HMRC has stuck to very clear, very fair and balanced guidelines on how to make the assessments—the eight location principles we have been discussing this afternoon—and I have absolutely no doubt that it was rigorous in adhering to that process. The individuals impacted by this decision are central to the approach HMRC is taking, in the way I have described.

Will the Minister publish an economic impact assessment for each HMRC office closure—in many towns, the largest employer is leaving? Will he publish an equality impact assessment, so we can see the impact on staff, particularly those with disabilities, who are being asked to travel over 100 miles to their new workplace?

My hon. Friend makes an important general point about taxation. As we know, very high taxation has a number of undesirable impacts, not just on individuals and businesses, but on the economy and, through that, the general tax take and our ability as a society to fund our public services, and one of those impacts is that which he rightly raises: the disincentive to go out and produce and create the wealth upon which we all depend. It is the duty and mission of this Government, generally across the piece, to keep taxes as low as possible.

Since 2010, the Government have introduced more than 100 measures to combat avoidance, evasion and non-compliance, but this alone is not enough. To support these measures, it is vital that HMRC be well funded and well staffed. That is why we have invested an extra £2 billion since 2010 in HMRC and why we have 24,000 members of HMRC staff dedicated to tackling avoidance, evasion and non-compliance.

It is one of the key drivers in tackling tax avoidance and the tax gap—the tax gap occurs not just with individuals but with large corporations and small businesses. I do not have the precise number, but I am happy to write to the hon. Gentleman with that information. What I can tell him is that, at any one time, about 50% of the largest 200 businesses in the country are under investigation, not necessarily because they have done anything wrong but because, logically, HMRC should be looking particularly carefully at the businesses that are making the largest profits and generating the most.

This investment is paying off. In 2017-18 alone, HMRC secured and protected more than £30 billion in additional tax revenues which otherwise would have gone unpaid. That was a year-on-year increase of £1.4 billion.

We know that some large multinationals have been able to avoid tax by exploiting gaps and mismatches in the international tax system. International leadership was required to address the situation, and that is exactly what the Government have provided. We were at the forefront of the OECD’s base erosion and profit shifting project, which agreed major reforms to the international tax system, and we have taken the lead in implementing these recommendations in domestic legislation. We have also been a strong supporter of the EU anti-tax avoidance directive, and we have helped to shape the common approach that it provides for tackling avoidance in the European Union.

Collectively, our approach and the measures set out in the Bill ensure that taxation in our country is competitive, fair and paid. The Bill shows our continuing commitment to crack down on tax avoidance and evasion wherever we find it.

The Minister gave me a written answer yesterday to a parliamentary question about higher rate Scottish taxpayers who register themselves elsewhere in the United Kingdom. He responded by saying that Her Majesty’s Revenue and Customs holds no data on that. On reflection, does he not think that HMRC should be tackling those trying to avoid tax, specifically the higher rate tax in Scotland?

The hon. Gentleman will, of course, be very aware of the devolution of various elements of our tax system to Scotland, and the issue he identifies is fundamentally driven by the different relative rates of taxation in Scotland and in the rest of the United Kingdom. I would argue that it is incumbent upon the Scottish Government to do as the UK Government do where these matters are reserved, which is to keep taxes as low as possible. I know that Conservative Members representing Scottish constituencies are most keen to deliver that for their constituents.

As we announced at the autumn Budget in 2017, the Government are legislating in this Bill to tax income from intangible property held in low-tax jurisdictions to the extent that it is income that relates to UK sales. Today some large multinationals are able to unfairly reduce their tax bill by arranging to hold their intangible property in offshore entities. That is unacceptable, and we are now going further to level the playing field. Clause 15 requires multinationals that continue to earn intangible property income in low-tax jurisdictions to pay UK income tax on the proportion of that income that relates to UK sales.

Tax avoidance is not limited to large multinationals of course; businesses of all shapes and sizes attempt to unfairly shift UK profits to jurisdictions where they expect to pay less tax or perhaps no tax at all, so clause 16 introduces carefully targeted anti-avoidance rules to prevent these UK businesses from avoiding UK tax by shifting their profits to lower-tax jurisdictions. The clause targets contrived arrangements that, in broad terms, aim to avoid tax by transferring the profits of a UK’s business offshore in a way that would not be agreed between independent parties.

On seriously tackling the tax gap and the lack of analysis that the hon. Lady is identifying, could one of the reasons possibly be the meat cleaver that was taken to the HMRC office network, meaning that there is now a lack of local knowledge? Also, should not the Government employ as many people to tackle tax avoidance as they do for Department for Work and Pensions social security fraud?

I know that the hon. Gentleman has worked on the issue of cuts to HMRC’s capacity, as have many Members across the House. I will return to that important issue soon, because sadly the reality does not reflect the rather rosy picture that we were provided with by the Minister on that subject.

I return to the distributional impact of this Government’s tax measures. We had an interesting discussion about fairness following some comments by the hon. Member for Beckenham (Bob Stewart), who is no longer in his place. The Minister intimated that he was in favour of a fair tax system and said that the wealthiest people pay a large proportion of all tax. He is absolutely right: the wealthiest people do pay a large proportion of income tax. That is because of how wealthy they are. However, if we look at the impact of the tax system on different income groups, we find—I should not say “we” because it is the Office for National Statistics that has discovered this—that the best-off 10% of people pay less of their income in tax than the worst-off 10%. I note that the Conservatives did not contest this statistic when it was mentioned in the House yesterday. Surely that is a ringing indictment of their approach to taxation.

The renowned Nobel laureate in economics Joseph Stiglitz has said that what we measure shapes what we strive to pursue. I tabled new clauses 14 and 15, in my name and the names of my hon. colleagues, to ensure that we are effectively striving to pursue the reduction in the tax gap and to consult fully on the provisions of this Bill. I support very much what the hon. Member for Oxford East (Anneliese Dodds) said and support her new clause 5 and amendment 23. She made some excellent points, most of which I fully agree with and endorse. I will not repeat what she said, however, as she made her points very clearly; she did a fantastic job in putting across the Labour party’s view.

It was bizarre to watch Government Back Benchers tie themselves in knots yesterday in opposing new clause 7, tabled by my hon. Friend the Member for Aberdeen North (Kirsty Blackman), in relation to entrepreneur’s relief. If the UK Government are confident that their policies are effective, they must not be afraid to review them. Indeed, reviewing them is all we can do under this Bill; as the hon. Member for Oxford East said, we are limited in what we can do here. So we do propose a review on that.

Likewise on the provisions on tax avoidance, we must gauge our progress by continually measuring the value and effectiveness of those policies. The hon. Member for Torbay (Kevin Foster) mentioned the Dutch sandwich. I am sure that was sensible when proposed and I am sure that the Dutch Government then looked at it and decided that actually it was not working. They then will have reviewed the policy and looked at the detail and clamped down on that loophole; I am sure they must have done that as otherwise it would still be an issue. Likewise, this Government should do better at reviewing their policies, testing them, seeing how effective they are and making changes as a result.

Our proposal is in the spirit of achieving better, more robust policies in the future. We should also look to the world to see where the best polices are and see what we can do to adapt them, and we should collaborate with our near-neighbours in Europe, particularly to make sure we are not allowing companies to move around at will seeking the best policies to save money, rather than paying the taxes that they ought to.

There are many reasons why HMRC does not always collect the tax that it ought to be paid, whether through criminal activity, through evasion or avoidance or just through human error, and there is much more that can be done to address that. While a greater focus on the non-compliance of corporations is welcome, there is still ample opportunity to avoid paying into the system, and we need to look at that very seriously.

The SNP has long argued that the tax system is unnecessarily cumbersome and complicated. There are layers and layers of regulations and exemptions, which lead to loopholes appearing. The system seems to get more complex every year when we look at the Finance Bill, and there also appear to be armies of tax avoidance specialists seeking to exploit whatever gaps they can find.

Was my hon. Friend not astonished when the Minister admitted that no data is held on any of the higher-rate Scottish taxpayers who are registering themselves elsewhere in the UK, as peddled and promoted by the Scottish Tories last week?

That is indeed astonishing, and if it is a problem, the Government ought to be looking at it. People living in Scotland should pay the appropriate amount of tax, because that is the price we pay for living in a civilised society. That is what the Minister said in his speech earlier. We also have to look at what we get for our taxes in Scotland. We get a better, fairer society, which is good for us all. All the academics in this field recognise that a fair society is better for us all.

Last year, this Government opposed my amendment to the Sanctions and Anti-Money Laundering Bill that would have increased the transparency of Scottish limited partnerships by ensuring that those partnerships had bank accounts. We are still waiting for a response from the Department for Business, Energy and Industrial Strategy on the consultation that closed on 23 July this year.

This debate is not the place to make pronouncements about the Taylor review. The Government are considering the Taylor review and the way in which people are working. There are a number of aspects in the Budget that relate to the taxation elements of the way that people work, but we will come back in the fullness of time with a full response to the Taylor review.

Just on wages, there was a lack of clarity in the Budget in relation to the public sector pay cap. Can the Minister confirm that every Department is budgeting for 1.5% this year?

As the hon. Gentleman will know, we have made, within this year, more finance available to various Departments, and the Chancellor was very clear about that in the Budget. He was equally clear that there will be a number of decisions to be made in the spending review next year relating to all the Departments across Government.

It is a great pleasure to speak in this debate. The Financial Secretary to the Treasury got it right in his introduction—I can see he agrees with that—when he set the financial scene and reminded us of the history of the past eight or so years. When this Government came into office in 2010, we faced an economic crisis of almost unprecedented scale. At around 10% of GDP, the deficit was running out of control and unemployment was at a record high. Over the past eight years, the coalition and then the Conservative Government have worked hard and tirelessly to get our public finances back under control. It has not been an easy task. Had we listened to Labour Members, who frequently challenge our agenda, the deficit would still be extremely high and the debt would be a great deal higher than it is now—[Interruption.] The shadow Minister says from a sedentary position, “You’re joking”, but I have lost count of the number of measures of fiscal responsibility that the Opposition have voted against over the past eight years. Had Labour’s programme been adopted, the deficit and the debt would both be far higher than they are today.

Next year, borrowing is going to be down to about 1.4% of GDP, and it will be down to 0.8% by 2023. Critically, the debt as a proportion of GDP has been falling since 2016. The consequence of not getting our deficit and debt under control is that we pay far more in interest payments. Even today, we are paying around £45 billion a year in interest payments, but if the debt were any higher, as it would have been under Labour’s programme, those debt payments would be higher and the interest rates on that Government debt would be a great deal higher as well. That would mean having much less money to fund vital public services.

Hand in hand with the deficit reduction programme goes the Government’s track record on jobs. The unemployment rate has decreased from around 8% in 2010 to around 4% today, and it is now at a 43-year record low. It has never been lower in my lifetime. To those who say that the jobs that are being created are not high-quality jobs, I would say that 80% of them are full time, and I would remind those who say that they are all zero-hours jobs that only 3% of the jobs in the UK economy involve zero-hours contracts.

This track record of financial responsibility over the past eight years has now enabled a certain amount of fiscal loosening, providing extra money to be spent on public services. Both Opposition Front-Bench spokesmen said that austerity was continuing, but let us look at the Red Book. The cumulative effect of all the Budget measures being announced will result, in 2023 alone—the final year of the forecast period—in a £27 billion fiscal loosening relative to the measures that were in place before. There is no way that anyone can describe a £27 billion a year fiscal loosening as a continuation of austerity. In any case, it is not austerity. Austerity implies that it was a choice. It was not a choice; it was a necessity—

The hon. Gentleman says that it was a choice, but it was not. We simply cannot go on spending way more every year than we raise in tax revenue, because we would eventually lose the confidence of the bond market, as this country did in 1976. At best, we would end up saddling the next generation with a gigantic bill that they would have to pay off. There is nothing noble, ethical or moral about spending more than we can afford and sending the bill to the next generation.

If we look at the fiscal loosening in the Budget, we can see that the NHS is the principal beneficiary, to the tune of £20 billion a year by the end of the forecast period. More immediately, the Ministry of Defence gets an extra £1 billion and the universal credit system gets an extra £1.7 billion. The shadow Chief Secretary to the Treasury specifically mentioned universal credit in his characteristically lively speech earlier. I remind him that the universal credit system massively strengthens work incentives. Before, we had a system in which effective marginal tax rates were often running at 90% and in which there were cliff edges at 16 and 32 hours, after which people would actually get less money for working more hours.

The Resolution Foundation has carried out research on this. I understand that its chief executive is the former economic adviser to the right hon. Member for Doncaster North (Edward Miliband), and even he says that the total fiscal cost of the universal credit system, with these changes, will be higher than the cost of the old benefits system that it is replacing. So it is going to cost more public money than was being spent before. Universal credit’s track record of getting people off benefits and into work is better than the track record of the benefits system it is replacing. I think that universal credit has been properly funded. It might need a bit of fine tuning in some areas to do with the way in which some of the dates work, and I have spoken to Ministers about some technical changes that could be made. As a whole, however, I believe that the system is fully funded and that it will work.

The hon. Gentleman believes that universal credit is fully funded, but has he seen the evidence from DWP staff who are saying that they are spending so much time answering telephone calls that they cannot go through and answer the online journals from claimants? Does he not think that there is a problem there?

When we introduce any new system that involves 5 million recipients, there will inevitably be some level of operational teething problems. These teething problems are on nothing like the scale of those we saw in the early 2000s when Gordon Brown rolled out tax credits and there was unmitigated chaos for some years.

I have had direct experience of universal credit in my own constituency. Croydon South is the joint highest constituency in the country—with Great Yarmouth, I think—for universal credit roll-out, with 43% of claimants now on universal credit. I estimate that around 4,000 Croydon South constituents are now in receipt of universal credit, and in the past six months I have had 21 complaints or problems raised by constituents. That is obviously 21 too many, but viewed in the context of about 4,000 recipients, it would appear that the teething problems are limited in their extent.

I thank the hon. Lady for the intervention. I think she will be well aware that many people in the public sector, including those in hospital management, and those who may go on from being nurses to being in hospital management, are paid substantially more than £50,000.

The OBR is concerned about this next issue. My hon. Friend the Member for Dumfries and Galloway (Mr Jack) asked the Financial Secretary about tax divergence, which is very much the crunch, as it has the potential to affect my constituency. The Financial Secretary mentioned that 1% of the population are paying 28% of tax—in Scotland, that constitutes 19,500 taxpayers. The OBR recently reported to the Treasury Committee that the number of higher taxpayers is lower in Scotland than it estimated, and this has actually cost Scotland between £550 million and £700 million in respect of the original estimate. The OBR said:

“It implies that a much lower share of UK-wide income tax is coming from Scottish taxpayers.”

That means the Scottish economy is more vulnerable to losing higher rate taxpayers, which is a serious consideration, because it affects the growth of the Scottish economy. As Scotland is part of the United Kingdom, it should concern us all. The Scottish economy is clearly vulnerable to the loss of these higher rate taxpayers, and it would look as though they are already beginning to move; they are already beginning to react to the divergence.

The OBR gave evidence on how people, for tax purposes, could change their behaviour. It talked about

“a relatively high income individual with a property in Scotland and one elsewhere in the UK, writing to HMRC to say, ‘I live more than half the year”

somewhere else. That would mean that their tax would be paid elsewhere in the UK. Here is the absolute proof that cutting tax rates increases the tax take. As was said by my right hon. Friend the Member for Wokingham (John Redwood), who is no longer in his place, if there is tax divergence, people will vote with their feet. They are already doing that, as we are seeing the tax take falling in Scotland. [Interruption.] Would the hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry) like to intervene? No, he would not. Labour should look closely at Scotland and it should be a lesson on why not to raise taxes.

It is interesting that the hon. Gentleman talks about “tax avoidance” because there is no tax avoidance in this. If we are losing people who would be paying higher tax rates in Scotland because they are choosing not to move to Scotland or they are registering their addresses in England because they spend a lot of their time in England, that is a loss to Scotland, because Scotland is getting greater tax independence. It is interesting that Scottish National party Members will talk about tax avoidance, because this is the demonisation of people who are paying a higher rate of tax. They are not the enemy; they are the friends of the Scottish economy.

As my colleagues are saying from a sedentary position, these people are being driven away. The actions of the Scottish Government are leading to divergence in tax rates between Scotland and England, and that is damaging the Scottish economy.

It is a pleasure to follow the hon. Member for West Aberdeenshire and Kincardine (Andrew Bowie). He has proved for me the point I came to when I was listening to the Financial Secretary and putting together my remarks for this debate. Politics is a mixture of rhetoric and reality. It was two years ago at that very Dispatch Box that the former Chancellor, George Osborne, announced that austerity was over, and now the current Chancellor tells us that austerity is coming to an end.

The rhetoric we have heard during the past two weeks has led me to conclude that many Conservative Members are modern-day Warleggans. They remind me of the scene when Captain Poldark—he is no doubt viewed by Conservative Members as some sort of Marxist-Leninist—asked the landowners to cut the price of grain, and George Warleggan said, “Well, if I cut the price of grain, then my profits will decrease, and if my profits decrease, then I won’t have enough money to give provision for the poor.” There it is: modern day Conservativism found in a period drama.

The reality is that, by any measure, this Budget and this Finance Bill benefit the rich on the backs of the very poor. The Resolution Foundation has told us in its research that those in the bottom 30% of the income distribution will on average gain less from the work allowance and income tax changes than they will lose through the benefits freeze. Indeed, a low-income family with children will lose £210 next year as a result of the benefits freeze.

Let us discuss universal credit and the broken social security system in this country. The money announced for universal credit changes is mainly to do with managed migration. Two weeks ago, the Social Security Committee in the Scottish Parliament heard evidence from the Crookston Community Group in my constituency. An eight-year-old boy in my constituency was stopped by a teacher and asked why he was taking so many tomato ketchup sachets. His answer was so he could take them home and put them in boiling water to make soup for him and his family. That makes me want to weep, but it is not a special case. Suzanne McGlone of the Crookston Community Group said:

“While this incident would shock most people, it is actually the lower end of the scale.”

That is the reality of the current social security system.

On top of the cuts, the litany of evidence about the pressures faced by beleaguered staff in the Department for Work and Pensions is coming to fruition. I tabled a parliamentary question, and I got the answer during this debate. I asked a simple question: how many workers in the Department for Work and Pensions are currently dealing with the national tier telephony service? I was advised that 400 staff are now dealing with phone calls. To put that into perspective, according to parliamentary answers, 4,504 DWP staff are chasing social security fraud. That is an unbelievable comparison. DWP staff are telling us that they are having to deal with so many telephone calls from claimants that they are unable to process online journals. What does that mean? It means payment delays, rising food bank use and more people getting into poverty.

I recognise the passion with which the hon. Gentleman approaches this subject, but perhaps he can enlighten the House as to why, after it was agreed that social security powers would be devolved to the Scottish Parliament and the Scottish Government in Edinburgh, it is taking so long for the SNP Scottish Government to get to grips with the issues of social security.

I have just given some examples of how broken the UK social security system is. If the hon. Gentleman seriously believes that any devolved Government could address the mess of the social security system in the UK within weeks, he is kidding himself on.

The hon. Member for Stirling (Stephen Kerr) is clearly unaware that there are 4,000 people, not 400, chasing rather than helping. I heard Gaelic mentioned today, and he should know that the word “Tory” comes from the Irish Gaelic “Air an Toir”—pursuers. That is what they are doing in the DWP—pursuing people mercilessly, rather than helping them, as my hon. Friend pointed out.

My hon. Friend is quite right. Conservative Members try to divide people on the basis that Conservatives are for aspiration and the rest of us are not. According to the Conservative party, there are the undeserving and the deserving poor. No one deserves to be poor in this country, and that should always be the case.

I held a debate recently in Westminster Hall about split payments, and I asked the Minister answering the debate what support was going to the Scottish Government and what money there was to help create a different system in Scotland. I have yet to receive an answer. I also asked the Treasury how it defines austerity, and it could not give me an answer. What does the hon. Gentleman think about that?

I thank the hon. Lady for that, because the point is well made. I was at the Westminster Hall debate she secured, and she gave an excellent speech on why we need split payments in universal credit. The reality is that the Scottish Government want to do split payments, but the Department for Work and Pensions is trying its best not to. That is despite the Work and Pensions Committee, of which I am a member, telling it that it should engage positively with the Scottish Government. The Department should perhaps use what is happening in Scotland as a pilot, which it could then roll out across the UK. Where individuals are subjected to domestic abuse and go through the universal credit system without split payments, the hon. Lady and I have a very real fear that that domestic abuse will become worse.

We have heard warm words about rising wages from those on the Government Benches, but there has been no mention whatever of the fact that 4 million people are in insecure work. There has been complete silence about the Taylor review and what measures the Government will introduce as a result. The reality is that low pay and poorer living standards are on the rise.

As I said, there are 400 people dealing with telephone calls in the Department for Work and Pensions, but 4,504 chasing DWP social security fraud. There are also 400 people employed across the UK by the national minimum wage compliance unit. How are we going to chase these rogue employers if there are only 400 staff chasing up compliance with the minimum wage?

That brings us nicely to the issue of public sector pay and whether there is a public sector pay cap. Earlier, I made an intervention on the Minister. I did not really get an answer, and I do not think that anyone who has raised this issue in the last few weeks has got an answer. The reality is that the public sector pay cap is still in place across UK Government Departments. Why is it still in place? Under freedom of information, we now know that the departmental permanent secretaries got together in February this year and agreed the joint position across all UK Government Departments that there would be a pay rise of 1% to 1.5% for public sector workers. I find that extraordinary, because there are 200 separate pay negotiations across UK Government Departments, so how about a bit of efficiency and small Government from those on the Conservative Benches? Let us reduce the number of pay negotiations from 200. If the departmental permanent secretaries can agree one negotiation, there can surely be one negotiation with the trade unions.

Those on the Scottish Conservative Benches have made a number of, shall we say, interesting observations today. I was interested in the elaborate tax avoidance scheme suggested by the hon. Member for Gordon (Colin Clark): if someone is a higher rate taxpayer in Scotland, they should consider registering themselves somewhere else in the United Kingdom. That is tax avoidance by any description.

I appreciate the hon. Gentleman’s point, but it is a point of debate, not a point of order for the Chair. Scottish Conservatives were complaining earlier about office closures. I find that fascinating from a political party that has put a meat cleaver to the jobcentre network and a meat cleaver to HMRC offices across the UK. You really could not make it up.

My hon. Friend makes an absolutely fascinating point about the Conservatives calling for the richest to relocate to avoid tax. Continuing that logic, they should say that those earning less than £33,000 in England should register in Scotland. We know that the many get the deal in Scotland, but they speak for the few, as ever.

To be clear, my hon. Friend the Member for Gordon (Colin Clark) did not ever, at any time, suggest that Scottish taxpayers should relocate. He was simply pointing out the consequences that might flow from the growing tax gap between Scotland and the rest of the United Kingdom.

I am not sure whether that was an intervention or a point of order, Madam Deputy Speaker. Suffice to say, once again, that I will allow hon. Members to read Hansard tomorrow morning and reach their own conclusions.

In this centenary year of the women’s vote, what is missing from the Bill and the Budget most of all is anything for women born in the 1950s. That is a disgraceful omission. I am delighted that the Work and Pensions Committee has agreed to my suggestion to hold an inquiry so that we can get to the bottom of helping women born in the 1950s to get justice, to get their pensions and to get compensation.

We were told that austerity is over. It is not. We were then told it is coming to an end. It is not. For the poorest and most vulnerable in our society who have had to pay the price of austerity, austerity must end. That is why I will not be supporting a Second Reading for the Finance Bill.

Thank you, Madam Deputy Speaker. May I just say that half an hour after I raised my point of order, the Secretary of State for Defence apologised and sent me a letter? That goes to show that if Members raise a point of order in this place, it can be very effective.

I congratulate the hon. Members for Lewisham East (Janet Daby) and for Sheffield, Hallam (Jared O'Mara) on their maiden speeches. I am touched that the hon. Member for Lewisham East is another proud trade union activist and former public sector worker like myself. This Chamber is graced with former public sector workers and trade union activists.

The Deputy Leader of the House is wearing yellow and black socks today. I thank him for that, because he is obviously commemorating the 10th anniversary of the Glasgow East by-election that was won by John Mason.

It is not funny how life imitates art? I was struck by that yesterday when a Scottish Conservative mentioned “Game of Thrones”. Those who watch the programme will know that the series ended with the sometimes popular male blond hero walking out on his female leader because of strategy and tactics. Isn’t that funny? How will this saga end, Madam Deputy Speaker?

I apologise to the hon. Gentleman, but the series ended a year ago.

How will this saga end? Will the male blond hero be the winner, or will the female leader somehow manage to find another way of clinging on to power? But never mind about that: when are going to get another episode of “Game of Thrones”? As the Deputy Leader of the House will know, Scottish National party Members call the Tories the Lannisters, which makes the Scottish Tories House Bolton.

Let me wish every Member a good summer recess. I think it was the hon. Member for Harrow East (Bob Blackman) who said it is not a holiday—he is absolutely right. I am hosting a universal credit drop-in event tomorrow morning in Penilee community centre in my constituency. I echo Members’ comments about the effect that universal credit is having on the community. The Government need to look at this week’s revelations by whistleblowers who used to work on universal credit about the very serious effects of systematic errors on claimants. It is time to pause and fix universal credit.

It is not just our social security system that is broken. As hon. Members have pointed out, the immigration system is broken too, with a “hostile environment” and asylum seekers waiting years for decisions. I discovered another issue this weekend when my constituent Hamid Ahmad, an Afghan interpreter for the British Army, came to see me at my surgery.

Several hundred Afghan interpreters for the British Army are part of a five-year resettlement scheme to the UK, and I find it astonishing that when some families who were brought over on the scheme, who now have children born in the UK, applied for British passports, they were told by the Home Office to apply for Afghani passports instead, because they are not being accepted as British citizens. I hope that the Home Office will deal with that. There are also some men who did not bring their families initially, but who tried to bring over their partners on spousal visas and are having difficulties with that, too. I would have thought that interpreters who have helped the armed forces in this country should be treated a lot better than that.

The hon. Member for North Tyneside (Mary Glindon) mentioned public sector pay and the Public and Commercial Services Union ballot, and I want to associate myself very much with her remarks. We have discovered today that the public sector pay cap is still in place, because the Treasury is still only funding each and every UK Government Department 1%, and each and every other Department has to find the additional money to fund a decent pay rise. I hope that as we go into recess, the Ministry of Defence will pay the living wage to those employees who are not in receipt of it. There are 220 in Scotland, and I am sure that there are others elsewhere.

I want to associate myself, too, with the comments by the hon. Member for Glasgow North East (Mr Sweeney) on the suspension of the Type 31e frigates procurement process. It is absolutely astonishing that we come here but there has been no statement.

It is absolutely astonishing that no statement has been made in the House on the suspension of that programme. What is even worse is that if there was one procurement process suspended in the Ministry of Defence, we would think it would be not for the Type 31e frigate but for the fleet solid support ships—the Royal Fleet Auxiliary ships—which, astonishingly, are being put out to international competition, despite the benefits that a UK-wide bid would have to our economy. It is absolutely astonishing.

As an MP from Glasgow, I was delighted to table early-day motion 1534, commemorating the centenary of the birth of the great Nelson Mandela and to congratulate the Nelson Mandela Scottish Memorial Foundation on its work, which is fundraising and trying to find £250,000, so that there can be a statue of the great Nelson Mandela in the city of Glasgow.

Comments have been made by many hon. Members, including the hon. Member for Gedling (Vernon Coaker), on the work that I am proud to have done in the last year with Show Racism the Red Card. As the vice-chair of the Show Racism the Red Card all-party group, I was delighted to see schools in my constituency—Lourdes Primary School and Hillington Primary School—win awards in the Show Racism the Red Card Scotland’s creative competition.

I am proud to be a part of the Youth Violence Commission, which has just published its interim report. It is important that we try to spend some time in this place discussing how the creative industry can help to address the problem with youth violence, giving young people an opportunity to express themselves through film making and various other creative arts. I was delighted that the South West Arts and Music Project received a grant of £91,000 from the Scottish Government.

As I said earlier, this is not a holiday; it is a recess. I want to thank you, Mr Speaker, and the whole parliamentary staff, who look after us, speak to us and often cheer us up. I wish them all the best for the summer. I also want to pay tribute to the constituency staff right across these islands—I am sure that everyone in the House would agree—who help us as Members of Parliament. I place on record my thanks to Joe Murray, Scott McFarlane, Tony McCue, Mary Jane Douglas, and particularly, Keith Gibb and Roza Salih. Their energy, enthusiasm and hard work are infectious, and I look forward to working with them in the summer and beyond.

My hon. Friend is right; teachers on the lowest incomes will receive the largest rises. All teachers earning less than £35,000 will receive a 3.5% pay rise, and the Secretary of State for Education is making sure that schools have the money to afford that. Teachers in the upper pay range will receive a 2% pay rise.

The key test of whether the public sector pay cap has been removed is how the Government treat their own civil servants. Can the Chief Secretary to the Treasury confirm that each UK Department was given funding for a 1% increase in civil service pay? Can she confirm that the pay remit guidance issued by the Cabinet Office for civil service pay allows pay rises of 1% to 1.5%? Can she tell us what pay rises civil servants who are not covered by a pay review body can expect this year? Finally, will the 220 Ministry of Defence staff in Scotland who are not being paid the living wage finally get £8.75 an hour?

My right hon. Friend the Minister for the Cabinet Office has made the decision to award civil servants a 1.5% pay rise. That represents an increase on previous years, but we need to make sure that all public sector pay awards are affordable within Government budgets and that we are able to recruit and retain the highest possible quality civil servants.

I could not agree more with my hon. Friend.

Despite the fact that this lady has three children, only one of whom is now in his 20s; despite the fact that she has been receiving child benefit for those children throughout the entire period; and despite the fact that she also has a work record, having worked in between having her children, she has been refused universal credit. Part of the reason for the refusal is that the online application form asked when her children came to the United Kingdom with her. Of course, they did not come to the United Kingdom; they were born here. Therefore, she has failed the permanent residency test and been refused universal credit, despite living here for 27 years.

With such cases occurring now, the assurances that have been given by Ministers about the rights of EU citizens following Brexit sound really quite hollow. There is a big job of work to be done. It is not just the Home Office that needs to recognise the rights of EU citizens; other Government Departments, such as the Department for Work and Pensions must do so too. This lady’s case needs to be resolved, and resolved quickly and positively. She deserves nothing less than that.

Last Saturday, 28 April, we celebrated Workers Memorial Day. It is an important day for us all to celebrate; I and dozens and dozens of people attended a very moving service in Saltwell park in my constituency. There is a permanent memorial for Workers’ Memorial Day in Saltwell park, and I congratulate not only Gateshead Trades Council, but Gateshead Council, on erecting it.

The whole point of Workers Memorial Day is to help people realise that many workers die, receive injuries, or develop life-threatening illnesses owing to circumstances at work. I am glad to say that the number of people who die owing to injuries at work has dropped dramatically over the years since we have introduced a plethora of health and safety legislation. However, when I hear Members on the Government Benches talking about freeing up the labour market and getting rid of red tape, I do honestly wonder whether that actually means getting rid of vital health and safety regulations that keep our workers safe.

The hon. Gentleman raises a very important point. Does he share my concern that the numbers of staff based at the Health and Safety Executive have been reducing year on year since 2010?

That is a concern. As well as my duties as Chair of the Backbench Business Committee and as a member of the Select Committee on Education, I am a member of several parliamentary trade union groups, including the Bakers, Food and Allied Workers Union, which, with the Health and Safety Executive, has been struggling to get recognition for a condition known as baker’s asthma. I understand entirely the hon. Gentleman’s point. The HSE is working under great pressure to conduct the work that it must do.

I thank my right hon. Friend for that intervention, which I forced on him.

That is the worry. We cannot have our security personnel thinking, “If I do this and I am hurt, I might suffer financially.” That would be wrong. Actually, I think the advice is slightly wrong for everyone. If any of us see a situation where someone is in danger, I think we should think, “I’ve got to help.” That is the first thought that should go through our minds.

Mr Deputy Speaker, it is good to see you in the Chair. You are, I believe, an honorary colonel of the Royal Army Medical Corps. It is great that Members of Parliament are honorary colonels of regiments. I hope there will be many more.

I am amazed that people have put up with me here for eight years. [Hon. Members: “Nonsense!”] It is a real privilege to be here, and I think the staff of this place are second to none. I would like to thank you, Mr Deputy Speaker, Mr Speaker, the Clerks, the cleaners and all the staff here who make this place run.

What a Pooh trap! I would love to give them a big pay rise, but thank goodness that decision is above my pay grade.

My father took me to Sandhurst when I was 17 and three quarters. He said, “Robert, remember that everyone gets a stomach ache.” He meant that I should never be impressed by people. His second point was his most important: “Always look after the people for whom you have responsibility.” We have a responsibility to the staff of this place, and we are very lucky that they are of much higher quality than someone like myself.

As we are handing out accolades to those who work in Whips Offices, I cannot remain seated. On behalf of the Opposition Whips Office, I associate myself with the comments made by the hon. Member for Glasgow East (David Linden). But this is not a whingefest—of course not. It is the perfect opportunity for Members to place on record constituency issues before the Adjournment.

I fully agree.

I think that the main reason I was selected, however, was that this is the May day Adjournment and the May day public holiday is of course the workers public holiday—we should not forget that. I fully endorse the remarks of the hon. Member for Gateshead (Ian Mearns) about international Workers Memorial Day, which I commemorated on Glasgow green last Saturday. Many trade unions are making a clear case that this is not just a male issue and that many women workers have unfortunately died as a result of work-related disease or injury. As someone with a proud tradition in the trade union movement, I have seen a fellow Unison steward pass away as a result of an asbestos-related disease, and so, on international Workers Memorial Day, I remember my colleague and friend Tom Begley.

As we are heading into workers day, I want to mention some issues that are important to working people in this country and that I believe the Government should consider when we return. The Government’s response to the Taylor review will be an important issue in the next couple of months, but I have real concerns about their direction of travel in rolling back on employment tribunal decisions on the status of workers, as suggested in the Taylor review. I commend to the House the Workers (Definition and Rights) Bill, in my name and supported by every Opposition party in the Chamber. It is important that we address the status of workers in the context of the Taylor review and consider the issue of zero-hours contracts, which, sadly, are still booming in the UK. One of the simplest tests is this: if it were up to me, someone would only be allowed a zero-hours contract if there was a collective signed agreement with a recognised trade union. If there was, I think that we would see their numbers reduce.

Following on from my rather naughty intervention on the hon. and gallant Member for Beckenham (Bob Stewart), it is appropriate to mention not just the pay of the wonderful staff of the House of Commons but public sector pay in general. In response to a question I asked yesterday, the Prime Minister suggested that the public sector pay cap had been abolished, while admitting that every other Department had budgeted 1% for its staff. Either the public sector pay cap has gone or it has not, and I think we heard yesterday that it has not.

The hon. Gentleman is making a very eloquent speech. Does he agree that the workers May day holiday would be an ideal time for the Government to stand up and say, “Yes, we will unfreeze the public sector pay cap and fully fund it across all public services.”?

The key point is funding, but yes it would be a perfect opportunity for the Government to say that they will fully fund a decent pay rise for public sector workers across the board. Let us not forget that these are the workers who are collecting the tax and trying to put right a broken social security system and a broken immigration system—I will come to that later.

I have always argued for the retention of people’s jobs, not just in the public sector but in the private sector, and I want to raise once again an issue I have raised in several debates: the Ministry of Defence’s nonsensical position in procuring three fleet support ships through international competition. From a written parliamentary answer I received last week, which was covered by the Daily Record, we now know that these three fleet support ships will have armaments, sensors and Phalanx guns, which will be used for defence. If that is the case, my contention is that it is a warship and these three fleet support ships should not be procured through international competition. There are enough shipyards in the UK to build these ships—to block-build them in the same way as the Aircraft Carrier Alliance does—and I hope that hon. Members agree that the ships should not be exposed to international competition. They should be built in the United Kingdom.

As I am sure my hon. Friend will remember, in the run-up to the Scottish independence referendum of 2014, a leaflet was distributed in his constituency saying that separation would shut shipyards and spell doom. Does he agree that has proven to be absolutely nonsense and that indeed, under the UK Government, we are seeing threats to shipyards?

I thank my hon. Friend for reminding me of my predecessor’s leaflet. He raises an important point. I refer the House to Monday’s Daily Record editorial, which says that the UK Government have bent, cajoled and run away from the commitments that they made on shipbuilding prior to the independence referendum. We are still waiting on the 13 ships that were promised, eight of which we were told would be built on the Clyde and five of which may be, or maybe not—they are, of course, the Type 31e frigates.

In the news in the past few weeks, we have seen how brutal and hostile the immigration system is in the United Kingdom. As someone with a large number of asylum seekers in my constituency—about 40% of my caseload is based on immigration cases—I have very real concerns about how the Home Office handles these cases, but principally, there also seems to be a lack of Home Office staff who are willing when it comes to Members’ inquiries. I hope that the Government and Home Office will address that issue.

Those who seek sanctuary in this country—many of them are women, many of them are fleeing sexual violence, and for many of them, when they see a gentleman in uniform, it means something completely different to them than it does to other people—should not live in fear of trying to become citizens of this country. They want to come here and make a contribution, and it is important that we allow them to do so.

I hope that the Government consider looking at the issues around social enterprises. I have a case in my constituency of a gentleman who wants to join a social enterprise when he gets his status, yet the Home Office is saying that a social enterprise is not enough to help his case. I think that is a complete nonsense. We should be encouraging the creation of social enterprises, and if those who are seeking sanctuary in this country want to help and get involved in that, that is important.

I will end with a key concern raised by the hon. Member for Gateshead: the principal issues of regulation. In our exchange earlier, we talked about the cuts to the Health and Safety Executive, but there have also been job losses in the Equality and Human Rights Commission, which is there to regulate human rights and equality. We are now seeing cuts in the Advisory, Conciliation and Arbitration Service, and we have a ridiculous situation: ACAS staff want to go on strike, but who is going to conciliate the conciliators? That is the position the Government have found themselves in.

For many, tomorrow is happy Star Wars Day, because it is May the fourth—May the fourth be with you, Mr Deputy Speaker—but there are also two important anniversaries tomorrow. When I was at Thales UK on Monday, I was asked, “What happened 25 years ago on 4 May?” I innocently put up my hand and said to the audience, “Well, that will be the 25th anniversary of Partick Thistle football club beating Rangers 3-0 and remaining in the Scottish Premier League at the expense of Falkirk and Airdrieonians”—I apologise to my hon. Friend the Member for Glasgow East (David Linden) for reminding him. It will also be the 25th anniversary of Thales UK moving into Linthouse. Thales, of course, formerly traded as Barr and Stroud, where my gran and grandfather met—they were happily married for 61 and a half years —but what I did not realise until Monday was that the current Thales site was the former site of Alexander Stephen and Sons shipbuilders, where my father was an apprentice along with the famous comedian, Billy Connolly.

The hon. Lady leapt to her feet too soon. I am not going to argue that DFID’s spending should be cut; I am going to argue that we should spend on DFID what we can afford to spend, and what we need to spend. We should not link the arbitrary aim to spend 0.7% of GNP on aid, which is now enshrined in law, with the very different aim in respect of defence spending.

Is there not another important point to be made about defence spending? It can be kept within the UK, and if there is an increase, money will come back to the Treasury in the form of workers’ income tax and national insurance because of the jobs that will have been created.

There is, of course, a serious argument to be made—and I accept what the hon. Gentleman has said—about the value of defence spending in terms of jobs, particularly in areas such as Lancashire.

As I was saying, some senior people in the Government might argue that, while increasing defence spending was probably the right thing to do because defence was underfunded, it might not be politically sustainable. I am reminded, sitting next to my right hon. Friend the Member for New Forest East (Dr Lewis), that in the early 1980s there seemed to be an unstoppable campaign in favour of unilateral nuclear disarmament. We worked very closely with Lord Heseltine, who was then Mr Michael Heseltine, in the Coalition for Peace through Security. He is a first-rate politician and made excellent arguments, calling it one-sided disarmament. That 1983 election hinged very substantially on defence, and the Conservative party won it. Political parties have to major on, and argue on, the areas in which they are strongest, and every public opinion poll suggests that the Conservatives are trusted most on defence, so this is one of our strong areas and it is not an area that we should feel that we are continually criticised because we are not doing enough.

I am also reminded by my right hon. Friend the Member for New Forest East that these arguments have raged back and forth for many years. In the early 1930s, the Conservative party lost a by-election in Fulham, and there was a peace candidate—a Labour candidate, I think—standing for the Opposition. George Lansbury was leader of the Labour party; he famously in the 1930s wanted to abolish the RAF entirely. There was an understandable, almost universal, desire for peace in the 1930s—part of the Oxford Union debates and many other factors, with people remembering the carnage of the first world war—and rearmament was not considered to be a popular policy, although clearly after 1933 when the Nazis came to power in Germany it was necessary; and I am thinking now of what is going on in Russia.

So it was necessary to rearm but that was perhaps unpopular, and Baldwin, who was a very successful Conservative Prime Minister, gave the “appalling frankness” speech in the late 1930s when he was criticised for not rearming early enough. We only started rearming in 1936 or thereabouts and almost left it too late; we only won the battle of Britain by a whisker. When Baldwin was criticised, he gave the “appalling frankness” speech. He said, “Look at what happened in that Fulham by-election. What would have happened to the Conservative party if we had advocated increased defence spending when it was so unpopular?”

I am not saying we are in as dangerous a position now as we were in the 1930s, but defence spending is an insurance policy. This is all about the value of deterrence, and we cannot know what the threats of the future will be. What we do know, however, is that Russia is increasingly proactive and is probably run by a criminal mafia regime. We know that there is an existential threat to the Baltic states, too, and one lesson of history from the 1930s, particularly from our pledge to Poland in the late 1930s, is that there is no point in giving pledges to defend a country in eastern Europe unless we have the means and will to carry them out.

I would argue in terms of our commitment to the Baltic states that, while admirable in every respect and while underpinned by the NATO alliance—treaties and article 5 and everything else—unless we are prepared now to commit real hardware to their defence, we could be in an extraordinarily dangerous situation in which Russia would believe she could intervene and undermine those states and could even intervene militarily, because by the time she achieved a successful military intervention it would be too late and our only recourse would be to nuclear weapons.

We clearly cannot rely entirely on nuclear weapons, therefore. There must be a whole range of deterrents at all levels. That is why at the moment the armed forces are struggling: the Royal Navy is struggling, and there are threats to various regiments. I will leave it there, but I earnestly implore the Government to take heed when even the former Defence Secretary, my right hon. Friend the Member for Sevenoaks (Sir Michael Fallon), who has just left his post and who was a very careful pair of hands who honestly defended the Government while he was Secretary of State, argues that we need to spend at least 2.5% of our national wealth on defence and we are simply not spending enough.

That is one area where we have to make difficult decisions. We have already talked about legal aid, and we are talking about the difficult decisions we have to make on defence, and now we have to take difficult decisions in our own constituencies. Earlier this week, Lincolnshire Members of Parliament held a meeting with the Policing Minister. Lincolnshire is one of the lowest funded police authorities in the country—it is in the bottom three or four—and for 35 years we have been having meetings with Policing Ministers and begging for more resources. I understand the pressure that the Minister is under. He tells us that, officially, austerity is now finished with regard to policing. All our constituents want more policing, but we have to provide the funds. We have already heard mention of the security threats in London, and it is difficult for a Policing Minister to transfer resources from the capital city to a rural county such as Lincolnshire, even though there is plenty of crime in Lincolnshire that I could talk about. I could even talk about my own personal experience of crime. It is a real issue. We clearly have to increase the resources for police funding.

In traditional Conservative counties, there are other things that people feel are underfunded. When they look at Scotland, at Northern Ireland and even at some of the big urban areas, they see fantastic internet connections, good roads and good police funding in their terms, and they wonder why the rural counties are so underfunded. My plea to those on the Treasury Bench is that they should not forget the rural counties and the real pressures that we face. Yes, there is crime, but also our roads in Lincolnshire are full of potholes. This is an important point, because people are driving at 50 or 60 mph in the middle of the road to avoid potholes, and 500 people are being killed or are injured in some form on our roads locally. These are really important issues, and the Government must address them. They must not forget the pressures that people face in rural counties.

I have always been very clear that northern powerhouse rail has to include Newcastle. The north does not stop at York any more than it stops at Manchester—Liverpool needs to be included, too. I look forward to visiting Gateshead for the Great Exhibition of the North.

My hon. Friend the Member for Beckenham (Bob Stewart) was his characteristic self. He made a number of important points on issues he has encountered in his surgery. I know the relevant Minister is working with the Bar Council on how to resolve some of those very difficult issues, and I listened with interest to the comments my hon. Friend had to make on that. He may be aware that the Adjournment debate—if we ever get to it; the Minister has been here patiently waiting for several hours now—is about the exclusion of the under-25s from the national minimum wage, so some of the comments in that debate may well appertain to that. He also made a point about the security briefings that are circulated and the issue of run, hide and tell. It is best if I personally refrain from commenting on those issues, but I think we would all want to pay tribute to those members of staff who do all they can to make us safe and keep us safe. They put their lives on the line at times, as we have seen in recent years.

The hon. Member for Glasgow South West (Chris Stephens) and I renew our acquaintance, which I am most pleased about. I would never call him a whinger! I cannot believe his Whips Office could be so rude—he is anything but.

I think the hon. Gentleman might find that we are adding to our numbers across the country as a whole. We are going to see a growth in Conservatism. He mentioned the Taylor review. Great progress is being made on implementing many of its recommendations and I am sure it is a case of “Watch this space”. He rightly spoke out on behalf of the Clyde shipbuilders who do such a fantastic job as part of our shipbuilding industry, building our Type 26 frigates and guaranteeing thousands of jobs. He also mentioned the importance of getting immigration controls right, a theme over the past week at least. My only observation is that humanity and dignity should be at the heart of everything we do as a Government. We overlook at our peril the fact that we are dealing with individuals and their lives. We do not have to be harsh to be tough. We need to make sure we apply the rules, but that we do so with the understanding that we are dealing with people’s lives and the lives of their families.

My hon. Friend the Member for Gainsborough (Sir Edward Leigh) made a characteristically thoughtful contribution. He will join me, I am sure, in recognising the importance of meeting our NATO commitments at the very basic level, as well as ensuring that we assess the changing threat scenario. He mentioned the range of emerging scenarios. It is important that the Government keep abreast of the developing and changing scenarios and of the correct response, which might not always now be heavy artillery or heavy armour but might be in the field of IT or some other such field. He will also note the many NATO forces on the eastern flank, which many in the all-party group on the armed forces visited in Estonia back in January. I am sure also that the Policing Minister heard his powerful case when they met last week. I know there is a strong rural lobby looking to rebalance spending, and that argument will continue.

I was surprised that my hon. Friend and my hon. Friend the Member for Stafford (Jeremy Lefroy) were the only two Members to mention potholes. Those who have been on doorsteps across the country will have heard about little else, given the winter we have had. They were right to demand extra spending, which is why the Government have put forward a further £296 million in this Parliament, but it is also for local councils to think carefully about how they go about filling in the potholes. The quality of the work has to be right. I get frustrated when I see potholes filled in and then drive along a week later and find they have reverted to potholes again because the quality of the material was not good enough. I recognise the great danger they pose to cyclists as well. I will draw on the example of Lancashire, which I know most about. When the council sees a particular level of pothole work, it goes back and adds it to the following year’s resurfacing schedule to make sure the problems are solved for the long term.

I pay tribute to everything my hon. Friend the Member for Stafford has done on the NHS in his time here. He is truly a champion for his constituents—and I do not just say that because I am standing at the Dispatch Box. He will have heard from the Prime Minister herself before the Liaison Committee a commitment to developing a longer-term funding settlement for the NHS. It is right that we do that and in a way that, I hope, can draw on cross-party support. The most effective and important social changes in our country are always underpinned by cross-party support, and I hope that that will be the case here. I know he is working hard with General Electric to deal with its issues in Stafford, and he might also be aware that we passed the Bus Services Act 2017 shortly before the last election. That Act is designed to help local councils apply greater granularity to local bus services.

My hon. Friend also mentioned carers’ breaks, which is an issue close to my heart for two reasons: first, because the first Delegated Legislation Committee I ever sat on was about putting in place those provisions—of course, they were not ring-fenced at the time, hence it is at the discretion of local councils—and secondly, because I know how important it is from the work done in my own constituency by Blackpool carers centre. Avid fans of “DIY SOS” might have seen that centre being renovated on a special a few months ago. The importance of carers’ breaks is underestimated. These people do what they do out of love, not a desire for financial recompense, and they need a respite break now and again to recharge their batteries. The importance of carers’ breaks cannot be overestimated.

My hon. Friend mentioned frictionless trade and the Prime Minister’s commitments. I have no doubt that he will have many more opportunities to discuss such matters in the weeks and months to come. As a former Rail Minister, I dealt with Brexit in relation to the channel tunnel, and that demonstrated to me the importance of our “just in time” delivery network to keeping our automotive sector running, to which the channel tunnel is critical, so his point was well made.

The final colleague to participate was my right hon. Friend the Member for New Forest East (Dr Lewis). I pay tribute to his noble campaigning down the years on nuclear defence—he is truly a legend.

My right hon. Friend will not be surprised to hear that we have always been clear that as part of our work to implement the Stormont House agreement, we will seek to ensure that the new legacy bodies are under legal obligations to be fair, balanced and proportionate. The current process is not working for anyone, including victims and survivors. We want to reform it so that there is no prioritising of deaths caused by the security forces. At the same time, we want to ensure that our veterans, the overwhelming majority of whom served with great distinction in Northern Ireland, including my hon. and gallant Friend the Member for Beckenham, are not unfairly treated or disproportionately investigated. I have noted my right hon. Friend’s specific query and will make sure that my officials bring it to the attention of the relevant Department.

Finally, I thank the hon. Member for Bristol South (Karin Smyth), the shadow Deputy Leader of the House. It must be an odd position to hold, given that there is no one to shadow; none the less, she performs her role with great distinction as she chases shadows around the Chamber. I pay tribute to her involvement in the NHS, and I am sure that that brings great insight into what occurs. From a personal point of view, I have great fondness for all our four Bristol MPs for different reasons, and I think the Public Accounts Committee is much poorer for not having her on it. She is almost wasted in her non-role of shadowing no one at all, but she brings distinction wherever she goes.

The hon. Lady thinks that May day might be a distress signal—far from it, I think that May day should be a celebration for all around the country and a well-deserved day off. On that note, I observe more widely to colleagues that while the south-west may be one alternative, where else would someone go on a May Day bank holiday than the prom at Blackpool? I would be appalled if anyone went anywhere else.

I join others in wishing you, Mr Speaker, and all Members and staff a happy and peaceful Easter. It is an opportunity to rest and to work with the many organisations in our constituencies. For many of us, it is an opportunity to have a good night’s sleep. As someone who took a Lenten vow of no chocolate, sweets, biscuits, cake and crisps, I look forward to familiarising myself—modestly, of course—with some of those items.

This has been an excellent debate in which many Members have raised their special causes. I very much agreed with the comments made by the Chair of the Backbench Business Committee, the hon. Member for Gateshead (Ian Mearns), about the passport contract. I can assure the hon. Member for Southend West (Sir David Amess) that the Work and Pensions Committee will be looking again at the matter of funeral poverty.

I thank the hon. Member for North Tyneside (Mary Glindon) for mentioning Simeon Andrews and his great contribution to parliamentary groups across this House. I can assure the hon. Member for East Lothian (Martin Whitfield) that I have signed his early-day motion on attention deficit hyperactivity disorder. He gave an excellent speech. I am grateful to the hon. Member for Lewisham, Deptford (Vicky Foxcroft) for her comments on the youth violence commission, and it was a pleasure to welcome its members to my constituency.

I very much associate myself with the comments on shipbuilding made by the hon. Member for Glasgow North East (Mr Sweeney). We also heard my hon. Friend the Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry) talk about his beautiful constituency, despite the scurrilous remarks that were made by those on the Government Benches.

Like other hon. Members, I have tabled a number of early-day motions: early-day motion 730 praises the work of the Priesthill community breakfast; early-day motion 732 congratulates the work of the community kitchen in Hillington in my constituency; and, of course, early-day motion 733, a copy of which I handed over at a recent service, congratulates St Andrews and St Nicholas church, which collected food, clothes and toys for children for its Christmas collection. Those early-day motions demonstrate that there are still many challenges in the social security system that the Government need to address. All those organisations are doing great work and we should congratulate them, but they are not part of the social security system. What they are doing is picking up the failings of the social security system and we should not forget that.

This year is the centenary of Catholic education in Scotland, and early-day motion 735 gives us the opportunity to celebrate the contribution that Catholic schools have made to the nation of Scotland. They have done great work in improving educational standards. I was also delighted to table early-day motion 736 for Govan High School and its fundraising efforts for a pensioner who was robbed of his savings. The pupils managed to gather £1,000 in two weeks, and they should be congratulated.

There are not enough statues to women across the United Kingdom. Like many hon. Members, I was delighted to see the unveiling of the Mary Barbour statue in Govan—Mary Barbour led the rent strikes during the first world war when private landlords were putting up rents. That episode was shown in a BBC documentary. It was a privilege to be there for the unveiling of the statue and a privilege to table early-day motion 989 to celebrate the event. I also tabled early-day motion 731 on Tea in the Pot women’s services, which does fantastic work for women, particularly vulnerable women, in my constituency.

Like many others, I am very concerned about the actions of the Turkish military forces in Afrin, northern Syria. The Kurdish community—I have a good Kurdish community in my constituency—is very concerned about the lack of action from the UK Government and their failure to condemn the Turkish military forces. It is quite clear that the best force in terms of rolling back Daesh has come from the Kurdish community in Syria. The actions of the Turkish Government are, quite frankly, appalling and are rolling back that work.

I hope that all hon. Members enjoy the sleep, enjoy their Easter and familiarise themselves with many of the things that I referred to earlier. I look forward to seeing them all back in April, when I and my colleagues on the SNP Benches will continue to hold this Government to account.

The shocks from my hon. Friend never cease. I had assumed that he would be visiting the many distilleries in the constituency of the hon. Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry), rather than the Loch Ness monster. People say that, as Catholics, we should try to give up what we most value during Lent. I always try to give up politics, but I fail hopelessly after about a day.

There are some things that, even for the holy mother Church, go beyond what I could possibly dream of achieving. I always think that we learn a lot from early-day motions. They may cost a lot per early-day motion, but none the less I was delighted to hear about the centenary of Catholic education in Scotland. As someone who survived the Christian Brothers during my school days, I know that they have a formative influence on all our lives. I also welcome many of the other examples of good community projects that the hon. Gentleman raised in those early-day motions.

I thank you, Mr Speaker, and your Deputies, the Clerks, the Doorkeepers and all the staff—indeed, everyone who does anything in this place—for all that they do. It is right that we thank them not just today but every time that we encounter them. Without their ceaseless good will, our lives would be much more complicated, and perhaps our labours less effective.

We are coming up to the centenary of the foundation of the RAF, but there will be another anniversary while we are not here over Easter, because it is the 40th anniversary of radio broadcasts in the House of Commons. Some might think that I am making a great play to appear on “Yesterday in Parliament”, but such ambition could not be further from my mind. Who knows? I might feature on it—we just don’t know. However, it is worth remembering that 40 years ago we started being broadcast, and what was said in this place was made available to the outside world in more than just textual form.

We might be emerging into a late spring after a somewhat harsh winter, but just as in nature, so in our constituency activities. I hope we will return to our constituencies full of vim and vigour, and seeking the greater fulfilment and excitement that we get from all the constituency visits on which we will now depart. I wish everybody here a happy and joyous Eastertide.

That is the first time a Conservative MP has agreed with me for a long time.

The Scottish National party supports this particular piece of delegated legislation. As we heard from the hon. Member for Reading East, it is clear that the standards of living and working conditions in commercial fishing are completely inconsistent across the industry. We support this piece of work to provide minimum living and working conditions that are globally applicable and uniformly enforced. The only question I have for the Minister is whether she could say a bit more about whether there will be further consultations with the industry in relation to the implementation of ILO 188 before it is fully implemented.

The hon. Gentleman is completely right. I will make that point later. These are highly skilled, highly trained staff, who are very experienced in dealing with complex benefits. No better group of people could be employed for the introduction of universal credit. That is the case we are making to Ministers tonight and I am pleased that the hon. Gentleman is here to do so, too. I very much hope that Ministers will listen to and consider the argument over the next few weeks.

That is a really important point, because for staff in Merry Hill the closure will present grave difficulties. A high proportion of them have caring responsibilities which would make the journey to Birmingham impossible; I have spoken to mothers in exactly that position. A number of the staff came from offices that closed in the 1990s, and the journeys would make such a move impossible or impractical for them. The recent closure of the office in Walsall left more than half the staff without jobs, and the closure in Worcester is affecting nine out of 10 staff, who now face voluntary or compulsory redundancy; the majority of those staff have caring responsibilities.

HMRC insists that 90% of staff will have a job in the centres, despite the fact that all the closures so far have resulted in much higher job losses. The loss of these skilled and hard-working staff is very risky and it contradicts recommendations made by Committees of this House, which have called for a halt to the office closure process. Staff in Merry Hill believe that the DWP explanation that it has sufficient staff for universal credit to work properly flies in the face of all the current information we have about this complex new benefit’s introduction, as we heard a moment ago. Staff who work there are highly skilled: they have dealt with tax credits work since those were introduced, and they are helping with the changeover to UC from tax credits already. They were also stunned that the DWP vacancies were not even considered when the announcement was originally made.

Another point that I know will be of interest to the hon. Member for Dudley South (Mike Wood) is that the office is in the middle of a recently announced enterprise zone, DY5, and the roles undertaken by HMRC staff completely fit into the Government’s vision for this enterprise zone. This brings me to my final point, which is about unemployment in Dudley.

I thank the hon. Gentleman for securing this debate. As the chair of the Public and Commercial Services Union parliamentary group, I wonder whether he could confirm that no economic impact assessment and no equality impact assessment has been carried out prior to these closures in Dudley?

As far as I am aware, neither of those assessments has been carried out. That is another point the Minister should be considering this evening.

Unemployment in Dudley is already higher than the national average, and we cannot afford to lose another 250 jobs from the borough. It is important that civil service jobs are spread throughout the country, benefiting communities such as mine, instead of being centralised in London or major regional centres. The UK is already one of the most centralised countries in the world. As a result, investment and growth have been concentrated in the capital and stifled elsewhere. Extraordinarily, despite all the cuts, the proportion of the country’s civil servants located in London actually increased every year between 2010 and 2015. Even with deep cuts elsewhere in the country, there were 5,000 more civil servants in the capital in 2015 than there had been in 2013. Instead of closing offices in Black country communities such as the borough I represent, the Government should be moving civil servants and staff from non-departmental public bodies and quangos out of London, transferring jobs from the capital to the rest of the country, spreading wealth more fairly across the UK and contributing to the regeneration of communities in places such as Dudley. That would improve policy making by getting central, regional and local government working more effectively together, bringing government closer to the people and ensuring that policy makers were better informed about what life is like in places that are often ignored by civil servants and politicians based in London. It would also save the Government money by getting staff out of expensive London property.

As I understand it, HMRC has announced that it will be moving 1,500 jobs out of London, so in the spirit of generosity for which we in the Black country are well known, may I tell the Minister that we would be very happy to provide a home for those 1,500 staff? I very much hope that he will consider moving those jobs out of London and to Dudley and the Black country.

Before I finish, I would like to ask some other specific questions. Staff in the office were told late last year that they would transfer to the DWP on 31 March 2022. Can the Minister confirm that it is still the plan that staff will remain in Dudley, working on tax credits, until that date? That would give time to see whether the DWP at Merry Hill can make some or all the fixed-term jobs permanent and offer them to staff there, and it would give time for staff to seek other work in the area and to be retrained. In addition, other DWP roles in local jobcentres would become available. That would not preclude staff who want to go to Birmingham from doing so, and it would offer other staff who work in Wolverhampton a stepping stone if their office does close, as many of them live in our area.

Will the Minister visit the offices with me and listen directly to the staff involved, or meet them here in London? Will he explain how this proposal reflects wider Government policy, given that Ministers recently designated the area as an enterprise zone? Finally, will he explain what assistance will be provided to staff who cannot transfer elsewhere or who do not get jobs elsewhere, to help them to obtain alternative employment if the proposed closure goes ahead?

The decision to close the Merry Hill office came as a huge shock to staff. Many of them will not be able to transfer and Dudley cannot afford to lose their jobs. It is my job to stand up for local people, which is why I secured this debate to demand that Ministers think again. These are hard-working and highly skilled public servants. They are very worried about their future and we need to secure their jobs. That is why we are here today, and I very much hope that Ministers will listen.

Tea in the Pot, a women’s support service in my constituency, is recognised in early-day motion 731.

[That this House congratulates the Tea in the Pot Drop-in and support service based in Govan for its ongoing work to support women to become actively engaged in the community and to enable women to identify and value their skills, experiences and talents, and to feel empowered and confident to share these with others; notes this work despite their lack of core funding and supports their ongoing campaign for resources; further notes the service provides a safe and relaxing atmosphere where women can meet up with old friends and make new friends and assists women who may be coping with difficulties, or who feel under stress, have health issues of simply feel isolated; and applauds the work of the support service in supporting and empowering the WASPI women in the community which is valuable and necessary and continues to support their work in defeating isolation.]

May we have a debate or statement on funding for volunteer women’s support services, to ensure that they have the resources to empower women and defeat isolation?

I know that the Leader of the House attaches great importance to this issue, as does the Home Secretary. I am sure they would join me in praising the work of the local organisation to which the hon. Gentleman referred. I urge him to keep pressing for suitable debate opportunities in the House to draw attention to this important issue for all hon. Members.
