Written Question
Driving: Young People
Monday 7th July 2014

Asked by: David Ward (Liberal Democrat - Bradford East)

Question to the Department for Transport:

To ask the Secretary of State for Transport, when his Department plans to publish the Green Paper on young drivers safety.

Answered by Robert Goodwill

I am committed to improving the safety of young drivers. However, I want to ensure that this is done in a manner that protects social and economic freedoms. I am striving to get this balance right and will make an announcement on this matter later this year.

I believe that telematics technology has the potential to both increase road safety and reduce young driver insurance premiums. That is why my Department plans to undertake further research on this issue shortly. The findings should help to inform future Government policy in this area.

I expect the findings of the recent focus group research with parents, young people and employers to be finalised shortly. Once finalised, it will be published within the standard 12 week period that applies to all Government social research.

Driving Offences: Insurance
Tuesday 10th June 2014

Asked by: David Ward (Liberal Democrat - Bradford East)

Question to the Department for Transport:

To ask the Secretary of State for Transport, how many cases of uninsured drivers have been reported, by region, in each of the last five years.

Answered by Robert Goodwill

It is not possible to calculate the number of uninsured drivers. However, the number of uninsured vehicles in Great Britain has fallen to 1 million from 1.4 million in 2010 due to a combination of police enforcement activity and the continuous insurance enforcement scheme. We do not have a breakdown by region.

Question to the Department for Transport:

To ask the Secretary of State for Transport, what assessment his Department has made of the responses to the Office of Low Emission Vehicles construction from organisations that called for artificial sound generators to protect pedestrians.

Answered by Robert Goodwill

We received a combined response to our call for evidence co-ordinated by the Guide Dogs for the Blind Association, which suggested that all vehicles funded by the plug-in car grant should be required to have a minimum level of noise. As with all responses, we are considering this suggestion carefully as we develop the detailed criteria for our ultra low emission vehicle support package for the period 2015-2020. EU Regulation will require sound level generators on new types of electric and electric hybrid vehicles from 2019.
