Question to the Ministry of Housing, Communities and Local Government:
To ask the Secretary of State for Communities and Local Government, what his policy is on the decommissioning of windfarms.
Answered by Lord Barwell
Planning guidance is clear that Local Planning Authorities should ensure turbines are removed when no longer in use and land is restored to an appropriate use. Local Planning Authorities can use planning conditions to ensure this happens. Wind farms, like other developments granted planning permission must be constructed and operated according to the decision notice issued and any specific conditions attached to the notice.

Answered by Marcus Jones
We are currently conducting a review of off-street parking policy. A discussion paper entitled ‘Parking reform: tackling unfair practices was’ published earlier this year. We received in excess of 500 detailed responses to the discussion paper where the issue of burden of proof being on the registered keeper was raised. We are currently considering this issue as we develop policy options, and will publish a response in due course.

Question to the Ministry of Housing, Communities and Local Government:
To ask the Secretary of State for Communities and Local Government, whether there are any barriers or regulations that prevent local authorities from requesting details of a person's tenure on council tax registration forms.
Answered by Marcus Jones
Local authorities are able to gather information for the purposes of council tax administration under existing legislation, and this could potentially include information on tenure. Decisions on what information can legally be gathered are a matter for local authorities.
