach suggested in the other place, and I can see the logic of it. A body such as the Homes and Communities Agency could then use those funds to build more affordable homes.

As part of our consultation on starter homes regulations, we are seeking the views of developers, lenders and local authorities on how the taper would operate. We strongly believe that we should settle the matter through engagement with the sector, rather than placing the detail of restrictions in legislation. I am confident that that is the best way for us to meet our manifesto commitment on starter homes.

Will the taper be regional, or will it be a “one size fits all” for the whole United Kingdom? As has already been pointed out, property prices vary considerably, and it is important to ensure that the people who benefit are those who will actually live in the properties.

My hon. Friend has made a good point. That is one reason why the strictures of legislation do not work in this context, and why it is important that we complete the consultation—which runs until 18 May in order to receive all the feedback and deal with this matter in regulations. As the discount is proportional, the difference in values will be dealt with by the way in which the percentages will work.

The hon. Gentleman is missing the point. This is about fairness across the system. People in London—and cities in other parts of the country—who are in the private rented sector and earn these salaries, or higher and lower, are wondering about those in housing associations who earn more than £40,000. Examples have already been given in the House of Secretaries of State on salaries of £125,000, or union leaders on salaries of more than £100,000, who lived in social rented housing. Tens of thousands of people are earning more than £40,000 or £50,000 a year and are benefiting from social rents, which is simply not fair to those who do not have those salaries or opportunities.

Will my hon. Friend tell the House what the reality of social housing for rent in London and beyond is for people who are homeless to start with? There is a huge queue of people waiting for a socially rented property, and it is totally unacceptable for people who are on relatively high salaries to occupy those properties when there is such huge demand.

My hon. Friend places in keen focus one of the problems of the housing deficit that the Government inherited in 2010. Under the right hon. Member for Wentworth and Dearne (John Healey), not only did we see the lowest level of housebuilding since about 1923, but in 13 years the Labour party built fewer social homes through their councils than we have built in the past four or five years. There is a huge amount to do to drive up the amount of housing so that there are more opportunities for people to have homes across all tenures, whether shared ownership, private rental or with affordable rent. We must ensure that more people have the chance to get on and achieve the aspiration held by 86% of the public, which is to buy a home of their own.

The House will be glad to hear that I will not speak to every Government amendment—you might also be pleased about that, Mr Deputy Speaker. Many of those amendments are minor and technical, and much as we might all enjoy it if I spoke to them all, some colleagues would not thank me because we might still be here by Prorogation. Each amendment makes the Bill work better for those who implement these policies on the ground, and they have been tabled because the Government have listened to the debate and taken action as a result. We have strengthened people’s ability to own their own home and get Britain building again—improving on the 25% increase in building over the last year—and I hope that the House will agree to those changes made in the other place.

I also want to send a strong message that this Government will not slow the pace of housebuilding—we will increase it. We will not take away people’s dream of home ownership—we will inspire it, and we will deliver our manifesto commitments. When the hon. Member for City of Durham (Dr Blackman-Woods) responds to this debate, I hope that Labour Members will ask themselves why they stand against our mandate to boost home ownership and supply—something that the people of this country want and expect. While Labour blusters with political posturing after the abysmal housing mess that it left, we remain focused on building homes across our country and across all tenures. We will increase housing supply and home ownership. That is what we promised, and that is what we will deliver.

T9. Under Mayor Livingstone, the number of new housing starts in London plummeted as a direct result of developers walking away from unaffordable sites, thanks to the 50% affordable housing target. What does my hon. Friend think would happen if the new Mayor were to introduce a 50% affordable housing target?

As my hon. Friend outlines, the evidence shows that those kinds of targets, if they are not appropriate for the local area, distort viability, meaning that developments do not go forward and we do not get the houses built that we need. Local areas have to look at what is right for them and make sure it is viable. My fervent hope is that we have a very sensible Mayor of London in my hon. Friend the Member for Richmond Park (Zac Goldsmith), who will take forward an increase in housing supply.

Is it not one of the dilemmas of the whole system of overview and scrutiny and cabinet that council officers frequently see it as an obstruction to their getting on with the day-to-day job? Therefore, the resources applied to assist members who sit on scrutiny or overview are very limited, and those resources are often the first subject of reductions in expenditure when the council considers its budget. Does that not pose a problem to the whole basis of challenging the executive and council officers who find such overview and scrutiny an unfortunate irritation to their normal work?

My hon. Friend makes a very good point. He reminds me of my time as a councillor, when I would—Members touched on this issue earlier—sit in meetings with council officers. Occasionally, they would, I do not doubt, be blaming somebody unfairly, but they would certainly use the opportunity to say to members that if we did not take a certain action it would upset the Audit Commission, that it would not help us with our comprehensive area assessment—or something else that the normal public do not care about or understand, and nor should they, because it is usually wasting their money—and that the Government will pull part of our grant from somewhere else.

That is why taking away ring-fencing was so important. I appreciate that the hon. Member for Croydon North and other Opposition Members have commented on how important that was. It is also why it was important that we got rid of some of the burdens—not only such things as the standards committees, but the Audit Commission itself and the way it worked. The hon. Member for Warrington North commented that we have the Local Audit and Accountability Bill, which is the final nail in getting rid of the Audit Commission, coming to us very soon. She commented on the Secretary of State’s powers, and I hope to be able to convince her, through the process of the Bill, that it is the right thing to do. It is already part of the code anyway, but she should look carefully at some of the authorities out there that are wasting taxpayers’ money on wholly inappropriate literature. We will talk about that, no doubt, in the months ahead.

My hon. Friend the Member for Harrow East is right in talking about how council officers will use funding. I have spent part of today talking about this very issue. Opposition Members have made the point about council funding and how it has changed. The challenge I put to the local government sector is that it is difficult for the general public to give that real credibility, until we can see every council involved. There are great councils doing great, innovative work to make sure that they are being efficient, but there are still lots of councils out there that have not looked at everything they can do, in terms of front-line services, innovation and shared management, and cracking down on the £2 billion of uncollected council tax and the £2 billion worth of fraud and error. Councils have increased their reserves by another £3 billion in the last year alone to a record high of £19 billion. That money should be going to ensure that we have great front-line services and innovation.

Indeed; my hon. Friend makes a fair point. We have heard the starting point of the apology and a little about what Labour would have done, but we do not know the detail. If the result of the election had been somewhat different, we would probably be arguing about money around the margins as regards the expenditure reductions.

I ask Front Benchers to consider the area cost adjustment. That is quite a serious issue for London and areas of deprivation, where higher costs are incurred. It appears that the area cost adjustment has not been dealt with reasonably in this settlement, and that needs to be looked at again. There are parts of the country where higher costs apply, and that is particularly true in London.

Capitalisation is just putting off paying today until tomorrow and doing it on a deferred basis. It means having to borrow or spend money on capital that could otherwise be employed. It is a wasted opportunity and the wrong way of dealing with redundancies. If councils wish to make redundancies, they should recognise that they will make savings on their revenue budget and they should use that budget to pay for the costs of those redundancies, not defer them through the capital programmes.

I applaud this Government for introducing the pupil premium. However, it will be equally applied across the country, and there are higher costs in London. Surely it must be right that in high-cost areas we increase the premium per pupil to recognise that fact. I ask Front Benchers to consider that.

We need to look at the data that are used to formulate the grant settlements. Certainly in London, those data are hopelessly out of date and inaccurate and therefore money is transferred in an unfair way. That has been true for many years, and I hope that we can put it right.

I will talk about two local authorities that I know well. The first is the London borough of Harrow, which has at last received a reasonable settlement from central Government. It is the third best in London and the 23rd best in the country. The Labour council that came in after the election inherited a transformation programme that reduces costs and safeguards services. We await its budget decisions. It should be satisfied with the settlement, after years of poor settlements from a Labour Government. In London, 27 of the 32 boroughs were on the floor under the Labour Government, receiving below inflation increases year after year. London has had to put up with draconian settlements before, and it knows how to deal with them.

The second is the London borough of Brent, where the Labour council inherited a transformation programme that would have saved £100 million over four years. Instead, it has decided to close six libraries and all the day care centres, to slash the voluntary sector programme, and to decimate services for the weak and vulnerable. That is a political decision. I suspect that that is precisely what is going on all over the country. Certain people are making decisions to close libraries, day care centres and other centres that affect the weak and vulnerable in advance of the Localism Bill, which will give local communities the opportunity to take them over and run them.

My hon. Friend is talking about London, but does he agree that what he describes is mirrored outside London? The hon. Member for Sheffield South East (Mr Betts) spoke about areas that are deprived and hard-hit. Great Yarmouth, which is one of the most deprived areas in the country and is the hardest hit by these cuts, has said that it can deal with this situation without it affecting front-line services. It is doing so through shared services, thereby proving that this work can be done by councils that are prepared to be positive and think outside the box.

My hon. Friend makes a good point. The reality is that the councils that planned ahead, knowing that reductions would take place, however draconian, are coping best. The councils that put their heads in the sand and said that it would never happen are being caught out. They are now being called to account. If councils have not planned ahead, they will suffer.
