This Foreign Secretary deserves credit for setting up an independent review into the persecution of Christians worldwide, but will he ensure that a lasting legacy is achieved, whatever the outcome of that review, by ensuring that diplomats who are sent to countries where persecution occurs receive training in religious literacy?

That is a very interesting suggestion, and I defer to my right hon. Friend’s great knowledge on these topics. I would like to wait for the Bishop of Truro’s recommendations, which we are expecting next month, before I consider that idea in the round, but it is certainly worthy of consideration.

I will have to get back to the hon. Gentleman with a detailed answer to that question. Ministers were informed of this issue in March, and we are responsible, as Ministers, for the effective functioning of that system—in the way all Ministers have responsibility for their various areas—so one of the questions we need to ask is whether the right escalation procedures and checks and balances were in place so that Ministers could be informed if there was likely to be a problem.

My constituency has many breast cancer sufferers who were victims of the rogue surgeon Mr Paterson, so I thank my right hon. Friend for setting up an inquiry chaired by the Bishop of Norwich, in which victims feel properly listened to, and, most importantly, are being compensated. Will any of the women caught up in this current situation who might have been harmed be eligible for compensation?

I thank my right hon. Friend for suggesting the Bishop of Norwich as a good person to help in the Paterson review, and the answer to her question is yes: if, because of a failing by the NHS, harm has happened, people will be eligible for compensation, and we will do all the necessary work to establish whether that is the case.

The hon. Gentleman rather inconveniently forgets that the Barnett formula is a major reason why spending is significantly higher in Wales, but I do have something to say about the situation there, so I will oblige him a little later.

May I bring the Secretary of State back to the benefit of having GP-led services in hospitals to take the pressure off A&Es? I commend Solihull Hospital for doing just that and reducing appreciably the number of examples of winter pressures being raised with us? Could that be replicated across the NHS?

This is what is so disappointing about some of the shrill tones we have heard this week in the media and today in the House. Reforms across the NHS are making a real difference. I totally commend what is happening at Solihull. The key to solving the long-term pressures on our emergency departments is to be better at treating people in the community. The growth in emergency admissions in the vanguard areas of the NHS is about half the national average. This is the five year forward view that we are rolling out across the country. We need to celebrate the successes.
