Question to the Ministry of Housing, Communities and Local Government:
To ask the Secretary of State for Housing, Communities and Local Government, what steps his Department is taking to ensure that all new build properties can access superfast broadband immediately from completion of the property.
Answered by Dominic Raab
The Government is committed to delivering the world’s most dynamic digital economy, supported by measures such as fibre infrastructure investment to ensure consumers and businesses have access to the digital infrastructure that they need. This includes changing the Building Regulations in January 2017 to require all new build and major refurbishment residential buildings to make provision for copper or fibre infrastructure capable of delivering high-speed communications.
We have consulted in the Housing White Paper, 'Fixing our broken housing market' on amending national planning policy to require local authorities to have policies in place which set out how high quality digital infrastructure will be delivered in their area and will be accessible from a range of providers. We will set out how these proposals are to be taken forward shortly.

Question to the Ministry of Housing, Communities and Local Government:
To ask the Secretary of State for Communities and Local Government, how many children in (a) Ashfield constituency and (b) Mansfield have been living in emergency accommodation for more than six weeks in (i) 2016-17 and (ii) since April 2017.
Answered by Marcus Jones
Time spent in temporary accommodation ensures no family is without a roof over their head. The Government is assisting areas to ensure that families spend no longer than 6 weeks in B&Bs, which includes protecting and maintaining the homelessness prevention funding at £315 million. We have also replaced the Department of Work and Pension’s Temporary Accommodation Management Fee with a Flexible Homelessness Support Grant which local authorities can use more strategically to prevent and tackle homelessness. This amounts to £402 million over the two years from 2017/18.
While the number of households in temporary accommodation is below the 2004 peak, the law is clear that households with dependent children should only be accommodated in B&B in an emergency and for no longer than six weeks, which commences when the household moves in.
My Department publishes regular statistics on rough sleeping, statutory homelessness, temporary accommodation and homelessness prevention and relief, including the numbers of children in temporary accommodation. These are published at national, London and local authority level. The latest statistics can be found at: https://www.gov.uk/government/collections/homelessness-statistics.

Question to the Ministry of Housing, Communities and Local Government:
To ask the Secretary of State for Communities and Local Government, what incentives are available to local authorities to build council housing on (a) brownfield and (b) greenfield sites.
Answered by Lord Sharma
The Housing White Paper reflects our ambition to support local authorities in building more affordable homes. My officials are working with local authorities to understand all the options for increasing the supply of affordable housing, considering innovative ideas and bespoke deals with local authorities to support delivery.
We have made £7.1 billion available through the Shared Ownership and Affordable Homes Programme 2016-2021. Local authorities can bid for this to fund a range of schemes. Local authorities can also work with the Homes and Communities Agency to access the Starter Homes Land Fund, to prepare brownfield sites that will include a high proportion of starter homes and other affordable homeownership tenures. We have also provided £32 million of Estates Regeneration grant funding, to assist with the early stages of regeneration schemes that offer the potential to deliver new homes.
Planning policy already makes it clear that local authorities should plan to meet the market and affordable housing needs in their area, insofar as possible. In doing so we expect them to work with their local communities to decide how much housing is necessary, of what type and where it should go.
