The hon. Lady raises her eyes to the heavens, but this does make a difference. I have seen some extraordinary examples of adult education providers working with local primary schools to make sure that people who need English language skills get the support they need.

Order. Understandably, there is intense interest in this subject, but I advise the House that there is a ten-minute rule motion to follow and that I have been informed that it is the intention of one Member to oppose it. Thereafter, there is the Second Reading of a Bill, to which 20 hon. Members want to contribute. I must therefore insist that we do not have speeches or pre-conceived rants. What is required is a pithy question, and I know that the Secretary of State will provide a pithy answer. If people do not want to deliver that, then they should not bother taking part today, because it is not fair on colleagues. We can always be led in such a matter by the right hon. Member for New Forest West (Sir Desmond Swayne).

How few students actually pay 6%?

The interest rate, to which I think my right hon. Friend is referring, is currently 6.1%, but it varies with inflation. Critically, it means that those who earn more in their 20s and 30s will pay more—[Interruption.] It applies throughout the study period, as the hon. Member for Wythenshawe and Sale East (Mike Kane) should know. Thereafter, the rate varies depending on earnings. It does serve an important purpose, but it cannot be considered in isolation from all the other aspects of the system.

It is disappointing that the hon. Gentleman expresses dismay about apprenticeships. We need to talk apprenticeships up. There was a 47% increase between February and April 2017. We know there has been a fall in the number of starts, but that was anticipated because we have brought in a brand new system. He is absolutely right that traineeships play an important part in ensuring a path on which young people can travel to get on, but I urge him to speak up for apprenticeships and apprentices and to do everything in his power to encourage employers to take on apprentices.

Educational performance in primary schools is continuing to improve in England, with maths scores improving from 2011 to 2015, and science scores improving significantly, too. Japan is among the highest performers in international assessments. Our primary school pupils are outperforming their peers in Germany.

My right hon. Friend is correct: our spending is above that of Japan and Germany. What is clear is that spending and investment alone are insufficient. We need the right strategy. Our work on an improved curriculum, investment in teacher development and new schools not just being council-run are key measures lifting up school standards in England.

First of all, there has never been more funding available to enable students to go to university. Secondly, the facts simply do not bear out the hon. Gentleman’s point. If what he says is correct, we would see fewer and fewer students going to university, but the exact opposite has happened. [Interruption.] We can hear Labour Members’ faux anger about how much debt students have, but the bottom line is that they do not want to even engage with the fact that there have never been more young people getting the opportunity to go to university. I was the first person in my family to get the chance to go to university. If Labour ever has the chance to bring in its policy there will be fewer people from backgrounds like mine who will have the chance to go to university. That is a statistical fact.

Let me just make some progress and I will give way to my right hon. Friend in a second.

What would a policy of no fees mean? It would mean an emergency cap on student numbers, going back to the days when we had to limit the number of young people who went to university. That is because if we are not willing to fund the system, there can be fewer people in it. It has to be paid for.

I recently returned to my alma mater in Scotland, some 30 years after leaving. I was surprised to discover that Scottish students were capped at 20% of the student body. It is a disadvantage for all students if there are no fees, because universities cannot afford to educate them.

My right hon. Friend is absolutely right. There are two groups of people who miss out in Scotland. We know what no fees would mean; we only have to look north of the border. In the interests of evidence-based policy, I encourage Labour Members and the Labour party to actually look at the impact of what they are proposing. Go to Scotland. See whether disadvantaged young people from the poorest families have more or less chance to go university in a country where there are no fees. They have less chance. In fact, young people overall have less chance of going to university in Scotland. I am not putting some kind of hypothesis before the House; this is a simple fact. It is a consequence of the Labour party policy of no fees.

We rely on the expertise of the School Teachers Review Body. It reported in July and we responded to that review. It has recommended increasing the pay bands in the main pay range by 2%, and by 1% for the remaining pay bands. Pay is of course important, but it is not the only factor that drives teachers in or out of the profession. Others include workload and pupil behaviour, and we also take those issues seriously.

We have generous tax-free bursaries, which we use imaginatively, and we reflect the challenges of recruiting the best graduates into teaching. Bursaries of up to £25,000 are available for graduates in those priority subjects.

In welcoming the hon. Lady to her place, I have to say she is very much not a glass half full person. This is a great childcare offer. Yesterday morning, I was in the city of York, one of the pilot areas, meeting providers and parents who were benefiting, and I heard from people who said, “This is a great offer. It means no longer do I have to pass my husband in the hallway as I go out to my evening job and he comes in from his daytime job.” We heard of eight people in York who are now accessing employment because of the childcare being available. So it is a great offer and I am very proud that it has been delivered. We have ironed out the glitches in the software, and people are registering; as I have said, we are on track for 200,000.

The hon. Lady asked how many people we expect to register, and the short answer is that we do not know, because it is a voluntary system to which people will opt in. Also, of course, there will be three tranches. It will not all happen with a big bang in September; there will be another tranche of parents who qualify in January and another tranche after Easter. It is great news for working families—something this Government are delivering on.

Given the amount of my time that was taken, the amount of time that my constituent had to give up, and indeed the amount of time given by the technical support people in the Minister’s Department, all as a consequence of the fact that my constituent had an apostrophe in her name, can the Minister speculate why on earth we were not told that there was a manual workaround?

I have made that clear today. There have been a number of outages, several of which were to fix some of the glitches to which my right hon. Friend draws attention. The most recent one was due to a power supply issue between 6 pm and 10.20 pm last night, 17 July. That has now been fixed and the system is up and running again.

I beg to move,

That this House welcomes International Women’s Day as an important occasion to recognise the achievements of women; and calls on the Government to join in this international event and pledge its commitment to gender parity.

I am honoured to lead this debate today and pay special thanks to the right hon. Member for Basingstoke (Mrs Miller), and the hon. Members for Lanark and Hamilton East (Angela Crawley) and for Portsmouth South (Mrs Drummond) for supporting the application to the Backbench Business Committee, on which I remain the only woman member.

International Women’s Day is an opportunity for all of us to use our voices to celebrate the amazing women of the world. It is also our opportunity to send a rallying cry out to the world about the hardships and injustices women everywhere still face. With each passing day, it seems that right now the women out there need to hear us in here and how we support them more than ever before.

It will surprise no one that the subject that I will speak about today is violence against women and girls. Before my rallying cry, I want to reflect on where we were last year and where we are now. As I closed my speech on International Women’s Day last year, I declared that the women murdered in the UK deserved better than what they got. I pressed this House to hear their names and feel their pain.

I have been proud to be a Member of this House in the past year, where parliamentarians, including my hon. Friends the Members for Penistone and Stocksbridge (Angela Smith) and for Hove (Peter Kyle), myself and the right hon. Member for Basingstoke and many others, called on the Government to overhaul a family justice system that leaves women and children damaged and unsafe. Our calls were heard, and an establishment—an actual establishment, in this time when we talk of establishments—that others said we would never change will now begin to improve. From this place, a message was sent to women living in fear, and hundreds of them have contacted me to express their gratitude.

Last week, the hon. Member for Banff and Buchan (Dr Whiteford) did a thing that few will manage in their time here when she pushed her Bill to ratify the Istanbul convention through this place to its completion, regardless of those who wanted to stop it. That Bill will mean that a Minister will stand at the Dispatch Box in this place every year and lay out to us exactly how they are going to protect vulnerable women and children.

Yesterday, the Government finally heard the calls that have echoed round this place for over six years and made sex and relationship education compulsory. We have waited too long for this, but the euphoria felt by myself and many campaigners across the House made me want to cartwheel down the halls.

The work over the years of my hon. Friend the Member for Walthamstow (Stella Creasy), my right hon. Friend the Member for Normanton, Pontefract and Castleford (Yvette Cooper), my hon. Friend the Member for Rotherham (Sarah Champion), the right hon. Member for Basingstoke and many others means that girls will now be safer. These changes in the past year are not exclusively due to but have been led and pushed through by the women in this place, with the support of amazing women’s organisations such as Girlguiding, Women’s Aid, IC Change and many other female-led organisations.

The issue that the hon. Lady has rightly drawn to our attention has international implications. Does she agree that one of the most important things we can do is provide the incentives for girls to remain in school much longer? That reduces the opportunity for early marriage, from which so many of the evils of which she has spoken flow.

I absolutely agree. Every time a girl stays in school in any part of the world and uses her education to stand up and speak for the other women in the world, the whole world becomes a better place. Women with voices matter. Women with voices change things. Women with voices in here give hope and protection to women without a voice at all. I am proud of our efforts, and today I will lay down another marker and say that there is still much to do.

Last year, I rose to my feet in this House and read out the names of the 125 women who had been murdered by men. I decided that I would do that every year while I still had the privilege to be in this place. While we have achieved many things here, I hope that this list once again reminds us of all the reasons we must keep going. I want to stress that this list is the Femicide Census, which is collated by Karen Ingala Smith. The list is made up of all the women killed where a man was the perpetrator or is the principal suspect. While the majority of these deaths can be attributed to partner violence, they are certainly not all in that category and include all the women murdered by men they did not know in the UK since last International Women’s Day. Their names are:

I recognise that the funding formula means that schools will receive different settlements from the ones that they have had in the past. We are trying to ensure that every single child, wherever they are growing up in England, gets the same amount of funding, but that there is then a top-up in relation to additional needs, such as in respect of deprivation, which has been based on out-of-date data up until now, or indeed additional funding for low prior attainment.

Will the impact of the new formula in West Sussex dis-proportionately disadvantage rural primary schools in the way that it will elsewhere?

The introduction of the formula leads to different effects in different parts of the country. Obviously, we are putting in place a fair funding formula, but it has to work for all schools. We are having the second phase of the consultation to try to ensure that we get this right. We have particularly focused on helping small rural schools by relating an element of the formula to sparsity. There is also a lump-sum element. I am interested to hear all colleagues’ views in the consultation.

We have said already, including at the Joint Ministerial Committee, that we are going to talk intensively to the Scottish Government about how to address the issue of powers that return to the United Kingdom from the European Union. If we look, for example, at fisheries—an issue that is devolved to the Scottish Parliament, in respect of UK fisheries policy—we see that that also involves third-country agreements negotiated between the EU and other nation states. It involves United Nations conventions. The Scotland Act 1998 says, in terms, that international agreements are a reserved matter. Those are exactly the things that we need to thrash out in detail in the conversations with our colleagues in the Scottish Government.

I am sure that my right hon. Friend sets an example to all Members of the House with his common sense and good reason. I say again that I think it was perfectly fair and right for this House to change its Standing Orders in response to the different balance of powers that now exists in the United Kingdom as a consequence of devolution.

The national funding formula has been introduced to ensure that we have a fair funding system. We shall be consulting on that fair funding system over the next 14 weeks, and I am sure that the hon. Gentleman will send in his representations.

If an outstanding academy in the New Forest, minutes from the seaside, is finding it difficult to recruit an English teacher, what hope is there for schools anywhere else?

My right hon. Friend has raised an important point. The national fair funding formula will help schools to acquire the resources that will enable them to use the discretion that we have given them in respect of how they reward teachers, especially teachers of certain subjects whom it is difficult to recruit.
