I am not going to comment on individual tax affairs. All I am going to say is that due diligence was carried out into the participants in this business and no reason was found why they should not contract with Government.

It is very reassuring to hear about my right hon. Friend’s discussions with the ports of Dover and Calais and the contingency plans that he is putting in place. Will he tell us more about how companies can get to know what they have to do to make sure that their declarations are appropriately communicated to the port? That seems to me to be a potential pinch point that we need to look at.

Certainly one part of the no deal preparations that we are now going through—HMRC is very actively engaged in this—is about the declaration processes that businesses would need to go through. The reality is that this happens already. Goods are shipped from this country to Switzerland, for example, through established processes in this country and on the continent. We will need to ensure in the run-up to a no-deal Brexit that business is up to speed with what it needs to do. A huge amount of work in this respect is already happening.

We talked earlier about the importance that the education centre plays in this place and the importance of bringing as many young people as possible to Parliament. All of us individually have a duty on this matter, and I spend quite a lot of time talking to groups of sixth-formers in my constituency. I am sure the hon. Lady does the same. Every one of us has a duty to go out and explain why the decisions that we take in Parliament and the issues that we debate are of material importance to young people, and why they should vote and take an interest.

Can time be found for a debate on the effects of uncontrolled immigration into the UK, which would be one of the impacts of our remaining in the EU? It has a massive impact on people’s access to services, healthcare, school places and decent wages, and it is extremely important to my constituents.

My hon. Friend makes an important point. He may have seen the serialisation of the new book by Tom Bower over the past few days, which has exposed just how complicit the Labour Government were in opening our borders and allowing uncontrolled immigration to this country. Those who were part of that party and that Government should be forever ashamed of the way in which they allowed uncontrolled immigration—not managed immigration or immigration organised in a careful way—as a deliberate policy. They should be ashamed of that.

The reason this matter has come before us today is that, by general acknowledgement, the conventions that have existed for a long time between the House of Lords and the House of Commons have somewhat broken down. It is time to sort that out and to put in place arrangements that give certainty and continuity for the future.

As a new Member of this House, I must say that I find the other place a completely ridiculous anachronism. The people of Somerset are very confused as to why it should have any power at all in this place. I would rather see a much more wide-ranging review of what is going on with it. To limit our powers to countermand it to financial matters with regard to statutory instruments is too narrow. In my constituency, we have one elected Member of this Parliament, which is me, and three appointed residents, all of whom are Liberal Democrats with no mandate whatsoever, claiming £900 a day to be there. It is a purely political House now, and it is completely unacceptable that its Members do not need to be elected.

My hon. Friend expresses a sincerely held view and one which I know is shared by many in the House. The matter has been debated on many occasions. Right now, the important thing is to ensure that he has the final say. As a result of what is set out in the Strathclyde review, we will return to a situation in which he does indeed have that final say as the elected representative of his constituency.
