I, of course, welcome the High Court judgment, which upholds my decision on all grounds. I hope that hon. Members who at the time claimed that my decision was inconsistent with long-standing Government policy take their time to reflect on it. With the situation changing on the ground in Syria as we speak, I will do all I can to protect our country and to bring suspected terrorists to justice.

I am pleased that the Government have finally announced that they have introduced the draft domestic abuse Bill. Cross-examination of survivors by perpetrators will now be outlawed, but more scrutiny of the family courts is needed. Will the Minister commit to including in the Bill an independent inquiry into the culture, practice and outcomes of the family courts in connection with child contact cases, and to listening to the children?

I thank the hon. Lady for her great example of cross-party consensus, which is very much to be welcomed at the moment. It is great to hear that she welcomes the introduction of this important draft Bill. It is a draft Bill because we will have pre-legislative scrutiny of it, and the idea that she has suggested I am sure will be looked at by the Joint Committee.

That is a very strong message to craigslist and one that the Government are happy to engage with it on and ask what is going on with its website. One only has to look at some of the adverts to see the coded and yet all too obvious messages they contain. I thank the hon. Gentleman for the work that he is doing on this, but the difficulty, as he knows, is that the evidence for victims is pretty difficult to get hold of because, understandably, people can be reluctant to give evidence. One of the first jobs on our to do list is to speak to craigslist and other tech companies to tackle this.

Earlier today, Housing Women Cymru launched its “not a landlord” campaign, which aims to end the growing problem of sex for rent in Wales. Offering free and reduced accommodation in return for sex is illegal, and it is facilitated by online platforms. Those advertising are not landlords; they are criminals. What more will the Government do to review the laws around this to ensure better enforcement and to put an end to this sickening exploitation?

First and foremost, we should look at what is happening on the online platforms, which is why the conversations with craigslist and others are so important. As the hon. Lady knows, we are investing £150,000 in research into what prostitution in the 21st century looks like, and I very much hope that that research will look at this important subject, because we know that, sometimes, people who are extremely vulnerable are being exploited by their landlords, and that is simply unacceptable in this day and age.

It is a pleasure to serve under your chairmanship, Mr Pritchard. I offer my congratulations to my hon. Friend the Member for Hove (Peter Kyle) on securing this debate and thank him for his pioneering campaign in bringing this issue to the attention of the House.

Rogue landlords are taking advantage of the housing crisis by offering rooms, quite openly, for free in exchange for “company” or “benefits”—or, to put it more bluntly, for sex. Frustratingly, despite confirmation from the Government that sex for rent is in breach of the Sexual Offences Act 2003, there is little evidence to suggest that any action has yet been taken to punish those preying on innocent victims. I find it unbelievable—despite the Government’s assurances that they are tackling this—that the perpetrators do not even seem to hide what they are doing, yet there seem to be no arrests. If someone goes online it does not take long to find blatant adverts:

“Free rooms to spare for women willing to carry out household chores naked”

and

“Flats to rent, tenants with benefits. Must reply with a picture.”

That is illegal. It is sickening exploitation of people who are caught in a spiralling struggle to find the funds to keep a roof over their head, and I ask the Minister how it has been allowed to happen without more thorough investigations and prosecutions.

Action needs to be taken not only against the landlords placing the adverts, who should be prosecuted, but websites such as Craigslist, about which we have heard. On the streets, a pimp would be charged for profiting from the sale of sex, so why is this any different? There is a serious shortfall in the law in this area, which needs to be addressed quickly and effectively, whether by reviewing the law itself, to make it more robust, by better enforcement, or—as I suspect—a mixture of the two. The Government need to look very carefully at just how many people are victims of this exploitation, and do something about it.

I am pleased to say that in Wales there is a strong campaign to tackle the problem. While that campaign has highlighted the sad prevalence of the issue across Wales and the scale of the work required to tackle the problem, it has also been an opportunity to show what can be done when the right people work together effectively for a common goal. Particular recognition needs to go to Katie Howells of Merthyr Valleys Homes, who was a leading figure in the campaign, along with my colleague, Welsh Assembly Member Dawn Bowden, who will take part in the launch next week of a new phase of work to tackle sex for rent with a Wales-wide campaign led by women in the housing sector. Here I stand, again telling the Chamber how good the Labour Government in Wales are.

We all share a responsibility to provide a climate of safety where constituents can find a place to live without fear of what it will cost them, and where those who are being exploited have a place to turn to and confidence that the system will prosecute the perpetrators. We need some assurances from the Government that they will commit to strengthen the law and improve levels of enforcement, so that those offering and facilitating sex for rent receive appropriate sentences and punishment, and so that ultimately we end the scourge of sex for rent in all our communities.

It is a pleasure to serve under your wonderful chairmanship, Mr Austin. The Opposition support the order. The misuse of these two substances has become an increasing issue, with many tragic fatalities. However, while we believe the correct steps have been taken in this instance, overall the Government’s approach to drugs since they took office in 2010 has been ideological. Their most recent drugs strategy has simply not addressed the problems.

Labour supports the use of cannabis oil for medical purposes and, although we have currently made no commitment on the decriminalisation of cannabis or other drugs for recreational use, we will always consider the latest independent expert advice. There is nothing more important than preserving the lives of our citizens, but our current approach to drugs does not do that. Does the Minister believe it is time to consider all the options, based on what is most effective in reducing harm? Finally, does she have any plans to present a review of the current drugs strategy to the House, so that hon. Members can raise any concerns they may have?

It is a pleasure to serve under your chairmanship, Mr Howarth. I, too, congratulate the hon. Member for Mansfield (Ben Bradley) on securing this debate.

Cannabis substitutes, or synthetic cannabinoids, have developed at a staggering rate over recent years, with more than 100 chemical variants, largely imported from the far east. The biggest concern is that many are far more potent and toxic than cannabis itself. Some variants were identified and banned under the Misuse of Drugs Act, but that just led to alternatives being developed. In response, the Psychoactive Substances Act 2016 was introduced, completely banning the production, distribution and sale of such substances, and gave police the power to search persons, vehicles and premises and to seize and destroy any products found.

The 2016 Act provided fast and encouraging results, with high street sales almost entirely ceasing within a short space of time. Criminals selling more potent versions, however, took to the market instead, resulting in all synthetic cannabinoids banned as class B drugs and possession being a criminal offence. Those measures heavily diminished the supply of the substances, but we would be naive to think that we are anywhere near solving the problem. The production and distribution of new variants will continue to evolve illegally, meaning many vulnerable people are still at risk.

Those synthetic alternatives to cannabis are cheap, which means that use of and dependency on the drugs among the homeless and those in prison continue to grow. In addition, the drugs are also often seen as a relatively easily accessible self-medication for those suffering from depression as a result of some form of trauma. Worryingly, the potency of the synthetic substances can vary, and the effects that they might have on people vary greatly. Many become dependent quickly and, although some experience few or no side-effects, paranoia and seizures are common. Far too many deaths have been attributed to the use of cannabis substitutes.

Appallingly, there is a prevalence of videos on social media ridiculing those under the influence of those obscene substances. Filming of those desperate souls is neither funny nor respectful, but we have all seen the dreadful condition that people get into after taking those evil drugs. Clearly, the interventions and legal changes made to date have failed completely to deal with the issue of synthetic cannabinoids and the rise in the use of them. If we are seriously to clear our streets, our prisons and our communities from those vile drugs, we need to overhaul our drugs policy completely to make it fit for the 21st century.

Those inflicted with that dreadful obsession should not be subjected to ridicule. They are not amusements for us to view on social media—they are real people who need us to address their addiction, look at treatment, support them, and not just lock them up to move the problem from the streets. The Government need to give us more guarantees that they are reviewing legislation, monitoring crime statistics and protecting our vulnerable communities from the dangers of those addictive, evil drugs.

I am delighted to confirm that not only are we at the forefront in terms of the Council of Europe, but the Prime Minister is leading the world through the United Nations’ global call for action to end modern slavery by 2030. We are very ambitious and determined in this regard, and the rest of the world is working with us.

On Anti-Slavery Day, ECPAT UK—Every Child Protected Against Trafficking—handed No. 10 a petition calling for specialist support for trafficked children. No Government funds are currently available for specialist children’s care, and that leaves children vulnerable to re-trafficking. The Government must commit themselves to giving local authorities additional funds. Will the Minister agree to provide those funds to protect vulnerable children?

The hon. Lady will know that we are committed to the introduction of independent child trafficking advocates, and I am delighted that next year a third of local authorities will have ICTAs to look after the most vulnerable victims of trafficking. However, we have noted that the crime type is evolving. We are piloting schemes for UK-trafficked as opposed to internationally trafficked children, because we appreciate that the needs of those two different sets of children must be encompassed.

It is a pleasure to serve under your chairmanship, Sir Edward—although I thought you were Mrs Moon.

Our policy on drug use should be regarded first and foremost as a national health issue. As hon. Members have emphasised, we need better legislation on drug use, with far greater intervention and education policies on drug abuse and addiction. The UK now has the highest recorded level of mortality from drug misuse since records began, and nothing is more important than preserving our citizens’ lives. Our approach to drugs is simply not doing that, so it is time to consider all options, based on what is most effective in reducing harm.

The war on drugs is failing. People are being exploited by drug dealers and traffickers on an industrial scale. The rising prevalence of county lines and sexual exploitation highlights the need for criminal action against the perpetrators. Greater training and funding for frontline services is essential to crack down on the gangs and individuals who treat people like commodities. They inflict pain and suffering on vulnerable people, and sexually abuse them.

Traffickers are targeting potential victims, including by “cuckooing”, whereby drug dealers befriend vulnerable addicts and supply them with narcotics before moving into their homes. They then threaten to withdraw the supply of drugs, or use threats and intimidation, to get their victims to sell the substances.

Homeless people are increasingly becoming the victims of modern slavery, lured by traffickers with promises of work, housing and narcotics. They are then used as forced labour to sell drugs or in other forms of criminal exploitation. This year the number of British people coming to statutory support services after being identified as victims of modern slavery has doubled. Many were homeless and had existing drug addictions, making them a target for traffickers, who used their addiction to coerce them into harmful activities. An increasing number of people have been identified as victims of slavery, ending up destitute, homeless and re-trafficked shortly after exiting safe houses.

Addiction is an illness. Young people sell themselves for their next fix and join dangerous and abusive gangs to ensure that their addiction is fed. Far more needs to be done to educate children in schools about drug use and the associated dangers that addiction brings. We are not talking about recreational drugs; we are talking about people who are dependent on a substance that dominates their ability to function.

Involvement in the criminal justice system often results from both illegal drug taking and the criminal activities to obtain those drugs. The destructive behaviours are often caused by brain changes triggered by drug use. Treating drug-involved offenders will provide us with an opportunity to decrease substance abuse and reduce associated criminal behaviour. Commitment to expand drug treatment facilities is essential to ensure a better way to cut the numbers of people who are addicted and keep them out of the criminal justice system.

We are failing people who are addicted to drugs. We have to look at where we have gone wrong. Drug addiction is not getting any better, so the existing system is clearly not working. It must be made much easier for people to get the treatment that they need. Facilities for treating people with drug issues must be improved and increased. Drug reform would be an opportunity to address the issues in the criminal justice system. It is time to think differently about punishment for drug-related offences, to increase the treatment budgets to prevent addiction and drug-related deaths, and to change drug policy so that police forces up and down the country have a uniform approach to drug addiction, allowing them to better tackle the drug battle that permeates all our towns and cities.

I am grateful to the Backbench Business Committee, and to colleagues for their excellent speeches. What we have lost in quality we have certainly gained in quantity—or the other way round. [Interruption.] Or maybe not.

Human trafficking and modern slavery are thriving throughout our international economy, from our grapes and our coffee beans to the tuna we put on our sandwiches. The cost to human life and basic human rights is truly astonishing. Only 12% of Thai fishermen have said that they have fair working conditions, and an estimated 50% of Thai fishermen are known to have been trafficked. As we know, this is not just happening overseas. In Cornwall, in Kent and on the Cambrian coast in Wales, our car washes, our nail bars, our construction sites and the restaurants that we visit are all hotspots for the evil traffickers.

Oxfam’s recent report, “Ripe for change: ending human suffering in supermarket supply chains”, highlights the scale of slavery throughout the food and goods industry. In the UK, the grocery sector is one of the most diverse and sophisticated in the world, worth nearly £185 billion a year. Supermarkets have delivered low prices and year-round choice to many consumers in the UK, but they have done so by using their huge buying power to exert relentless pressure on their suppliers to cut costs while meeting exacting quality requirements, and they often use a range of unfair trading practices to do so. The depression of prices paid to suppliers, coupled with inadequate Government support in producer countries for small-scale farmers and workers, has increased the risk of human and labour rights violations and, as Oxfam has found, driven greater global inequality.

The hon. Lady is absolutely right. Does she agree that supermarkets have also extended the food chain so that it is now much less likely for someone purchasing a good to know its source? They pay lip service to traceability, but in a greatly extended food chain, exploitation is much more likely to occur.

The right hon. Gentleman is absolutely right, and I totally agree with him.

Taking Indian tea and Kenyan green beans as examples, the research by Oxfam found that workers and small-scale farmers earned less than 50% of what they needed for a basic but decent standard of living in their societies. The report also found that the gap between the reality and a decent standard of living was greatest where women provided the majority of the labour. In South Africa, over 90% of surveyed women workers on grape farms reported not having enough to eat in the previous month. Nearly a third of them said that they or a family member had gone to bed hungry at least once in that time.

In Thailand, over 90% of surveyed workers at seafood processing plants reported going without enough food in the previous month. In Italy, 75% of surveyed women workers on fruit and vegetable farms said that they or a family member had cut back on the number of meals in the previous month because their household could not afford sufficient food. In less than five days, the highest paid chief executive at a UK supermarket earns the same as a woman picking grapes on a typical farm in South Africa will earn in her entire lifetime. That is simply not good enough.

Large UK supermarkets lack sufficient policies to protect the human rights of the people they rely on to produce our food. Supermarkets need to act on human and labour rights, support a living wage and radically improve transparency of their own human rights and those of their suppliers. This is vital if our supermarket supply chains are not to be a breeding ground for trafficking. We must be persistent on this matter. Unfortunately, we cannot depend on supermarkets to do this on their own. We need the Government to enforce compliance with the Modern Slavery Act 2015. They must set out how they will measure decent work practices, reform company law and support the adoption of a binding United Nations treaty on business and human rights.

My hon. Friend is making an excellent speech. Section 54 of the Modern Slavery Act is a very welcome provision, but does she agree that its effective enforcement will require a central register of all the companies that are required to comply?

I most certainly do, and I look forward to hearing the Minister’s response to that point. The Modern Slavery Act places a requirement on companies with a turnover of £36 million and above to publish a statement outlining what steps they are taking to tackle exploitation in their supply chains. However, the Act does not require companies to take action; it requires only that they make a statement saying what they are doing.

Perhaps I am pre-empting what my hon. Friend is about to say, but is it not also a problem that the companies’ statements sometimes say virtually nothing? They just have to tick a box to say that they have made a statement. They do not have to show that they are actually doing something to root out slavery in their supply chains.

Exactly. There is also a huge lack of information held on companies that have provided a statement, with a significant amount of companies providing no statement at all. Only 50% of the agricultural companies that fall within the scope of the Modern Slavery Act’s corporate reporting requirement have published a modern slavery statement, and only 38% of those statements were compliant with the requirements of the law, meaning that overall only 19% of the agricultural sector is abiding by the terms of the Act. Section 54 as currently implemented is not fit for purpose and has significant limitations. This is due to the inability to monitor compliance by businesses and no assessment of the quality of modern slavery statements being published. The Welsh Government have put together an ethical code of practice on supply chains and the Co-operative party has launched a modern slavery charter which looks at local council supply chains. These are both progressive moves, but it takes leadership at national level to ensure consistency in this approach.

The Government recently announced a new two-year pilot scheme to bring temporary migrant workers from outside the EU to work in the UK agricultural sector. The stated aim of the pilot is to ease labour shortages in the sector during peak production periods. Lessons from the UK’s previous seasonal agricultural workers scheme and similar temporary migration programmes in other countries show how these types of schemes can create conditions in which modern slavery and labour exploitation can thrive. If the Government are going to introduce migration policies that will increase risks to workers, they must also take the necessary steps to mitigate and prevent such risks in order to ensure that modern slavery does not flourish in Brexit Britain. They must ensure that labour inspectorates have the resources to ensure they can inspect this programme and protect workers, and temporary workers must be provided with information on their labour rights and given support to raise cases of abuse.

We need to work together to end human trafficking and labour exploitation, and we must eradicate modern-day slavery. Companies must be held to account for the ethical impact of their activities, particularly where poor business practices directly contribute to the severe exploitation of workers. Currently, the traffickers are winning. Vulnerable adults and children are being exploited on an industrial scale across the UK and internationally. It is time to take action. We must stop this practice now.

I will be really brief. I apologise to my staff, who spent hours writing my speech. I would rather the Minister actually responded to some of the issues.

I congratulate everyone who has spoken today. All I would say to the Minister is that we have heard the passion and concerns throughout the debate from right across the House, and the numerous briefings that we have all received are testament to the gravity of this dreadful situation. I urge the Minister to reflect on today’s debate, consider the depth of feelings and the emotions, listen to the concerns, make the appropriate safety net, and offer support for those who are not a commodity to be bought, sold and traded, but are human beings. We owe them the respect and dignity of ensuring that we provide for them.

I congratulate my hon. Friend the Member for West Ham (Lyn Brown) on securing the debate. It is an absolute pleasure to serve under your chairmanship, Mr Evans. Over the summer, the Metropolitan police launched their 100th murder investigation, but it is not just a London problem. In towns and cities all over the UK, the dynamic of crime is changing, and the need to change attitudes to policing has never been greater.

County lines are a devastating crime tsunami, as I have seen first hand in my own city, where the excellent South Wales police are fighting what is, in many cases, an invisible enemy—faceless in appearance, but devastating in action. Last Thursday, I spent the evening on the streets of Swansea with the Safer Wales outreach bus, which works with victims of prostitution. I heard about two young ladies—their age is disputable—who had gone missing. It was assumed that they had been taken by drug gangs—county lines—because of debt. I heard that they were likely to be trafficked. It was explained to me what punishment they could expect, but it is too dreadful to repeat in this place. That is the reality of what we are facing.

We are losing cities and towns up and down the country to the devastating phenomenon of county lines. Drugs, trafficking, prostitution and community devastation are the dreadful consequences of this life-sucking social cancer. They are taking our children’s lives, both metaphorically and literally. We must stop thinking that current police numbers and the availability of social and community work are adequate.

The level of support, training and intervention that the Government are providing is far below what is needed. Serious crime is threatening to overwhelm our communities. I acknowledge that the Government are trying, but it is time to try harder. The number of children aged between 10 and 15 being treated for stab wounds has increased by 69% since 2013. More than half the crimes against children from that same age group are related to violence. At the centre of those rises are tragedies we should never forget. Far too many young lives are being senselessly lost.

The Children’s Commissioner has shown that a total of 70,000 youths aged up to 25 are feared to be part of a gang network. Too many lives are being wasted, too many families destroyed and too many communities devastated. The current surge in serious violence is a textbook definition of a whole-system failure, which Ministers must acknowledge. These children are the victims of austerity and rising poverty, and the figures tell their own story. Some 120,000 children are homeless. More than 70,000 are in care. Many thousands are excluded from school. The consequence for many hundreds of families is total devastation. Vital services are being pared back as a result of local authority cuts. Families arrive into the system when they are already at crisis point.

Violent crime has more than doubled in the past five years and is now at record levels. Last year, offences involving firearms increased by 11%, while those involving knives and sharp instruments increased by double that. I could regale the Chamber with examples from London, the midlands, Yorkshire or Wales—in fact, I could give examples from anywhere in the country. Despite the stories I could tell, the ending gang violence and exploitation fund, which is part of the serious violence strategy, will be just £300,000. That is hardly a commitment to tackling the reality of the serious crimewave engulfing our towns and cities.

I urge the Government to invest more in the battle fund and to meet this war—it is a war—head on. We cannot have any more families devastated. We cannot have any more lives lost. The time has passed for talking. We need to be fighting to protect our families, our communities and our children. It is time for the Government to invest the appropriate time and resources to tackle this demon head on.
