I have sat through most of the debate and listened to Members talk about the need to start upskilling now. Will the Minister look into contacting, lobbying and working with further education institutions, including in my constituency—

And, indeed, in my hon. Friend’s constituency, and in the constituencies of all Members from across the House. That way, we can start to look at upskilling and at what FE provision is there now, and FE institutions can start to develop course plans and to introduce lecturers and so on, so that we get those skills ready for when the project happens.

I know that the Leader of the House wants proxy voting to happen. I am a member of the Procedure Committee and I say to all Members that procedure is fun—never more so than in recent months.

Indeed, I am sad.
I ask the Leader of the House, in all sincerity, if, as I fear and perhaps she fears, the proposal does not go through on the nod on Monday, how soon will she bring back a substantive motion with a vote? The following day, we are expecting votes on Brexit legislation, which means that my hon. Friend the Member for Hampstead and Kilburn (Tulip Siddiq), who has a new-born baby, could lose out again. I am sure that the right hon. Lady agrees that that is simply not acceptable.

On a more serious point, my constituent has been in and out of work, so he has now been told he has exhausted the number of universal credit advance payments he can receive. He is out of work now. He received his last pay cheque two weeks ago. He has even exhausted all his food bank vouchers. The Department for Work and Pensions has told him he will have to wait seven weeks for any sort of payment. Thanks to interventions from my office, he has been awarded £350 towards paying his rent—that is not enough.
May I ask the Leader of the House, most sincerely, for an urgent debate, in Government time, on the horrendous realities of the UC roll-out and the impact it is having on constituents of Members from both sides of the House? Please do not just refer me to DWP questions next week: we need a debate, because the realities of UC are truly abhorrent.

You can never get enough Wales, as I am sure my hon. Friend would agree. In recent years there has been an increase in assaults on first responders to ambulance calls who are treating patients at the side of the road and being attacked by somebody who was attacking the person they were treating. Are first responders included in the Bill, or will they need to be included in Committee?

The legal advice that I have had is that they would be included, but we need to make sure of that in Committee.
I think every single one of us will feel it is inconceivable—incomprehensible—that, when somebody comes to save a life, they can be physically attacked for doing so. How does that happen? There is a cry of outrage at the heart of this Bill. It is an attempt to give an extra tool to the prosecuting authorities to make sure that we can stem the tide of these assaults.
