Tonight, Scotland will play what amounts to a dead rubber because we have qualified for the Euros with two games to spare. It is an unusual feeling for us and we do not know quite what to do. Generations of young Scottish football fans, unlike their English and Welsh counterparts, are unable to see their national football team on free-to-air television. Scotland is one of only seven out of 55 UEFA countries where the national team is hidden behind a paywall. In these times when families are really struggling, does the Secretary of State think that is fair in principle?

I did not catch all of the hon. Gentleman’s question, but I think he asked about broadcasting rights and Scottish teams. He needs to understand, because he raises this question from time to time, that there is a balance between audience numbers and commercial revenues for sport. As he knows, sport is devolved to the Scottish Government—

As I mentioned, the criteria will be published in due course. Forty-five per cent. of the funding has been allocated to Opposition areas.

Further to your point at the start of proceedings, Mr Speaker, I am led to believe that Conservative list MSPs were also told well before the MPs who sponsored the project applications.

Some of the most deprived areas of the country are in my constituency, which also missed out on its green freeport bid, which went to the much wealthier east. The fraudulently titled levelling-up fund is meant to replace EU funding previously allocated to deprived areas. How is it possible that areas of multiple deprivation missed out while the Prime Minister’s constituency, one of the wealthiest in the UK, nabbed £19 million, and while £45 million went to help fix the mess of the roads in Dover caused by the Government’s kamikaze Brexit? Is the Minister not utterly ashamed at some of these announcements? If not, why not?

Well, I hope the hon. Gentleman is very pleased with his very successful first-round bid of £38 million for improvements related to the advanced manufacturing innovation district Scotland.

I am sorry that Barnsley has not been successful in its levelling-up fund bids, but of course a variety of schemes have been put forward to improve local areas. Those are not finished and I wish her area every success in future bids.

The hon. Gentleman mentioned immigration, and people can already get legal aid for asylum cases. We are committed to ensuring that people know when legal aid is available to them. We are going to advertise when it is possible and undertake a programme to ensure that people know when legal aid can be claimed. In other areas where it is currently out of scope, we want to ensure that we provide it in the best way possible. In relation to housing advice, I should also mention that people can always get advice on the telephone gateway.

20. I appreciate your advice, Mr Speaker.Despite the answer given to my hon. Friend the Member for Motherwell and Wishaw (Marion Fellows), the Institute for Government states that if the UK leaves the EU without a deal, extradition arrangements will revert back to the European convention on extradition. That process takes, on average, a year, while the current arrangements under the European arrest warrant take 48 days. Does the Minister not accept that a no-deal Brexit would cause significant challenges in tackling cross-border crime?

There are many areas of security and justice where it is important and beneficial to get the best possible arrangement. The European arrest warrant is an important one, and we are negotiating hard to ensure that we get the best possible arrangement going forward.

I think that there is a role for private Members’ Bills and for the procedure, but I am pleased that the House will have an opportunity to scrutinise this legislation fully.

I think that today, at least, the whole House is in agreement that the upskirting offence should be on the statute book. It is a shame that the hon. Member for Christchurch (Sir Christopher Chope) does not deign to be among us today as we discuss it. Does the Minister agree that the blocking of important legislation to protect women by a long-serving knight of the realm does nothing to enhance the reputation of this Parliament or its procedures?

Given that the Lord Chancellor has said that the timetable for the review of the Legal Aid, Sentencing and Punishment of Offenders Act 2012 is likely to slip, and the fact that, in giving evidence to the Justice Committee, the Law Society and the Criminal Law Solicitors Association praised as refreshing the whole independent review of Scottish legal aid, is this an opportunity to pause and commission an independent review in England and Wales?

The hon. Gentleman refers to the report on Scottish legal aid. I have looked at the review, which makes some recommendations that my officials will be looking at to improve our legal aid system. It is very interesting to see in the report a number of measures that we are taking—for example, in relation to video links and the online court, which I have already mentioned.
