I do not necessarily recognise the basis of the question. The hon. Lady forgets the historic funding floor, which my right hon. Friend the Chancellor introduced at 115%. That demonstrates the strength of the commitment that this Government are showing to Wales.

Will the Secretary of State join me in welcoming the fact that Toyota has made it clear it will continue to manufacture in the United Kingdom, including at its engine plant in Wales, regardless of whether the British people vote to leave the EU on 23 June?

Exciting things are happening in Swansea and the Swansea bay city region. I am delighted that Swansea MPs are working together. If they have a proposal about future changes to the delivery of Government services, with opportunities for Swansea, I ask them please to send them through and we will consider them.

Does the Secretary of State agree that no one who believes we should leave the European Union is suggesting that we stop trading with our European neighbours, and the fact that they sell more to us than we do to them means that there is no chance of their wanting to stop trading with us?

The truth is that Wales’s future prosperity depends on whether we can transform the economy, improve productivity, invest in transport infrastructure and improve our skills and education. That is where Wales’s future prosperity and success lie, and the question of whether or not we remain in the European Union is therefore a secondary one.

I am happy to point to the survey by the British Chambers of Commerce which showed that 77% of businesses support a referendum on EU membership, and said:

“British businesses remain determined to see a recalibrated relationship between the UK and the rest of the European Union, with more powers exercised from Westminster rather than Brussels.”

I hope that the hon. Lady supports that comment from the British Chambers of Commerce.

Does the Minister agree that businesses do not always speak with one voice on this issue? While big businesses are often the most able to cope with the bureaucracy sent to us from Brussels and might want to stay within the European Union, very often small businesses do not?

My hon. Friend makes an extremely important point. Many of the people who are scaremongering now are the same people who wanted to join the euro all those years ago. It is this party that stands up for the British economy and stands up for businesses, exactly as the British Chambers of Commerce, the CBI and Airbus say in the quotes I have given.

The Secretary of State’s statement referred to the investment of £250 million to build a new prison in north Wales. May I urge him to have urgent discussions with his colleagues in the Ministry of Justice to make sure that from the moment it opens it is a completely drug-free establishment?
