Landlords: Repairs and Maintenance

Question to the Ministry of Housing, Communities and Local Government:

To ask the Secretary of State for Housing, Communities and Local Government, what steps his Department is taking to ensure that landlords maintain a good standard of repair to their properties and not cause damage to neighbouring properties.

We want to ensure empty properties do not fall into disrepair and can return into productive use. We have made changes to the Use Classes Order and permitted development rights in order to make the best use of existing buildings. Additionally local authorities have broad powers to take direct action including powers of compulsory purchase, powers to make empty dwelling management orders and powers to issue improvement notices, urgent works notices, and notices under s215 of the Town and Country Planning Act where the condition of land affects the amenity of neighbouring land. There are also powers under s 76-79 of the Building Act to require an owner to address a danger, or demolish a building. If the owner refuses the local authority may take the necessary action.
