However lyrical, charming, elegant and extraordinary the Minister is, and however beautifully he has taken the Bill through all its stages thus far, it is a bit rich for him to enjoin us not to ruin it at the end, because unfortunately it was another Department that tried to ruin his Bill. His former Parliamentary Private Secretary, the new Secretary of State for Culture, Media and Sport, over whom he no longer seems to have any control whatever, insisted that large amendments be added only a week ago on a whole new matter that had nothing whatever to do with the Bill—the electronic communications code. That was part of some magic deal that was being done with the mobile telephone operators before Christmas, which has now crumbled to dust. Those amendments were foisted on the Bill—it is not so much a Christmas tree Bill as the whole of Oxford Circus, it has so many baubles on it.

The truth is that the amendments that were suddenly added to the Bill were interlopers. The Minister says that the programme motion is fine, because he now wishes to withdraw the amendments that he insisted were added to the Bill only a week ago—the shortest-lived amendments in the 750-year history of this Parliament, no doubt. However, we now have to debate removing them, having never had an opportunity properly to debate putting them into the Bill in the first place.

Although I accept that the Minister is a wonderful chap—I see that he is now pointing to the Secretary of State for Culture, Media and Sport and telling him off—I gently say to the Government that it would have been far better if we had gone through the process properly and had a two-day debate on the important matters in the Bill. Fracking is an important issue to many people, and we will no doubt debate it at considerable length today, but we should have had a two-day Report stage.

Equipped with the information I need, I have that very study here. My hon. Friend is right that it says that a road link is important, but it does not of course rule out a rail link in the way he describes and of which I know he has been a great advocate. In that context, I will take another look at the matter, which of course has to be taken forward locally. He has been a great champion. How proud the people of Pudsey must be to be represented by my hon. Friend.

Last Thursday in Committee, the charming Minister pushed through amendments to the Infrastructure Bill to change the electronic communications code. Last night, he sneaked upstairs to the Public Bill Office to table amendments to delete the very same changes that he made last week. Are these the shortest lived amendments in the history of this House? To be blunt—[Interruption.] I am here all week. To be blunt, is it not time to say that the Government’s whole deal with the mobile phone companies has fallen apart?

My advice to the hon. Gentleman is that it is always better to be sharp than to be blunt, but that option is not available to him most of the time. The truth is that we have listened, because we want to move forward in a spirit of consensus. We know that it is vital to reform the code, and we want to do it properly. The Opposition made the case that we should withdraw it, think again and work with all concerned to make it work, but now when we do so, they criticise us. They cannot have it both ways.

I preface my answer by saying that our important debate this afternoon will touch on a great many of these matters. Such things are currently being debated and need to be worked out. This is a bicameral appointment which, under the Parliament (Joint Departments) Act 2007, is made by the corporate officers of the two Houses. We will clearly have to work out the best line management going forward, but I believe that with the current flow of good will in both Houses, that should be eminently achievable.

Will this person also talk to the Independent Parliamentary Standards Authority, which regulates most of the provision of IT services for Members of Parliament? Neither printer in my constituency office has worked since November, and IPSA will not let me buy a new one. I have literally no means of sending a letter to my constituents—[Interruption.] Or to Government Members. Surely a vital part of a Member’s job is to be able to write to their constituents.

If the hon. Gentleman will allow me, I will look into that specific case because I do not have an accurate answer for him. My belief is that a repair service would fall under PICT and should be provided, but I would like to check and give him an accurate answer.

I am not aware of the media reports to which the hon. Lady refers. I will, of course, look at them, but as far as I am concerned announcements are made to the House first. I cannot always preclude speculation in the press, which is sometimes well informed and sometimes very badly informed. I do not necessarily reach the same conclusion, but I will ensure that I let her know what the situation is.

That is all very well, but the Leader of the House has eight minutes and 14 seconds to tell the Prime Minister and the Deputy Prime Minister that they should not be making a speech to the media about their intention to legislate next week before a speech is made to this House.

The hon. Gentleman will know, and the House will have seen, that the Home Secretary will be making a statement. Indeed, I will be making a business statement, too. Sometimes it is necessary for the public to be told at what is, effectively, broadly the same time as Parliament itself.

I agree that if an answer to a parliamentary question refers to information being deposited in the Library, that should happen in a timely manner. I would be happy to remind Departments of the requirements and to take up any cases on behalf of the hon. Gentleman, should he wish to give me the details. We tried to identify the question to which he was referring. If he provides that information, we will follow it up.

Much as I hate agreeing with the hon. Member for Shipley (Philip Davies), he is absolutely right on this occasion. The worst of it is that the Leader of the House is about—I have a sneaking suspicion—to let all Ministers off the hook, because the moment he prorogues early, all the questions lapse and no Minister has to do anything. I urge him not to prorogue until the day before the Queen’s Speech, so that Ministers have plenty of time to get all their answers in order.

I can allay my hon. Friend’s concerns. Yes, a group of people can petition together and only one fee is payable. The people who petition can appear at the Committee, and they can be represented by an agent or by a number of people from that group. I do not feel that the fee is prohibitive. It is set by the House and has not increased since 1988. It is a matter for the House to administer these costs, not a matter for the Government. Members might like to raise the question with Mr Speaker, as it is a House matter.

On a matter for which the Minister may be responsible, how long does he expect the Committee to sit? When does he expect its life to end?

We have already made it clear that we do not expect the Committee to conclude its work, which must be done thoroughly and in a way that we believe responds adequately to concerns raised in petitions. The Secretary of State indicated that he expects it to continue after the next general election, which is why there is a double carry-over motion before the House. That means that the Committee can continue its work not only into the next Session of this Parliament, but beyond the general election. It is a matter for the Committee how it organises its work and how it considers the petitions. That is not a matter for me as the Minister.

I think the Minister just said that he does not expect the Committee to conclude. In other words, it will go on for ever and ever. That is what the motion allows for, yet later today we will be asked to contribute to the pay of the person who is to chair the Committee. We are going to be paying this person in perpetuity, yet it seems that the Minister has nothing to account for.

Any motions passed in the House today can be amended in future by the House. If, for example, the Committee was not sitting and it was felt that the Chairman therefore did not deserve his fee, that could be revisited by the House. In view of the precedents of previous hybrid Bills, we believe that the period of time needed will take us past the next general election—I hope not far past the next general election, but given the number of petitions that we expect and the work that the Committee will have to carry out, it has the possibility of sitting during the recess to try to improve the speed at which it can carry out that work. This is a reasonable way of going forward and of giving that Committee the resources and the time it needs to do its job thoroughly.

Before the hon. Gentleman intervenes, let me say that I feel sure beyond doubt that the Minister was trying to be helpful to the House, but in a similar vein perhaps I ought to emphasise to colleagues that in respect of the matter of fees or charges, appertaining as they do to a private Bill, such matters would ordinarily be raised by right hon. and hon. Members with the Chairman of Ways and Means, who oversees such matters. A visit even to the Private Bill Office might be beneficial to Members. What I am saying politely to colleagues is that there is no great merit in raising the matter with me, notwithstanding the good intentions of the Minister’s intervention.

I have almost forgotten what I was going to ask after that rather lengthy—but welcome—contribution to the debate. The Minister has already said that the Committee that we are appointing—we are naming the members of the Committee in the motion before the House—will continue after the general election. It is quite clear that this is providing a safe berth for a Conservative Member of the House. When we win the general election next May, will the Committee membership and the chairmanship automatically change party?

The membership of the Committee is a matter for the House. When after the next election we have a majority Conservative Government, if necessary we could revisit that. It is a matter for the House. We are voting on it today and there is nothing written in stone today that cannot be changed in future by a further motion put before the House and voted on.

The motion sets out that anyone who submits a valid petition is entitled to be heard by the Select Committee, either in person, or through a parliamentary agent or counsel. The motion gives some latitude to organisations petitioning to authorise different officers as their representative before the Select Committee, should they need to do so. The motion provides for the Committee to meet during recess should it wish to do so, and also to hold its hearings away from Parliament if it so wishes. I know that one of the amendments tabled refers to its meeting in other parts of the country. It would be for the Committee to decide if it would be useful to do so.

However, our hope is that people will not feel the need to petition. HS2 Ltd has produced a significant number of information papers which are published on its website. These attempt to address the key concerns that people have about the project, such as the impacts of construction and noise. I encourage hon. Members and their constituents to read those papers, as this might stop unnecessary petitions.

It is established practice that the Select Committee cannot hear petitions against the principle of the Bill. That principle was agreed by the whole House on Second Reading yesterday, and it would not be appropriate for a Select Committee to consider changes that might undermine the decision made by the whole House. This instruction, therefore, sets out the principle of the Bill for the Select Committee: the provision of a high-speed railway between Euston and a junction at the west coast main line at Handsacre in Staffordshire, with a spur from Water Orton in Warwickshire to Curzon Street in Birmingham. The principle also includes the intermediate stations at Old Oak Common and Birmingham Interchange located near the airport, and the broad route alignment set out in the plans and sections deposited with the Bill. This principle should give the Committee sufficient scope to address the issues of petitioners without sacrificing the desired capability of the railway to give the benefits expected.

The instruction also addresses the Secretary of State’s decision to remove the HS1 link. The removal of the link was agreed as part of Second Reading yesterday. The instruction, therefore, requires an amendment to be made to remove the link and then treats the Bill as though the link were not included in the principle. Therefore, there is no need for people opposed to the link to petition against the link, as it will be removed. It is also not possible for the Committee to hear petitions in favour of a link, in the same way as it is not possible for the Committee to hear petitions in favour of an extension to Newquay, for example, or anywhere else. That is beyond the principle of the Bill.

Those are two separate matters that are mutually exclusive. We are looking at whether better provision can be made for the short journey between Euston and St Pancras for those who wish to continue their journey internationally, or indeed to use King’s Cross or St Pancras for domestic journeys. A separate process is going on whereby HS2 Ltd and Network Rail are looking at how we can better improve the connectivity of HS1. That is being done in the light of the decision to abandon the HS1-HS2 connection, which was very popular in places such as Camden.

The Channel Tunnel Rail Link Bill was carried over two Prorogations. The Crossrail Bill was carried over two Prorogations and a Dissolution for a general election. The House is due to prorogue shortly for the Queen’s Speech—

I haven’t a clue. Even when I was in the Whips Office, we did not get to hear about that.

Because of the Fixed-term Parliaments Act 2011, we know with a degree of certainty when Parliament will be dissolved for the next general election. Although we had hoped that the hybrid Bill would secure Royal Assent before the next general election, I am clear that in all likelihood it will not do so.

The Select Committee that was appointed to consider the Crossrail Bill had 10 members, so why has the Committee under discussion got only six and, therefore, a different quorum of three?

To be absolutely honest with the hon. Gentleman, many people who volunteered to consider the Crossrail Bill did not realise what a commitment it would be. We have found six Members—some of whom have been volunteered—who are prepared to put in the time and commitment to do this, and I think we will be well served by them. We are very grateful to them for putting their names forward. It would be a big ask to find a large Committee to do this work, given the large amount of time those Members will have to take out of the other parliamentary duties they carry out on their constituents’ behalf. We are very grateful that they are volunteers rather than pressed men.

What I am seeing, and what I see nearly everywhere I go, is a strong lobbying exercise, or representation exercise, on behalf of Birmingham airport, and rightly so because it is a very good airport—I like it and use it regularly. What Birmingham has already done, through its expansion and extending the runway, means that it will be able to offer lots more services to the people of the west midlands, and I very much hope to take advantage of that.

Will most ordinary people listening to this debate not conclude that a politician who cannot make a decision is no more use than a chocolate teapot? If we are going to keep on procrastinating and if the Government cannot even decide that Boris island is not going to float, they have run out of steam.

Coming from somebody who was 13 years in a Government who refused to make—[Interruption.] The hon. Gentleman was 13 years in Parliament supporting a Government—avidly, on every occasion—who continually failed to take any decisions about major infrastructure projects, yet he now complains that this Government, who have made more progress on the railways and on aviation, are somehow slacking in making their decision.

We are determined, through record levels of infrastructure investment, to improve the quality of journeys for passengers. As someone who uses that line, however, I accept that there is room for improvement, and that has been ongoing. We have seen a total upgrading of the track, we are seeing an ongoing process of replacing the overhead cables, and stations are being refurbished, but more has to be done, and that will happen.

The purpose of the feasibility study now being undertaken is to ensure that there is accurate information, properly gathered by outside independent experts, so that all the options are based on fact, without any optimism bias. I cannot personally imagine a circumstance in which the House would not wish to express a view on what is best, but when the decision is made, after the information is available, it will be for the usual channels, whichever they are, to work out how to do that.

If we were to move out, which I would not particularly object to if it were more cost-effective, and if, for instance, we were to move to a round chamber, such as that at Church house, where would the Liberal Democrats sit? Would they sit between Labour and the Conservatives? Would they sit to the far left or to the far right, or would they sit in the bishops’ seats?

We in the south Wales valleys are delighted that those lines are to be electrified, but can the Secretary of State tell us when that work will start and how much faster journey times between Treherbert, Llwynypia and Cardiff will be? If he is unable to pronounce those place names or tell us today, will he please write to me?

Before I address the motion, I would just like to tell the House what a great honour and privilege it is to return to the Dispatch Box in a proper speaking role after some 18 years, although I have to say to the hon. Member for Garston and Halewood (Maria Eagle) that I had not expected to be making my first speech as Transport Secretary quite so soon. When the Opposition Chief Whip informed me on Monday evening that there was to be a transport debate today, I thought that this would be either an opportunity or a great problem. I shall not decide which until I have sat down. I thank the hon. Lady for her warm welcome. I shall certainly consider some of the points that she raised in her speech, but I might need to take a little more time to do that, rather than responding to them all immediately this afternoon.

I, too, congratulate the right hon. Gentleman on his new post. As he knows, I have always thought of him as the General von Klinkerhoffen of the Government—but only in that he is much nicer than his party allegiance. May I add one thing to the list of things he should worry about? It is that we often think of commuters as wealthy people going from the commuter districts outside London to their jobs in banks, yet many in my constituency are people who are on the minimum wage. For them, the £5.10 or £5.20 a day that it would cost them to go to work can sometimes be prohibitive. Will he work closely with the Department for Work and Pensions to ensure that such people have a real opportunity to work?

I thank the hon. Gentleman for his intervention. I well accept that a lot of people who commute are on very low wages, and that their transport costs account for a very large part of their income. We do need to bear that in mind. The hon. Gentleman is, however, supporting a motion today that would remove the flexibility of the rail companies to adjust rail fares, which is something that the Welsh Assembly—which his own party runs—is not prepared to do.

I am aware of the hon. Gentleman’s concerns, which he is going to talk through tomorrow with the Minister of State for Transport, my right hon. Friend the Member for Chipping Barnet (Mrs Villiers). I assure him that no final decisions have been made. I emphasise that the HLOS investment that we are making will open up real opportunities for us to cascade rolling stock. For example, the high-speed diesel fleet that is currently on the midland main line—the Meridian stock—will be available, and we will see how we can use that effectively on other parts of the network.

The people of the Rhondda Fawr will doubtless want to get out the bunting and skip for joy—[Hon. Members: “Hear, hear!”] They will doubtless want to do so when the Treherbert to Cardiff line has been electrified. What date should I put in my diary for the opening of that electrified line? Will it happen before the review of constituency boundaries and before Lords reform, or perhaps after?

It is nice to know that the hon. Gentleman looks at things through such a political lens, rather than from the perspective of his local community. This investment will take place from 2014 to 2019. It will make a huge difference to communities such as his. I only wish that he could support it wholeheartedly and without reservation.
