It is a pleasure to follow the hon. Member for South West Wiltshire (Dr Murrison). I am sure we will hear more from him in the coming weeks in his role as Chair of the Northern Ireland Affairs Committee.

I would like to begin by adding my voice to those of other hon. Members who expressed outrage and condemnation at the events at the weekend—in particular the viable device left at the Omagh cenotaph, an appalling act which brought to mind the atrocious and despicable attack on the Enniskillen cenotaph 30 years ago almost to the day—and the other events referred to by the shadow Secretary of State. We think of the weekend and the remembrance of those who died giving their lives in the defence of freedom and liberty, and we think of the despicable act of terrorism in Omagh. At the same time, we think of the great side of Northern Ireland as displayed by the Northern Ireland football team and their supporters in Switzerland, who were great ambassadors for Northern Ireland. We saw the worst examples of activities by people in Northern Ireland and the best.

I think all of us in this House, whatever our party affiliation and whatever side of the House we sit on, commend those from Northern Ireland who went to Switzerland to follow the Northern Ireland football team. Indeed, we commend those fans from the Republic of Ireland who went out to Denmark. I was gratified to read about Northern Ireland fans flying out from Dublin airport and meeting Republic fans who were flying out to Denmark. The two sets of fans shook hands, wished each other well and applauded each other. That is an example of what is best about Northern Ireland and the Irish Republic, and we want to see more of it.

I thank the Secretary of State for his efforts. I know there has been criticism of him. There has been criticism of the Prime Minister, I have to say, from those on the DUP Benches. In my view, however, there has been very good engagement at all levels of Government. The Prime Minister has been to Northern Ireland more than once since she assumed office, and she has had a series of meetings and engagements here with us and others in this House, so I think it is wrong to portray this situation as the fault of the Government. DUP Members have spelled out how we got to this point in the process.

This is a very significant day in the history of the political process in recent years. There is no doubt about that. It is a day we did not want to see happen. We did not want the Northern Ireland budget to be passed at Westminster; we wanted it to be passed by the Northern Ireland Executive. We still do, but, as hon. Members have pointed out, this is the budget that the Sinn Féin Minister was supposed to bring forward before Christmas for consultation and to have the Assembly implement, and he point blank refused to do so. Remember, this was before the so-called crisis that emerged in the latter part of 2016, which led, ostensibly, according to Sinn Féin, to the collapse of the Executive. Clearly, there was something afoot long before that. That gives rise to some concern on our part about the true motives of Sinn Féin in collapsing the Executive in the first place and in refusing to set it up subsequently.

Does my right hon. Friend agree that the failure of the Sinn Féin Finance Minister in the Assembly to set the budget over a year ago—as he rightly says, before the renewable heat incentive scandal broke and before the issue of an Irish language Act and LGBT rights brought down the Government in Stormont—proves that these seem to have been a series of fronts to bring down our Government for bogus reasons?

Many people in Northern Ireland, not only Unionists but commentators, particularly in the Irish Republic, and leading members of political parties in the Irish Republic, are increasingly of the view not only that this was planned but that, as a result of the Brexit decision and the hard decisions that need to be made in government, and in advance of a possible general election in the Irish Republic next year, Sinn Féin simply wanted to opt out of government and was looking for any excuse to do so.

It is our sincere hope that that is not the case. As someone pointed out—possibly the shadow Secretary of State—the DUP was a devolutionist party long before it was fashionable among the majority of Unionists. I remember that the Ulster Unionist party, when it was represented in the House and represented the vast bulk of Unionists, had a strong integrationist wing and was very lukewarm about proposals in the mid-80s for devolution. It even went so far as to boycott the then Northern Ireland Assembly. The DUP remained in the Assembly because it believed in the principle that the people of Northern Ireland, nationalist and Unionist, should reach those decisions for themselves in Northern Ireland.

We remain committed to devolution and want to see it happen, and that is why we have set no red lines or preconditions for the formation of the Executive. As my right hon. Friend the Member for Lagan Valley (Sir Jeffrey M. Donaldson) pointed out, we have said that we are prepared to form an Executive, and my understanding is that the other parties eligible to form it also stand ready to do so immediately. The one party that refuses to do so is Sinn Féin. We are prepared to form an Executive and hold the talks in tandem. Our leader went even further and spelled out that she would accept a date being set on which the Executive would fall if the talks did not lead to a successful outcome.

We were not, then, asking Sinn Féin to take us on trust, hoping to get them into the talks and then to talk forever; we were saying, “Let’s get the Executive formed, let’s make the decisions on health and education, infrastructure, investment, housing and all the rest of it, let’s have the talks, but with the guarantee that if they do not go anywhere, it will not go on forever.” Within 20 minutes of that suggestion being proposed—a suggestion welcomed by the Irish Taoiseach and other members of minority parties in Northern Ireland—it was rejected out of hand by Sinn Féin, in our view because they do not want a way forward except on the hardest republican lines.

I have had the opportunity to make a number of interventions throughout this evening’s debate, so I will make only some short remarks now.

I cast Members’ minds back to the middle of the last couple of decades, when we were going through the negotiation process. At that point, my party made it clear that it was reluctant to go into a particular government until certain demands were met. There were previous times before that when other Unionist parties made similar claims and drew similar red lines. The then Government party and the then Secretary of State, who is now in the other place, made it clear that a certain train was departing a certain station, and that if the Democratic Unionist party and other Unionist parties were not on board, that train would depart without them. Not only would it depart without them, but government would then happen without them and they would be left sitting on their hands. In Lloyd George blackmail mode, that was what was held out to people in Northern Ireland, and it was clearly meant that that was going to happen.

The interesting thing at the moment is that there does not seem to be the belief on Sinn Féin’s side that the Government are actually prepared to follow through with such an offer. If the train is leaving the station, Sinn Féin should be on board and it should play its role. If it is not prepared to be on board, the train should depart without it and we should be allowed to govern without it.

The Government do not want that to be the case; they do not want it to be on the agenda. They want everyone to be singing and on board the same little train going forward. Well, if the members of one party are blocking progress, they cannot be allowed to pull the safety cord on that train, bring things to a halt and say that nothing else happens without them.

It is incumbent on the Government to recognise that if they are not prepared to let the train of devolution go forward without Sinn Féin’s participation on its terms and its terms only, it is about time that they stepped in and allowed devolution without Sinn Féin or had direct rule. Tonight, we are standing at that point. Will it be direct rule, or will it be devolution without Sinn Féin’s active participation? I do not think the Government have the guts to go for the latter choice, and I think they are now timidly being pushed towards direct rule.

I said in one of my interventions that it is essential that we do not have drift in Northern Ireland, because there is a certain type of Irishman who will fill the vacuum. We saw a bit of that yesterday in Omagh, and we have seen a bit of it today in Londonderry. Certain people will try to fill the vacuum with violence, and that is not acceptable.

The Government have to move, and move expeditiously. They cannot allow themselves to be seen to be pussyfooting or taking this issue quietly and slowly. They have to make sure that they take strides with determination to implement this budget measure and then, within a matter of weeks, move to the next phase of direct rule. That will mean preparation and money being spent on preparing the Northern Ireland Office to have new Ministers drawn into it from this place and from the Government side of the House to help govern Northern Ireland.

The decisions my constituents want taken with regard to healthcare, education and infrastructure will require ministerial direction and ministerial determination. It is unacceptable that we have a situation, starting tonight, where, no matter how nice a gentleman he is, the head of the Northern Ireland civil service will be completely unanswerable and unaccountable to anyone in this democracy. That situation is not acceptable, and we cannot let it run for weeks on end. It has to end immediately, and the Secretary of State needs to take determined steps to see that that is the case.

When the Secretary of State spoke tonight, he made it clear that civil servants will act within certain boundaries, but they do not have to do that. If they made a decision the Secretary of State did not like, he would have to take the head of the civil service to court. That situation is unacceptable, and it cannot be allowed to continue or even to get off the ground. We need to make that very clear.

The decisions that are coming up are coming up rapidly. Police pay, police recruitment and police retention are key issues we hear about every day and will require political direction. On other issues, Northern Ireland wants to be an events location. Next year, a major golf tournament is coming to the constituency of my hon. Friend the Member for East Londonderry (Mr Campbell). The year after that, there is the British open. Decisions will have to be made in January next year to let those events go ahead without any problem.

We will also have our Milk cup, or SuperCup, football tournament, and events to do with the North West 200. All the decisions on the finance of those events, and all the decisions to do with whether we have the Red Bull air races taking place in Northern Ireland, will have to be made in January. That will require political direction and political determination. Those decisions will not be taken by a civil servant; in fact, civil servants will be reluctant to go anywhere near those issues and to start making those decisions, because they might be too controversial for them.

As the independent chairman of the Northern Ireland taskforce on motorsport, I want to know, and I ask each week, what will happen to the needs of motorsport in Northern Ireland. It is a huge industry generating tens of millions of pounds for the local economy in many parts of our country, yet we do not have political decisions being made about how moneys will be allocated to events and events funding in Northern Ireland.

It is perverse in many ways that with tonight’s decision we will be having more British rule in Northern Ireland—and with no more of an Irish dimension. The fact of the matter is that Sinn Féin has brought about a situation where it now appears to be in a worse place, as an ideology, than it was in 1997 and in 1985. While Unionism was on the back foot and being pushed out of its sense of place and sense of nationhood, we now have Sinn Féin putting its community in a very difficult situation.

Does my hon. Friend agree that it is supremely ironic that the decisions taken over the past few weeks and months by the party of “Brits out” has resulted tonight in “Brits in”?

I agree that it is a case of “Brits in”, but of course the British have never left, and could never be bombed out, bullied out, pushed out or got out, because it is our land—our country—and we are staying there, so I never really subscribed to the view that we were “out” in the first place.

The call to have an Irish dimension as part of this process has fallen on deaf ears. There is no role in the new mechanism that we are now in—this “twilight zone”, as it has been called—for the Irish dimension. That has left nationalists and republicans bereft of any sort of foothold in the process going forward. That is entirely their fault. We live in a divided community. We have a society that is split and we have to try to heal it. We can do that only when we have responsible politicians on the side of Sinn Féin, the SDLP and others coming forward and being prepared to lead their community away from the abyss that they have taken it to. It is sad that they have decided to do that, but they have done it and it is their responsibility.

My party is up for devolution. We put an awful lot of effort into it. I know the sacrifice that was made by many people in my party and many people on these Benches. I know the personal sacrifice that was made by my father to get devolution up and running. It saddens me that it is coming to an end, but I shed no tears for it when I see the mess that some people would try to make of it. If people want to squander it and make a mess of it, let us bring it to an end and finish it. Let us have direct rule and get on with governing our people in a sensible way.

As the Member of Parliament in the west of the Province who takes his seat, may I ask the Minister whether she is aware of the fact that security has been getting worse in the west of Northern Ireland, particularly the north-west? Will she review the problems associated with the bomb disposal team in getting them to the places where problems have occurred?

Indeed. We have been told that Brexit is another reason why we cannot progress, because the Government have been disrespectful of the vote in Northern Ireland against leaving the EU. The Government have not been disrespectful—if anything, they have worked well with the Administration in trying to address the unique issues that Northern Ireland faces, just as they work with the City of London, the motor car industry and other industries on issues that affect them. Of course, different parts of the country and different sectors of the economy face different issues, but there should be a method of fitting that in. The one sure way that we will not fit it in is if we do not have devolution.

The Secretary of State is right about the regional rate—a decision needs to be made. It is an important part of Government finance in Northern Ireland, and we need certainty. Councils have not sent out rate bills, because the regional rate has not been established—it is a source of income for them too. It is therefore important that a quick decision is made. However, as I said in an intervention, the Secretary of State must not allow the delay on budgetary issues to continue because there is uncertainty in Departments, which can have only 95% of the budget allocated, which has a knock-on effect. No one knows—even with the 90-day notice for voluntary and community groups, suppliers and so on—what the full budget will be, so the precautionary principle sets in, and those notices are given out. We will have to move quickly on that.

May I make a point on behalf of my party? There is no reason, even before the general election campaign begins, why devolution should not be up and running. People were elected to the Assembly and they have a mandate to serve in the Assembly. The way to sort out these issues is to debate them in the Assembly. However, one party in particular has made a list of demands. First, it said that it wanted RHI sorted out. When that did not happen, it said that it could not serve with Arlene Foster. Then it said that legacy issues had not been dealt with by the Government. I hope that some of its interpretation of those issues, especially on the unequal way in which terrorists have been treated in relation to incidents involving the security forces, are never accepted by the Government. Then we were told there were lots of new issues about equality and respect.

Does my hon. Friend agree that the problem is not just that Sinn Féin have listed a series of unreasonable demands? They have said that many of those demands are fundamental prerequisites even before the institutions are established again, rather than trying, as he has suggested, to resolve them in the institutions. They want the institution up and running on their unreasonable terms even before they enter the place.

That is exactly the point I was making. These issues can be resolved in the Assembly. If we want to decide what position to adopt on Brexit, who better to do it than Ministers in the Assembly introducing the issues that affect their Departments and reflecting the difficulties that we face? If we want to sort out issues around culture and so on, we should do so in debates in the Assembly, then the relevant Ministers could introduce legislation that could be properly debated. If we want to deal with legacy issues, there is a role for the Assembly in doing so. These things can be dealt with in the Assembly—that is the place to deal with them, rather than saying that unless we get these things sorted out on the terms required by one party we will not have devolution.

This is where I take issue with the former Secretary of State, the right hon. Member for North Shropshire, who spoke about punishing Assembly Members. First, as my right hon. Friend the Member for Belfast North pointed out, if we are going to punish people for not doing their job, we should punish Sinn Féin, who have milked this place dry for the past 10 years, getting millions of pounds from it, but not doing their work. Secondly, we should recognise that it is not the intransigence of Assembly Members generally that has led to this position. Thirdly—and he should know this as a public representative—there are many ways in which public representatives do their job. Of course they have a role in the body to which they are elected, but they also have a role in relation to their constituents. The Assembly Members in my party who were elected have worked tirelessly at constituency level as well as taking part in the talks and preparing material for the talks. As for the notion that somehow or other they are lying around at home watching daytime television and getting paid for it, he should know better, and so should many of the people who have commented on it.

If we want to understand the situation, we ought to ask whether people think we are intransigent because we are on a jolly, it is great and we do not want the Assembly up and running. I do not know any colleagues who do not want to be back in Stormont tomorrow doing their job. I therefore believe that the Secretary of State can push the thing along by spelling out to Sinn Féin that the consequence of not getting the Assembly up and running is that decisions will be made here in Parliament.

I do not want to see that happen. I do not want direct rule, and I do not believe that it will be good for Northern Ireland or for the House to have to do that. The Secretary of State should begin to address the issue and, rather than using the generic term, “the parties”, should begin to point the finger. He knows how difficult Sinn Féin have been. In fact, they took umbrage at him, and did not even want him to chair talks because of his comments about the security forces. That is the kind of arrogance that we have had from them, and until that arrogant bubble is burst we will not make any progress in Northern Ireland.

We have to use the timeline that is created here and now. We also have to use such good will as any of us were able to detect in the talks in Stormont Castle over the past number of weeks.

I personally would not come to the conclusion that one party is determined to prevent the formation of a Government altogether. I wish I had more evidence that I could point to so as to support my hunch that Sinn Féin would want to see the formation of a Government. It would be better if Sinn Féin would say more in public that gave people reason to believe that. In the debate I took part in on the BBC yesterday, I was struck by the fact that Chris Hazzard of Sinn Féin said that Sinn Féin would have a powerful position in relation to Brexit because of having four MEPs and because Dublin was going to have a decisive role as a member state. He put no premium whatsoever on the institutions of the agreement. At no point did he say, “The important thing that will help us to offset some of the challenges and threats of Brexit is having our own devolved Government who are part of using and activating the strand 2 structures that are the best way of doing things on an all-Ireland basis, with relevant sectors being treated as an Ireland market, and that being reflected and respected with regard to EU construction programmes and potential funding, as Michel Barnier has indicated.” There was none of that whatsoever from Sinn Féin. I can therefore see why people are worried about what it is saying about Brexit and asking, “Where are the institutions of the Good Friday agreement?”

Strand 1 of the Good Friday agreement would be pretty central to making those institutions work because, as we know from what happened before, strand 2 cannot be activated—we cannot have a North South Ministerial Council—unless we have northern Ministers in a northern Executive. It is therefore imperative that we get our institutions up and running. A failure to do so means that we are sentenced to the hard Brexit that people are complaining about and worried about, but also a hard Brexit in the absence of any devolved mitigation—any north-south axis that can be used, including by the Irish Government. Strand 2 provides that the views of the North South Ministerial Council will be reflected and represented in various EU meetings, so it gives the Irish Government a potentially powerful role. However, whenever Chris Hazzard referred to the Irish Government’s role yesterday, none of that related to the fact that they would be reflecting the views of the North South Ministerial Council in EU meetings. We need to get the institutions up and running, although I recognise that there are issues in the way.

I do not accept the rewriting of recent history by the hon. Member for East Antrim in relation to the renewable heat incentive. When questions were put to Treasury Ministers and to NIO Ministers about a Westminster and Whitehall interest in RHI, the DUP was seething at any such suggestion by me, by my hon. Friend the Member for South Down (Ms Ritchie), or by the two Ulster Unionist party Members. The DUP was completely opposed to a public inquiry. The right hon. Member for Lagan Valley made it very clear on TV on several occasions that consideration by the Public Accounts Committee in the Assembly was sufficient and there was no need for any other inquiry. It had Sinn Féin on board with that position for quite a while, and then things fell apart between them.

Like the hon. Member for East Antrim, I ask why the Northern Ireland Executive did not produce a draft budget. Why are we in this position at all, with no hint or sign of what the devolved budget would have been? Let us remember that back on 21 November the DUP and Sinn Féin issued a joint article, stating:

“This is what delivery looks like. No gimmicks. No grandstanding.”

And that was when there was no sign of a draft budget. The DUP was quite happy to say that it was good government not to have a draft budget at that stage. We are now at a point when we should have long had the revised budget. That is what the joint article by Arlene Foster and Martin McGuinness said and it was accompanied by a lovely photograph: back in November, Sinn Féin and the DUP gave us the Mills & Boon version of lovely government. Then the wheels started to come off after the pressure created by the RHI issues in December.

What was the root cause of the arrogance that manifested itself in the RHI scandal? It was the fact that the DUP felt that it was not accountable to the Assembly and that it had been appointed entirely according to its own mandate. We heard Arlene Foster say that she had a mandate from the people of Northern Ireland. The DUP’s mandate in last year’s Assembly election was no greater than that which the Labour party got in Great Britain, and yet we were told by Arlene Foster that her mandate from the people of Northern Ireland meant that she could ignore the mandate received by everybody else in the Assembly. Given that she was not appointed by the Assembly, contrary to the provisions of the Good Friday agreement, she had no sense of accountability to it, which is why the DUP made it clear that it would veto any motion passed by the Assembly on the RHI. Of course, that is what it did, and in so doing it not only ignored the proper authority and its debt of accountability to the Assembly at large, but broke the ethic of mutuality and jointery in the offices of the First and Deputy First Ministers. That made it very difficult, if not impossible, for Martin McGuiness to continue as though there were no other strains present.

Those are not the only challenges that we need to resolve. Other hon. Members have touched on legacy issues, but unfortunately, given Madam Deputy Speaker’s advice on time, I will not be able to go fully into them. The hon. Member for Blaydon has referred to the Sammy Devenney case, which happened in my constituency. Conservative Members have also raised concerns about former officers being pursued and questioned about previous cases. However, although those cases have been presented here as examples of people being pursued for prosecution, they have actually come about as a result of new inquests about controversial deaths that have shown that some of those who were killed were not terrorists or gunmen as had previously been reported, and that therefore their killing was wrongful. It is entirely legitimate that legacy issues should be pursued and questions asked. Officers gave various accounts—and Ministers in turn, down the years, have in this House given false accounts—of those deaths and incidents. It is entirely proper that those cases should be well pursued.

Although there has been a measure of agreement among Sinn Féin, the DUP and the British Government—notwithstanding disagreements on questions of national security—on limited approaches by the historical investigations unit, the Social Democratic and Labour party wants more architecture on legacy issues, not least with regard to thematic approaches. The HIU is able only to produce individual reports on individual cases, and not to join the dots, show the patterns or draw on the wider lessons. It is also confined to looking at killings, but the troubles have many other dimensions and legacies of victimhood that are not just in relation to killings. People have many questions about the pattern, motives and character of the violence carried out by paramilitaries as well as, possibly, by the security forces, and they want those questions to be examined and tested. I think that that would give a more equal assessment of the past.

We considered those proposals in the Haass talks. Richard Haass and Meghan O’Sullivan had particular ideas about a strong approach to thematics, which would have reflected the interest right across the community. It would not only have addressed issues of state breaches and allegations against state forces; it would have been very wide, open, thorough and responsive. We need to return to those sorts of arrangements in respect of the past.

We need to make progress on the Irish language Act, but let us be clear that part of the problem is that people are selling riddles, because in the St Andrews agreement there was a pledge from the British Government that they would legislate for a language Act, whereas the only commitment on the part of the parties was for a language strategy. Ambiguities and contradictions were built into it and some of us sought clarity at the time. Sinn Féin was spinning it that there would be an Irish language Act in the Assembly, but we pointed out our honest interpretation of the literal language. Of course, we were decried simply for pointing out the truth.

Whatever the problems in relation to the Irish language Act and the RHI issue, we need to remember that Brexit is the biggest issue facing us all. What helped bring about the discolouration in the politics around our institutions? The fact is that it was Brexit, which has made a much bigger difference to the political atmosphere in Northern Ireland than certain Members care to admit.

The hon. Gentleman says that Brexit is the fundamental issue. Given his position on Brexit, does he take any comfort from the fact that the British and Irish Governments and the EU have ruled out a hard border? Does he accept that there will not be one?

I accept that those bodies have given that indication, but they have not said how it will be done. The Prime Minister has been careful to say that she wants the border to be as frictionless and seamless as possible and that there would be

“no return to the hard borders of the past”,

but there has been no full commitment that there will be no possible borders of the future. Sector after sector in Northern Ireland worries about such borders, and the best way to prevent them is to properly use the machinery of the Good Friday agreement, which allows for areas of co-operation and joint implementation. It also allows us to take concerted action on a north-south basis and say that different sectors want to be treated as an island market. Given the EU’s historical position, that should be fully respected and reflected. If the British Government are serious about wanting to continue to honour the Good Friday agreement in the context of Brexit, they should allow that to happen.

That is what special status would look like. We do not have to negotiate a new special status for Northern Ireland. We have to have the full optimisation of the Good Friday agreement in the context of any Brexit, so that we can have the strongest regional say in our own interest and a strong north-south axis. We also need to use the east-west structures of the agreement, not least the British-Irish Intergovernmental Conference, which can deal with all of the non-devolved issues that the two Governments have in common, as well as allow devolved Ministers to be part of those meetings, particularly when they touch on devolved matters. I believe that that would be a much more attractive facility for devolved Ministers than even the Joint Ministerial Committee on European Negotiation, because the common experience of all the devolved Administrations is that they find it pretty confusing and belittling.

Using the structures and mechanisms of the Good Friday agreement would give us the best answer to Brexit, but we will not do that unless we use the additional time given by this Bill to make sure that we form an Executive in the Assembly that was elected on 2 March.

Does the Minister agree that, as the talks develop over the next few weeks, a likely consensus is going to emerge around the Stormont House agreement and all the contents therein? We should base progress, and hopefully agreement, on that, rather than on wish lists with no chance of success.

The hon. Gentleman is absolutely right. Although the IRA did not win the war in Northern Ireland, Sinn Féin is trying to win the propaganda war and rewrite the history of the troubles. Let me absolutely clear that, for our part, it will not be allowed to rewrite the history of the troubles in Northern Ireland.

As I have said, it is evident that the current resources devoted to legacy investigations are heavily skewed towards investigating what the police and the Army did, and that not enough is being done to address what the terrorists did, despite the fact that they were responsible for more than 90% of the deaths in Northern Ireland and other parts of the UK. It is wrong that the full powers and finances of the state are devoted to prosecuting the men and women who stood on the frontline in the most difficult of circumstances to defend the entire community and uphold the rule of law.

My right hon. Friend is delivering a powerful speech. A number of veterans groups have been organising events over the past few weeks to highlight the problems that we are highlighting today. One group attempted to organise a peaceful demonstration and the peaceful laying of a wreath in Londonderry only a couple of weeks ago, but it was forced to cancel as a result of threats from dissident organisations. Does my right hon. Friend agree that that compounds the problems that he is highlighting today in Parliament?

There are some in Northern Ireland who talk much about respect, equality and discrimination; yet the same people were silent when it came to the violent threats made against some veterans who simply wanted to exercise their civil liberty to march to the Cenotaph in Londonderry and lay a wreath in remembrance of their comrades—some respect and equality there. Some people in Northern Ireland politics speak with forked tongue.

When we add to all these things the fact that legacy inquests and investigations by the Office of the Police Ombudsman for Northern Ireland are laying bare the modus operandi of the counter-terrorism operations by the Army and the police that brought the terrorists in Northern Ireland to their knees and helped to secure the relative degree of peace that we enjoy today, we should all be concerned. Our national security and the security of every UK citizen is put at risk when we allow the operations of the security forces to be exposed in this way through the legal system. We must bear in mind that there is a continuing threat. A police officer was targeted by Republican terrorists in County Londonderry yesterday, and another was shot while in the constituency of my right hon. Friend the Member for Belfast North. That terrorist threat remains, yet we are exposing how the security forces counter that violent extremism and terrorism. We can be sure that putting soldiers and police officers in the dock while the terrorists walk free is an expediency that will cost us dear in years to come if we do not do something about it now.

Far be it from me to further impugn the reputation of Chris Huhne, but the temptation is there, and it cannot be denied that he was the Minister who came up with the idea. I have to say that those of us here have our own share of responsibility for not making more of an issue of it at the time. I think we can begin to understand why it was so attractive in Stormont at that time. I also see from today’s Times that Mr Huhne is now the European chairman of

“a US supplier of wood pellets.”

I leave those words hanging in the air, slowly smouldering in the Drax power station, as tons and tons of Canadian forest are chipped up, pelleted and brought over here.

Does the hon. Gentleman agree that the revelation in today’s Times, outlandish as it might seem, has not led to a crisis of government here and has not led to in-depth investigation teams at the BBC trying to establish guilt before any investigation has taken place? For whatever reason, some broadcasters seem to have double standards when dealing with the waste of public money.

May I also, most importantly, pay tribute to the members of our security forces—those who have served and those who continue to serve? As the Member for Belfast North, I am only too well aware of the enormous sacrifice made over the years by the members of the security forces in protecting life and limb and property in my constituency and across Northern Ireland. The recent example where a police officer was injured—thankfully, not seriously—in my constituency and what happened just the other day in County Londonderry, which has been referred to, show the continuing risks that members of our security forces face in the service of us all, and they deserve our admiration, pride and grateful thanks.

How we deal with legacy issues in Northern Ireland is important for innocent victims and their families first and foremost, but it has a deeper significance. How we respond to current feelings—they have been highlighted at length thus far—in the process will reflect our commitment to fairness and justice right across the United Kingdom, and there is a very real view and perception that those who defended our communities from attack are being investigated disproportionately and with greater zeal than those who brought terror to our land.

The facts bear that out; it is not just a perception. It has been amply demonstrated in the contributions thus far that there is substance to that perception. Many of our armed forces veterans have heard a knock on the door early in the morning and been hauled in by police for interrogation about events that took place many years ago. We have heard examples from Conservative Members of exactly that having happened—houses being invaded and searched, and reputations tarnished. We on the DUP Benches are not prepared to stand back and see those who have bravely served the people of Northern Ireland and the people of this country generally in their darkest hour be hounded and unfairly vilified.

We believe that investigations into historical cases must be balanced and proportionate. It is wrong that our former members of the security forces are subject to a different set of rules from those who sought to do them and us harm. My right hon. Friend the Member for Lagan Valley has set out how the provisions of the Belfast agreement gave special dispensation and special measures for paramilitaries and those who have been imprisoned but did nothing for our security forces. That is wrong.

Operation Banner was the longest military deployment in British history. More than 250,000 men and women served in the armed forces and in the Royal Ulster Constabulary during that time. It is right to emphasise the fact that more than 7,000 awards for bravery were made, and that more than 1,100 security service personnel were murdered in the course of their duties, with countless others bearing mental and physical scars from those days. Without their dedication to making people safe, as the Secretary of State rightly said, and without their sacrifice, terrorism would not have been defeated and the roots of peace could not have taken hold to get us to where we are today. Flawed and difficult as it is, we are in a much better place as a result of the work and sacrifices of our security forces. They defended us, and we must defend them. We must never forget that paramilitary terrorists, republican and loyalist, were responsible for some 90% of the deaths during the so-called troubles.

The way in which we address the legacy must reflect what actually happened. No one on these Benches is saying that people are above the law. The actions of the security forces must be held to the highest levels of professionalism and must of course be properly investigated. In saying that, we must also remember the difficult context in which people in the security forces and the police were operating at the time. They were operating in a climate of fear and terror created by terrorists who went out of their way to target and murder not only innocent civilians but detectives and others who were involved in investigating crime. Moreover, policing practices across the United Kingdom were far removed from those used today. To suggest that misconduct was rife is a deliberate distortion. It is a narrative of the troubles that is not justified by the facts, and we in this House must reject such revisionism. The hon. Member for South West Wiltshire (Dr Murrison) said earlier that there was a danger of the past being rewritten and the propaganda war being won. Yes, that is a danger, but we must not allow it to happen. We must ensure that the past is not rewritten in the way that the terrorists and their sympathisers would like.

On proportionality, does my right hon. Friend agree that significantly fewer than 1% of all the people who served in the security forces, the Army and the police in Northern Ireland down all those years were ever found guilty of, or even questioned about, breaches of law, while 100% of the terrorists were most definitely guilty of such breaches?

My hon. Friend makes an important point that bears emphasis in the House and further afield. It is important that these issues are made clear to people who might, as time passes and we no longer hear direct reports from Northern Ireland, begin to think that a different narrative had occurred there. That is why it is so important that the institutions that were proposed under the Stormont House agreement—my right hon. Friend the Member for Lagan Valley mentioned the historical investigations unit—are set up so that we can have a balanced, fair and proportionate approach to all this.

We need to highlight the fact that 3,000 murders remain unsolved in Northern Ireland and that acts of terrorism were carried out by people such as Sean Kelly, the Shankill bomber, and Michael Caraher, who was part of the south Armagh sniper team that murdered Lance Bombardier Stephen Restorick in 1997—one of the last members of the armed forces to die in that period. Michael Caraher received a sentence totalling 105 years, yet he walked free having served just over three.

My right hon. Friend has rightly detailed the efforts made by the then Labour Government, under John Reid and then Peter Mandelson, to go to extraordinary lengths to provide concessions to IRA terrorists with no regard whatever to any kind of proportionality or to doing anything for the security forces. Secret deals were done on on-the-runs, for example. Such concessions had a major debilitating impact on those who were facing down terrorism in Northern Ireland, and our duty now is to convince people that that will not happen again. I share my right hon. Friend’s view that this Government will not repeat those mistakes and that there will be no amnesty and no secret deals to allow terrorists off the hook.

In conclusion, it is important that we get the Stormont House agreement institutions up and running as quickly as possible, that we begin to get back some kind of fair and proportionate system for investigating legacy cases and that we do not—

Does the Secretary of State agree that in the past months and years, problems, even major ones, have been resolved when all parties dedicated themselves to working through them? Yesterday, a Sinn Féin Deputy First Minister refused to be re-nominated; Sinn Féin have indicated that they will not nominate even after the election. Walking away is not a solution, but working through the problems most certainly is.

Division has existed in Northern Ireland in the past, and some people said then that it could not be bridged, yet Northern Ireland has shown what can be done. We need to reflect on Northern Ireland’s past, the political achievements reached, and the strengths of dialogue, discussion and bringing people together as we look to the future and at what can be achieved. I hope that we will see a return of devolved government.

I thank the hon. Gentleman, himself a veteran, for his intervention.

Let me remind hon. Members of the price that our security forces paid in Northern Ireland for the service that they provided to our country: 520 Army, Royal Navy and Royal Air Force regulars, reserves and veterans murdered by terrorists; 243 from the Ulster Defence Regiment and Royal Irish Regiment, or their veterans murdered by terrorists; 325 from the Royal Ulster Constabulary or other constabularies throughout the United Kingdom and retired police murdered by terrorists; and 26 prison officers and former prison officers murdered by terrorists. That is more than 1,100 men and women in the service of the Crown who were murdered by terrorists, alongside countless others seriously injured and left to bear the mental and physical scars of that reign of terror. That is the legacy of the service provided by the men and women of our armed forces and police services in Northern Ireland.

Evidently, little effort has been made to bring to justice those responsible for those heinous crimes. I repeat, because it bears repeating: 90% of the deaths in the Northern Ireland were not caused by the Army, the police or anyone connected with the Crown; they were carried out by illegal terrorist organisations. Yet where is the pursuit of those people? The victims of these crimes cry out for justice. Where is the justice for them?

The Chief Constable, in fairness to him, established the Historical Enquiries Team, which was tasked with re-examining all the unsolved murders connected with the troubles in Northern Ireland. To a certain extent, that was a paper exercise. The team’s only remit was to review the previous police investigations; it did not have police powers to pursue investigations. When that team was wound up, its role passed to the legacy investigation branch of the Police Service of Northern Ireland, which is where it currently sits. The reality today is that 90% of the resources of the legacy investigation branch—I stand open to challenge on this—are devoted to investigating 10% of the deaths during the troubles, and 10% of its resources are devoted to investigating 90% of the deaths. Where is the equity in that? Where is the fairness in a system that produces such a result?

I congratulate my right hon. Friend on securing this very timely debate. Does he agree that there is no comparison between former service personnel who served in Northern Ireland, who may in the vastly distant past have been engaged on patrol when whatever happened—whether it was an oversight, a misjudgment or a split-second decision—resulted in injury or death, and whose actions account for many of those 10% of deaths, and the deliberate, premeditated murders of the terrorists? That is what annoys and angers many personnel who served in the ’70s, ’80s and ’90s.

I thank my hon. Friend for that well-made intervention. Two former members of the Parachute Regiment have recently been charged in connection with the shooting of an IRA commander in Belfast in 1972—one Joseph McCann from the Markets area of Belfast. Those two veterans are aged 67 and 65. A 75-year-old veteran, who previously served in the Life Guards, has also been charged with the attempted murder of a man in County Tyrone in 1974. Those cases will soon appear before the courts, yet people do not, when they open their newspapers every day, see the terrorists who are responsible for the vast majority of the murders coming before the courts.

The Government stand by their commitments under the Belfast agreement and subsequent agreements. There are fundamental issues such as consent. I can say to the hon. Gentleman in terms that we will not do anything as part of the negotiations that unpicks or seeks to undermine those essential values contained in the agreements.

The democratic reverberations that have echoed around Europe since the end of June no doubt affect the Irish Republic as well. Will the Secretary of State ensure that the particular circumstances that exist in Northern Ireland regarding the border with the Irish Republic are at the forefront of his mind in negotiations as we go into 2018?

Does the Secretary of State acknowledge that over the past few months there have been reports from the retail trade in Northern Ireland of a veritable multi-million pound boom along the border in shoppers from the Irish Republic, and that we should do more to encourage that as business continues to make progress?

The issue of flags in Northern Ireland is sensitive and complex. Any change in existing arrangements would require cross-community support. The Stormont House agreement included a commitment to a commission on flags, identity, culture and tradition, and that was established in June.

During the consultation process on electoral services, will both the Minister and the Electoral Office ensure that accessibility is a top priority, so that local people outside Belfast can have access through their local electoral offices for registration and photographic ID purposes?

The key thing to say about the issue of digital registration is that it is not replacing the old system. The existing system will stay in place and there is an opportunity to contribute on the issues relating to rural communities in particular, which I know many Members from Northern Ireland are concerned about.
