I pay tribute to my right hon. Friend the Member for Harlow (Robert Halfon) for securing today’s important debate.

I am delighted that schools are reopening a week on Monday. The importance of schools to children’s mental health and wellbeing, as well as to their education, has been stressed by many hon. Members. My experience, as a consultant paediatrician working throughout the pandemic, has been that I have seen more children with psychiatric problems admitted to acute medical wards and, indeed, more children with eating disorders—something raised by the Royal College of Paediatrics and Child Health, of which I am a member.

There are also safeguarding issues. Child protection referrals are down a third. They are often made by schools and we are likely to see a spike in those when schools return. It is right that the Government have made sure that schools are reopened first, and that we put children’s well-being right front and centre of all policy.

I should like to raise a couple of issues on the return. The first is the testing programme. Of course testing is very useful. Testing of all children will inevitably lead to some positive results; indeed, that is the reason for doing it. What provisions will the Government make available for those children who will end up at home because they test positive? Of course it is important to all of us, and to all our health, that people do want to come forward to be tested, but equally, parents will not want children to miss any more education than they already have, so it is important that, before next week, before parents sign to give their consent to that testing, they are familiar with what will be available to those children who test positive.

The other issue that I should like to raise relates to sport, specifically school sport. We know that sport is important for children’s mental health, for their self-esteem, and to improve sleep, physical health, social skills and team working; but we also know that it helps children to improve their academic performance—something that is important, as we try to ensure that children catch up academically. Sport achieves these things by many mechanisms, but particularly by improving concentration. Studies show that GCSE results are better for those children who do more sport.

The Government recommend currently that children do 60 minutes a day of moderate or vigorous exercise, but many—in fact, most—do not. Not all of that exercise needs to take place in school, but much of it does and schools can really contribute to that, through active travel, Bikeability, the daily mile, active school environments and increased school sport. So I ask the Minister to ensure that, as schools reopen, they do so in a holistic way that recognises the importance of sport to improving children’s overall health, wellbeing and, indeed, academic performance.

I am very happy to look into why that particular school did not receive its devices, and I will be in touch with the right hon. Member. There is a lead time in all this, which is why we were putting in orders in August, September and October last year. We put in an order for 340,000 in November, and those devices are now being delivered. On 12 January, we put in another order for 300,000 computers, which will begin to come on stream shortly.

As a paediatrician, I can see the damage that is being done to children’s mental health when they are not in school; as a constituency MP, I am hearing about the difficulties that families are facing when their children are trying to learn from home while they work from home; and as a parent, I can see some of these challenges for myself. With the vaccination programme steaming ahead and levels of covid falling—and in some cases lower than they were last term, when schools were open—does my right hon. Friend agree that the balance of risk is now in favour of reopening schools, and that they should reopen at February half-term at the very latest?

My hon. Friend, with her experience in the NHS and as a mother, is right to point to the importance of children being back in the classroom. It is right for their education and for their mental wellbeing. It is right for them to be with their friends. Education will be a national priority for this Government during this pandemic. Schools will be the last to close and the first to open, and that remains our position.

As I touched on in an earlier answer, obviously we expect schools to deliver a full curriculum, but some schools will have been impacted in such a way that they cannot deliver every aspect of it. However, giving advance notice of the topic areas means that over the coming months those schools and students can focus on those areas that need to be covered for exams, in the run-up to them.

I welcome the Secretary of State’s statement. I know that he has considered very carefully how to make things fair, and students and staff will welcome the certainty. Students and teachers in Sleaford and North Hykeham are working really hard to catch up with any lost learning, but it is clear that some students, through no fault of their own, will have missed more days of school than others. Can my right hon. Friend tell me how the £1 billion catch-up fund will be targeted towards those students who need it the most?

There is not only the general pot of the catch-up fund, but the specific national tutoring programme, targeting children from the most disadvantaged backgrounds. We have always believed that schools, with their intimate knowledge of their pupils and understanding of their learning needs, are best able to target how that money is spent, so that pupils are best able to catch up.

I assure the hon. Gentleman that we have had extensive discussions with headteachers about those plans, and consulted widely. I also assure him that I have met unions every week all the way through this crisis, and made sure that we have had a regular dialogue to share our plans. This should not be about trade unions dictating what we are doing that is best for our children. We want to work with trade unions and the whole sector, including staff, to deliver the best education for all children. We will continue to have that dialogue. We have done that in the past, and we will in the future.

I welcome my right hon. Friend’s statement that all children will be back in school in September. Despite the valiant efforts of parents, pupils and teachers, the majority of children have fallen behind, at least to some extent, especially those with special educational needs or from disadvantaged backgrounds. Will my right hon. Friend outline how he intends to help those children to catch up, while ensuring that those who made more progress can continue to do so, so that every child can reach their full potential?

That is why we took the decision to ensure that in our covid catch-up plans there was money specifically targeted at the most disadvantaged children and those who are the greatest challenge for schools. We are working closely with the sector to ensure targeted interventions for children with special educational needs, while equally recognising that all children, whatever their background and wherever they come from in the country, will face challenges in terms of the loss of education. That is why we have done such an extensive £1 billion package to support schools in doing that.
