Written Question
GPT Special Project Management
Tuesday 15th September 2015

Asked by: David Davis (Conservative - Goole and Pocklington)

Question to the Attorney General:

To ask the Attorney General, what progress has been made on the Serious Fraud Office's investigation into allegations of bribery in the GPT Special Project Management programme; and when he expects the investigation to conclude.

Answered by Robert Buckland

The Serious Fraud Office (SFO) announced in August 2012 that the Director had opened a criminal investigation into allegations concerning GPT and aspects of the conduct of their business in the Kingdom of Saudi Arabia.

I can confirm that the SFO has executed a search warrant and a number of arrests have been made in relation to this matter.

"This country prides itself on its Government operating solely under the rule of law, so I hope that my right hon. and learned Friend will forgive a layman’s question about the law in this case. He describes an administrative system, but under what law is this administrative system created whereby …..."

Points of Order

"On a point of order, Mr Speaker. In a named day question on 5 December this year, I asked the Attorney-General how many libel settlements, and of what value, the Crown Prosecution Service had made in each year between 2007 and 2012. I was given the answer that the CPS …..."

Voting by Prisoners

"I could not agree more with my hon. Friend. Indeed, if there were an argument that giving prisoners the vote would cut recidivism, cut re-offending rates and help the public in that way, I would consider the matter, but giving prisoners the vote would not stop one crime in this …..."

Voting by Prisoners

"There is an old argument that hard cases make bad law, and it may well be—it sounds very likely—that that young lady’s custodial sentence will not be upheld. The general point, however, is very clear: it takes a pretty serious crime to get someone sent to prison. As a result, …..."

Voting by Prisoners

"My hon. Friend makes an interesting point. It would be quite interesting to see how many prisoners have ever voted, let alone how many voted at every election in the run-up to their incarceration.

The Court also argues that the penalty is not proportionate, but again that is plainly wrong. …..."

"Of course my hon. Friend is right. One of the points about laws in a democracy is that they exist with, at the very least, the acquiescence—the consent, we hope—of everybody in that democracy. Between 75% and 90% of the population cannot understand what we are doing even considering this …..."
