It is a pleasure to serve under your chairmanship, Mr Davies. I congratulate my hon. Friend the Member for Torbay (Kevin Foster) on securing today’s important debate. The constituency that I represent, Moray, is proud and privileged to have both an RNLI facility at Buckie and an independent lifeboat support, the Moray Inshore Rescue Organisation, at Findhorn. I shall touch on both in today’s debate.

Let me begin, as others have, by paying tribute to the remarkable work of our search and rescue services in Scotland. As others have said, across our British coastline, the RNLI and its army of volunteers have served our great nation since 1824. It is a charity that is close to my heart and the hearts of many of my constituents in Moray. Being mainly staffed by volunteers, the RNLI relies heavily on the good will of British people to fund its rescue services. Thanks to the efforts and generosity of people across the country, there are over 230 operational lifeboat stations, which respond on average to 24 call-outs every day. As the hon. Member for Strangford (Jim Shannon) said, that support has saved over 143,000 lives since the RNLI’s inception.

Does the hon. Member agree that one of the best ways we can demonstrate our support is, as he is doing, to maximise and highlight the issue, including in the local media, and to supply all independent and RNLI lifeboats with the best possible equipment for saving lives?

I absolutely agree with the hon. Gentleman’s comments. There is a very good publicity system around the RNLI in Buckie. In fact, the sub-editor of the local paper is a member of the RNLI at Buckie, which always gets good front-page coverage in the Banffshire Advertiser and other papers. The point on equipment is well made, and the Minister will have heard it.

The coastal communities that I represent across Moray simply could not imagine not having the support of the brave men and women who dedicate their lives to rescuing those in peril at sea. The RNLI and our independent lifeboats across Scotland and the rest of the United Kingdom deserve our full support, and it is vital and fitting that we have a platform in Parliament today to give them that recognition.

The hon. Member’s constituency faces mine across the Moray firth, which is named after his constituency, but it really should be named after mine—but that is not the point. In an emergency, it is a fact that the lifeboats in the hon. Member’s constituency can, if necessary, go out in the Moray firth and help out the communities in my constituency. I highlight the inter- connected nature of the service all over Scotland and the United Kingdom.

I agree with almost everything the hon. Gentleman said, but calling it the Caithness, Sutherland and Easter Ross firth, rather than the Moray firth, might be a bit long-winded for some—but his points are absolutely right.

Let me focus on Moray and Buckie. Lifeboats have been launching into the waters of the Moray firth from Buckie for over 145 years, and crews and volunteers there have rightly been honoured with numerous awards. I have mentioned the late, great Adam Robertson in this Chamber in the past. He was a Moray Council employee with whom I worked closely in my time as a Moray councillor, but he dedicated his voluntary work throughout his life to RNLI Buckie, and his family has continued that trend since his sad death. Most recently, Anne Scott, RNLI Buckie’s lifeboat operations manager, received a special award that recognised her 20 years of professional service. Anne retired from the RNLI in 2021, and immediately after retirement became a volunteer. That shows the dedication of those who support our lifeboat services. It is absolutely right that Anne was given that award. When Anne received the award, RNLI Buckie’s Davie Grant said:

“We call Anne the lady who launches”

because she “hits the big button” as the lifeboats speed out to save people. Pillars such as Anne and Adam demonstrate not only the timeless contribution of the RNLI to rescue services and the support given by those volunteers, but the overwhelming contribution of lifeboat services to our local coastal communities.

Let me quickly move on to independent lifeboat services. Last year, I was honoured and delighted to support my hon. Friend the Member for Totnes (Anthony Mangnall) in his launch of the National Independent Lifeboat Association, which is a new charity that will assist the UK’s independent lifeboats in ensuring the preservation of life on the water. I am proud that one of its founding members is the Moray Inshore Rescue Organisation, which is in my constituency. Based at Findhorn, it is, as the hon. Member for Strangford said, one of 46 established independent lifeboat services manned by unpaid volunteers, and does not receive any funding from the RNLI. First formed in July 2005, it is a proud recipient of the Queen’s award for voluntary service and does outstanding work from its base at Findhorn.

At the launch, MIRO’s chairman, John Low, said:

“We are a small organisation working locally with larger organisations, such as UK Coastguard, RNLI, police and fire services, to provide vital lifesaving services. It makes sense to join the new National Independent Lifeboat Association to collaborate and share practice with colleagues in similar small organisations around the country. We also hope that in the future there will be financial benefits such as accessing funding and services such as insurance and training.”

Those are important, which is why MIRO and others have joined the collaborative approach suggested by my hon. Friend the Member for Totnes. It is right that we have the opportunity in Parliament today to highlight that and, as others have done, to thank both those in the RNLI and our independent lifeboat services for the amazing work they do, day in, day out.

A few moments ago the Scottish National party spokesperson said while explaining the Scottish Government position that that was a welcome boost to tourism. That is the exact opposite to what we are hearing from tourism bodies today. The Scottish Tourism Alliance has said that the SNP plans to diverge from the UK plans just announced

“could destroy any hopes of recovery in 2022”,

and earlier today 40 tourism organisations, including the Scottish chambers of commerce and the Federation of Small Businesses Scotland, wrote to the First Minister saying:

“Scotland has now become one of the most uncompetitive destinations globally.”

The decisions taken by the SNP in Holyrood are having a huge impact on our tourism industry and airports; what can the Secretary of State do to convince the Scottish Government to follow the lead of the UK Government and ensure these industries are not put at risk?

My hon. Friend is absolutely right to express concerns. The SNP spokesman has set out its opening position—or maybe a couple of different positions. I encourage all parts of the UK to come together on this. It is incredibly confusing for passengers, who could now travel to Newcastle or Manchester according to an Edinburgh spokesman, and, as has been pointed out, that takes money out of the Scottish economy; it threatens jobs in Scotland and threatens airline capacity, and the faster we can get this resolved, the better.

It is a pleasure to serve under your chairmanship, Mr Hosie. I, too, commend the hon. Member for Totnes (Anthony Mangnall) for securing this debate and for the way in which he constructed his opening remarks, and I think his views will be shared across the Chamber.

Like many other Members, I represent a coastal community and a constituency where people have for generations gone to sea for work, secure in the knowledge that, should anything ever happen to them, they would be supported by independent lifeboats or the RNLI. For close to 200 years, crews have gone out and put their lives at risk to protect and save others who come into unfortunate situations.

RNLI Buckie in my constituency is a station that I have visited on many occasions in my time as an elected representative. I will use today’s debate, if I may, to make some remarks about Adam Robertson, who died suddenly just days before his 70th birthday. Adam was an integral part of the Buckie RNLI station and its operations for more than 30 years. As with many RNLI or independent lifeboat volunteers, Adam’s professional life was not at sea, but on the land. For 30 years, he had a career in building control with Moray Council. When I was a councillor for a decade, I often met Adam in the corridors of council headquarters. We would stop to have a blether, and he was always well informed, but also generous with his time. He was someone I respected a lot.

Adam initially became involved with the RNLI at Buckie when he helped to organise its annual gala days as part of its fundraising efforts. He rose through the ranks to become responsible for ensuring that the Buckie lifeboat was always ready to go to sea and for arranging ambulance support on land when it was required. He was a genuine stalwart of the RNLI and the local community for decades. He was also an officer with the Boys’ Brigade, and for many years he helped to organise the annual fireworks display in Portgordon, which draws thousands of people to the coastal village every year. As a councillor, an MSP and an MP, I always helped with the stewarding at Portgordon fireworks, and every year Adam was there to do the security briefing to ensure that everyone knew where they had to go and what they had to do. He did that in a purposeful and powerful, but always respectful, manner. Although we will not be having Portgordon fireworks this year, when we meet again we will remember Adam and all the help he gave that organisation and many others throughout his near 70 years.

Adam’s wife said:

“He was a family man who would do anything for anyone, his love for the community was exactly the same.”

That is what the RNLI and our independent lifeboats are all about at heart. Groups like the Buckie lifeboat team are filled with community volunteers who sacrifice their time to help others. We thank them for their dedication and the work that they do.

I also want to mention the Moray Inshore Rescue Organisation, based at Findhorn, which is an independent lifeboat organisation that does so much. We are indebted in Moray for the work that our independent lifeboat and the RNLI do day in, day out. They work both at sea and on land, educating our young people about the dangers and the safety that they need to bear in mind. Their community work right the way through our towns and villages is something that we all respect and congratulate them on, and it is something we can all get behind.

I am grateful to my hon. Friend the Member for Totnes for giving us this opportunity to pay tribute to our independent lifeboats and the RNLI and for allowing me to put on record my thanks to and admiration of Adam Robertson for everything he did for Buckie RNLI for more than 30 years.

I thank the hon. Gentleman for questioning me on that particular point in the Transport Committee. I very much recognise his support for his constituents. The point I will make is that this has been a commercial decision taken by British Airways. We would absolutely expect any organisation entering into this process to do so with fairness and in the right way for its employees. I will do my best to work with colleagues across Government to deliver the support needed by those affected, and to try to our best to mitigate the job losses that are coming because of an unprecedented reduction in the number of flights that is not specific to the UK.

Moray is well served by Inverness airport, which has been operating only essential flights during the pandemic. Will the Minister outline what support the Government have given and will continue to give to regional airports such as Inverness, which serves people in Moray and across the north of Scotland?

We will continue to work with our regional airports to understand the full impact coronavirus is having on the operation of their businesses. As I outlined, regional connectivity is a priority for the Department. I will continue to work with individual regional airports to deliver on what we can do. Policy levers are available to us, and we will be exploring that more within the restart and recovery unit.

The hon. Gentleman is absolutely right. Stansted and, in fact, all the other airports—I have been in touch with many of them—have been very forthcoming with their assistance. Stansted is building a science, technology, engineering and maths college, with lots of job opportunities. The hon. Gentleman has made the point, which is on record, that Thomas Cook employees, who are losing their jobs, will no doubt find some of those travel-related jobs very interesting.

Moray had two Thomas Cook branches prior to the collapse—one in Buckie and one in Elgin. I have been in discussions with the Business Secretary over the last few days, but can the Secretary of State reiterate what the Government are doing to support, advise and help former employees of this company, not only in high streets across Moray and the United Kingdom but abroad?

Yes, absolutely. This Jobcentre Plus rapid response service is absolutely set up, ready and mobilised to assist. As I said in a previous response, if any of my hon. Friend’s constituents walk in and find that that is not the case, I will certainly want to know about it, so that we can work on the cross-Government taskforce to ensure people are getting the help they need.

I am a civil engineer by profession and so have an appreciation of the importance of infrastructure investment. For too long, successive UK Governments have not invested enough money directly into infrastructure. The correct infrastructure projects can lead to increased productivity, increased connectivity, a possible increase in visitors, a possible increase in trade and contributions to growth in the economy. Clearly, those are all the hoped-for benefits of the additional runway proposed for Heathrow.

When it comes to decision making on infrastructure, Governments are often too frightened to make decisions because of potential impacts and disruption. Heathrow has been a case in point: the expansion and additional runway have been spoken about for decades. It is only right that the pros and cons are assessed, and this must be done with a balanced perspective. The Airports Commission recommends the additional runway at Heathrow, and the National Infrastructure Commission has said that it wants it to proceed. The Scottish Government have spoken in support of it in principle, and I have spoken in favour of it, although I have highlighted some concerns.

I am grateful to the hon. Gentleman for giving way. He mentions the support of the Scottish Government. Until 24 hours ago, the SNP Scottish Government said that they supported expansion at Heathrow airport and looked forward to Scotland seeing the benefits. What has changed in the past 24 hours?

Sometimes when we take an intervention, we worry about what is going to come and trip us up. That was so obvious that I did not see it coming. If the hon. Gentleman waits and is willing to listen to the rest of my speech, I will set out where I am going.

After forensic analysis, the Transport Committee recommended approval of the national policy statement, but with a considerable number of recommendations for consideration. The proposed expansion at Heathrow has the support, on record, of the Scottish Chambers of Commerce, plus Inverness, Ayrshire, Glasgow, and Edinburgh chambers of commerce. Clearly, it has the backing of the GMB and Unite the Union. As the Transport Secretary said, it has the support of the Regional and Business Airports Group; it has the explicit support of Glasgow, Highlands and Islands and Aberdeen airports; and it has the support of Airlines UK.

As we will hear over the course of tonight, there are concerns about the proposals. Some environmentalists will never support air expansion of any kind. Clearly, there are local objections to do with the impact and disruption; I appreciate that MPs should represent the concerns of their constituents and I can understand why some are against the proposal.

However, given the general support that I have outlined, the Secretary of State should be able to pull this off, and for me this is where he has come up short. He has come up short on addressing the concerns of the Transport Committee, but where he has really come up short is on the protection of slots for domestic flights. My predecessor, my hon. Friend the Member for Inverness, Nairn, Badenoch and Strathspey (Drew Hendry), previously raised the issue of protection of slots and the need for point-to-point public service obligations. The Transport Committee highlighted the fact that further clarity was required on national slots in paragraph 3.34 of the national policy statement. This is where the UK Government are, frankly, all over the place. Paragraph 3.34 states:

“The Government recognises that air routes are in the first instance a commercial decision for airlines and are not in the gift of the airport operator.”

The Government then state that they will hold Heathrow airport to account. That is clearly a contradiction: they are saying that it is the airlines that hold the slots, but that they will hold Heathrow airport to account.

I think that it is perfectly clear that the NPS, a national policy statement, sets the guidelines within which this is to be elaborated. We expect Heathrow Airport Ltd—and other private entities, as may be required—to bear the full cost of the expansion, as has been indicated, and we have been perfectly clear about that all the way through.

Can the Minister confirm that my Moray constituents, and indeed regions across the country, will benefit from greater connectivity with the third runway at Heathrow?

Yes, I can. I have visited Heathrow and discussed this issue with the chief executive, and Heathrow is absolutely clear that a central part of the proposal is to enable better domestic connectivity as part of a wider international and national strategy.

I very much do consider that point. I live in a rural consistency that has urban roads in Hereford and lots of rural roads around it, so I take both sides of that argument extremely seriously. The facts are interesting. Although there has rightly been a lot of concern about the recent effects of the winter, A and B roads have gradually improved, by and large, as our annual road conditions survey work shows. It may well be that, as we look at the effect of the last quarter or two, that picture will have changed due to the severity of the winter, but that is the overall picture. However, that does not address the issue of C and U roads, which are a further cause of concern, and my hon. Friend quite properly raises it.

I am very grateful to the Minister for taking an intervention. Potholes do not stop at the border. In Scotland, where the Conservatives are not currently in charge of road maintenance—I hope that changes, with Ruth Davidson as First Minister—we have more than 153,000 potholes, so it is a problem no matter which Government are in charge. Does the Minister agree that my constituents in Moray would be better served if local authorities repaired the potholes, rather than paid out millions of pounds in compensation? In the end, the taxpayer has to pay one way or another.

It is certainly preferable, as the potholes review and other survey work recognised, that it be done right first time. Roads should be reinstated in a way that allows the changes to be durable, and road surfaces should be able to stand inclement weather.

Our overall approach is based on principles of asset management, increasing over time. The Government are investing about £6 billion in the network between 2015 and 2021—about £1 billion a year—including through the pothole action fund. That money is increasingly being used as part of a more strategic, asset management-type approach to the roads, which is important. As part of that, we have looked very hard at how we can help highway authorities to adopt planned and preventive maintenance that treats the asset as such, rather than just respond reactively to problems that emerge. Those principles are already demonstrating benefits in terms of financial efficiency, improved accountability, value for money and improved customer service, and we want to continue to work on that.

As matters are presently handled, there is a formula, and rightly so. We do not think councils should constantly have to apply for the vast preponderance of the funding that they receive from the Department for local roads. They should be funded according to an easier and fairer formula.

Of course I am happy to meet the hon. Lady to talk about accessibility in her constituency. As I mentioned earlier, Access for All funding is available for train stations; if she were alluding to a tube station, that would be another situation altogether. As she is talking about a train station, I am more than happy to meet her.

Officials have been working closely and effectively with the Scottish Government, the two police forces and the two police authorities, through a joint programme board established to oversee arrangements for delivering the transfer of the British Transport police’s functions in Scotland. We want to see a smooth transition to the new arrangements that ensures the safety and security of rail passengers and staff, and recognises and protects the UK’s interests.

Earlier this month, BTP Federation chair Nigel Goodband said:

“It is appalling that the Scottish Government constantly reminds us that one of its three aims in full integration is accountability to the people of Scotland. British Transport police officers and staff…are people of Scotland. They are proud Scots; they are proud to be in the British Transport Police and proud of living in Scotland.”

He continued:

“They have said to me that they feel abandoned…by their Government. That is pretty disgusting. It is alarming that they feel that way.”

Does the Minister agree that that quote proves that the SNP Scottish Government are letting down hard-working and dedicated BTP officers and staff in Scotland and that their interests and the interests of the public they proudly protect would be better served by maintaining the way that the BTP operates in Scotland, rather than breaking up a force that serves Scotland and the United Kingdom well?

I certainly understand my hon. Friend’s concerns. It is in both Governments’ mutual interest to make the new arrangements work. The Government are very focused on protecting UK interests generally, including those of passengers, officers and staff, and that is why we are working closely with the Scottish Government, the police forces and the police authorities.
