As I said in response to a similar question from my hon. Friend the Member for Putney (Fleur Anderson), we will review the noise requirements set out in the current NPS and the mitigations associated with that. As I stand here today, I have no intention of diminishing in any way those requirements, but we will look at the new technology associated with new aircraft and new places, and we will do a thorough piece of work. If any changes are made, we will consult on those before next summer.

As far back as 2019 there was talk of manufacturing and logistics hubs for the Heathrow hub being sited in Northern Ireland. Can the Secretary of State still give a reassurance that the whole of the UK will be considered in support of the manufacture of the third runway, should it go ahead? Will sites be considered in my constituency, for example, which is critical to Belfast international airport?

One of the four tests relates to economic growth across the whole of the UK, and when I talk about the whole of the UK, I mean the whole of the UK. I hope that provides the hon. Gentleman with sufficient reassurance.

As I have said, there is a number of very worthy rail schemes which, although funding may not have been allocated during this spending review period, are important to the travelling public. My hon. Friend makes a strong case for the scheme that will benefit his constituents, and I can assure him that when we have any updates on future funding availability I will come back and update the House.

The Northern Ireland Minister for Infrastructure informed me this morning that her Department is working with the Department for Transport and the European Investment Bank on the recommendations in the all-island strategic rail review. One of those recommendations is the opening of the Antrim to Lisburn line, which includes the opening of three previously closed stations at Crumlin, Ballinderry, and Glenavy, with a new hall at the Belfast international airport. Can the Secretary of State provide any further update on what support the Government can provide or what engagement she has had with the Department of Infrastructure in Northern Ireland or the European Investment Bank on what will be a critical piece of investment in my constituency of South Antrim?

Although I have not personally had any direct engagement, it may be that the Rail Minister or my officials have, and so I would be happy to write back to the hon. Gentleman to update him on any collaboration that is taking place in this respect.

I assure the hon. Gentleman that the Government will do everything in their power to learn the lessons from this incident and ensure that our critical national infrastructure is protected and resilient as we move forward.

The Secretary of State said in her statement that the review by the National Energy System Operator will seek to learn wider lessons for energy resilience and critical national infrastructure. Will that review include the infrastructure in Northern Ireland, specifically Belfast international airport in my constituency and Belfast City airport?

My understanding is that the grid is separate in Northern Ireland. I will take away the hon. Gentleman’s question and consider with colleagues the appropriate geographical scope of the NESO review. The terms of reference have not yet been finalised, so I will come back to him on that.
