The Secretary of State for Defence recently announced that £200 million has been allocated for the creation of the forces Help to Buy scheme. Launching on 1 April 2014, it will significantly improve the support available to members of the armed forces who wish to buy their own home. Forces Help to Buy will offer the men and women of our armed forces a deposit loan of 50% of their annual salary, up to a maximum of £25,000. The loans will be interest-free and repaid over an affordable 10-year period. As well as that additional funding, there will be tailored advice on financial and housing matters. Of course, service personnel are also afforded high priority and additional flexibility under the Chancellor’s main Help to Buy equity share scheme.

There should not be any difficult in doing that at all. I should add that I am always more than willing to come to see some of the excellent accommodation that I know exists already at Middle Wallop, and I look forward to doing so.

Armed forces personnel inevitably experience more difficulty accessing home ownership because they often have to move to different parts of the country because of different postings. Has my hon. Friend considered reducing the frequency of such movements to enable greater take-up of home ownership among the armed forces?

I absolutely agree with my hon. Friend. That is why the new employment model that we are developing will deliver an offer to regular service personnel that supports domestic stability by reducing the frequency of moves and supports partners’ employment. We know that issues such as those two points often concern members of our armed forces and lead to a lot of dissatisfaction.

My hon. Friend is absolutely right. We need to make sure we make the best we can out of assets that are under increasing pressure. I note that President Obama’s guidance issued on 5 January last year, “Sustaining US Global Leadership”, set the scene for how US defence is likely to go. I am particularly pleased to see a high degree of correlation between that and our own strategic defence and security review outcomes. We are close to the Americans, and we look forward to the relationship continuing and developing in the future, as they are, as it were, our best friends.

14. What estimate he has made of the number of people employed in Scotland as part of the defence industrial base.

There are over 15,000 military and civilian personnel employed in Scotland, including at the largest single site employer in Scotland, Her Majesty’s Naval Base Clyde. There are hundreds of contracts with defence companies operating in Scotland, but the Ministry of Defence no longer compiles employment statistics by region within the supply chain, as such information does not directly support either policy making or operations.

Does the Minister share my opinion that, from the perspective of the strength of our defence industrial base, from the perspective of job creation and retention and from the perspective of the effective defence of our nation, it is crucial that Scotland remains an integral part of the United Kingdom?

I entirely endorse my hon. Friend and neighbour’s view that maintaining Scotland within the United Kingdom will be the best way to maintain defence jobs in Scotland, to maintain a powerful industrial base in engineering and high-technology jobs and to provide Scotland with the best defence capability. The Scottish Government have yet to provide any answers on how they will provide such capability for defence and security in the unlikely event of an independent Scotland.

Afghanistan

As the hon. Gentleman is aware, we have made two firm commitments. We will support the ongoing non-combat NATO mission and we will support the Afghan national officer academy. Together those commitments will amount to a small number of hundreds of personnel. Beyond that, we are considering the options available to us. We do not need to make firm decisions yet and the National Security Council is clearly of the view that we should not make firm decisions before we need to do so. I can tell him that in May 2015 there will almost certainly still be a small number of logisticians dismantling the last of our equipment and returning it to the UK.

During the years of British involvement in combat in Afghanistan, a huge number of young men and women have lost their lives or been seriously injured, including very many Welsh young men and women. There can be no greater tribute or memorial to all those people and their families than a lasting, secure, stable Afghanistan. Will my right hon. Friend give us an assurance that he will be as committed to securing that stable, peaceful Afghanistan after 2014 as the British Government have been to combat up until that date?

I can give my hon. Friend that commitment. We are committed to sticking with the Afghan people beyond 2014 because it is the right thing to do by them, because it is the right way to protect our national security, and because it is the right way to honour the memory of all those who have given their lives and made such enormous sacrifice over the past 11 years.

Along with other Welsh MPs across the House, over the review period I have been deeply concerned about the future of the Queen’s Dragoon Guards. Does the Secretary of State understand the great relief across Wales that the Queen’s Dragoon Guards, along with regimental names and cap badges, have been saved and that the strong link between Wales and the British armed forces has been preserved?

I welcome the strong link between Wales and the British armed forces, and I am sure that those who have campaigned on the Queen’s Dragoon Guards will be greatly relieved.
