To ask the Secretary of State for Foreign and Commonwealth Affairs, what the average hourly pay is of employees at each grade within his Department identified as (a) White or White British and (b) from a Black, Asian or other minority ethnic group.

Our pay scales at all grades apply equally to all staff.

A number of factors impact on an individual officers hourly rate of pay including length of service, time in grade, and previous civil service employment.

The average hourly pay of Foreign and Commonwealth Office (FCO) employees at each grade identified as a) White or White British and b) from a Black, Asian or other minority ethnic group is:

To ask the Secretary of State for Foreign and Commonwealth Affairs, how many and what proportion of employees in his Department identify as (a) white or white British, (b) Asian or Asian British, (c) Black or Black British, (d) mixed or multiple ethnic group and (e) another ethnicity.

Of the Foreign and Commonwealth’s 4,560 UK employees, 3,283 (71.9%) have disclosed their ethnic origin.

Of these 3,283 staff, the following proportion have identified their ethnicity on the basis set out:

a) White – 2,869 (87%)
b) Asian or Asian British – 187 (6%)
c) Black or Black British – 110 (3%)
d) Mixed or multiple ethnic group – 75 (2%)
e) Ethnicity other than the above – 42 (1%)

These figures do not include the FCO’s 9,300 locally employed staff in our 268 overseas missions.

To ask the Secretary of State for Foreign and Commonwealth Affairs, how many and what proportion of (a) women and (b) men have made a statutory application to request flexible working in his Department; and how many of those applications have been granted to date.

The Foreign and Commonwealth Office (FCO) supports flexible working for all its employees and all FCO staff can ask to work flexibly on an ad hoc basis or submit a formal application for a regular change to their working pattern subject to business needs. Staff are able to appeal if a formal request to work flexibly is refused. The FCO does not centrally record requests for flexible working and therefore does not hold data on number of applications made.

Line managers are responsible for recording and monitoring working patterns for their teams. In 2013 we also introduced a new form into our Management Information system in which we encourage staff to voluntarily record details so that we can provide more accurate management information on flexible working patterns. Based on information recorded on our HR database on 31 October 2014, including the voluntary declarations that have been made, the gender breakdown of the different types of current flexible working are as follows:
