The events of the past few days have caused a great deal of sadness and fear: the sadness, as we have heard, of the members of our armed forces and their families, as the memories come flooding back; and fear on the part of the people of Afghanistan that all the gains that have been made will disappear. Perhaps the best answer to those who ask, “Was it worth it?” is to be found in the desperation of those who are trying to flee the country. They know better than any of us what was achieved, what it meant, and why they fear it will now be lost. For each of them, it was not for nothing.
We need to ask ourselves some hard questions. Why did it come as a surprise that the Government and the forces that we had supported, funded, trained and sought to build up over many years at the last appeared to be made of sand as the Taliban advance took city after city. Was it right of the Americans to announce such a precipitate withdrawal? I think that the mood of the House is no, it was not right, because the speed of their retreat undermined confidence and destroyed hope.
It is essential that we learn the lessons, and I hope that the Government will change their mind about the need for an inquiry—not to be wise after the event, not to find scapegoats, not to point out failures, but to understand what happened. That is for tomorrow, however. Today, the question is how will the Taliban choose to behave? We have all watched the interviews, and it is quite clear that many people in Afghanistan do not choose to believe what they have been told by their new leaders. We know the record—they know the record—of human rights abuses. We must remember that there was no democracy then, and the Taliban have no mandate now; they have the power that comes out of the barrels of their guns.
On the central question of the rights of women and girls, it is, as we have heard, the Taliban’s interpretation of sharia law that then means the subjugation of women. That is what it is about: the subjugation of women. Only time will tell us whether the women of Afghanistan will continue to be able to play a full and equal part in the country’s future.
There has been in the debate a large measure of agreement on the tasks that face us immediately to get people out. Will Ministers please brief Members of Parliament on how the system is working and what we can do when constituents contact us to make sure that their information is passed on? Will Ministers also reassure us that no bureaucracy is getting in the way? My hon. Friend the Member for Walthamstow (Stella Creasy) made the point that paperwork is all very well, but how do people get the paperwork when they are hiding in a basement because the Taliban are patrolling the street above?
My right hon. Friend and constituency neighbour is making an excellent speech. Our local council, Leeds, has already said that it stands ready to take people from Afghanistan into temporary accommodation, but we need safe routes across the land borders. Does my right hon. Friend agree that the Government need to ensure that the borders are open and there is safe passage from third countries to the UK?
I agree completely. The people of Leeds and the city of Leeds have always had a big heart and we will play our part. There will be a refugee crisis, and we know from the past that the vast majority of people end up in the neighbouring countries. They will need financial support from us and some will come to this country. I welcome the scheme announced, but the test of that scheme is not the numbers promised but the numbers who are able to make it here. Under the Nationality and Borders Bill, an Afghan who finally makes it to the northern coast of France, gets in a boat and knowingly enters the United Kingdom without permission could face a prison sentence of up to four years. I hope that Ministers will explain that they do not intend to apply that provision to those who are fleeing persecution.
The Taliban may now be back in power but, as many have said, we will judge them on what they do, not on what they say. As has been said, we will need brave journalists to bear witness to what now happens in Afghanistan, so that the truth can be told. They will be judged, and we will be judged, above all by the people of Afghanistan, for what we do now in response to the tragedy that is unfolding before our eyes.

Commons ChamberSince Ministers announced that the UK was going to be the only G7 country to cut its aid this year, despite all the other countries facing the same fiscal pressures, there is not one Member of this House who is not now aware of the consequences of the decision that Ministers have taken—a cut of 85% in the support that we give to the United Nations Population Fund to prevent maternal and child death and unwanted pregnancy; a cut of 95% to the Global Polio Eradication Initiative, at the very moment when the world is closer than it has ever been to eradicating that dreadful disease; and a cut of 50% in the support we give to the humanitarian mine action programme, which stops people losing their arms, their legs and their lives to unexploded ordnance. It is a very long list, and every one of those things harms our reputation and does not help us to persuade others, because other countries judge us not by what we say, but by what we do.
The choice before the House today is a very stark one: do we act to put this right, or do we accept the double lock that has been proposed? I urge the House to reject it, because there is a principle here. What is it about the level of Government spending on helping the world’s poorest people that means that it alone is going to be subject to these tests? No other area of Government expenditure is: just this one. If this is about protecting the public finances, why is this area of Government expenditure—the money we spend on getting children into school, or on vaccinating children so they do not die of diseases that our children do not die of—being singled out? I have great admiration for the OBR, but determining the level of our international aid spending is not part of its responsibility. It is the Government’s responsibility, it is a political responsibility, and Ministers should not try to pass the buck on to someone else, especially since the latest OBR forecast makes clear that it is exceedingly unlikely that the two tests would be met in the next five years.
Can I just pick the right hon. Gentleman up on that point about other areas of expenditure? The Treasury and the Chancellor have set out these tests—promises that are in our manifesto, and which we mean to keep. The comprehensive spending review is taking place this year, and it seems to me that we will be judging all other areas of Government expenditure by these same measures. I see the Chancellor nodding, so it seems to me that we are being very consistent here, and it is important that we keep our promises about our fiscal responsibilities as well as getting back on track to meet our aid responsibilities.
I am afraid that I take a different view of the Government’s consistency from the right hon. Gentleman’s, because they have chosen quite specifically, knowingly and deliberately to break a cast-iron promise to the world’s poorest people that was also contained in that manifesto. As I said in my last contribution on this subject, most of those people probably have no idea that this House made that commitment together, but the Government have chosen to break it, and the choice we are making today is whether we think that is right or wrong.
The Chancellor might think that the double lock is a way out of this political problem, but I do not think it is, because the issue before us has not gone away. It is just the same as it was on the day when the original cut was announced, and the question before us is whether it is right—morally, practically or politically—to break our word to the world’s poorest people. I would argue that it is not: it is wrong in principle and it is harmful in practice, as we have heard from excellent speeches made by Conservative Members. It is not who we are; it is not the country that we should aspire to be; and I ask the House to reject this motion so that we can restore aid to 0.7% and keep the promise that we made to the people of this country and the people of the world.

The Prime Minister
I thank my right hon. Friend, who knows a great deal about Afghanistan and the problems it faces. Of course, we have raised repeatedly with our American friends and other NATO colleagues the legacy that we wish to preserve in Afghanistan, particularly the gains made for women, and they understand that. In all candour, I must be honest and say that I do not think that the military options open to us are very great, and I think that people need to recognise that, to return to the point I made to my right hon. Friend the Member for Chingford and Woodford Green (Sir Iain Duncan Smith). But we will do whatever we can diplomatically and politically to get a realistic lasting solution for Afghanistan.
Yesterday the Prime Minister told the Liaison Committee that he was apprehensive about the future of Afghanistan and that the situation was fraught with risks—a sentiment shared by many Afghans, who fear that the gains of which he has spoken so eloquently today, such as girls’ education and democracy, may be lost. After two decades and the sacrifice of so many British lives, whose loss we mourn today and always, why is he so confident that the Taliban will never again allow any part of Afghanistan—because they control some parts already—to be used by terrorist forces, including ISIS, as a base from which to attack this country and others of our allies?

The right hon. Gentleman makes an important point. Obviously, the Taliban have for several years now controlled a considerable part of Afghanistan, as he knows, and it is during that period that we have not seen terrorist operations launched against the wider world. What may weigh on the Taliban’s minds as they think about whether to allow the Khorasan province group, the Haqqani network or al-Qaeda to return and re-form in the way that they were there in the past, and to act outside Afghanistan, is that they should remember what happened last time.

I will do my best to oblige my hon. Friend, although my experience of the matter over the past few years is that this House is a great legislator but not an ideal negotiator.
The G7 announcement of 1 billion additional vaccine doses for developing countries was, of course, welcome, but the Prime Minister knows that the head of the World Health Organisation says that we need 11 billion doses in total if we are to vaccinate 70% of the world population. Where does the right hon. Gentleman think that the rest of those doses will come from, so that everyone can be safe because everyone is vaccinated?

One of the most important things that we agreed at the G7, along with the Carbis Bay principles that I have outlined and that will form part of the health treaty, was that we should work together to increase vaccine manufacturing capacity and fill-and-finish facilities around the world, particularly in sub-Saharan Africa. I have to tell the right hon. Gentleman that it has only been a few months since these vaccines were invented; we are going as fast as we can, but our ambition is to vaccinate the world by the end of next year.

Commons ChamberWe are working closely at many levels with international partners on preparations for COP26 and to accelerate climate ambitions. The COP26 President-designate has met large numbers of Governments. He is already out and about visiting many countries—15 in the past few weeks—and briefing UN member states on a regular basis. I am working with the most vulnerable countries to make sure that they are supported in their ambitions to meet their resilience challenges.
I refer the right hon. Gentleman to the 10-point plan, which sets out clearly the progress that we want to make on decarbonising buildings and homes, and heat pumps will of course play a part. We have also set out there our plans on the use of hydrogen for home heating.

Commons ChamberI must confess that, like many people, there are things I have learned in the last few days about the life of His Royal Highness Prince Philip, the Duke of Edinburgh, that I did not previously know. They include the difficult circumstances of his early life, his mother’s bravery in hiding a Jewish family from the Germans in Greece during the war, for which she is remembered at Yad Vashem as one of the righteous among the nations, and just how deep and long-standing was his personal commitment to wildlife and nature conservation, which was in many ways, as others have said, ahead of its time.
We were all aware, however, that the Duke of Edinburgh was famous for his plain speaking. I particularly enjoyed the story that when he discovered that the Parliament of Ghana had only 200 Members, he quipped, I trust with a smile on his face, “That is about the right number. We have 650 and most of them are a complete bloody waste of time.” How one describes that or any of his other more famous comments—he certainly said what he thought—requires us to understand from whence they and he came. In over 70 years of public service in which carried out with distinction the role of first consort, a job without a description, he went into countless rooms and was introduced to countless lines of people, all of whom were waiting for him to say something. Which one of us would be able to do that for over seven decades without, on occasion, saying something that we might later come to regret—or, in the Duke’s case, probably not?
The Duke was, as are we all, a product of the age in which he was born and of his upbringing. When he was born in 1921, Queen Victoria had died only 20 years previously and Lloyd George was Prime Minister. It was another era. As we sometimes wrestle with our past and how we should come to terms with it, we cannot forget that fundamental truth about how each one of us is shaped. Nor can we truly understand the person without also understanding the age in which they lived, as the Duke of Edinburgh always sought to do, and he lived for a very long time. Even if we did not know all that he was doing, he was ever present our lives, as he was that constant strength to Her Majesty the Queen. As we have watched the tributes and the newsreels about his life, we have inevitably reflected upon our own lives, upon what has changed and what that has meant as we ourselves have got older. This is, after all, the human condition. As the American baseball player Satchel Paige wisely observed:
“Age is a case of mind over matter. If you don’t mind, it doesn’t matter.”
I suspect that the Duke would have agreed with that sentiment.
As we all express our condolences to Her Majesty the Queen and the royal family on their loss, we should also remember that the passing of a public figure is, for the family that loved him, also a deeply felt private loss. There is the public mourning, but there is also the private grief, which is very personal, and it can be difficult to endure amid all the public attention. However, of one thing we can be sure. All the comments, all the recollections, all the stories that have been told about the Duke of Edinburgh in the past few days will surely be a great comfort to the royal family, as they would be to anyone who has lost a loved one—and oh, how many of our citizens have experienced such a loss in the last year. Why? Because when someone close to us dies, to know that their life was well lived, to know that it had meaning, and to know that they will be remembered is perhaps the greatest comfort of all. May he rest in peace.

My right hon. Friend is absolutely spot on and makes the central point. People in Northern Ireland will have heard, during the whole Brexit process, professions of care and concern from EU politicians about Northern Ireland. Some of those were sincere, but the way in which the Commission has behaved in the course of the past week is of deep concern. I should say that I absolutely exempt Vice-President Maroš Šefčovič from this: he completely understands the need to make sure that we have a pragmatic resolution to this problem. But not every European politician understands the situation in Northern Ireland anything like as well as my right hon. Friend does, and we do need to make sure that we have a resolution that recognises Northern Ireland’s integral place in the UK, while also ensuring that we have the best possible relationship with all our neighbours.
The right hon. Gentleman has just said that he would like to see the grace periods extended, but the Northern Ireland Secretary recently told the Select Committee on Northern Ireland Affairs that
“we are not at the moment in a position where we want to be looking at extending the grace period.”
Can the Chancellor of the Duchy of Lancaster therefore explain what Government policy actually is on this? Given that UK supermarkets have expressed grave concerns about having to provide export health certificates for each food item in their lorries heading for Northern Ireland supermarkets, do the proposals that he will be putting to the Joint Committee involve doing away with export health certificates on such goods altogether?
I am grateful to the right hon. Gentleman for that. We want to work through the Joint Committee to address precisely the issues that he raised. It is important that in that Joint Committee we have a practical, step-by-step analysis of the disruption and difficulties that are currently faced, and we judge which of those issues can best be resolved either through an extension of the grace period or by revisiting the operational aspects of the protocol. The Joint Committee exists for that purpose, and even though his Select Committee no longer exists in its current form, I look forward to having the opportunity to update him and others in the House about the progress that we make.

The truth is that it is a combination of factors. The first and most important thing is to make sure that all businesses, particularly businesses in Great Britain that trade and do business in Northern Ireland, understand what is required of them. That responsibility rests on my shoulders and on the Government’s; that is the first and the single most important item. The second thing, as my hon. Friend quite rightly points out, is not so much that there is an over-zealous application—for example, by the Northern Ireland Executive—but that there is, in the way in which some of the rules apply, a rigidity, which we need to address. That is why we are taking the action that we are—for example on VAT, on steel imports and on groupage.
The right hon. Gentleman has received a letter from the big supermarkets warning of the risk of further disruption to Northern Ireland food supplies from April, and this morning the Committee on the Future Relationship with the European Union heard evidence from the British Retail Consortium that unless there are changes, the system will not be workable for supermarkets. Of course, he cannot guarantee that the current three-month grace period—in which, for example, export health certificates are not required—will be extended, because that is a matter for the Joint Committee. What will happen if it is not extended? What would that mean for choice and prices for consumers in Northern Ireland?
The right hon. Gentleman makes a very important point. As I mentioned earlier, I am grateful to his Select Committee for the exchanges with Andrew Opie, which provided reassurance about the operation of the protocol at the moment, but he is right to raise the letter that was sent to me by Helen Dickinson of the British Retail Consortium on behalf of a range of supermarkets. We are working intensively with those supermarkets and the Commission to address the problems. So far in my experience, Maroš Šefčovič, the Vice-President of the Commission, has always taken a pragmatic approach. As the shadow Secretary of State for Northern Ireland, the hon. Member for Sheffield, Heeley (Louise Haigh) reminded us, it is the responsibility of both the UK and the EU to ensure that the protocol impacts as little as possible on the lives of Northern Ireland citizens.

My hon. Friend raises a good and important point. He is right to take that up with Welsh Labour, to hold it to account and to insist that the Welsh Government spend that money where it needs to be spent.
Can the Prime Minister tell the House when every child in my Leeds constituency and across the country will have access to a laptop, when every parent who needs help will be able to afford the necessary broadband or phone charges so that their children can connect up to their lessons, teachers and classmates, and who they should contact if they cannot?

The right hon. Gentleman raises the very important needs of his constituents in respect of broadband connectivity and laptops, and I totally understand their concerns. Obviously, we are massively expanding those things and rolling them out, but for the detailed answer that he needs about each of his constituents and those in need, I will have to write to him, if I may, setting out exactly when they can expect the help that he talks about.

Commons ChamberMay I draw attention to the fourth report of the Brexit Select Committee, on the agreement, which was published this morning? The Committee’s wonderful staff worked really hard over Christmas, but we have not had the opportunity, in three days, to produce a fuller report, and I did write to the Leader of the House about giving the Committee a bit more time to complete the task that was given to us just under a year ago.
I will be voting for this Bill to implement the agreement today, because, quite simply, the alternative is no deal. I recognise that others in the House will abstain or vote against, but if we were in the position where every one of their votes were required in order to get this Bill, and therefore this agreement, through, I cannot believe that any of those colleagues would actually choose no deal, with all the damaging economic consequences it would bring, over a deal. That is why, in the end, the Prime Minister realised that he had no alternative but to get an agreement. This is not a vote about whether we support Brexit—I do not, but it has happened. This is a vote about making a bit better of a bad job.
There are aspects of the agreement that will be welcomed: the absence of tariffs, which has been referred to; the agreement on healthcare; the level playing provisions, which seem pretty reasonable to me; and our having access to some of the information that we require for our security. But we must also be honest about what is missing from this agreement and what that will mean. It does not deliver frictionless trade. It will impose checks, costs and red tape on British businesses that export to Europe. Frankly, I was astonished to hear the Chancellor of the Duchy of Lancaster on the radio the other morning apparently praising red tape as a benefit because it will make British businesses get “match fit” to trade. That is certainly a novel economic theory and it does not reflect the Conservative party as we previously understood it. The agreement offers no certainty yet on data transfer or financial services, which are so important to our economy. We did not get what was sought on conformity assessments, rules of origin, mutual recognition of qualifications, or reduced sanitary and phytosanitary checks. There is, as of this moment, no agreement yet on Gibraltar.
Why has this happened? It has happened because from the start the Government were faced with having to choose between sovereignty, on the one hand, and the economic interests of the country, on the other, and however hard they tried to pretend that they could have the best of both, that was never possible—a trade-off would always have to be made. We see that in the agreement before us, which is long and complex, rather like Brexit itself, and the full implications of both have yet to be revealed.
Today this Bill will pass, and tomorrow the process of leaving the EU will be complete, but the day after we will need to look forward, because a new question will confront us as a nation: what kind of relationship do we now wish to have with our biggest, nearest and most important trading partners and friends? The other reason why I will be voting for this Bill today is that, for all it has failed to secure, it at least provides a foundation on which, in the years ahead, we can build what I hope will be a strong economic and political relationship with our European friends. I hope, as we move beyond leave and remain, we will now be able, as a country, to come together to do exactly that.
