Question to the Department for Work and Pensions:

To ask the Secretary of State for Work and Pensions, pursuant to the Answers of the 24 June 2015 to Questions 4118 and 4121 and the statement of the Minister for Europe of 10 November 2015, Official Report, column 239, in which he stated that 'roughly like 40 per cent of the people from elsewhere in the EU who live in the UK are in receipt of benefits or tax credits of some sort,' how this figure was calculated; how many EU citizens have been in the UK for less than four years; and of those people how many have made individual claims for tax credits.

Details on how the proportion of EEA nationals who were in receipt of benefits or tax credits was calculated is detailed in the DWP ad hoc statistical publication “UK benefit and tax credit claims by recently arrived EEA migrants”. This capital spend comprises essential works in order for the court to be used, including maintenance and repair of the heating and ventilation systems.


[1] Resource maintenance includes: Labour Mechanical and Electrical, building improvement works, building maintenance, internal moves, grounds maintenance, pest and vermin control, fire compliance and other maintenance

[2] Capital maintenance has been compiled using Project Completion dates and financial data. Only once an “asset under construction” is completed is the cost added to the property asset. It is possible that works could have begun a year earlier than the financial year in which costs are shown.

[3] Includes a £466,723 operational integration cost and a £398,853 cost on heating, ventilation and air conditioning.

To ask the Secretary of State for Communities and Local Government, what assistance is available, from which bodies, to registered keepers of a vehicle who wish to dispute a parking penalty charge and under schedule 4 of the Protection of Freedoms Act 2012 must prove that the initial penalty charge notice issued by a private parking company was not received by post.

Information about independent appeals services is provided by the British Parking Association and the Independent Parking Committee. They also publish a code of practice which governs the operation of the appeals services.

There are a number of other organisations which provde advice to motorists on parking such as the Citizens Advice Bureau.

We received in excess of 500 detailed responses to the discussion paper where the issue of burden of proof being on the registered keeper was raised. We are currently considering this issue as we develop policy options, and will publish a response in due course.
