To ask the Minister for the Cabinet Office, if he will publish the correspondence between HM Revenue and Customs and the Government on the tax affairs of the Rt hon. Member for Stratford-on-Avon.

As the Hon Member will be aware, the Independent Adviser on Ministers’ Interests provided his findings to the Prime Minister in a letter sent on 29 January 2023. The findings detail the relevant facts in relation to the disclosures made by the Rt Hon Member for Stratford-on-Avon. The advice was published in full on GOV.UK on the day it was received by the Prime Minister, and a copy has been placed in the Library of the House. Correspondence relating to the tax affairs of individual taxpayers is subject to statutory requirements on taxpayer confidentiality.

To ask the Minister for the Cabinet Office, if he will take steps to ensure that the List of ministers' interests is updated more regularly.

The published terms of reference for the Prime Minister’s Independent Adviser on Ministers’ Interests require that the Independent Adviser prepare and publish a statement covering relevant interests of Ministers at least twice a year. Upon his appointment on 22 December 2022, the new Independent Adviser, Sir Laurie Magnus, committed to providing his Annual Report to the Prime Minister in May 2023 and to preparing the first List of Ministers’ Interests for publication well before his Annual Report.

The Commissioner for Public Appointments has stated his intention to review this competition to ensure the process was run in compliance with the Governance Code for Public Appointments. The Government will be happy to assist him to show how the correct processes were followed, and provide access to any necessary papers. The Commissioner will publish a public report in due course. The Government does not otherwise propose to pre-empt that formal review.

I have been asked to reply. The International Labour Organisation (ILO) recognises minimum service levels can be a sensible solution to protect the public from serious consequences of strikes. Many countries in Europe and around the world who are also signatories to the ILO have minimum service levels in place covering a range of key services.
