As we speak, severe weather is sweeping through the north of the country and heading south. Referring back to the Secretary of State’s remarks about Ofgem, will he stress in all his dealings with that body that for those living in the coldest parts of the country, such as the highlands of Scotland, a fair set of tariffs must be applied that are relevant to their circumstances? There is a real feeling of social injustice, which I believe is entirely justified.

I am grateful to my right hon. Friend for that question. As he knows, Ofgem is reviewing competitiveness in the market and the scale of the margins. In addition, a discount scheme is in place for those in fuel poverty, and we will underpin that. The Government are committed to preserving winter fuel payments, and to ensuring that cold weather payment schemes continue. Whatever the weather brings for us over the next few weeks, I hope that we will be in a position to help those who are most hard-pressed. I return to the fundamental point, which is that we have this problem every winter, again and again, and it is time that we dealt with its root causes through energy efficiency measures for those in rural poverty, rather than attempting constantly to put sticking-plasters on it.

The hon. Lady makes a point that is dear to my heart, not only in the context that she raises, but in that of, for example, the feed-in tariff for wind. Unfortunately, I do not benefit from that tariff as a pioneer. I considered the issue carefully on a value-for-money basis, and I am afraid that the advice from my officials was clearly that we cannot introduce retrospection in such cases because it does not represent value for money. We are trying to introduce new schemes in future, and therefore, sadly, the only incentive and payback that people such as the hon. Lady and I will get is the warm glow of being pioneers.

As the Secretary of State has been good enough in the past to speak encouragingly about the potential of the Kishorn and the Nigg former oil fabrication sites in the Scottish highlands for future offshore renewable manufacturing, and given recent developments at both, may I extend him a warm invitation on behalf of all involved to visit either or both? He is guaranteed a warm welcome.

I am grateful for my right hon. Friend’s kind invitation. I would love an opportunity to visit his constituency. Indeed, I will visit the north of Scotland and Orkney and Shetland in the next few weeks, and I intend to inform myself about the important pioneering energy developments, particularly in renewables, that are under way in the area.

8. What recent assessment he has made of the potential for former onshore oil fabrication construction sites to be used for construction activity relating to sustainable forms of energy; and if he will make a statement.

Many UK sites have potential for development in areas such as offshore wind, as indicated in the “UK Offshore Wind Ports Prospectus”, and for wave and tidal energy. Many of them are in Scotland, where the Scottish Government are currently taking a strategic approach to the sector.

In thanking my right hon. Friend for that reply I draw his attention to the great potential offered by the Nigg site, which is built around the largest dry dock in Europe, and, on the west coast of my constituency, the Kishorn site, which successfully contributed to massive North sea oil platform construction in days gone by. Will my right hon. Friend work as closely as possible with the Scottish Government, the Highland council and Highlands and Islands Enterprise to promote internationally the interests of those two sites?

I am very pleased to reassure my right hon. Friend that my officials have already advised me about the potential for Kishorn and Nigg, and we will be working closely with all the relevant authorities to try to create the maximum number of jobs and make sure that their potential is realised to the full.
