Fly-tipping is the No. 1 issue in my constituency. Will my hon. Friend join me in praising Conservative-run Harrow Council for introducing free bottle waste collections and 24-hour notice of fly-tipping clear-ups, and indeed increasing the number of fines for fly-tipping from 60 per year—under Labour—to 600 last year?

There is consensus in the House on our desire to close the health inequality gap—everyone agrees that is a key aim. The hon. Gentleman seems to have written the question before hearing my answer. I just gave a practical example of how we have transformed the early detection of lung cancer. He raised the public health grant, and I am happy to update the House that we are delivering 2.8% funding growth in the public health grant to help local authorities.

It is also about areas such as obesity and access to employment, which can have a big impact on mental health. The Chancellor announced specific funding—[Interruption.] The shadow Minister chunters away about children; I am conscious that one does not want too long an answer, but let me give the example of mental health. In the Budget we announced extra funding for a whole load of digital apps—[Interruption.] The shadow Minister keeps chuntering about children. Let me talk about the roll-out of our mental health support in schools, which is targeted at getting that early mental health intervention to school children.

First, it is a bit bizarre that, at departmental questions, the best the hon. Gentleman can manage is “a Government source”. Secondly, the revelation from that Government source is that this will affect “a lot of people”. I do not think that comes as any surprise. That is why we regret the action and are very open to having talks. The point is that he himself does not support the 19% pay demand of the trade unions. He stands here saying that we should be talking while he himself does not accept their proposal.

T4. There have been several changes of Ministers, as we know, but officials have carried on working through these changes, so can we know on what day, date and time the long-promised and overdue tobacco control plan will finally be published?

15. What steps the Government is taking to increase opportunities for small businesses to bid for Government contracts.

We are increasing opportunities for small and medium-sized enterprises by transparently publishing contract pipelines and simplifying bidding processes. These measures are working, and the latest central Government procurement figures for 2019-20 show that £15.5 billion was paid to small and medium-sized businesses to help to deliver essential services for UK taxpayers.

I am extremely keen to work with my hon. Friend on this issue. He raises an important point and I am happy to meet him as a matter of urgency to take this forward. It is worth reminding the House that there was not specific funding for this; the memorandum of understanding with the South West Food Hub did not include specific funding. The CCS had been using its existing headcount and funding to establish a commercial solution for food, but the wider point he raises is a very valid one and I am extremely keen to explore it with him.

Small businesses experience frustration in getting on to the list of both local government and national Government contracts, so I welcome the light-touch approach that my right hon. Friend is taking. Will he assure me that taxpayers will also benefit from the transparency, so that everyone can see what contracts are being made, how much they are for and what the benefit is in the long term?

My hon. Friend raises an extremely valid and important point: simpler and more transparent processes, ones that are more accessible to the innovation of our small and medium-sized enterprises community, in turn drive far better value for money. As constituency MPs, we all see that, across the House, with our SMEs. This is very much at the heart of what the Minister for the Cabinet Office and colleagues are driving through with the procurement legislation that is planned, and it is exactly the point that we want to take forward.

We will face local elections later this year. Will my right hon. Friend update the House on what action will be taken to make sure that personation does not take place and that postal and proxy voting is in accordance with the law?

My hon. Friend raises an extremely important point. He will be well aware, following the recent machinery of government change, that that subject no longer falls within the purview of the Cabinet Office, so I do not want to incur the displeasure of Mr Speaker by straying into the territory of ministerial colleagues. However, I will ensure that the relevant colleague is alerted to the very good point that my hon. Friend highlights.

I thank my right hon. Friend for explaining the current position. He will know that we are currently experiencing an increase in the infection rate in virtually every borough in London. What we do not know is whether lockdowns or further restrictions will take place covering the whole of London or on a borough-by-borough basis. In either case, there will be a huge impact on business, so will my right hon. Friend set out what measures will be in place to support London and each London borough in the event of local lockdowns or a London-wide lockdown?

As I have said in reply to a number of colleagues, we will continue to listen and evaluate the circumstances, including as applies to London. The Chancellor has set out a comprehensive package of support that applies to businesses within the London community, assisting them in their ability to retain what is most prized within a business, which is the talent of its own staff, and in addressing particular cash-flow pressure. We responded very much to the feedback that we have received from business leaders, including business leaders in London, as the winter package was shaped.

I know that my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs is looking at a range of options in terms of how we adapt to the change of circumstances. For example, many pubs and restaurants had significant food orders, so we are looking at what can be done there. There is food that would have been exported previously, but that may now be difficult, so there is a range of measures in terms of the food supply within which mobile caterers will have a role. I know that my right hon. Friend is looking at those issues.

In my constituency I have a large number of families where one partner works in the national health service and the other is self-employed. The children have been sent home from school and there is no one to look after them, because if the self-employed parent does not work, they do not get paid. Can my right hon. Friend look urgently at a scheme? Also and specifically, council tax bills are due on 1 April—next week—and people are worried, particularly in London, about how they will be able to pay. Can council tax bills be suspended?

My hon. Friend, who always speaks with authority as a former Member of the European Parliament, is absolutely right to understand that this is a desire not just of the British public but of many of our friends and neighbours in Europe, who want to see the debate move forward and therefore want to see this legislation delivered. That is why it is right that we have clause 1 and why the new clauses are inappropriate.

Does my right hon. Friend agree that the negotiations with the European Union on the free trade agreement will be relatively easy on goods, but the negotiations on services will be much more complicated? That is mainly because on goods we have a balance of trade deficit with the European Union, but on services we have a balance of trade improvement.

I refer back to the remarks I made a moment ago about this being a win-win for both sides. Let me take a portfolio that I used to deal with as a Minister: financial services. It is in the interests of EU businesses to be able to access capital at the cheapest possible price. I see in his place my hon. Friend the Member for Wimbledon (Stephen Hammond), who has expertise in this regard; he knows that the expertise in respect of the global markets and the liquidity that London offers is of benefit not just to the rest of the world but to colleagues in European businesses. They want access to the talent of the constituents of my hon. Friend the Member for Harrow East (Bob Blackman) and many others, which is why it is in both sides’ interests to reach agreement. That is the discussion that the Prime Minister will have with the President of the Commission tomorrow.

I do not know whether the hon. Gentleman came in partway through topical questions, but I opened my response to the first question with a recognition of the result. I have referred in a number of answers to the engagement that the Prime Minister and ministerial colleagues are having. Indeed, in my exchange with the right hon. and learned Member for Holborn and St Pancras (Keir Starmer), I mentioned meetings with trade union leaders today, and I spoke about meeting the SNP First Minister. Listening to the hon. Gentleman’s question, it is almost as though the last hour has not happened. We accept that the result of that vote was significant, and we are listening to the result. We have taken a number of measures as a consequence.

At the start of today’s business, the Annunciator was showing that Question Time would be followed by the urgent question, which would then be followed by a Justice statement and the business statement. I understand that that has been corrected during questions, but for the benefit of the House, will you clarify the order of business that will follow?
