Question to the HM Treasury:

To ask Mr Chancellor of the Exchequer, what recent discussions he has had with the US Administration on the requirement for dual UK and US citizens who reside and pay tax in the UK to also file tax returns in the US regardless of whether they pay tax there; and if he will make representations to the US Administration to remove this requirement.

The Chancellor has had a range of meetings with the US administration including on matters of tax cooperation. The specific issue of non-resident taxation has been discussed by UK Treasury officials with their US counterparts on a number of occasions and will continue to be included in relevant dialogues with the US Treasury. However, it is for the US Government to determine US taxation policy.

To ask Mr Chancellor of the Exchequer, if Barnett consequentials will be made available to the Scottish Government to reflect the investment made by the UK Government in HS2 in England.

As set out in the Statement of Funding Policy, both Crossrail and High Speed 2 are considered devolved for the purposes of operating the Barnett Formula. The Scottish Government therefore receive Barnett consequentials on changes to funding for these programmes.
