As I said before, to have a proper go/no-go decision, we need to continue to allow enabling works. However, I can ask the Under-Secretary of State for Transport, my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard), who is handling these major projects, to meet my right hon. and learned Friend to discuss that specific concern.

Unlike Derbyshire Dales, HS2 goes through many villages in the Bolsover and north-east Derbyshire area. The result is that there are a lot of people in those villages—more than 100—affected by HS2. I want to know as soon as possible just exactly what is going to happen to this £100 billion project. It goes through Derbyshire on two separate lines. Not only does it go past Sheffield; it also stops at a Sheffield station, so there is a slow track and a fast track in Derbyshire. The idea that HS2 is based upon getting to London 30 minutes sooner is a joke and, for that reason, the Secretary of State should start over again.

I know that the hon. Gentleman’s constituency is affected in a big way. I refer to what I said before. This project affects a lot of people’s lives, with demolitions and the rest of it in his patch. He asked me to do this as soon as possible. I have Douglas Oakervee on an unbelievable timetable, supported by a fantastic group of people, to get this done and reported back this autumn. The hon. Gentleman will not have to wait before the end of the year.

I am very grateful to my hon. Friend. I have actually walked Long Mynd on several occasions, and I have also paraglided from the top of Long Mynd. I very much encourage him to contemplate that as a perfectly splendid additional mode of transport enabled by walking.

Based on what the Minister had to say about walking, cycling, e-bikes and all the rest, when will the Government get rid of their ministerial cars and have e-bikes instead?

I welcome that question. The hon. Gentleman will be aware that I am a keen cyclist to and from work. Sometimes cars are required for security and other reasons, but I barely use a ministerial vehicle, and I encourage all colleagues to enjoy the benefits of cycling and walking.

I do not accept the premise of the hon. Gentleman’s question. The transpennine route upgrade is a significant project and we are modernising the entire route. We will be investing £2.9 billion in the first phase of this ambitious upgrade, between Manchester, Leeds and York. The work will commence in the spring. It is the biggest single project of rail enhancement in this country during control period 6. It is complementary to the work on Northern Powerhouse Rail, which is also being developed.

Would it not make a lot more sense to electrify the whole of the midland line, rather than stopping at Kettering in Northamptonshire? If that happened, we could save some of the £56 billion that HS2 will cost us, and save about 30 to 40 houses in Derbyshire that are due to be knocked down. All those things could happen if the Minister electrified the midland line, and passengers would get to London 30 minutes quicker—not that I want that—which is one of the promises the Government have made. For God’s sake, make a big hole in that £56 billion and electrify the midland line.

Now that the Secretary of State has admitted that HS2, with its £56 billion bill—and still rising—has got enough money to avoid the Chesterfield canal, will he take a decision to avoid the 30 houses due to be knocked down by HS2 in the village of Newton? Say it now, and let’s get the matter sorted out.

It will surprise you, Mr Speaker, to know that I had a very productive meeting with the hon. Gentleman, and his councillors and activists, to understand the pressures he is under as he represents his constituency. There is no denying that HS2 is a large infrastructure project, and we will do everything we can to mitigate the impacts on communities and the environment.

My hon. Friend, as you may be aware, Mr Speaker, is an intellect in blockchain, having published a report yesterday on unlocking blockchain. My officials explore new technologies such as blockchain, which may help to improve maritime trade. We have recently contributed to “Are You Decentralised Yet?”, a paper for the Transport Systems Catapult, analysing blockchain technologies and how they can benefit maritime.

A few weeks ago, the Secretary of State for Transport said that he would be meeting the people from Newton in Bolsover regarding HS2 and the alternative to knocking down 30 houses. Will he repeat that at the Dispatch Box, in view of the altercation that took place at the last Transport questions? We do not want another broken promise, do we?

I am not quite sure exactly what meeting the hon. Gentleman is talking about. Meetings take place between HS2 and the community engagement officers up and down the route. I believe that a meeting is already taking place, but this gives me an opportunity to remind Members from across the House of the importance of HS2, as well as the 100,000 jobs that it brings with it and that it connects eight of our 10 great cities.

I am really grateful to my hon. Friend for the work he is doing as our ambassador for the Year of Engineering. He is a tower of strength in making this a successful year. We have hundreds of firms involved around the country, and I encourage other Members to take advantage of what he is doing and to lay on an event for new students in their constituency this autumn, as I will. This is a great opportunity to unite the whole House in saying that engineering is a great profession and we need more young people to go into it.

Approximately two months ago, I asked the Secretary of State for a meeting with the Newton people who, because of HS2, are going to see more than 30 houses knocked down in their small village. Has the meeting been arranged yet?

I know that HS2 Ltd has put in place community managers who are meeting communities up and down the line. HS2 Ltd is also hosting regular meetings here in Parliament, at which Members can make representations on behalf of their constituents. We must not forget that HS2 will bring more than £92 billion of benefit across the whole country. HS2 Ltd is available here in Parliament and also in the hon. Gentleman’s constituency, if he so wishes.

Let me assure the hon. Gentleman that HS2 Ltd is working with Chesterfield Canal Trust and is committed to finding a solution. HS2 Ltd will be more than happy to meet him to discuss the Staveley design proposals and the interface with Chesterfield canal. I also assure him, however, that Chesterfield Canal Trust has recently publicly said that it is pleased with the recent commitment from HS2 Ltd and is now more confident that a solution will be found.

Two HS2 lines go through Derbyshire—the one that goes through Newton and the other that is now apparently going to create difficulties on Chesterfield canal. We have heard reference to the question of the real cost of HS2, as it changes quite often. What is the latest cost, taking into account those two railway tracks through Derbyshire?

As I said, Chesterfield Canal Trust is working with HS2 Ltd and is happy with the relationship they have and the potential outcome regarding the canal area. The hon. Gentleman has reservations about, and has consistently raised, the cost of HS2, but it is on budget and on time. We must not forget that once HS2 is up and running, it will be the backbone of this country, bringing along with it 100,000 jobs.

The hub around the airport is going to be particularly important, and it is very much on my mind as we develop phase 2b of HS2 and move towards the development of Northern Powerhouse Rail, where there must be a strong connection with the airport. The other benefit of the investment will be that it will create the space for more commuter services around Manchester. I know that there is significant congestion there—I have seen it in my hon. Friend’s constituency—and we need to provide better commuter services into Manchester, and indeed into Birmingham, Leeds and London. That is one of the things that HS2 will do, by taking the existing express trains off the existing routes.

Is the Secretary of State aware that if no changes are made to the proposals for HS2 as it goes through Derbyshire, 1,000 jobs will be lost at McArthurGlen, which is not far from South Normanton, and that more than 30 houses will be knocked down at Newton in my constituency? I have been working with the people at Newton in order to find alternatives, so will the Secretary of State meet the Newton people with a view to seeing whether there are any decent proposals for tunnelling, rather than knocking the houses down, and for ensuring that the jobs at McArthurGlen are safe? Will he give us that assurance today, so that I can make arrangements with the Newton people to come and take part in discussions?

As I have said all the way through, it is not possible to do something on this scale without having an adverse effect somewhere, but we will always do our best to minimise the impact. We are also always willing to have a dialogue with Members from across the House about such situations, so I will of course have that dialogue. I want to try to ensure that we do not adversely affect centres of major employment, so either the HS2 Minister or I will happily pursue a conversation with the hon. Gentleman.

The previous speaker said a lot of things about the possibility of getting extra money spent in Derbyshire. What he failed to do—this is very important—is say that when the electrification of the midland main line was put forward in this House, it was decided that it would go only as far as Kettering and Corby. Should not the question now be about the wholesale electrification of the midland main line, which would result in people in Derbyshire being better off?

The hon. Gentleman is saving it—that is wonderful. Perhaps he will even acknowledge the great jobs that will be coming along the line. On electrification, Labour’s 2007 rail strategy stated that

“it would not be prudent to commit now to ‘all-or-nothing’ projects, such as network-wide electrification…for which the longer-term benefits are currently uncertain and which could delay tackling the current strategic priorities such as capacity.”

The Government believe that it is vital to deliver for passengers and for the taxpayer.

I can absolutely give my hon. Friend that assurance. I think that this approach should spread across the whole rail network, with clearer accountability, clearer integration, clearer joint working when something goes wrong and better joint planning for maintenance works and affected services. That is a really important part of ensuring that the railways work for the future.

Why did the Secretary of State not use this opportunity to say that there would be electrification of the whole of the midland main line, instead of it stopping somewhere in Northampton to suit commuters travelling into London? The other business is that people in my constituency have been asking him for a meeting to try to put to him an alternative to the HS2 spur that will wreck 30 houses in a tiny village in my area. When will he answer their letter? He can tell me now.

On the hon. Gentleman’s latter point, my hon. Friend the Rail Minister has already extended an invitation to that meeting, so we will happily talk to the hon. Gentleman’s office this afternoon and fix a date. With regard to the midland main line, we are in the early stages of what is the biggest investment programme in the line since the 1870s. It will mean faster journeys and brand new trains, years earlier than would otherwise have been the case. We can deliver those new trains in 2021-22. We could wait several years more for those new trains. We could spend £1 billion more, but all we would be doing is saving a minute on the journey time to Sheffield. I could be wrong, but I do not think that would be a terribly good use of taxpayers’ money.
