Order. Mark, wait for two questions.

I am grateful to my right hon. Friend the Foreign Secretary for his answer, but the evidence of the IRGC’s brutality in Iran, particularly towards women, is clear. The evidence of its wider malign influence in the region is clear. Likewise its links supporting Russia and its reach to Europe, including threats on these shores. How much more evidence do he and the Government need to see before they do what I have asked many times in this Chamber and proscribe the IRGC?

On that point, I am very concerned because everybody on Sky News and every media outlet has had the ability to hear the announcement before the House. I am sure that the Leader of the House will agree that it should be in this House first, not all over Sky News.

My right hon. Friend the Prime Minister was absolutely right, spot on and in tune with the vast majority of the British people when he made stopping small boat crossings, tackling the illegal and evil people smugglers, and ending illegal immigration into this country one of his top priorities. We are told that we need legislation for that, yet in today’s announcement, no small boats Bill was forthcoming. Can my right hon. Friend the Leader of the House assure me that that additional legislation will come before the House before the Budget? Will it have the same urgency behind it that we used for the Coronavirus Act 2020 and the United Kingdom Internal Market Act 2020?

Secretary of State, I do not want to do this every time we have questions. We get to topicals, and because the question is asked you feel it is a free-for-all. It is not your questions; it is Back-Benchers’ questions. Please, let us get everybody in, and let us start with Greg Smith, who wants to ask a good question.

Thank you, Mr Speaker. Whole communities have been up in arms after perverse decisions by the Planning Inspectorate, most recently on a site between Askett and Meadle and another between Twyford and Poundon. What steps is my right hon. Friend taking to reform the Planning Inspectorate to stop it walking all over local wishes?

Home Secretary, these are topicals. You took advantage; don’t take it on every question, please.

T3. Can my right hon. Friend update the House on the steps being taken to further the aims of the Green Ribbon Policing campaign, to support the mental health of our police officers—particularly those with serious conditions such as post-traumatic stress disorder—and to hold the forces to account for delivering that support?

I will now come to the final question, from Greg Smith. I am pretty disappointed—topical questions are meant to be short and punchy. I say to everybody that, in the future, we have to get through them.

On 6 January, the Transport Committee heard evidence of the continuing nightmares faced by communities at the hands of HS2 Ltd. What progress has been made on the excellent suggestions made at the Committee, particularly for a new independent role with real teeth to hold HS2 Ltd to account?

As was referenced earlier, lifting our spirits from the gloom of lockdown, on Sunday, Lewis Hamilton secured his seventh Formula 1 world championship, having smashed through all the other records, with 94 race wins—seven of which were here at home, at Silverstone—and 97 pole positions. He is without doubt the most successful British sportsman. As he won the Turkish Grand Prix, he said:

“That’s for all the kids out there that dream the impossible. You can do it too”.

With that in mind, will my right hon. Friend join me in sending the congratulations of this House to Lewis Hamilton for all that he has achieved, agree that it is high time that he was honoured with a knighthood and schedule a debate on ensuring that children are encouraged to take up science, technology, engineering and maths subjects to become the engineers of the future and take up motorsport in Lewis Hamilton’s tyre tracks?

May I just say that knighthoods are not a matter for the Leader of the House? He has many duties, but that is not one of them.

May I help the House by saying we are going to finish at 4.40 pm? I am sure the Secretary of State will want to help as many Back Benchers as possible to ask their questions by giving shorter replies. That would be helpful.

I thank my right hon. Friend for the announcement last month of £900,000 extra for Buckinghamshire Healthcare NHS Trust to upgrade A&E facilities in the county ahead of winter.  That will make a huge difference as we continue to battle coronavirus as well as prepare for other winter illnesses. What assurances can my right hon. Friend give me that those very welcome upgrades will be completed in time for this winter to treat Buckinghamshire patients?
