I am very grateful to my hon. Friend, who refers to the number of written questions that I have tabled. I am rivalled only by the hon. Member for Strangford (Jim Shannon) in my love for written questions.

My hon. Friend makes a powerful point about the fact that Ministers from the Department for Work and Pensions have not bothered to visit the city of Glasgow. In fact, one of the other written questions that I asked of the UK Government was, when was the last time that a Minister visited the city of Glasgow. I was rather shocked when in response to one of those written questions I was informed that a Minister had indeed visited a jobcentre—in Midlothian. I do not know what the geographical knowledge of Her Majesty’s Government is like, but can I impart a bit of wisdom to them? Midlothian is not exactly Easterhouse. It is not Castlemilk; it is not even Moray. If the Minister is serious about being someone who is focused on the entire United Kingdom, then he ought to come to visit the city.

If the Minister does come to Glasgow, I would like to invite him to walk from one jobcentre that is closed to the next and see what these people are facing. It will take him over an hour. It takes half an hour on the bus, on average, to get to the jobcentres that are closing down. He will be more than welcome to come to Glasgow and do the walk.

I thank the hon. Gentleman for his intervention. Even as an Albion Rovers fan, he is very quick off the mark, because he has worked out my very next point, which is on transport. He shares a constituency boundary with me. One part of that boundary is around Gartloch and Gartcosh. I do not know whether the Minister would be able to point to where Gartloch is on a map, but the reality is that, if someone has to walk from Gartloch to Shettleston on a cold January or February day, it is going to take them a rather long time.

The third issue that I want to touch on is the gangland culture and territorialism that exists in Glasgow. I am glad to say that, since the time I was growing up—nothing to do with me, I must add—a lot of that has been tackled, and we do not have quite the same problems that we did. I give the Minister the example the community of Wellhouse, which is separated from Easthall by a road. They are two communities in the Greater Easterhouse Partnership area. They are very, very small communities but they have their own community centre and housing association. That is because at one point young guys could not walk across that road without the fear of getting involved in all sorts of incidents.

If the Minister will not listen to me on the concerns about territorialism and the gangland culture, then he should listen to Commander Stevie Haslett, who heads up Glasgow East police. I was quite surprised to find out that the Department had not bothered to consult him about this either. The Minister will be aware, of course, because I am sure that he has done his homework, that Shettleston jobcentre was piloted as being one of the under-25 jobcentres that everybody in the whole of the east end of Glasgow would come to. This was a number of years ago. There was all sorts of trouble because people from different communities were coming together and clashing. That put the security staff and the jobcentre staff at immense risk as well.

My final point is about the jobcentre that the Government want to merge absolutely everything into—Shettleston, which would be some sort of UK super-jobcentre following the merger of Bridgeton, Easterhouse and Parkhead. I was quite surprised when I found out only a couple of weeks ago about the number of car parking spaces at Shettleston jobcentre. This is particularly about the issue of all the new staff who will be transitioned to that jobcentre. I say to the Minister that, if I find out in the next couple of weeks that Shettleston Road has been turned into a car park, I am going to be very unhappy.

The Evening Times, a local newspaper in Glasgow, has been resolutely united in campaigning to save our jobcentres. If the Minister will not listen to me as an SNP politician, and if he will not even listen to the Tory councillors in Glasgow, he should listen to the newspaper that is for Glasgow.

Absolutely. We are fighting the fight in Glasgow about bus fare rises in the city as well, which is making it more challenging for people to get about.

While spending time outside the front of the Bridgeton jobcentre, I spoke to a woman who was on her way in. She was in bits. She was crying and upset. She had come from her house, which was just along the street, and she was in fear of what she would find when she went into the jobcentre, because they were hassling her and sending her letters. She had already been through a lot. She had lost her daughter. She is a WASPI woman, so she should not even have had to look for work in the first place, but this Government are sending this poor woman who had worked her whole life out to work. She was in bits, so we comforted her as best we could. She went through that experience and was understandably even more upset by the time she left. It would have been very hard for her not only to leave the house and go to the jobcentre that was just around the corner, but to get herself up, get on the bus and find her way all the way up to Shettleston and then make the journey back again. That is a challenging journey.

It is also a challenging journey for people who have caring responsibilities, for people who have kids to drop off at nursery and pick up from nursery, or drop off at school and pick up from school, and for people who are tending to elderly relatives who are poorly, which is a very common occurrence for my constituents. The burden of that falls upon women, which has not been picked up in the Government’s lack of an equality impact assessment.

All those things mount up on the pressures of life that my constituents are feeling every single day. This Government are not trying to get them into work. This Government are making it harder for them to even get out of the house in the morning. They are making it really challenging for people to cope. I am fearful that people will just fall out of the system; they will think it is too hard, fall back on their friends and fall into debt, drink, drugs, gambling and all the other social ills that we need to see removed from our people in Glasgow, so that they can progress in their lives. This Government are making it harder for them to cope.

The impact on jobcentre staff has not been mentioned. One of the first things I heard as a candidate in Glasgow was a story from a trade union rep about a jobcentre employee who had been attacked by someone with a clawhammer. That is awful. No one should face that at work, and I condemn the situation that led someone to do that, but that is the situation, and those staff need to be protected. When I walked into that jobcentre, the first person who came to see me was the security guard and the second person was the manager, saying “What are you doing here?” There is a security guard on that door for a very good reason, which sadly is to protect the staff.

The Government are talking about outreach, flexible working and going out into communities, but they have not said what the impact will be on staff, how staff will be protected out and about in the community and how individual constituents who are also in very distressing situations will be protected, with their dignity intact, if they are told they are being sanctioned in the corner of the local community centre. How do we ensure that staff and our constituents are protected in those situations?

One of the elements we have forgotten about is the staff. In Coatbridge, 300 jobs were moved. It was speeded up and the jobs were moved more quickly. We intervened and asked why those people were being moved out. Jobcentre staff have a 1% pay rise. For some of these staff, it will cost up to £1,800 extra a year in travel costs, so they are being asked to take a pay cut to follow their job. I hope the Minister keeps that in mind.

The hon. Gentleman is definitely right. He has previously spoken very movingly about the effect on local economies of having jobcentres as anchor tenants in such areas—in shopping centres and on high streets in local communities—and this is about the impact on the local shops, such as the butchers’ and everything else. There is an impact that the Government are obviously not taking into account.

I want to finish with a plea to the Minister. I know that it will be difficult for my constituents to make that journey. It will be hard for them to get there, find their way and do so on time. Buses are not very regular, and we cannot rely on them turning up precisely when we need them. On Google Maps, the timetable may say x—if people turn up at exactly that time, they can get here and there—but we know that that is just not how it works.

I thank the hon. Gentleman for raising that point—I absolutely agree. Plenty of people come to my constituency office with their concerns, but the thing that worries me, as a new Member of Parliament, is the people who do not turn up. What about the people who are not aware of the opportunity they have because of the service provided by a Member of Parliament, never mind a jobcentre? What keeps me awake at night is thinking about the people sitting in a flat somewhere in Possilpark, Milton or Springburn who are sick to the back teeth and worried out of their wits about what they are going to do—how they are going to heat their house or how they are going to feed their family. They are not necessarily made aware of the opportunity that an MP can provide them with.

On the point about geography, travel and all the rest, jobcentres have closed and there has been a high number of sanctions, but there has been no leeway and no reprieve, and nobody has looked at these cases again. As we heard earlier, people are learning how to dodge the gangland and how to get to the jobcentre—how to walk there and what the shortcuts are. They can walk over an hour to get there; they are getting sanctioned, but they are still learning the new geography.

I thank my hon. Friend for that important contribution, which leads back to the point I was making about the geographical issues that people face, particularly in the north and east of Glasgow. There are structural issues. The hon. Member for Glasgow East made the point that gangland issues are a deterrent for people who want to move around. There are structural issues with public transport, and there is also the general fragmentation of the built environment in that part of the city. None of that has been taken into consideration in the assessment process, and I urge the Minister to apply a reasonable approach to that issue when considering the mitigation of these jobcentre closures.

I think I have made the point about co-location. We are having an estate that is fit for the 21st century. Where a new jobcentre was over 3 miles and 20 minutes away by public transport, online public consultation was held, as hon. Members will know, and we operated on evidence, and we listened and took action as a result. For example, we are introducing a new employability suite at Atlantic Quay and, as hon. Members know, we decided to retain the jobcentre in Castlemilk because of the feedback we received. I hope that hon. Members will therefore feel that we have listened on that point.

As we deliver these changes, this local approach is continuing with stakeholders and through partnership events, and we are working with claimants to find the best solutions for them. So far, we have moved out of 70 sites across the country with success, and these moves are being well received both by claimants and staff, as well as our partners. There was a discussion about how staff and claimants were reacting to the move. The feedback from claimants on the move from Maryhill to Springburn is that the move has been extremely positive, and they welcome access to more facilities. One claimant said:

“I never expected it to be as good as this”.

Furthermore, 23 claimants have transferred to Partick because it is easier for their own journey.

I agree it is vital that staff are looked after, but staff have told us that they are happier being part of a bigger team and office, that it allows them to provide an evolving and improved service based on customer needs, that the teams have come together seamlessly and that the team culture, which is incredibly important in any organisation, is developing to maximise benefits to claimants. The idea that this is having a detrimental effect on claimants and staff does not hold true.

I think that this is sarcasm; we call it Glasgow banter. The Minister says the staff are happy, but that is not the feedback that we are getting. I am also concerned about disabled people who have had to travel for an extra half hour to the locations that the Minister is talking about. It costs £4.50 to use the local bus service, and many of those same people are going to food banks.

I am sorry that the hon. Gentleman feels that there is sarcasm in what I am saying. That is certainly not my intent, and I do not think it is the intent of the DWP staff who have sent us feedback. I can give the hon. Gentleman a list of the things that staff and claimants have said about the moves involving Broxburn and Anniesland. Perhaps things are not quite as some Members feel that they are.

My hon. Friend outlines a very sad and tragic case. It is one reason among many why the Government have to take note and listen.

The Prime Minister also stated that in the majority of cases, the change at appeal is due to the presentation at appeal of new evidence that was not presented at the original case. However, in the vast majority of cases that are brought to my attention at my constituency office and through Merthyr Tydfil and Caerphilly citizens advice bureaux, no new evidence is presented at appeal. The appeals are agreed, because the appeal panel recognises that constituents are genuinely in need of PIP and it supports the appeal. Furthermore, a growing number of assessments are consistently refused, and people are forced to go to mandatory reassessment and to appeal. I understand that currently about 65% of claims are overturned on appeal at tribunal. The growing number of appeals means that tribunals are taking longer to get to court—in my area, they are taking anything between four and seven months.

Every one of us has an email inbox full of these claims. Every single week, a new claim comes forward. The Minister has spoken about home assessments, but home assessments are not being done. It can be seen in Westminster Hall today how supportive the Labour party is, and how unsupportive the Tory party is, in relation to the whole PIP process.

My hon. Friend makes an important point, with which I wholeheartedly agree. The number of cases being brought to appeal and the length of time taken highlight the unnecessary cost of taking the cases to a tribunal. It stands to reason that if a large percentage of appeals are accepted, the original decisions are fundamentally flawed.

I start by paying tribute and dedicating this speech to my good friend and sister Mary Moore, aka Doyle. As I speak, her family will be attending her burial service, and I know that Mary would have been the first to ask me to speak out and stand up for her generation of women—the WASPI women. I would also like to say a word of thanks to my hon. Friend the Member for Easington (Grahame Morris). He is a tireless champion in this House of working people and the WASPI women.

We have come together to debate an issue of fairness, of decency and of what is right and wrong. I know that women affected by the inaction of this Government—particularly the WASPI women in Glasgow and Lanarkshire—are watching this debate live in Glasgow today, and I thank Unison in Glasgow for making that possible. The WASPI women are watching and listening, and they deserve action. They deserve honesty, and they deserve decency and equality. I say to them: “I am with you, and I know that Labour Members are with you, too.”

Like many Members of the House, I have campaigned with, welcomed to my surgery, cried with and listened to the stories of WASPI women. Take Helen, for example. Helen lives in my constituency. She was born on 18 January 1954, and she will shortly be celebrating her 64th birthday. Helen has spent her adult life working, and her job will come to an end in April. If she followed the advice of the Under-Secretary of State for Work and Pensions, the hon. Member for Hexham (Guy Opperman), Helen should either apply for jobseekers’ allowance or apply for an apprenticeship. Yes, Members heard me—an apprenticeship at 64. I think she should be able to claim her pension and enjoy dignity and respect. Helen and women like her should not have to sing their favourite Beatles song:

“Will you still need me, will you still feed me

When I’m sixty-four?”

Yes, Helen, we do still need you, and yes, Helen, we will feed you.

I would like the Minister to let us know why he refused a meeting with the WASPI campaign. I know that he has turned down a request to meet several times, and I would like to know why. The Government have a duty to bring our country and its people together, and I want to know why they have not and will not. A few short weeks ago, I was very pleased to be able to lead my first Westminster Hall debate, which was on the state pension age. It was a good debate, and I was very grateful to the many Labour colleagues who joined us that day and stood up for their constituents. It was sad that during the debate, Tory Back Benchers made only two interventions. They had an opportunity to speak up then, but they did not take it.

I was sent to this House to stand up for working people, and there is no greater pleasure for me than to know that I give voice in this Chamber to decent, working people out there. I have had many emails, letters and calls from WASPI women, and it has been an honour to receive every one of them. I say to the Government, “Don’t mess with the WASPI women—they will sting.” I say to the WASPI women, the women in the Gallery and the women back home in Glasgow, “Until justice is done, I will be fighting with you.”

Yes. The hon. Gentleman’s point is very valid; his constituents are lucky to have such a strong representative.

Getting a work capability assessment right is vital. Wrong assessments can mean that people with a learning disability are moved to a benefit such as jobseeker’s allowance, which makes many demands that are often difficult for people with a learning disability to understand or fulfil. As a result, they are put at risk of being sanctioned.

Yesterday, Muscular Dystrophy UK shared with me the awful story of a lady with Charcot-Marie-Tooth disease who was deemed ineligible for ESA after a work capability assessment. The content of the questions resulted in the entire assessment missing several key points about how her condition affected her, such as the loss of dexterity in her hands and her inability to lift her arms above her head or use buttons. No consideration was given to the pain or fatigue she experiences daily. Many people like her are not adequately assessed during the work capability assessment because the questions that relate to its criteria are not suitable to extract the information required to help the assessor in understanding progressive conditions such as muscular dystrophy. With universal credit on the horizon, particularly in Glasgow, what plans do the Government have to alter the questions to be more appropriate and relevant for people with rare and complex conditions?

Some commentators have suggested reforming the work capability assessment to take account of how people’s functional impairments affect their ability to work, given who they are. They argue that a broader “real world” assessment that took into account factors such as skills, qualifications, experience and age would be possible and would better reflect everyday realities than the existing work capability assessment. To that end, I commend to the Minister and all hon. Members some reading for the Christmas recess: Demos’s March 2015 report “Rethinking the Work Capability Assessment”.

I am conscious that time is marching on, and I want to allow fellow Back Benchers the opportunity to speak, so I should wrap up.

The hon. Gentleman mentions capabilities with reference to individuals. Is the Health and Safety at Work etc. Act 1974 also included in those capabilities when assessments are carried out?

That is a very good question. I am sure that the hon. Gentleman, my constituency neighbour, will press that point with the Minister.

I am grateful to all hon. Members attending the debate. I especially thank the Minister for listening this afternoon; I have a huge amount of respect for her, and I look forward to her winding-up speech for the Government. However, what I want from the Government is deeds, not words. I want a full root-and-branch review of the work capability assessment process, and I want an assessment that is underpinned by professionalism, knowledge, dignity and—above all—respect.

It is a pleasure to serve under your stewardship, Mrs Moon. I congratulate my hon. Friend the Member for Chichester (Gillian Keegan) on securing this debate and I am grateful for the opportunity to speak on an issue that is so important to my constituency and to the UK as a whole.

According to Eurostat, at 12% the UK has one of the lowest youth unemployment rates in the European Union, ranking us ninth out of 28. Indeed, youth unemployment is a major issue in much of the EU. By comparison, Greece has a youth unemployment rate of 44%, Spain 39%, Italy 35%, Portugal 24%, France 23% and Belgium 22%. As my hon. Friend said, however, that does not happen by accident.

A great deal of work has been done by this Government and the coalition to drive down youth unemployment, because under the previous Labour Government it rose by 45%, creating something of a lost generation. Although this UK Government have made concerted efforts to tackle youth unemployment, it is still higher than we want it to be.

Since May 2010 the UK Government have created more than 3 million apprenticeships, which are keeping more young people in education and giving them the skills needed to excel and make progress in their careers. As a result, youth unemployment has been steadily decreasing and, at a time when so much of Europe is suffering from substantial youth unemployment, I am particularly pleased that the UK is bucking the trend.

That is a record to be proud of, but we cannot simply rest on our laurels. My hon. Friend has referred to those not in education, employment or training. On those 18 to 24-year-old jobseeker’s allowance and universal credits claimants required to seek work, the most recent ONS figures available to the House of Commons Library show that the UK rate is 2.8%. In Scotland the figure is higher, at 3.3%, while in Ochil and South Perthshire that rate of youth unemployment is 3.8%, which is higher still. I am concerned that Scotland has a higher rate of youth unemployment than the rest of the UK. The rate is higher still in my constituency, which is why it is such a big issue for me.

Since being elected I have met youth groups across my constituency, including the Logos project in Crieff and Developing the Young Workforce in Clackmannanshire, to understand the challenges young people face and how employers and politicians can work together to remove barriers to youth involvement in the labour market. When I speak to youth groups, I ask them what the barriers are, and young people identify transport, the range of jobs available and employer recruitment processes as obstacles to employment.

The hon. Gentleman is talking about employment. We all welcome seeing young people go up the ladder—although I do not welcome zero-hours contracts—but a trend has started in the places in Scotland that he is talking about of young people taking jobs in return for work experience. One youth has worked 13 hours for three weeks, but he has not been paid for it because employers know that people want to put such experience on their CVs and job applications. What are the Government doing to prevent that from happening?

Yes—as a late starter at school, I think we need to celebrate the success of those in apprenticeships. I left school with zero qualifications, but I find myself speaking in Westminster. The journey can be a bit tougher, but I would welcome that sort of initiative.

What I am setting out are not promises or pledges on a political platform or pamphlet, but the facts, and the policy successes of this Conservative Government—a Government who have ensured, and will continue to ensure, that every child or young person in the United Kingdom has the opportunity to get on in life, no matter their background.

The hon. Gentleman has talked a lot about the promises and the future in education, and so on. What children need in life is the real living wage, which should be £10 an hour; a real start in life; and social housing for young ones.

I thank the hon. Gentleman for that intervention. Although it is a modest increase, I recall that the Budget raised the living wage by around 4% or 5%, which is helpful although it may not meet what we aspire to. My hon. Friend the Member for Chichester said that she was young once; my memory goes all the way back to my first salary. Our wage was £5—not per hour, but for five days a week. We have moved on somewhat. The moral of the story is, for a higher wage, stick at school.

Finally, I wish the hon. Member for Paisley and Renfrewshire South (Mhairi Black) every success in running for UK city of culture. Hopefully, Paisley will be pulled out of the hat today. I wish it well as a Scottish town and I am sure that success in that will also lead to enhancements in youth employment.

I am sorry. I am going to make a little more progress.

Quite rightly, Conservative Members—I have been one of them—have made criticisms of universal credit. I have written to Ministers, as have many other colleagues, and issues have been raised on all Benches throughout the debate.

The criticisms that have been raised include concerns about the seven-day waiting time, advances and paying landlords. Well, the seven-day waiting time is being removed. On the concerns about paying landlords, we have the offer to pay them directly, and we have the landlord portal to make sure they have the right information. On the concerns about advances, we know that those can be settled within five days or even on the same day. On those issues, therefore, I would ask Members to make sure we are giving the right information to our constituents so that they can access the advance they are entitled to and no one faces any hardship over Christmas.

The Opposition also say that universal credit and some of the hardship I have seen first hand are down to some sort of ideological Tory austerity. Yet, the changes that have been pushed forward mean that there has been an extra £65 billion in spending on welfare, which is the cost of all these changes since 2010. So if we are trying to do these things just to save money, we have done a pretty poor job.

Changes have been made to universal credit; it has been improved. There has been a nine-year roll-out. I still have concerns about universal credit.

It is a pleasure to follow the hon. Member for Eastbourne (Stephen Lloyd), because he gives a certain nuanced view on the coalition. In my view, the Government should seek to reduce the benefits bill. It is not a badge of honour if a Government preside over ever-spiralling welfare bills, and I am proud that we have brought them under control, but I accept entirely that welfare reform has consequences.

I want to focus on the difficult subject of food banks. Two weeks ago, the Suffolk Free Press, my main local paper, ran a piece saying that since the introduction of universal credit in Sudbury on 18 October—the full service roll-out—there had been an increase in the number of referrals to food banks. I received an email from the jobcentre just before this debate, so I feel that I should quote it at length. It is the jobcentre’s stance on the suggestion of an increase. It states:

“It is true that there has been an increase in referrals to Sudbury Food bank with 17 people being referred from the Jobcentre since Universal Credit Full Service rolled out… This is definitely more than we would have expected to have referred under the previous version of Universal Credit, known as Live Service, or previous benefits. While some of this might be because of the longer initial wait for payment there are other factors as well. The Full Service version of Universal Credit introduces a more diverse range of customers with a higher proportion of vulnerable groups – Live Service was only for single claimants who were often young and living with parents.”

Importantly, it also points out that it has itself been giving out vouchers for food banks, so it is no surprise that people would be visiting them.

On the measures in the Budget, the jobcentre concludes:

“It would be hoped that the recent budget announcements reducing the waiting time for the first payment by one week and increasing the amount of advance payment to 100% of their expected first payment will help reduce the number of people that need to be referred to the food bank.”

That is the unvarnished truth, as it were. We all know that the people claiming these benefits are not wealthy. That is the whole point; they are not supposed to be. They are experiencing difficulties. Wages have been compressed across large parts of the western world—I do not pretend otherwise. The key for us is to come up with a system that ensures they can break out and go on to earn higher wages and attain a sustainably better standard of living.

I thank the hon. Gentleman for his intervention. However, the number of workless households in the United Kingdom is at an all-time low, and there is no single greater indication that poverty is being beaten than a reduction in the number of workless households. We have made incredible progress. This is not a Dickensian Christmas; it is the Christmas when we have reached the lowest level of unemployment since before I was born, in 1974. [Interruption.]

The hon. Member for Oldham East and Saddleworth (Debbie Abrahams) is trying to intervene from a sedentary position. Let me simply say to her, as I have said in a previous debate on this subject and many times before, that I do not speak theoretically. Like other Conservative Members, I ran a small business before coming to the House. The hon. Lady talks about the effect on pay, but some members of my staff declined pay rises because they would lose so much in tax credit, and refused to work more than 16 hours a week. That was a huge problem, and it brings me to the main point of the debate.

If you want to reform welfare, you have to have a system that deals with inherited problems, particularly the 16-hour issue. The only way to do that without creating much more poverty, and much more dependence on food banks and the like, is to do precisely what I think we are trying to do, and give people incentives to earn more through work. If we give them universal support, they will have the encouragement and the skills to do better in the workplace. The other point about my local jobcentre is that it has been incredibly positive about that experience. This is a joined-up programme that does not just make work pay, but enables people to get more from work and to build a career.

Thank you, Madam Deputy Speaker, for allowing me the opportunity to speak.

I only arrived in this House in June this year and on 21 November I led my first Westminster Hall debate, on the state pension age. I was grateful to the many Opposition Members who attended and spoke up for women in their area and across the country. I was even more grateful to the many WASPI women who turned up in Westminster Hall that day to hear the people who spoke. Sadly, no Government Back Bencher turned up to speak, apart from in interventions.

We cannot beat Father Time; even Big Ben suffers from old age. One day, it will be our turn to retire. As we look back, will we wonder, “If only I had listened. If only I had cared. If only I could turn back time”? If Members cannot listen to me, they should listen to the WASPI women. Members will all have had plenty of letters, emails and Twitter and Facebook messages from their constituents—their own voters; the people who sent them here to listen to and speak up for them.

I am committed to fighting for a better deal for the WASPI women not just in Coatbridge, Chryston and Bellshill, but across the whole of the UK. It is time to listen; it is time to care—the WASPI women’s time has come.

I beg to move,

That this House has considered the state pension age.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I am not minded to take many interventions, because I have a lengthy set of remarks, and I want as many colleagues to be able to speak as possible.

It is a pleasure for me to lead my first Westminster Hall debate since being elected to serve the people of Coatbridge, Chryston and Bellshill in June. I am grateful to colleagues for joining me this afternoon. It demonstrates our collective commitment to older citizens in the four nations that make up our United Kingdom. I want to talk about the sort of policies we need to see to honour that commitment to our older people.

I have initiated this debate for many reasons, which I will set out in my remarks. The main motive is to highlight the fact that all sections of our community are feeling the effects of the decisions made by this Tory Government. For example, we had a debate two weeks ago on lowering the voting age and empowering our young people. I was there to support the Bill proposed by my hon. Friend the Member for Oldham West and Royton (Jim McMahon) and was disappointed to see the Tories talk it out.

Today, I hope our debate will highlight the rough deal that those reaching pension age in our country have been dealt. We have a social security system at breaking point, with local authorities being asked to lead the provision of social care but at the same time having their hands tied behind their backs by this Government. We are seeing older people staying in their own homes, often without the support to downsize to a small property if needed or even find the basic help and assistance needed to stay in their own home.

I remember the Tory slogans and arguments from the general election. They were heard loud and clear in the United Kingdom. This Conservative Government, and particularly the Prime Minister, say they want to build a country that works for everyone. It is very clear to me and many Opposition Members and, through us, the people we represent, that the truth is that the Prime Minister and her Government are building a country where working people are pushed to breaking point. The only thing working is the clock ticking on their time in Downing Street.

Let us be clear: the Tories, backed by the Democratic Unionist party, are asking the British people to work longer—I say this very clearly—to pay for failed Tory austerity measures and their internal obsession with a hard Brexit. Parliament has a responsibility to call the Government out on this, and that is why we are here today.

When I was elected to this House, I made a pledge that not only was I on a five-year career break from my job at Royal Mail but, importantly, I was going to stand up loud and proud for working people. I promised to do all I could to ensure that the arguments for better pay, better working conditions, decent support rules and regulations and a secure retirement are heard loud in Parliament and across Whitehall. I stand by that commitment today.

I am delighted that my party has committed to maintaining the state pension age at 66 years of age, while a review takes place to look at the most recent evidence on life expectancy, healthy life expectancy and the impact of a higher retirement age on those working in jobs with long hours. These are hard-working people with low pay who are often on the frontline, providing much needed public services. The longer people live, the better and more organised Government need to be when it comes to providing for all our people. It is a matter of political will. We can provide for all our people—young and old—if we choose to and if we want to. This Tory Government have the ability to act, but we have to ask, do they want to? If we close tax loopholes, scrap unnecessary vanity projects and work hard for a deal on Brexit that sees Britain retain the benefits of the customs union and the single market, we can fund a decent retirement for all our workers.

From the 1940s until 2010, the state pension age was 60 for women and 65 for men. Colleagues will know that three different pieces of legislation saw the state pension age increased in 1995, 2007 and 2011. That was done without any meaningful engagement. I have been in the House for six months, so I was not here to have my say on that, but I am having it now.

One recent report on public health I read described how the average pensioner will now have to deal with a “toxic cocktail” of ill health throughout their whole retirement and for some considerable years before they retire. That is not how things should be in one of the largest economies in the world. I support calls from my hon. Friend the Member for Oldham East and Saddleworth (Debbie Abrahams), the Shadow Secretary of State for Work and Pensions, for a new review of the pension age and a rejection of the Tory proposals to increase the state pension age above and beyond 66, as it will be by 2020. I do not want to see thousands of older people with serious health conditions pushed into old-age poverty, living on state benefits before they are entitled to officially retire. I hope other Members will join those calls.

My hon. Friend is making an excellent speech. The John Cridland report recommended that the pension age should extend to 70. Does he agree that we need an evidence base on the impact that will have? In nations where people work longer, they have proper flexibility in their work and career breaks built in. They prepare for their pensions from day one of work, as opposed to reaching the retirement age and then finding it falsely extended. Will my hon. Friend comment on that?

I support those points.

I have spent my career to date working for Royal Mail. Those 30 years saw early mornings—in Scotland, cold mornings—and lots of stairs and walking. I am lucky; I am now a Member of this House and spend more time being able to rest my knees, but many of the men and women I worked with are getting older. We all are, and age has an impact on our ability to do our job.

I congratulate my hon. Friend on securing the debate. There is a particular issue regarding women, which I hope he will come to. We have had six or seven debates on the Women Against State Pension Inequality Campaign and the position of those women. Does he agree that women in this country are bearing the burden of the recession, let alone some of the other problems they have? Many of those women were not able to plan for their retirement because the Government created this situation. Many of them have elderly parents and need to look after them, which is causing severe hardship. Does he agree?

I will come to the WASPI situation later on.

I now have a platform to speak up for the people I worked with, who are still working until the age of 66, 68 and beyond, and their rights and futures and the future of all working people. That is why I am here. The same goes for the nurses that keep us, our families and constituents alive, the firefighters who do what they can to keep us safe from horrific events like Grenfell and the policemen and women who keep our communities safe.

We need to be realistic. At 68, we will not be as fast running down the road chasing criminals or as alert and awake on a night shift in our hospitals. This is real talk, and it needs to be heard. That is my view and the view of the people I talk to in the streets.

My hon. Friend is making a powerful point about the nature and legacy of work, particularly in working-class areas, and how those people rely on the state pension to a disproportionate degree. We have neighbouring constituencies. There is a 15% higher premature mortality rate in Glasgow. Indeed, one in four Glaswegian men will not reach their 65th birthday. That is the reality people face in Glasgow. If the state pension age goes up, those people will be disproportionately affected, and that would be shameful.

I agree and thank my hon. Friend for making that point. In Scotland, life does seem a wee bit harder and people experience more wear and tear.

What a disgraceful situation we are in. The Government not only want our public sector workers, those on the frontline, to work longer, but refuse to lift fully the public sector pay cap. Since 2010, NHS professionals such as paramedics have seen their pay fall by £3,800 a year, firefighters are down nearly £2,900 and nuclear engineers and teachers are down approximately £2,500 a year.

The Government recently announced that the public sector pay cap would be lifted for police and prison officers. It is a disgrace to play off worker against worker. I strongly condemn a sector-by-sector pay rise. I did not come to this House to sit back and stay silent when such games are played. Shame on the Government! Tomorrow, the Chancellor of the Exchequer will give his Budget. I call on him, even at this late stage, to do the right thing and lift the public sector pay cap not just for certain public sector workers, but for all public sector workers.

The WASPI women have been mentioned. Those inspirational women are fighting for fairness; they are the Women Against State Pension Inequality. I wholeheartedly support their calls for fairness, for action and for a basic level of decency and respect.

I thank my hon. Friend for being generous in taking interventions. I speak to many of my constituents about that unfairness in the state pension age increases. Does my hon. Friend agree that what compounds the unfairness is that many of those women, when they were in work, did highly physically demanding, low-paid work and they had to fight just to be paid equally for that work?

My hon. Friend the Member for Easington (Grahame Morris) has applied to the Backbench Business Committee for a debate on the WASPI women. I am a sponsor of that request, along with my hon. Friend the Member for North West Durham (Laura Pidcock) and hon. Members in other parties. I very much hope for a full debate on the issues and a vote on the Floor of the House. I believe that comments on the WASPI issue are best made in a debate such as that, but I will say a couple of words here.

First, the lack of communication from the Government to the women affected was crazy. The Cridland review recommended that the Government wrote directly and in time to the women affected by changes to the state pension age. Secondly, things do not have to be this way; we should not have citizens of our country paying a price because of their date of birth.

I thank my hon. Friend for his generosity in giving way. He came before me and the other members of the Backbench Business Committee last Tuesday to ask for the debate, as he said. Today we met and we have allocated a debate, with his divisible motion, for 14 December, if the Committee is allocated time on that day, which has not yet been confirmed. I hope that that is the news that my hon. Friend was looking for.

I am very glad that I took that intervention; I thank my hon. Friend for that news. I am sure that the hon. Member for Paisley and Renfrewshire South (Mhairi Black) will feel the same.

Hon. Members on both sides of the House rightly feel strongly about the impact of changes to the state pension age on women who are affected purely because of their date of birth. That is obviously not fair or appropriate. We need to see action, and I hope that we will see action now that my good friend has mentioned the date for the debate.

I want to mention the social care crisis in our country. The longer people work, the more likely they are to be pushed to breaking point, and therefore the demands on our fragile and under-resourced social care system become even more pressing. However, the issue is not just those in work, but those out of work. If older people are out of work because of long-term conditions or ill health caused by their occupation and are currently able to claim their state pension, that is good. It maintains dignity and respect. But what happens to those who now see their ability to claim their pension pushed further away? What safety network is in place for those older people not able to work?

I am also concerned by the roll-out of universal credit and older people being pushed on to universal credit. It has already failed and has the potential to cause real and lasting damage.

I am very grateful to Age UK for its briefing on the issues facing older people in our country. Like Age UK, I recognise that we need to look at the pension age, but we need to do so properly, fairly and effectively. I am pleased that 13 years of good Labour government saw pensioner poverty fall, but I fear that that trend is in reverse. Some 1.9 million pensioners live in poverty across our United Kingdom, and figures show that 25% of the over-65s find it hard to make ends meet. It is important to remember that 37% of women, and about 20% of men, between the ages of 55 and 64 do not have a private pension.

Let me make it clear: the state pension remains the most important source of income for the majority of pensioners, and any increase in the state pension age will present many challenges for people who already have difficulty working longer. Hon. Members on both sides of the House, representing seats in all four nations that make up the UK, will know the pressures that local government funding cuts have placed on councils’ ability to deliver decent, funded and effective social care provision.

I echo the comments made by Baroness Thornton in the other place. She made an important set of remarks in a debate on the human rights of older people that was introduced by Lord Foulkes of Cumnock. She noted:

“Human rights do not lessen with age.”—[Official Report, House of Lords, 16 November 2017; Vol. 785, c. 2206.]

It is a human right to have a decent retirement, and in my view it is a human right to have a decent state pension too. I also echo Baroness Thornton’s comments regarding the injustice done to all women born in the 1950s who are affected by the changes to the state pension laws in the Pensions Acts of both 1995 and 2011. I hope that the Minister will give some indication in his response of what the Government plan to do about that. Will there be any transitional arrangements for the women affected? I might say, as a new parliamentarian, how delighted I am that the WASPI women are seeking a parliamentary solution; they are right to do so.

I called this debate because I want this House to discuss the pension age, but also the issues related to any increase. It will not happen in isolation, and we need to consider the impact of any decisions taken on every part of public life. I am committed to fighting for a better deal for our young people, not just in Coatbridge, Chryston and Bellshill but across the country. I am equally determined to fight for a better deal for our older people, and I hope that this afternoon’s debate will be the start of that.

I thank everybody who took part in this debate. I was disappointed by the lack of Tory Back Benchers taking the opportunity to speak and maybe defend themselves, but I counted 21 people involved in this hour-long debate. Thank you, Mr Hollobone, for allowing that to happen. It shows the seriousness of this debate.

This debate has not finished. It has not stopped. We will continue. I see a large number of the WASPI women here with us, and I thank them for coming to hear this debate. I hope that we can do them justice and do them proud. They will have heard most Members mention the WASPI debate. We will deal with the WASPI issue and continue the fight for the WASPI women.

We will also speak for every single pensioner out there, and for workers, who are now being worked harder and harder. Jobs are going and not being replaced. Redundancies are happening everywhere. Local authorities everywhere are cutting jobs, and more and more pressure is being put on people to work harder and harder. I know that as a postman. I am only 54, but I am starting to suffer from that job when I climb the stairs, and I have many good friends and workmates still doing that job today.

I thank the fire brigade, whom I mentioned earlier, and the hospital workers and all those people. We all age. We all get older and older, but we are now going to make people suffer as they get on in life, because the pension money will not see them through their lives. People are worried. The next generation are not even bothered about pensions; they are looking for mum and dad’s house to sell. That is how they will get by in this country.

This debate will continue. We will continue to fight for the WASPI women. To finish, the Government found £1 billion for the DUP; find the money for the pensioners.

Today, like every day, I am going to be speaking for the many, not the few. In my constituency and across the United Kingdom, people are worried. They live in fear that they cannot build a better, brighter future—and most criminal of all, no one is listening. So many of those constituents do not feel they are being listened to—not by the Tories in Westminster and not by the SNP in Scotland. Policies north and south of the border make this clearer every day. Indeed, this Government’s flagship policy on universal credit is the best example of this. Last week, I shared with the House a very simple message I had for the people of Coatbridge, Chryston and Bellshill, and people across the country: we are listening. My hon. Friend the Member for Oldham East and Saddleworth (Debbie Abrahams) is listening, my right hon. Friend the Leader of the Opposition is listening, and those on the Labour Benches are listening. That is why we are here today.

I want to start by tackling the myth that people want to live on benefits; that they are lazy; that they are immigrants stealing from British taxpayers. How offensive, how wrong, how damaging, and how reflective of the society we are living in today. People do not choose to live on benefits. Millions of children across the United Kingdom are growing up in working poverty.

These parents go to work but they still have trouble paying their bills. They cannot fill the fridge. This is not about choosing to live on working benefits—it is about a country that is not paying our workers the wages they deserve. It needs to be changed. Workers need justice. The welfare system was created by the Labour party and will only ever really be protected and saved by the Labour party. I want to make this clear: I am not against looking to ensure our welfare system is accessible, working and delivering for people in need, but I am against a failed system that does not work, and so far universal credit is not working.

Yes, I do.

We know of so many stories across the country of families pushed to breaking point and people becoming more and more ill thanks to the pressures they are increasingly put under. We have heard over recent days attempts from the Government to try to control this situation. They now concede that we need to see a cut in the waiting times for receiving payments—payments that go on food, bills, and simply getting by. That is why Labour Members want to see an immediate halt and that is why some Conservative Members are starting to smell the coffee. Does the Minister disagree with his colleagues who have raised concerns? The fact that they were feted and dragged into Downing Street last week tells me that this Prime Minister is more worried about her job than about the millions of people across the country who are suffering.

I just want to say a word about last week. I had Tory MPs laughing at me when I was speaking. I saw Tory MPs mocking the moving points raised by hon. Members on the Labour Benches. It was a disgraceful way to behave, and it was made even worse by the fact—

On a point of order, Mr Speaker. I appreciate that I have not been in this House for that long, but this is a debate in which the hon. Gentleman has cast some very serious allegations against Conservative Members with no substantiation whatsoever. A number of colleagues have tried to intervene to tease and prise out the argument that he is putting—he is perfectly in order; I take that entirely—but what he has just said, on two occasions, has certainly caused offence to me, and I believe to all Conservative Members.

I certainly did not target you, Mr Speaker; I targeted the Government.

On a serious note, what happens to people who do not turn up for their universal credit appointment? They get their benefits taken off them. I repeat to the Government that they are showing no respect. If they cannot turn up to do their job, they should just move over. We are ready and willing to do the job for them. Let us halt universal credit.

It is a great privilege to speak on behalf of not only my constituency, but the United Kingdom. People are worried. They live in fear. They cannot build a brighter, better future. Most criminal of all, they feel that people are not listening. I have a simple message for the country tonight: this side of the table is listening. Labour is listening.

People do not choose to live on benefits. Millions of children across the United Kingdom are growing up in working poverty. Their parents go out to work, but they cannot afford the gas or electricity bills and the fridge lies empty. That is the country we have today. That is the country that the Government have given the workers. Workers need a decent salary, and I am here to get justice for workers.

On Monday, a children’s choir travelled down from my constituency—500 miles—to come to Parliament and to see the play “Wicked”. I said, “When are you meeting Theresa May?” [Laughter.] They did see the play, but they came to Parliament and this lovely choir sang their hearts out for us. However, the point is that they are tomorrow’s adults. They are disabled children, and they were brought down here by their families thanks to the good will of the community of Coatbridge, Chryston and Bellshill, which collected the money for them. Some of those children will not make adulthood. For some it was their first time here, and they will not be back. They are the people I fight for. Those children are tomorrow. Do not tell me that they all want to work, because universal credit is also about children and adults who cannot work because they are looking after children.

I am showing the red card. That is what this is about. Let us halt it. Let us stop it.
