My hon. Friend is absolutely right, and we will continue to engage diplomatically to broaden that coalition. As he knows, 14 countries have signed the statement—the UN Security Council resolution—but ultimately everybody is impacted when freedom of navigation is imperilled as it is, not just through the security of their citizens, but because of the shock to their domestic economies from higher inflation. So I am confident that we will continue to have a broad coalition for condemning what the Houthis are doing and calling on them to desist.

After the horrific events of 7 October, the Prime Minister told the House that the UK was working to prevent escalation. He said:

“we are increasing our presence to prevent broader regional instability at this dangerous moment.”—[Official Report, 16 October 2023; Vol. 738, c. 24.]

Yet in the following months, nearly 24,000 Palestinians have been killed, and there has been cross-border fighting with Hezbollah, air raids in Lebanon and Syria, and now Houthi attacks on vessels in the Red sea, resulting in US and UK strikes in Yemen. Does he accept that the attempts to prevent escalation and broader instability are failing, that the cycle of violence must stop, and that that requires an immediate humanitarian ceasefire and an end to the indiscriminate bombardment of Gaza?

In Gaza, no one wants to see the conflict go on a moment longer than is necessary. We support a ceasefire, but it must be a sustainable ceasefire that will last. That is what we will continue to work to bring about.

I know that the whole House will have been shocked by the scenes at Al-Ahli Hospital. As my right hon. Friend the Foreign Secretary has said, we are working independently and with our allies to find out what has happened. I am sure that Members will raise further questions about this during today’s session.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in the House, I shall have further such meetings later today.

May I associate myself, and the whole of my party here, with what has been said about the horrors and the unfolding tragedy of last night’s bombing of the hospital in Gaza?

The Rafah border crossing from besieged Gaza into Egypt has been hit by several Israeli airstrikes, causing absolute terror to those who urgently need the crossing to be open in order to escape. Nadia El-Nakla, an elected councillor in my city of Dundee and the wife of Scotland’s First Minister, has had to take calls from her parents Elizabeth and Maged, who, like all others trapped in Gaza, have been describing the horrors of death and indiscriminate killings everywhere. Members of Nadia’s family were hit yesterday by a rocket from a drone, and her mother was saying her final goodbyes this morning, adding:

“last night was the end for me, better if my heart stops and then I will be at peace, I can’t take another night.”

With military action intensifying and the death toll rising rapidly, the Prime Minister’s first responsibility must be to bring British citizens home. Can he please give his personal assurance that every single step is being taken to open the Rafah crossing, both for humanitarian aid and to enable UK nationals like Nadia’s family to flee?

The wealth of billionaires has skyrocketed over the past decade, while average working households in the UK have the lowest living standards since the 1950s. While hard-working families are struggling to make ends meet, the wealthy are playing by a different set of rules, with reports that even Members of the House of Lords are trying to exploit the non-dom status loophole to avoid paying their fair share. Does the Prime Minister agree that whether it is the wife of the most powerful man in the country or the host of “The Apprentice”, no billionaire should qualify for special tax treatment while my constituents face soaring levels of inequality and poverty?

I thank my hon. Friend for raising this issue. I extend my sympathies to her constituent’s family, as she raised. She is right to continue campaigning in this important area. I hope she will understand that I cannot pre-empt the specific contents of the strategy, but I can tell her that it will draw on previous work, including submissions from childhood cancer charities and stakeholders to our recent calls for evidence. Of course, we want to hear from them to highlight and get a sense of the issues that she specifically raised, but I will ensure that we write to her to give her a sense of the timing.

Q15. Every year the SNP Scottish Government mitigate against the cruellest of Westminster policies by spending £84 million on supporting hard-working families against the brutal bedroom tax and over £6.2 million on covering the two-child benefit cap. Astonishingly, we have learned over the summer that the Leader of the Opposition is an enthusiastic supporter of these Tory cruel welfare policies, with U-turn after U-turn from the Labour party. Given that the Tories and Labour are two cheeks of the same arse—[Hon. Members: “Oh!]—offering no change, no vision and no hope, does the Prime Minister agree that the only way Scottish voters can rid themselves—

I am happy to change the offending word to “bottom”. Given that the Tories and Labour are two cheeks of the same bottom, offering no change, no vision and no hope, does the Prime Minister agree that the only way for Scottish voters to rid themselves of these heinous policies is to vote for the SNP to leave Westminster forever?

Obviously not. I think the thrust of that question was directed at the Leader of the Opposition rather than me, and I would not want to get in the middle of that. What I can say is that we want to ensure a welfare system that is compassionate and looks after the most vulnerable in our society, while supporting into work those who can do so, because that is also fair for everyone else and British taxpayers. I believe that is a system that we are achieving. Right now, we are providing people in Scotland with thousands of pounds of support to help with energy bills and everything else, and we will continue to do so.

We are committed to improving the resilience of this iconic stretch of railway, which provides a vital link for people in the south-west. That is why, to date, we have invested more than £165 million in delivering solutions to protect the line. Network Rail continues to develop the case for further investment, and my hon. Friend will be keen to feed into that.

Q2.   This week, not only has my city of Dundee announced that its flights will connect with Heathrow but the Scottish Government have committed to Dundee being at the forefront of making Scotland a major world economy, bringing investment, jobs and opportunity. However, the UK Government seem to have a problem with this. Scotland’s international engagement is to be reduced. Despite being paid for through Scotland’s wealth and taxes, UK ambassadors and diplomats have been instructed to obstruct the Scottish Government’s international engagement, with every foreign nation told not to deal with the Scottish Government directly. This has already been described as“smacking of a parent trying, and failing, to control a teenager.”Will the Prime Minister assure me and the businesses, the wealth creators and, most importantly, my constituents who want to see Dundee and Scotland prosper that, during this short time that Scotland remains in this unequal Union, Scotland will neither be put back in a box nor bend a knee?

I thank my hon. Friend for his comprehensive and thoughtful suggestions. As he acknowledged, I have committed to appointing an independent adviser on ministerial interests, and I very much look forward to studying his other proposals in proper time.

Q4. Just three months ago, this appointed interim Prime Minister said in Scotland: “We live in a Union, which is of course there by consent and by democracy, and I accept that”. By their consent and by democracy the Scottish people have already voted by a clear majority in the Scottish Parliament to have their say through a referendum on an independent future for Scotland. It begs the ultimate question: can the Prime Minister tell us whether he accepts Scottish democracy and, if so, how that is compatible with today’s Supreme Court ruling, which clearly exposes the myth that the UK is a voluntary Union and is upheld by consent?

At a time such as this, the Scottish people want to see their Governments working together on the things that matter to them. I believe that that is possible. The hon. Member should know that in his own constituency we have been able to support culture and tourism, working together to bring the V&A to Dundee. That is an example of a positive project. It demonstrates the benefits of the Union, and that is what we will keep on delivering.
