To ask the Secretary of State for Communities and Local Government, what estimate he has made of the average weekly rent in (a) social and (b) private sector rented housing in Warrington; and what proportion of the average weekly income in the borough each of those figures represent.

In 2010-11 there was a large scale voluntary transfer of local authority owned social housing to private registered providers in Warrington. Average rents for private registered providers in Warrington are available in live table 704:

Member, including the number of parliamentary questions asked, contributions to debate and other relevant matters which are deemed to demonstrate sufficient interest in devolution, for such hon. Members to be invited to meetings on future plans for the area they represent.

To ask the Secretary of State for Communities and Local Government, how many pupils in the North West have received funding from the European Regional Development Fund; and what the total investment from that fund in that region has been in each year since 2000.

The European Regional Development Fund does not provide funding to pupils.

The total investment for the Fund 2000-06 programme period in the North West was equivalent to just under £1.5 billion.

Right to Buy Scheme: Warrington

To ask the Secretary of State for Communities and Local Government, if he will estimate the number of homes in (a) Warrington and (b) Warrington North constituency which were sold under Right to Buy legislation and which have subsequently become privately rented properties.

No estimate has been made as to how many homes sold under the Right to Buy have become private rented properties.

What a Right to Buy owner chooses to do with their property after they've bought it is up to them, just as it is for other home buyers on the open market. Mortgage providers and landlords may place restrictions on letting in the terms of the sale.

Under Right to Buy there are financial restrictions in place for re-sale within 5 years, and councils have the right of first refusal to buy back the property for up to 10 years at market value.

To ask the Secretary of State for Communities and Local Government, if he will make it his policy to introduce a statutory maximum penalty which can be levied on people who incur penalty charges for hospital car parking; and if he will make a statement.

The Department of Communities and Local Government published a discussion paper and call for evidence on Parking reform: tackling unfair practices on the 28 March 2015. We are currently considering the responses, which cover the issue of NHS Car Parks. We intend to publish a summary of responses as soon as possible.

The Department of Health published in August 2014 the ‘NHS Patient, Visitor and Staff Car Parking Principles’. These set out what patients, the public and the Government can expect the NHS to deliver in respect of hospital car parking and are a baseline against which the public can locally hold the NHS to account for unfair charges or practices.
