The hon. Gentleman has referred to some really tragic situations, and if he sends me the details, I will look carefully at them and make sure they are addressed. I hope that the measures I am putting in place will allow the sort of personal contact that will enable such individuals to get a more personal engagement and a faster and perhaps more satisfactory response when needed.

The University of Oxford has estimated that about 120,000 undocumented individuals who either were born here or grew up here face a Windrush situation of their own. Why does the Home Office make it so horrendously complicated and eye-wateringly expensive for them to regularise their stay here?

There is a lot of misinformation about what documents are required and when. As a consequence of the assessments we have done since 2014 and 2016, the documents required are now easier for people to access than passports, which not everyone has, as the hon. Gentleman says. It is not unusual, however, for a country to have legislation that tries to combat illegal migration by saying that if someone wants to rent a flat, have a job or go to hospital, they need to show who they are. It is the right thing to do to protect people from too much illegal migration.

Yes, I am happy to update the hon. Lady on that. Some £40 million of that money is apportioned by the Department for Communities and Local Government, particularly for accommodation. We have access to most of the rest of it, and I particularly draw her attention to the £15 million that a combination of commissioners and local organisations are bidding for. She may like to access that money to support her constituents.

The SNP Scottish Government are strongly committed to ending gender-based violence, including through our proposed all-encompassing criminal offence of domestic abuse. They have also urged the ratification at the earliest opportunity of the Istanbul convention on ending violence against women and girls. Will the Secretary of State commit to a timetable for the Preventing and Combating Violence Against Women and Domestic Violence (Ratification of Convention) Bill—the private Member’s Bill promoted by my hon. Friend the Member for Banff and Buchan (Dr Whiteford)—and for that long-awaited ratification?

I am always delighted to work with the Scottish Government on this important subject. I know that they have put aside £20 million to work on the topic, and I welcome that initiative. If the hon. Gentleman would like to see me or one of my colleagues, we can discuss his proposal.

The rate of fuel poverty across the UK is very high, which is why I welcome the Scottish Government’s £200 million warm homes scheme to help reduce bills for low-income households. Such households are more likely to pay their bills using prepayment meters, but these are more than £200 per year more expensive than the cheapest direct debit bill. What measures will the Secretary of State introduce to ensure that customers using meters have access to the lower energy prices available to those using other payment methods?

I am well aware of the issue of fuel poverty. In Paisley and Renfrewshire North, there are energy company obligation measures in place that I believe will help the hon. Gentleman’s constituents. By September 2015, some 119 measures per 1,000 households had been installed compared with the average of 77 per 1,000 in the rest of the UK. He can rest assured, however, that we are focused on making sure that bills stay low and fuel poverty is addressed, and the ECO system is one of the best ways for us to do that.
