Where I agree with my hon. Friend is that there is no trade-off between health and economic measures, because if the virus gets out of hand, then we will end up with a worse economic hit as well. I know he agrees with that because we have discussed it many times. He, like other Essex MPs, may not like the fact that we have to collectively put in place these measures in Essex, but it is the right course of action.

As Warrington’s neighbouring Liverpool city region and Lancashire are in tier 3, with Greater Manchester expected to follow shortly if financial support is agreed, we need confidence that if we are asked to follow suit, there is robust evidence for the required closure of hospitality businesses, leisure businesses and salons. Will the Secretary of State commit to publishing the specific UK transmission data for these sectors compared with other workplaces—or are they merely a soft target?

We published further data late last week on exactly the question that the hon. Lady asks. We have the backward contact tracing in place that the hon. Member for Leicester South (Jonathan Ashworth) asked for—I apologise for not answering his question on that—and we have seen the evidence from that. The critical thing, though, is for us all to recognise that in places like Warrington and the surrounding area, where the number of cases is going up—and the number of cases among the over-60s is going up, which is particularly worrying—we do need to act, and to act together if at all possible.

Increasingly, it feels like the north is being treated as an afterthought, with decisions taken by people in Whitehall who could not even point to Warrington on a map. We had absolutely none of the promised engagement over the weekend with our local authority and there was a concerted push to make us subject to the tier 3 restrictions of the Liverpool city region, despite not being a part of those conversations or, indeed, of the Liverpool city region. It has been insulting to be invited to a meeting for a totally different county by the Department for Health, and to be told what restrictions we would be subject to only minutes before the Prime Minister made his announcement, when the details had all been leaked to The Times days earlier, causing huge anxiety locally.

The real irony, however, is that many of our local businesses would be better off if we had gone into tier 3, as the financial support for tier 2 is totally inadequate. Between the 10 pm curfew and the introduction of the ban on households mixing indoors, hospitality venues in Warrington lost up to 90% of their business in a single week. No business could be expected to survive that indefinitely and the job support scheme does little to help, pushing families into poverty. Far from the Government’s stated aspiration of levelling up, we are being levelled down in the north-west by coronavirus and a Government who seem to think we should be grateful for the limited support we have had.

The worst part is hearing from constituents who have lost hope. The mental health impacts of all they have had to endure will be lasting and significant. As well as getting serious about financial support for our region to deal with the virus, we urgently need to see increased support to deal with the mental health crisis that we face. To give people hope, we need to have it explained what thresholds Warrington needs to meet to be moved out of tier 2 and into tier 1, with the rest of the country. With something to work towards, compliance will naturally increase, and it will give us back some of the control that we feel we have lost. We all want to do our bit, but the Government must do theirs. That means greater engagement, transparency and accountability and not a lockdown for the north on the cheap.

I rise to speak today for the residents of Warrington North who have been under lockdown for 16 days now, with additional restrictions having been imposed a week ago. My constituents are now banned from going for a drink or a meal indoors with someone they do not live with, or from visiting a public venue together at the risk of fines that double from £100 upwards. Food and drink can be served only at tables, and the 10 pm curfew applies to pubs and restaurants. Local businesses tell me that that has caused their bookings to drop from 60% to 90% in a single week. As they are not being told to close, they are not eligible for further support grants.

There is a £1,500 grant available to businesses in places with local lockdown restrictions, but only in Blackburn and Darwen, Pendle and Oldham, not Warrington. These decisions will cost businesses and jobs, and, equally, the £7 million split between nine local authorities will not allow our council to help those desperate for support.

My constituents are eager to be responsible and safe, but what they resent are confused instructions, incompetence, inconsistent treatment and unnecessary economic harm. We have heard of more incompetence in the past few days, with 16,000 cases having been lost from the system because of inept use of Excel spreadsheets. One hundred and fifty seven of these cases are in Warrington, which means that hundreds of people have been neither tracked nor traced in my community. What are the benefits of these restrictions, confused, incompetent and inconsistent though they may be? Well, they have not stopped the spread of covid cases, but what they have achieved is massive damage to our local businesses and profoundly negative impacts on the mental health of our residents, who are cut off from friends and family in almost all circumstances.

The Government seem to be clamouring to impose even more restrictions on our community and on the neighbouring Liverpool city region without even giving us the evidence for the restrictions so far, any exit strategy for us to work towards, or any hope that there may be an end in sight. We cannot go on like this. The public want to do the right thing, but need to have the confidence that the Government are putting them in a position to do this. We are being let down.

We have put the extra capacity into Ashfield that my hon. Friend talks about, and I am delighted that the number of people in Ashfield who are getting a test has therefore increased. We have to get to a position where everybody who needs a test can get a test, ensuring that we follow the prioritisation. I look forward to working with him to fix the problem in Ashfield and across the country.

In Warrington we have seen spiking numbers, with over 200 confirmed cases in the most recent weekly figures. Our rate is now the sixth highest in England, and we have real issues with demand for testing far outstripping local capacity. Can the Secretary of State outline what additional support he will give to Warrington Borough Council to increase our testing capacity, so that we do not have to go back into lockdown like our Greater Manchester neighbours?

Yes, absolutely. The hon. Lady is right to raise the concerns in Warrington about the increase in the number of people testing positive. I am happy to work with her, Warrington Borough Council and my hon. Friend the Member for Warrington South (Andy Carter) to ensure that we get the best possible response, including putting in that extra testing.

Yes, absolutely. My hon. Friend is quite right to say this. She has already been in contact and making sure she represents Lancashire and the needs of people across her area and across Lancashire. I absolutely commit to doing that and to working with MPs in all those areas that are affected across the country. I know how concerning this is to constituents in an area with a much higher rate, or close to an area with a much higher rate. A case in point has been the MPs in Leicester and across Leicestershire, with whom we have worked closely to try to tackle this problem. I know that my hon. Friend will do a fantastic job looking out for the interests and needs of her constituents.

Mercifully, our R rate in Warrington is low, but I am concerned about surrounding areas that many of my constituents commute to for work and that local authorities have not been getting patient-identifiable data, which would help them to quickly identify and address workplace outbreaks. I welcome the Secretary of State’s assurance that local authorities will be in receipt of this information from today, but what powers will they have to co-ordinate data sharing with each other to sit alongside this?

Yes, if a local authority—say, an upper-tier local authority—gets the data and wants to conclude a further data-sharing agreement with a lower-tier local authority, that is absolutely open to them.

It is true that Rotherham has a higher proportion of positive cases than the country as a whole. Nevertheless, that rate is much lower than it was in Leicester, and we are working with the council to ensure that the necessary action is taken. Everybody in the Rother Valley should take comfort from the fact that, nationally, the virus is under control. In rural parts of Yorkshire, the rate is not that much higher than anywhere else. People should go out and enjoy summer safely; the emphasis should be on both “enjoy” and “safely”.

At the end of March, the Department of Health and Social Care announced that Clipper Logistics would be contracted to provide a portal for community healthcare partners such as local authorities and social care providers to order PPE for their staff. Can the Secretary of State confirm what the value of the contract awarded to Clipper was and how many items of PPE it has delivered?

I do not have those figures to hand, but the delivery of PPE through this portal has been a very important part of the response in some parts of the country. I am very glad that, thanks to the incredible hard work of thousands of people in the public and private sectors, we have managed to deliver 2 billion items of PPE and that the very sharp spike in demand for PPE has now been met with a very sharp increase in supply.

The coronavirus crisis has reaffirmed what Labour has always stated: that the NHS is the jewel of our country’s public services. We are beyond fortunate to have such brilliant and dedicated doctors, nurses and support staff, including cleaners, from around the world who are working for us in the health service—such as the student nurses from the University of Chester’s Warrington campus who have stepped up as part of the national effort and should be commended.

I begin by paying tribute to two of those staff whose lives were tragically cut short during the pandemic, and whose loss is keenly felt by their colleagues and across our community: Andy Collier, a nurse practitioner at Hollins Park Hospital in Warrington, and Joselito Habab, known as Jo to his colleagues, a nurse at Warrington Hospital. May their memories forever be a blessing.

We have been fortunate that heroic efforts have so far ensured that the critical care bed capacity has not been overwhelmed, and I hope we are now better prepared for the threat of an additional wave this winter. Critical care capacity at Warrington Hospital is now five times the normal capacity—an extraordinary undertaking by everyone involved—but we know that routine care has suffered, as well as admissions and treatment for stroke, cancer and heart attacks. The patient transfer list for planned procedures in Warrington has grown massively, and it is estimated that it could take up to 18 months to get completely back to normal. I would like the Government to support hospital trusts and CCGs to work collaboratively on regional patient transfer lists to better manage elective care capacity and ensure that we do not keep patients waiting any longer than necessary.

We face a huge cancer diagnostic backlog of 2.4 million people waiting for cancer screening, further tests or cancer treatment, and 93% of histopathology departments are understaffed. We know that early intervention in cancer care has a dramatic impact on health outcomes. Research by University College London and DATA-CAN, a health research hub for cancer diagnosis and treatment, suggests that there will be almost 18,000 excess cancer deaths next year.

Before the pandemic, the NHS and the social care system had significant staffing shortages. Stress levels for NHS staff were at a five-year high and only a third of staff felt that staffing levels were sufficient. Social care has one of the highest turnovers of any sector and a quarter of staff are on zero-hours contracts. A lasting consequence of covid must be more than memories of clapping; we must improve the pay and working conditions of NHS and care staff.

The mental health challenge will be an enduring problem of this covid period. In spite of Government promises, mental health is still underfunded in the UK. The King’s Fund estimates that mental health problems account for 23% of the burden of disease in the United Kingdom, but addressing that still makes up only about 10% of Department of Health and Social Care spend. Alarmingly, Mind says that almost a quarter of people who tried to access mental health support in early June failed to get any help.

I praise the efforts of mental health staff at North West Boroughs Healthcare NHS Foundation Trust and in the voluntary sector in Warrington at an extraordinarily difficult time, but it is clear that more investment and focus is needed. Covid has affected, and will continue to affect, every part of our lives. It has forced us to change our entire way of living. Coming out of it will give us the opportunity to make changes to our society for the better. That must start with our health service.

We cannot overstate the scale of the social care crisis in this country. The Government continue to kick the proverbial can down the road, with the Green Paper promised in March 2017 still not having materialised, and much of the public conversation focuses simply on the issue of funding. Clearly, I do not wish to diminish the urgency of the need for greater funding, but without fixing all that is structurally broken in social care, any increase in funding will not necessarily flow through to care quality or care workers’ wages, where it is desperately needed.

First and foremost, we must look at the skills and professionalisation agenda in social care. I urge all colleagues across the House to read the report from the last Parliament by the all-party parliamentary group on social care co-chaired by my hon. Friend the Member for Sheffield, Heeley (Louise Haigh) and the hon. Member for Chichester (Gillian Keegan). It made some very important recommendations in this area, particularly about registration and the lack of qualifications that are transportable across the health and social care sectors. Addressing this will, in turn, create an upward pressure on wages, and give people more pathways to development and progression so as to make a career in care more viable, reducing the turnover in the sector. The pay differential between a new care worker and someone with years of experience is only about 17p per hour. This cannot continue.

We must urgently look at the issue of the fragmented provider landscape and outsourcing, which is one of the key drivers of low pay in the sector. Only yesterday I was forced to write to a local provider about its proposals to reduce the terms and conditions of former council workers outsourced to the company. Private firm Catalyst Choices, which has been providing care services for Warrington Borough Council since 2015, is proposing cuts including, but not limited to, a reduction in weekend enhancements, overtime pay and sick pay. I do not want to single out this provider because I understand that this problem is replicated up and down the country owing to chronic underfunding by cash-starved local authorities. However, it is forcing people out of the sector. In my constituency, every time the Trafford Centre advertises for temporary workers, we see a knock-on effect in local care. When Amazon opened a distribution centre in Warrington, that triggered a crisis of care provision locally. What does it say about how we value our care workforce that a company with a reputation for poor pay and exploitative work practices is considered preferable to remaining in social care?

This workforce crisis in care is evidently having a really detrimental impact on the provision of care, as we cannot get quality care on the cheap. Shortages of care workers locally mean that too many elderly people in the villages of my constituency are having to stay in hospital because they cannot get a care package to support them back in their homes.

While we must develop an effective workforce strategy for our care workforce, working with care providers and the TUC on a real sectoral plan, we must also ensure that the challenges faced by our unpaid carers are properly recognised. We have 6.5 million unpaid carers in our country. Despite the additional costs of caring, the lack of practical support means that carers often contribute their own money to care for their loved ones. Despite the significant costs and the value of care that they provide, the main benefit for people caring—carer’s allowance—is the lowest of its kind, at £66.15 per week. It is not nearly enough.

Until we start to properly recognise and reward care work, whether it is formal or informal, paid or unpaid, we will never have a system that provides the quality of care that everyone deserves. This Government can no longer dither and delay on one of the biggest crises we face as a society, and the problem grows more severe with each passing day as the issues that I have outlined go unaddressed. Before coming into Parliament, I worked for a trade union and used to speak to careworkers, who told me that they were frightened to retire, because they know what is waiting for them when they need care. That is a sobering thought on a future that we need real action now to avoid.
