Recent vegetation management alongside the railway has destroyed huge swathes of the Erewash landscape. Will the Minister outline what further steps have been taken to ensure that Network Rail does vegetation management responsibly and does not take the drastic measures it has taken throughout my constituency? It is really affecting the wildlife, as well as my constituents’ wellbeing.

First, let us be clear: there is no perfect, off-the-shelf system available to airports that will simply deal with this problem overnight. I pay tribute to those in the police and the military, and across government, who responded so quickly to the Heathrow problem, ensuring that the runway was closed for a very short length of time, and to the team at Heathrow who did the same.

Now that the consultation on the High Speed 2 working draft environmental statement has closed, has the Minister had any indication of when HS2 Ltd will publish its response? Can she ensure that every submission will be given careful consideration?

What assessment has my right hon. Friend made of the review into non-statutory property schemes for High Speed 2, and why did it fail to deliver a bespoke package for Long Eaton, which has been promised by Ministers on more than one occasion?

My hon. Friend and I have had many discussions about Long Eaton. I am very keen to make sure that we have done the right thing by the different people affected by the proposed railway line through Long Eaton, whether it is the businesses affected or the people who live in the railway cottages. If there are things that we are not yet doing, I suggest that she and I sit down and go through it again.

We spend a lot of time talking about planes, trains and automobiles in these sessions, but we do not spend much time talking about ships. I want to pay tribute to all those involved in the talks that took place in London last week, particularly those from my Department. They paved the way for an historic agreement in the maritime sector on cutting carbon emissions from shipping. It is a really important step forward and I commend all those involved.

Will the Secretary of State visit Long Eaton as a matter of urgency to visit those property owners directly affected by HS2, some of whom are facing the prospect of being tens of thousands of pounds out of pocket? Will he reaffirm his commitment to the House today that no one will lose out as a result of HS2?

I know that we have particular issues with some of the properties in Long Eaton, particularly the railway cottages. I have worked and will continue to work closely with my hon. Friend to ensure that HS2 does the right thing by those people.

I very much hope and believe that we will be able to create opportunities for more direct services to east coast towns in the years ahead. There is no reason why this route cannot be used for further open access, if the Office of Rail Regulation judges that the capacity is there. It is very much down to the regulator to decide what is realistic and what is not. It is as much about whether it can be done logistically as anything to do with profitability. [Interruption.] The hon. Member for Middlesbrough (Andy McDonald) says, “Easy get-out.” There is only so much capacity available. I hope, however, that the investment going into the east coast main line during the next control period will free up additional train paths and additional capacity. Of course, when HS2 arrives it will create a complete step change for the east coast main line and allow for services to a whole range of new destinations.

With Stagecoach remaining on the shortlist for the East Midlands franchise, which serves my constituents, will my right hon. Friend keep the bid under review and revisit the legal advice he has received over the coming months?

I will be immensely careful about both the legal position and what is right for the midland main line. We will take the bid that will deliver the best outcome for passengers, and we will do so in a way that fulfils the legal advice. I am not interested in a second-rate solution for passengers. We will be providing much upgraded services and new trains, and the people who operate those new trains have to be the right ones.

My hon. Friend is right. As one who has sailed through his local station many times, on Pendolino trains, I believe that we can and should do better at such intermediate stations. We should provide better commuter links to Birmingham and to towns such as Northampton and Milton Keynes, and we should provide better links within the Trent valley—from Nuneaton to Lichfield, and up to Stafford. We will be able to do all those things to a greater degree in the future. Yes, there will be a freight benefit. We all want a freight benefit, because we want fewer trucks on the M6 and the M1, but the fact is that we can do both. Creating that extra capacity on HS2, or via HS2, is, to my mind, its great benefit. It will of course be a fast, state-of-the-art railway, but first and foremost it is about giving our transport system the capacity that it will need to enable us to grow in the future.

I know that there are people for whom this project is bad news. There are people who are affected by the routes, many of whom are in my hon. Friend’s constituency. I genuinely wish it were possible—I am sure that Members in all parts of the House wish it were possible—to deliver infrastructure improvements like this without human consequences, but it is not possible. What we must do is try to treat those people decently.

HS2 has not always got it right, and we will not always get it right, but I give the House today an assurance that I have given it before: when an injustice is being done, we will do everything we can as a ministerial team to sort it out. Members need only come to us and say, “This is unfair”, and we will look at it. Indeed, I have already done so in places up and down the route, and I will continue to do so, particularly in respect of this part of the project. A number of constituencies on the route from the Trent valley up to Crewe are affected. As the two Ministers responsible, the Under-Secretary of State for Transport, my hon. Friend the Member for Wealden (Ms Ghani), and I will happily talk to colleagues during this process. There will, of course, be many opportunities for them to make representations about the impacts to the Committee, assuming that the Bill is given a Second Reading today.

I appreciate what my right hon. Friend is saying today. We have also had many conversations about the ways in which some of my constituents are affected. That has been going on since 2013. We may get there in the end with compensation and agreements, but the problem is that it takes so long—far too long for some people. Some of my constituents are very elderly, and some are quite ill. Can my right hon. Friend reassure me, and my constituents, that we can improve the process?

I absolutely give my hon. Friend that assurance. There are processes that we must rightly follow to protect public money, but there are exceptions that always step outside what is planned. Part of the job that we have, as Ministers, is to ensure that when those exceptions arise—and I know that there are two in my hon. Friend’s constituency, which she and I have been talking about—we must resolve them before we reach a point at which those people are suffering in their lives. We are a little bit of time away from the phase 2 Bill and the process involved in phase 2b. As I have said to my hon. Friend and to other Members, we will try to sort out those exceptions so that people do not suffer inappropriately. I will continue to work with my hon. Friend to try to resolve the situation.

As the hon. Lady knows, Liverpool is one of the cities that will be served from the start by HS2 trains. When we have finished the Golborne link, I expect that in the end to become part of the connection that becomes Northern Powerhouse Rail, but I am waiting for Transport for the North to bring forward its detailed proposals. My view is that Liverpool will benefit enormously through reduced journey times, but I also expect it to be part of Northern Powerhouse Rail. As she knows, I know the city well and I am keen to make sure it benefits from the investment we are putting in.

Although I welcome the clarity that today’s announcement brings to residents of Long Eaton, Sandiacre and Stanton Gate in my constituency, and the extension of the rural service to the south of Long Eaton, some of my constituents who have lived in their homes for 40 years or more are being offered only two thirds of the value of their homes and cannot afford to buy another home. As HS2 will be of great benefit to the whole nation, does my right hon. Friend agree that nobody should be worse off as a result of it?

I do agree, and I am very grateful to my hon. Friend and to the people of Long Eaton; as she knows, we have had a long discussion about whether we should have a high-level embankment or a low-level one, and I hope the solution we have reached is one that her community will support. I am clear that I do not want people to lose out as a result of this, and I extend to the House the request that Members should come to tell me if there are any places where there is a danger of that happening.

I am well aware of this issue, and of course this is a consultation on a draft national policy statement. The ultimate decisions about that plant will be a matter for both its owners and Heathrow airport, and both will have to be satisfied that they are putting appropriate arrangements in place in order for things to go ahead. I take the right hon. Lady’s comments today as a representation to that consultation.

T6. This Sunday is an historic day, as Ilkeston finally reconnects with the rest of the rail network after an interval of more than 50 years. This would not have been possible without a £6.6 million new stations fund grant provided by this Government. Does the Minister agree that it is money well spent? Will he encourage people to use the train to visit Ilkeston and bring a much needed boost to the local economy?

May I start by wishing the hon. Gentleman a happy birthday? [Hon. Members: “For tomorrow.”] For tomorrow. The Under-Secretary of State for Transport, my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones), has indeed been involved in such discussions, but I remind the hon. Gentleman that the original proposal for a station at Meadowhall was opposed by the city council, which wanted the route to pass through the city centre. It is in response to pressure from within Sheffield that we have revisited those original plans, but I assure him that those discussions will continue.

Does my right hon. Friend agree that although the costs of the project need to be kept under control, the economic benefits it will bring to areas such as Long Eaton in my constituency will far outweigh some of the costs that we are talking about today?

This is one of the key aspects of the development of this project, so my hon. Friend makes an important point. What is happening in the area around Long Eaton, and the new development of a station and surrounding facilities at Toton, will make a huge difference to her area. As she knows, we have been discussing how best to make sure that we get the right solution for Long Eaton, but we will continue to work for her constituents to reflect in the final design what works best for them.

I would say to the right hon. Lady’s constituents that we fully intend to go through a process of detailed engagement. I am happy, as is my hon. Friend the Under-Secretary, to meet her to talk about these issues. I have travelled the route and seen for myself some of the issues and challenges. I have in mind some things that we might do to help improve the design of the route and reduce its visual impact. I will listen to her and to other Members. Fundamentally, though, she will understand, as a Yorkshire MP, the importance of this kind of connectivity to the economy of her region and the jobs it will create. We have to do this in the best possible way.

As my right hon. Friend is aware, many of my constituents have been living under a great deal of stress for three years now. I am sure that residents and businesses alike will welcome the compensation package that he outlined, especially those directly on the route through Long Eaton, but will he reassure the whole of Long Eaton that it will not be cut in half by the track that will go through it?

I have been particularly concerned about Long Eaton, for which we have tabled two options for consideration: a high-level viaduct and a low-level viaduct. I am well aware of the issue that the town faces; this is a complicated piece of engineering. Of course, the jobs created by the new development around Toton will be of benefit to Long Eaton. We will do our best to get this right, and that is why we have tabled more than one option for consideration by the local community.

Before I respond the hon. Gentleman, I will respond to the question asked by the shadow Leader of the House about the issue of gay conversion therapy, which I forgot to address earlier. It might be slightly unusual to pay tribute to one’s Parliamentary Private Secretary, but my hon. Friend the Member for Finchley and Golders Green (Mike Freer) has done a really good job in raising this issue. He is establishing himself as one of this House’s foremost champions—possibly its foremost champion—of lesbian, gay, bisexual and transgender rights, and I commend him for that. The concept of gay conversion therapy is an insult to the LGBT community. It has no place in our society and I am very pleased that the head of the national health service has said that he also believes it has no place in the NHS.

The hon. Member for Perth and North Perthshire (Pete Wishart) mentioned the time reserved for the Scotland Bill, which was debated extensively on Second Reading and will be debated again on the Floor of the House next week. It will give him and his colleagues in Scotland a substantial additional range of devolved powers. I cannot understand why they are so keen to continue debating the Bill rather than to get it through and start using the powers. Surely this is about giving extra power and responsibility. If I were in the hon. Gentleman’s position, I would want to get my teeth into that power and responsibility and get on with the job. I cannot understand why the Scottish National party wants to delay the Bill further rather than to turn it into law.

On Trident, I have great sympathy with the hon. Gentleman, because he is right to identify the fact that the Labour party is all over place. I am at a loss to understand the situation whereby shadow Defence Ministers are saying that our independent nuclear deterrent is good for this country and necessary for our future defence strategy, and yet their party leader says he wants to get rid of it. I well understand the confusion of the hon. Member for Perth and North Perthshire and I am sure that confusion is reflected in the Labour party in Scotland. I have to disappoint him, however, and say that it is the settled view of the Government—and, I think, of the majority of the United Kingdom Parliament —that, at a time when the world is a potentially dangerous and unstable place, the worst thing we could possibly do is get rid of our independent nuclear deterrent.

The hon. Gentleman’s faux outrage on EVEL made a return today. The truth, however, is that, privately—and, indeed, when he is away from this House—he has said on more than one occasion that he sees no reason why the English should not have an English votes for English laws-type system. That is what we have now got. I think the hon. Gentleman is uncomfortable with the decisions you have taken, Mr Speaker, over the certification of the EVEL measures. My view is that in this House your word is final. Whether we like it or not, we have to take your judgments on matters such as EVEL as the defining word on how they are to be handled. The hon. Gentleman may not like the certification, but the certification is the certification, and that is how it is going to be in future.

On Prime Minister’s questions, again I have every sympathy with the hon. Gentleman, but Government Members cannot be responsible for the Leader of the Opposition and the amount of time he takes to ask his questions. As far as I can see, the Prime Minister is being as succinct in his responses as he has ever been. The reality is that is for Mr Speaker to decide whether the sitting is running too long, and he certainly does that.

Ahead of next Saturday’s world diabetes day, will my right hon. Friend consider holding a debate on what more can be done to help educate those with diabetes on how to manage their condition? Will he join me in congratulating Diabetes UK on its “Taking Control” campaign, which is already doing fantastic work in this area?

The whole question of diabetes has become much more of an issue in this country in recent years. There is greater awareness of it and of its implications for the health of individuals. The work done by organisations such as Diabetes UK, but also the teams of local volunteers—those who have experienced it themselves and those who suffer from the condition—is invaluable.

I commend my hon. Friend for raising the issue in the House. It is quite regularly brought up in Adjournment debates in the Chamber and in Westminster Hall debates, and I encourage her to think about such debates as a future opportunity for ensuring that the issue stays at the forefront of the considerations of Ministers and of society as a whole.

Inadequate education standards are never acceptable, wherever they may be, and we need to drive to improve things. That is one of the goals of the Education and Adoption Bill, which is before the House at the moment. I ask the hon. Gentleman to work with his colleagues to change their minds about some of the initiatives we have put in place, such as free schools, which are designed to ensure that standards are improved right across the country.

Yesterday, Derbyshire County Council announced that it is planning to make further cuts to community transport, which will have a significant negative impact on a number of my constituents in Erewash, many of whom depend on it as a lifeline to the outside world. With that in mind, will my right hon. Friend consider holding an urgent debate to ensure that local authorities are making adequate provision for such vital community services?

May I start by congratulating the hon. Gentleman on his elevation to the Chair of the Scottish Affairs Committee? He is going to be busy, because he wears another hat when participating in business questions.

On onshore wind, this Government are committed to renewable energy, but I am afraid that my idea of renewable energy does not involve covering some of the most beautiful parts of the United Kingdom and the highlands of Scotland with wind farms. I support offshore wind, but I also support the beautiful countryside of the United Kingdom and I want to preserve it. I am proud to be part of a Government who believe that is important.

The Scotland Bill implements the recommendations of the Smith commission—a commitment that was made by the previous Government and which has been continued by this Government—in the wake of the decision by the Scottish people to remain a part of the United Kingdom.

On the issue of English votes, as I have said, I will, when we are ready, inform the whole House. I say to the Scottish nationalists, with apologies, that I do not intend to inform them of our plans before I tell the whole House.

Finally, on the seating question, I gather that the morning race continues and it looks like the SNP won this morning. Opposition seating arrangements are a matter for the two parties involved to sort out and for us to watch with amusement.

I have recently been contacted by the directors of the last remaining traditional Nottingham lace makers, Cluny Lace, which operates in my constituency. It has recently been informed by Historic England that both its business and its business premises are about to be listed. That would seriously impact on the way in which this historic company operates and may put it in jeopardy. Will my right hon. Friend consider a debate on the way in which Historic England operates its listing process, given the fact that Cluny Lace is a going concern, not a museum?

My hon. Friend makes a very important point. Regulation to protect our heritage should not destroy it. She is absolutely right to draw the matter to the attention of the House. I encourage her to draw it to the attention of the Department concerned through both a written question and, possibly, an Adjournment debate. She has made an important point and I am sure Ministers will have noted it.
