Urgent Questions are proposed each morning by backbench MPs, and up to two may be selected each day by the Speaker. Chosen Urgent Questions are announced 30 minutes before Parliament sits each day.

Each Urgent Question requires a Government Minister to give a response on the debate topic.

I do not accept the right hon. Lady’s characterisation of the Probation Service. There are great challenges, however. The prisons and probation Minister is today at a conference with probation colleagues, meeting them, listening to them and working with them, because we need the Probation Service to work with us on the challenges we face. I gently say again that this Government have invested £750 million in probation, which is the biggest investment in probation for a generation. We have introduced new technology, such as Justice Transcribe. That app helps probation officers save a huge amount of time on paperwork and builds their capacity. We accept that there are challenges ahead, but we are meeting colleagues and we will work with them to meet those challenges.

Will the Minister confirm to my constituents that the most dangerous offenders, including rapists, are excluded from the progression model? What steps is his Department taking to repair the prison estate, which was left on the brink of collapse by the Conservatives, and ensure that we never reach this crisis point again?

My hon. Friend is right. I can confirm, as the Prime Minister and the Justice Secretary have at this Dispatch Box, that rapists will not be subject to the new regime. My hon. Friend is also right that constituents like his and mine expect us to meet this challenge by building more prison places. That is why we are investing in 14,000 new prison places by 2031. There will be more criminals behind bars at the end of this Parliament under a Labour Government.
