I beg to move,

That this House has considered the allocation of funding from the soft drinks industry levy for sport in schools.

May I say what a pleasure it is to serve under your chairmanship, Sir David? This is a subject that I am passionate about. Since becoming an MP, I have spoken in a number of debates on the power of sport to influence good behaviour, create opportunities and provide enjoyment. I must stress that the purpose of the debate is to focus not on whether we are right or wrong to have a sugar tax, but on how we should spend the levy, now that the decision has been taken. With a £500 million pot, that is a significant amount of money that can make a genuine difference.

I must thank all the organisations that have contacted me in recent days ahead of the debate, including: the Sports and Recreation Alliance, which is understandably keen to see sporting opportunities increase; Sustrans, which wants to see more funding for walking and cycling programmes to and from school; Youth Sport Trust, which has also focused on the sports element and the link between greater physical activity and greater academic performance, which I know the Minister for School Standards will welcome; and ukactive, which has done a huge amount of research, highlighting in particular the cliff edge fall in activity during school holidays, which I will come back to. I was also contacted by health organisations such as: Diabetes UK, which is obviously in favour of reducing the amount of sugar being used; Cancer Research UK, on the same principle; and the Royal College of Surgeons, on behalf of dental surgeons, obviously to reduce tooth decay.

This is an important subject, because one third of children are obese or overweight by the time they leave primary school. To me, that was a staggering statistic to read. When I was growing up, it seemed that all of us were active and charging around, so I was staggered by the figure of one third—one in three. That is not only an alarming figure; social norms start to be created. If an increasing number of children are overweight or obese, that becomes acceptable and therefore it starts to increase. On a topical level, through the NHS we currently spend £6 billion a year helping people with illnesses linked to being either overweight or obese. How we could better spend that money if there were fewer obese people. And an obese child is five times more likely to be an obese adult than an adult who was not obese as a child.

The Youth Sport Trust highlights that only 21% of boys and 16% of girls meet the recommended guidelines for physical activity. I recognise that we are competing with video games, shrinking gardens—back gardens are now one third smaller than they were in the 1960s—and cautious parents. When I was growing up, parents did not think anything of children disappearing on long bike rides, playing in distant parks and going to their friends’ houses far afield, whereas nowadays parents are understandably worried if their children are out of sight. Again, that limits the opportunity to be active.

The Government recognise that we have to do something. In August 2016 they published “Childhood obesity: a plan for action” with the aim of reducing significantly the rate of childhood obesity. The plan included the soft drinks levy, which is worth £520 million a year, and clearer food labelling—something I pushed for in the previous Parliament through my work with the British Heart Foundation—because we have a duty to allow consumers to make informed decisions. Another fact that surprised me—I say this as someone who does enjoy drinking sugar-laced fizzy drinks but who wishes to be informed—was that a five-year-old should take in no more than 19 grams of sugar a day, yet one can of Coke contains 35 grams. How many consumers actually know that? If they did, would they change their habits?

Crucially, the plan was announced as part of a nudge policy, where we gave the industry two years to make changes. I recognise that many of the leading manufacturers and retailers are already making changes—as I said, I am not focusing on whether the levy was right or wrong, but clearly part of the strategy is to influence behaviour—but, as we have recognised that physical activity is good for health and good for improving academic performance, I welcomed that the money would be ring-fenced to spend on activities connected to schools. If we are to have a tax and get extra money, let us ensure that that money is spent in the right way. The best way to do that for children is through schools.

Well, you never know. We are growing as we go.

I welcome the introduction of the sugar tax with open arms. I was glad that the Chancellor looked at this issue and introduced this possibility, so that today we can look at how we best use this money. It is one of the biggest changes to benefit our communities in general.

I have to declare an interest. In the first instance, my three great-nieces, Liv, Honor and Celi, were all under the scholarship and tuition of Elaine Wyllie at St Ninians Primary School. I have seen that initiative working at first hand. I have also taken on board what Maggie, MP for Erewash, said about how to put in the proper surfaces—in fact, at that time, I was quite instrumental in helping the person who was laying the surfaces—and how to reduce the number of puddles on the surface so that people can train and walk on it. That initiative has been one of the biggest successes in the whole area, so I am very grateful to Elaine Wyllie.

At the last meeting of the APPG, where I am proud to serve under Maggie Throup, Elaine Wyllie came along to explain how successful the daily mile has been, and not only in Stirling and my own area of Falkirk, where all the schools are participating. I think that Barack Obama became involved in the initiative; it has spread through the whole world. It grips the imagination. We only have to stand and watch the children going to school to see the benefits in how they act. They are eating better and looking better, and their attention to school matters is better. Everything from that initiative is a plus.

We have also had the benefit—again, through Maggie—of the drinks industry coming along to the APPG. It was interesting to hear from a vast company such as Coca-Cola what it was trying to do and the effect that the measure would have in terms of how it reformulates not only its cans of drink, but its whole way of thinking. This is not just a simple step from one thing to another; it is a huge investment that these companies have made, and we must be mindful of that.

I am probably the opposite of pompous, and “Maggie” is easier to say than “Erewash”. Anyway, to be serious, the hon. Member for Erewash (Maggie Throup) managed to get representatives of the drinks industry and the British retail industry along to the meeting, and it was fantastic to hear the exchanges between the audience and the drinks industry. There was a bit of honesty, which was great to hear.

I want now to move on to the second thing that is very close to my heart. One of the most striking things about the various meetings hosted by the APPG on adult and childhood obesity is that they are all extremely well attended—any of the other, side events are also extremely well attended. They have involved a huge variety of people with a background in medical knowledge. All the contributions have been superb and worth listening to, and the rooms are always full, but one thing that I find striking every time I hear it is that there are, I believe, only 12 health visitors in the whole United Kingdom who have any in-depth professional knowledge of how to give advice to a mother and child on childhood obesity and how to deal with it. My wife, who is a recently retired health visitor and master of public health, has become extremely interested in pursuing that.

My hon. Friend is right to raise this issue. I think we were all concerned about the spike that clearly occurred after the referendum. The total number of racial and religiously aggravated offences reported in July this year was 41% higher than in the previous year, but I am happy to report that the number of such reported offences has now declined and is at similar levels to before the referendum.

Will my hon. and learned Friend look carefully at the law relating to abusive and offensive online posts? Often when I look at the remarks that are made, particularly when someone has died, I find it quite incredible that newspapers host them, and I think these cowards should have their names and addresses printed along with the offensive posts.

My hon. Friend raises a proper point of increasing concern. I assure him that anonymity—perceived or real—is not an escape route for perpetrators. The use of false online profiles and websites still means that people are traceable, and they can and will be pursued, just like the appalling individual who, only this week, was convicted of offences arising from a racist campaign against the hon. Member for Liverpool, Wavertree (Luciana Berger).

Careers guidance should help all young people to get the inspiration and the advice and guidance that they need for success in working life. We want to see schools giving not only impartial careers advice and guidance, but high-quality guidance. That is why we are investing £90 million over this Parliament to improve careers provision for young people.

My right hon. Friend is absolutely right to say that good-quality careers advice is essential. Are there any further plans for the Government to remove barriers for women when they progress with their careers, particularly when they have young children?

My hon. Friend is absolutely right to highlight that. When we look in detail at the gender pay gap, we see that the situation for people who start a family often presents the biggest challenge that we face in reducing the gender pay gap further. We have given more than 20 million employees the right to request flexible working. We are providing shared parental leave, because childcare is not just an issue for women; it is an issue for men as well. My hon. Friend will know that we have committed to doubling the free childcare provided for working parents of three and four-year-olds from 15 to 30 hours a week.

I beg to move,

That this House has considered fire safety measures in school buildings.

I am grateful for the opportunity to raise this subject. I promise not to start to beat my hon. Friend the Minister up immediately, but as with so many of these debates, it is about such a simple straightforward issue that I am puzzled as to why it has not been dealt with over the last couple of decades.

At the heart of it all, the House either does or does not think that having sprinkler systems will help to save people’s lives. That, to me, is the issue. I would have thought, looking at all the evidence, that the House has clearly come to the conclusion that it would be good common sense for all schools to have sprinkler systems fitted.

I have the highest regard for the Minister, but I simply do not understand this situation. Given that the Government have the power to give money for new schools to be built, surely it should not take Einstein to come up with a plan whereby people cannot tender for such a contract unless a sprinkler system will be part of the new build project. This is quite a simple matter. I have correspondence from our noble Friend Lord Nash on the issue, and it is wonderful that all sorts of consultations will take place, but I have to say to this Minister that I will not shut up until I get the straightforward answer that, in the future, contracts will be awarded only to builders who insist that sprinkler systems will be installed.

I have the great pleasure of being the chairman of the all-party fire safety rescue group; I was also the chairman in the previous Parliament. I am looking at my hon. Friend the Member for South Basildon and East Thurrock (Stephen Metcalfe) for a reason that will become obvious. When I had the privilege of becoming the Member of Parliament for Basildon, three particular incidents made me admire the wonderful work that our fire service does. On two occasions, our local fire service was attending incidents in which small children died. The emotional effect that that has on our firefighters is beyond most of us to understand. One of the incidents was, sadly, in Long Riding, which I think is still in the area represented by my hon. Friend. A gentleman who ran a Chinese takeaway restaurant came in to find that his wife, who had mental health problems, had smothered their five children. That has nothing to do with fire, but it was the fire service that attended.

In the second tragic case, in what used to be Barstable school, a number of children got locked in a shed in the grounds. They must have been playing with matches and, as a result, a fire took place and they lost their lives. That was a funeral I will never forget attending at St Martin’s church, as my hon. Friend is only too well aware.

Then this was the irony of all ironies. I cannot remember which election it was that I was canvassing in; it must have been the 1987 one. I was canvassing in Nethermayne, the rural part of the constituency, and I knocked on a door. A rather dishevelled gentleman came to the door. He seemed to be not entirely with it; I will put it like that. We went to the property next door. Unbeknown to me, he was carrying a bowl of paraffin and the next minute—we were standing talking to the neighbour—he went up in flames. That was the first funeral that I attended after that election. I went into a state of shock and I saw how our firefighters dealt with the situation. Unfortunately, in those days I used to drag along one or two of my children to canvass with me. I never did that again. I know that this is not the Minister’s brief, but we all have great regard for the work that our firefighters do and I have first-hand experience of the way they deal with the tragedy of children being killed.

I thank the Fire Sector Federation, the Chief Fire Officers’ Association, Zurich Municipal insurance and the National Fire Sprinkler Network for providing me with the evidence and information on school fires that I have drawn on for my contribution to the debate.

I remind the House that yesterday was National Burn Awareness Day. When I first became a Member of Parliament, we never had these specific days. We never wore ribbons, but that changed once the AIDS movement adopted the red ribbon and now every day of the week is a national day. If I had had the opportunity at Prime Minister’s questions, National Burn Awareness Day was the thing that I would have raised. Unfortunately, it got no media coverage, which is a great shame. It was for that reason that the all-party group put in for this debate.

I praise the work of the Children’s Burns Trust. I know that next February there will be a National Sprinkler Awareness Day, which I hope we will be able to get more of a profile for than we seem to have done thus far. I would like to assure the Children’s Burns Trust that although their day yesterday went by without great attention, many Members will continue to raise these issues, on which we feel very strongly.

I, along with many members of the group here today, am very frustrated that this issue, which is very simple—I cannot see a cost to the Government—has not been dealt with. I cannot yet blame the present Government, or can I? No, I will not; it is a little too soon. However, I just do not understand why the issue was not dealt with under the coalition Government, which obviously my party was a supporter of and led, or the previous Labour Government. I am sure that this Minister will have the answer as to why we have not taken action.

Many members of the all-party group were very surprised to hear that since 2010 there has been a decline in the number of new schools and academies being installed with automatic sprinkler systems. That is crazy. How on earth could there be a decline? But there has been. The reason why we were so surprised was that in 2007, when our noble Friend Lord Howard of Lympne was serving as an MP, he raised a similar issue. In his constituency, on 13 September 2006, Lympne primary school tragically suffered a fire. It started as a consequence of an electrical fault above the staffroom at the start of the day. The chief fire officer responsible for leading the efforts of the fire services to extinguish the fire said at the time:

“If the school had been fitted with a properly designed and installed sprinkler system the fire may have been controlled if not extinguished in its early stages”.

Instead, the school was completely destroyed—thankfully, no lives were lost—as a consequence of no such system being in place.

Why, over all these years, have successive Governments failed to put in place even a framework or a strategy—whatever the buzzword is that the civil servants in the Department for Education use? Why have we done nothing to make sure that such a tragedy never happens again? My hon. Friend the Minister may respond that the tragedy in 2006 was an isolated incident, and some may ask why we should waste valuable public money on infrequent events. Well, how can we put a price on one life? That is the simple point I wish to make. There is evidence to suggest that this was not an isolated incident, and our children’s safety and security should be ensured, irrespective of the cost.

Refurbishing or rebuilding schools following a severe fire can be very expensive. The most recent statistics I have, provided by Zurich Municipal, show that £58 million was spent on school rebuilds following fires in 2009. The last year for which the Department for Communities and Local Government has cost figures is 2004— 11 years ago, which is crazy—when there were 1,229 fires, which were estimated to have cost about £52 million. Why we do not have more up-to-date figures, I do not understand.

I am an Essex Member—we look over the River Thames at Kent—but I am going to praise Kent County Council. Following the fire at Lympne primary school, it was a welcome relief when the council confirmed that the rebuild would include the installation of a fire sprinkler system. However, why must we be reactive? We, as legislators, should attempt to pre-empt such incidents. Now that the Government, which I support, have a majority, they cannot blame things that go wrong on the Liberal party. I want them to do something positive and good with their majority. I want us to be proactive, rather than reactive.

Although there were no fatalities as a result of the fire at Lympne, and there have been no fatalities across England as a result of school fires, we cannot just sit back on our laurels and be complacent—a tragedy could happen. It is within the Government’s gift to make sure we never have a tragic incident, by insisting that, when contracts are signed and schools are built, a sprinkler system is installed.

The issue is not party political. My goodness, we have representatives here from the Scottish National party, the Conservatives and the Labour party—with only eight Members, it is probably a bit difficult for the Liberals to service all our proceedings, but I know they very much agree with the point I am making.

What is frustrating is that, since 2007, when the former Member for Folkestone and Hythe brought this issue to the attention of the House, the situation has got worse. From April 2007 to May 2010, an estimated 70% of the schools and academies built had automatic fire sprinklers installed—there was room for improvement, but we were basically on the right track. However, since May 2010, the figure has plummeted to 35%—it has been halved. That is absolutely unacceptable. Some 65% of new builds are without fire sprinkler systems. That is incredibly disappointing, given the commitment that successive Governments have made to improve the situation.

In a recent statement, the Secretary of State for Education, for whom I genuinely have the highest regard, said that, in line with departmental guidance, the relevant specification does not make the fitting of sprinklers mandatory, but it does suggest instances where their installation could be beneficial. Well, I say to the Government, “Let’s make it mandatory!” It is no good us complacently saying that it is not mandatory at the moment—let us do something about this. A proposal to make the fitting of sprinklers mandatory could be taken through the House immediately, and all political parties would agree with it. My right hon. Friend’s statement was some way from the cross-party commitment we had in 2007.

I referred earlier to the cost benefit of mandatory installation, which cannot be ignored—as a Conservative, I am sympathetic about the challenges the Exchequer faces. However, when it comes to fire safety, the costs are not merely financial, and we must look at the long-term implications of the mandatory installation of fire sprinklers across the country. Of course, schools are not only attended by our children, but rented out to all sorts of organisations to increase revenue.

I contacted the local authority that serves my constituency to find out how many schools there have sprinkler systems installed. It sent me an email saying that schools in Southend do not have to itemise whether they have sprinkler systems—it therefore has no information about the issue. Well, I say, “Come on, local authority!” There are not that many schools in Southend; someone could phone them up and ask the chairmen of the governing bodies whether they have a sprinkler system. To me, the local authority’s response is absolutely pathetic. If local authorities throughout the country are giving other Members similar responses, shame on them. The chief executive of my authority should say, “We can do far better than that.”

The House of Commons Library, which is fantastic—I regard it as the fountain of all truth—told me that such information is not collected centrally and that local authorities are not obliged to collect it, although I do not know why that is. Well, authorities might not be obliged to do that, but I think they should. I praise Kent County Council for collecting data after the fire at Lympne primary school. Between 2001 and 2003, there were 125 recorded fires in Kent. By 2011 to 2013, the figure had plummeted to 41—a fall of approximately 66%. There were only seven school building fires in 2013. That is seven too many, but at least there was a fall. Kent is therefore doing much better than other areas. Those figures show that, through local co-operation and a sensible policy, the number of fires can be significantly reduced.

I call on the Government to recognise the benefits of taking an approach like that of Kent County Council and the Kent and Medway Towns fire authority. I and the other members of the all-party group would also like to have a meeting with my hon. Friend the Minister to discuss the issue in more detail.

In his letter, Lord Nash told me that a consultation on the Government’s version of “Building Bulletin 100”, entitled “Design for fire safety in schools”, will begin towards the end of the year. Well, we can have all the consultations in the world, but it is just like the rubbish about obesity that has been going on this week, with Jamie Oliver turning up at the House of Commons—it is as if obesity has just been invented. Ten years ago, when I was on the Health Committee, I had the idea of having an inquiry into obesity. If all our recommendations had been followed then, we would not have to have all this business about a sugar tax, a fat tax and all the rest of it now. The longer I am a Member of Parliament, the less I hear anything original. My frustration is that hon. Members make good suggestions, but nothing whatever is done about them. If Parliament is worth anything, it is up to hon. Members to hold the Executive to account, so that good ideas are acted on.

In March 2007, a commitment was made by the then Minister, the former Member for South Dorset, Jim Knight—now Lord Knight of Weymouth—that all new schools and academies that were built would be expected to have automatic sprinklers installed, except for a few low-risk schools. I do not quite know how we define low-risk schools, but that was a great commitment and of course the Government had three years to run at that time. Figures show that only 35% of new schools are fitted with sprinklers. I hope that the present Government will use the impetus of a fresh election victory to do something about that.

We have the power to ensure that fewer fires occur in schools across the country; that would mean fewer people in harm’s way, fewer costs for refurbishment or rebuilding, and fewer worries for the Government. I hope that my hon. Friend the Minister will respond positively to the point on which I have managed to speak for 20 minutes. It is a simple one: the contracts for all new-build projects for schools should be required to include the fitting of a sprinkler system.

I thank all colleagues for their contributions to this debate. I welcome the contribution of my hon. Friend the Member for Eastbourne (Caroline Ansell), and I completely empathise with her about Eastbourne pier. Southend pier has had three fires. It is still standing, but the fires have set us back. I know how local residents feel, and she is right to bring the tragedy of this recent fire to the House’s attention. The statistic she shared of there being only three or five sprinklers is shocking.

I welcome the contribution of the hon. Member for Rutherglen and Hamilton West (Margaret Ferrier) on behalf of the Scottish National party. Scotland was robbed in the rugby match on Sunday. She is right to draw on the excellent achievement of schools in Scotland compared with the rest of the country. She highlighted the savings that have been made. We must not be churlish about the arrival of these 56 Scottish nationalist Members; we can learn some good things from them. She has brought some excellent points to the House’s attention today.

I welcome the support of the hon. Member for Scunthorpe (Nic Dakin). I know that the hon. Member for West Ham (Lyn Brown) agrees with him on the points he has shared with us. I listened carefully to the Minister, and I accept all his points on the reduction in the number of fires in our schools—I particularly accept his points about arson—but I repeat that no contract should be awarded for new build projects unless sprinklers are fitted. He says that the Department reckons there would be a 10% increase in costs, but I simply do not accept that. No doubt we will debate those and other matters in our meeting.

I congratulate my hon. Friend the Member for Gainsborough (Sir Edward Leigh) on securing this debate. He has said everything that needs to be said, so I shall now be accused of speaking for the sake of it.

I was born a Catholic and I will die a Catholic, but if I had been born Jewish, I would have been proud to have been a Jew, and so on, but I absolutely understand, like the hon. Member for Redcar (Ian Swales), who has just spoken, that there are many colleagues who have no faith at all. Until we are dead, we just do not know, so I am erring on the side of caution; I certainly do not want to go to hell, because I can only imagine that hell will be like the prospect of a Labour-Scottish National party coalition, so I am now sticking to my faith.

I congratulate my hon. Friend the Member for Gainsborough on what he said, and I very much agree with everything that he shared with the House. My constituents, like his, have raised certain concerns about Ofsted’s system of inspection. The hon. Member for Redcar mentioned the gentleman who is in charge of Ofsted, Sir Michael Wilshaw. I went to St Bonaventure’s grammar school, and Michael Wilshaw was the headmaster of that school. Indeed, he was knighted during his period as a head teacher. So the head of Ofsted knows only too well the value of a faith school, because St Bonaventure’s is a wonderful school. There are some wonderful faith schools in Southend, including Our Lady of Lourdes, St Bernard’s, St Thomas More, St Mary’s and St Helen’s.

I have been alarmed about the way in which Ofsted’s inspections of schools are unannounced and, like my hon. Friend the Member for Gainsborough, I think that some of the questions being asked by the inspectors—certainly in a sexual context—are most inappropriate. Parents should be consulted much more readily on the questions that are being asked.

In November 2014, Sir Michael Wilshaw announced that no-notice inspections were used only where there were serious concerns about the breadth and balance of the curriculum, about rapidly declining standards, about safeguarding, or about standards of leadership or governance. As we all know, faith schools are some of the best performing schools in the country. They are marked as either good or outstanding by Ofsted. There is therefore no ground for Ofsted to carry out unannounced inspections on these excellent schools. As far as faith schools are concerned, it is absolutely nonsensical to say that a suspicion of extremism is a ground for making a no-notice inspection.

I also want to raise a shocking example of self-policing following parents’ complaints about the inappropriate and unannounced questioning of their children. I fail to understand how Ofsted was allowed to investigate the complaint made against it. Even more surprisingly, the Department for Education accepted Ofsted’s conclusion that the complaints raised by the parents were “false”.

Yes, that is absolutely what I am saying.

A leaked internal Department for Education document shows that there has been a significant breakdown in trust between the DFE and Ofsted over this issue. The document describes Ofsted’s controversial drive to carry out British values inspections, and accuses the regulator of sending “confused and mixed messages”. However, the Government put the British values agenda in place and they have been quick to say that complaints about inappropriate questions are a matter for Ofsted, apparently without taking any steps to rein in the regulator. There are therefore questions for the Minister to answer today, and I am sure that we are anxious to leave him plenty of time to deal with them.

The Secretary of State sent a letter to colleagues stating:

“The changes we are making were first outlined in a letter to the Education Select Committee by Lord Nash in March of this year. In that letter, Lord Nash explained that the rationale was: ‘to tighten up the standards on pupil welfare to improve safeguarding, and the standards on spiritual, moral, social and cultural development of pupils to strengthen the barriers to extremism’.”

The letter went on to state:

“The Prime Minister’s Extremism Task Force was clear in its December 2013 report that ‘Islamist extremism…is a distinct ideology which should not be confused with traditional religious practice’—but the vague school standards allow Ofsted to treat social conservatives as extremists.”

That is absolutely ridiculous.

The Secretary of State also told us that there are

“twin aims that lie at the heart of the reforms.

The most significant change strengthens the reference to fundamental British values, requiring schools not only to ‘respect’ but to actively promote them. This gives force to a policy first set out by my predecessor in response to events in Birmingham.

The fundamental British values of democracy, the rule of law, individual liberty, and mutual respect and tolerance of those with different faiths and beliefs are not new.

They were defined in the Government’s Prevent Strategy in 2011”.

However, the Secretary of State also said:

“The new standards, which require the active promotion of British values, mark a dramatic change in education policy. The previous standards simply required respect for British values and made no mention of the Equality Act 2010…

No pupil should be made to feel inferior to others because of their background. This has long been a central tenet of British education. But it is of course also essential to protect freedom of speech and it is in no way true to suggest that these changes would fetter the views of individual teachers or censor the discussion of relevant matters. A teacher who, for instance, disagrees with same-sex marriage because of their Christian faith will not be prevented from expressing that view by these changes any more than they would now.”

My hon. Friend has spoken about the changes in these standards, but what has been an important change is that the Secretary of State now has power to take regulatory action where a school is in breach of these requirements. That is why it is so important that we seek clarification and that the Minister gives it, because the repercussions on a school if it is in breach of these standards, in the inspector’s view, are devastating.

I am grateful for my hon. Friend’s advice, and I am sure the whole House will reflect on what she has said. Let me return to what I was saying before she intervened. The letter continued:

“The experience in Orthodox Jewish schools has been that inspectors were actively hostile to traditional Jewish beliefs about marriage held by children and staff.”

That is absolutely shocking.

In conclusion, I believe that tolerance and inclusion are some of the most important British values, but the way in which they are passed on to young pupils should not be imposed on schools. Ofsted needs to cease making unannounced inspections on our brilliant, wonderful faith schools, and stop questioning pupils in a way that is not considered age-appropriate by parents.

It is a real pleasure to serve under your chairmanship, Sir David. I am grateful for the opportunity to have one last go in this Parliament to persuade the Government and my Front Benchers that there is a chance simply, easily, cheaply and immediately to save lives and to transform society.

Teaching emergency life support skills in schools and the community is

“a no brainer, it’s just common sense”.

Those words are not mine, but those of Dr Andy Lockey at the Resuscitation Council. There are 150,000 people a year who die in situations in which, if only someone had known what to do, their lives might have been saved. There are 30,000 people who have out-of-hospital cardiac arrests, but fewer than one in 10 survives. If only someone knew how to do cardiopulmonary resuscitation, or CPR, and if a defibrillator was available, survival rates could increase to 50%.

Emergency life support skills are a set of actions needed to keep somebody alive until professional help arrives. They include performing CPR, putting an unconscious person into the recovery position, dealing with choking and serious bleeding, and helping someone who might be having a heart attack. Such skills are particularly crucial at the time of a cardiac arrest, when every second counts. For every minute that passes in cardiac arrest, the chance of survival falls by 10%. If CPR is started immediately, the time that the person remains in a shockable, and hence reversible, condition will be prolonged. It also means that there will be more of the person’s brain function left—more of them left—if they are resuscitated. At the moment, it is down to luck.

Three years ago, Fabrice Muamba had a cardiac arrest when he was playing for Bolton Wanderers against Tottenham. Fabrice was lucky because he had his cardiac arrest where there were people who were trained in what to do. He was lucky because the club medics and the paramedics gave him immediate CPR on the pitch, so his brain was saved. He was lucky because medics did not give up on him and worked on him for 78 minutes until his heart restarted. Because he was with people who knew what to do, we still have the charming, intelligent Fabrice in this world with us.

My sister’s friend, Malcolm McCormick, was also lucky. Just a month after Fabrice’s cardiac arrest, Malcolm went to school to pick up his grandchildren and he keeled over, effectively dead, not breathing, heart not beating. Malcolm was lucky because one of the people waiting to collect children was a retained firefighter who started to give CPR. He was very lucky because once a month another firefighter volunteers in the school tuck shop, and it was his Friday to be working, so he came and took control of the situation.

Malcolm was also lucky because a defibrillator was available, and he was rushed to a specialist hospital. Three days later he left hospital with very sore ribs, but alive and with his brain intact. Four months later, he was a Games maker at the Paralympics.

I congratulate my hon. Friend the Member for Gainsborough (Sir Edward Leigh) on his speech and the way in which he introduced the subject. He was entirely right to concentrate on the overall objective of fairness. The tone of the debate has been excellent in every respect. I went to St Bonaventure grammar school in Newham in the east end of London—for a time, its headmaster was the current chief inspector of schools, Sir Michael Wilshaw. I am pleased to have noted during the debate that three colleagues present contributed to a pamphlet on working class Conservative Members of Parliament, which says everything about how colleagues see grammar schools as a focus for opportunity.

In Southend, we have the following grammar schools: Westcliff high school for girls, Westcliff high school for boys, Southend high school for girls and Southend high school for boys. I am delighted to tell the House that those schools have produced a number of Members of Parliament; I am not so pleased to tell the House that they have produced more Labour than Conservative ones. A number of those Members now sit in the House of Lords, but my hon. Friend the Member for Wellingborough (Mr Bone) also went to one of our excellent local grammar schools.

I would like to mention just a few of those schools’ achievements. Four pupils from Westcliff high school for boys competed in the UK Bebras Computational Thinking Challenge, a national competition sponsored by the university of Oxford and ARM Holding plc. They will appear in the Bebras hall of fame for 2014. Recently, Southend high school for boys and Southend high school for girls qualified to represent England at the World School Championships Athletic in China in June this year.

To return to the remarks made by my hon. Friend the Member for Gainsborough, this debate is very much about fairness. The idea that any political party is going to abolish grammar schools is, frankly, for the fairies. That argument is over. I have my own views on grammar schools. When my right hon. Friend the Home Secretary was the shadow Secretary of State for Education, she had in mind the expansion of the number of grammar schools. It is a shame that my party abandoned that policy, but I will not revisit that argument. The issue is entirely a matter of unfairness in funding per pupil.

We have with us an excellent Minister, for whom I have the highest regard. He has visited a number of schools in my constituency. I have met the heads of the grammar schools in Southend, and the meeting was attended by the gentleman in charge of their funding. That was very positive, but I have now been waiting six weeks to hear what the outcome of that meeting is. I say gently to my hon. Friend the Minister that officials need to be geed up on this matter. The House will rise at the end of March; this Member of Parliament will not wait until the end of March for a firm assurance that the four grammar schools in Southend are going to be funded fairly.

At Southend high school for boys, the deprivation rate is 5%, yet it receives £4,503 per pupil; at Southend high school for girls, the deprivation rate is 6%, and it receives £4,540 per pupil; at Westcliff high school for boys, the deprivation rate is 5%, and it gets £4,503 per pupil; and at Westcliff high school for girls, the deprivation rate is 4%, and it gets £4,449 per pupil. Those are among the lowest funding figures in Essex, in both absolute and relative terms. That is an absolute disgrace.

Does my hon. Friend agree that it is absolutely illogical to have a post-16 funding system that penalises the very schools that are producing the results in STEM subjects that we so desperately need? That is clearly one of the driving issues in this debate.

I absolutely agree. The funding for the four grammar schools in Southend is totally unfair compared with others in Essex.

Another indicator is free school meals. Between 1.4% and 2.2% of pupils at the four grammar schools in my constituency are eligible for free school meals; Colchester County high school for girls has only 1.3% of pupils eligible for free meals and a record low deprivation rate of 1%, but it receives a lot more money—about £450 more per pupil—than my local schools.

Head teachers have voiced concerns about the 10% reduction in their budgets between 2012 and 2017. Such reductions are obviously understandable in the case of services that fail to manage their budgets efficiently, but that is not true of the four grammar schools in Southend, which do an excellent job. Importantly, the Government have announced that those studying four A-levels will receive about £400 more a year, and that those studying five or more A-levels will receive around £800 more. I just cannot understand how those amounts have been calculated. It costs around £1,000 per student per year for each successfully completed A-level.

Supporting underperforming schools in disadvantaged areas is a commendable aim, but it cannot be achieved at the expense of grammar schools, which are some of the best-performing schools in England. The Government should do their utmost to invest in the talented young people who want to work hard and take up extra A-level subjects. Their aspirations must be backed by sufficient funding calculated appropriately in collaboration with education professionals, rather than pulled out of thin air, as currently seems to be the case.

I am grateful that the right hon. Gentleman wishes me no ill. The one thing that I would take comfort from would be if the school had been ranked good or outstanding by Ofsted. I am pleased that the national health service is adopting our method of grading schools and applying it to hospitals, and I am pleased that under this Government, according to the chief inspector today, we have seen an unprecedented rate of school improvement.

There have been some very good results at GCSE in south Essex. In common with the rest of the country, we have seen a big rise in the number of students doing core academic subjects, thanks to the English baccalaureate. We have seen a 16% rise in modern languages and a record number of girls taking chemistry and physics as GCSEs.

Friend join me in congratulating Belfairs academy in my constituency on a staggering 21% increase in the number of pupils obtaining more than five A* to C grades and a 23% increase overall? Will she congratulate all Southend West schools on their wonderful results, which underline why Southend should have been named city of culture 2017?

We believe that all pupils should be taught about the events that have shaped the history of these islands, and their understanding of that history is best developed when it is taught within a robust chronological framework. That is why we have published proposals for a new curriculum. Consultation on the draft closed on 16 April and we hope to publish a final version in the autumn.

On the eve of St George’s day, my hon. Friend makes an important point, and it is the case that the new draft national history curriculum explains how Britain has interacted with the rest of the world, from Wolfe’s victory over Montcalm on the Plains of Abraham, which ensured that Canada could remain British, to the influence of Britain on India. It is also the case that the period right up to the 20th century and the process of decolonisation that brought Jinnah, Nehru, Kenyatta and Nkrumah to power is in the national curriculum in detail that did not exist before.

Does my right hon. Friend welcome the comments of leading historians Niall Ferguson, David Starkey and Antony Beevor concerning his plans for the history curriculum, who all recognise that unless our children have a real understanding of British history, they cannot possibly know where we have been, where we are now, or where we might be heading in the future?

I am absolutely delighted that high profile historians, along with academics from Cambridge, such as David Abulafia, Professor Robert Tombs and Professor Jonathan Clark, one of the most distinguished contemporary historians of our time, Professor Jeremy Black at the university of Exeter and others have said that our direction of travel is right, but I want to make sure that there is the maximum possible consensus behind this necessary reform.

The statement I have laid before the House today details recent progress, including the appointment of individuals to chair the bank’s advisory group and lead work on the institution’s design. Good progress is also being made on designing the bank’s interventions. To that end, my officials have been engaging closely with challenger banks, non-bank lenders, the main high street banks, financial advisory firms and financial services representative bodies.

Although I welcome the Chancellor’s commitment to funding the business bank quickly, in contrast to the 13 years of boom and bust under the last rotten Labour Government, will the Secretary of State reassure me that this measure, together with others, such as lending funds to businesses, will do much to reassure local businesses, given the challenges they currently face?

Of course I recognise that the borrowing position for many small companies dealing with the banks remains difficult. The evidence suggests that the funding-for-lending scheme that the Chancellor introduced is having a significant impact, and the British business bank will significantly improve the level of finance available to British businesses, especially SMEs.

We are taking decisive action to equip teachers to restore discipline in schools. No longer can a decision to exclude pupils be undermined by an appeal panel against the best interests of a school and other students in it. We are also strengthening the law so that teachers can issue same-day detentions.

We are making sure that the ultimate decision on exclusion is made by a school governing body. Under the previous Government, appeals panels had the final say and 810 permanently excluded pupils were reinstated in schools between 2002 and 2010. We are encouraging schools to take an interest in the long-term education of those students who are excluded and we are trialling approaches so that they take an interest.
