Last week, we had the launch of Ceramics UK in Parliament. The sector suffers from a number of challenges, particularly due to energy costs and the need to decarbonise. Will my right hon. Friend facilitate a debate in Government time about the support needed for the ceramics sector and other energy-intensive sectors?

I thank my hon. Friend for all that he is doing to champion his constituency, and this sector in particular. Not only are an enormous number of jobs related to those products, but there is a knock-on effect on the tourist and hospitality sector in particular parts of the country. I congratulate him on raising the profile and the needs of the ceramics sector. He will know that the next questions to the Secretary of State for Energy Security and Net Zero are on 16 January, but I will write this afternoon and make sure that she has heard what he has said.

The Environment Bill is in the other place and the Government have every intention of bringing it back as soon as it can complete its passage. It is subject to a carry-over, so there is no risk of it falling at Prorogation; it is a highlight of the Government’s programme. The commitment to nature is enormous, as has been shown in the ocean designations that have been created around British territories to ensure that the oceans are safeguarded. We have done more in that regard than almost any other country in the world.

Our high streets have been hit especially hard by the pandemic, with many businesses forced to close. Will my right hon. Friend agree to a debate to consider the support available for reopening our high streets, especially across Stoke-on-Trent, so that our retailers, hairdressers, beauty salons and hospitality businesses can start off on a strong footing when they are allowed to reopen?

The Government have set out their road map cautiously to ease lockdown restrictions, including the reopening of non-essential retail no earlier than 12 April, subject to the data. The Department for Business, Energy and Industrial Strategy and the Ministry of Housing, Communities and Local Government have reconvened a small working group of retailers and local authorities to discuss and work together on how best to reopen the relevant sectors, so the Government’s approach is co-designed with the business community.

So far, the Government have provided local authorities in England with £50 million of taxpayers’ money through the reopening high streets safely fund, with grants being available to apply for until the end of June 2021. In addition to the financial support already provided, the Chancellor has announced that Her Majesty’s Government will provide additional one-off restart grants for businesses in England in the non-essential, retail, hospitality, leisure, personal care and accommodation sectors. That new restart grant scheme will provide £6,000 for non-essential businesses.

The Government continue to provide eligible retail, hospitality and leisure properties in England with 100% business rates relief until 30 June 2021, followed by 66% business rates relief from the period 1 July 2021 to 1 March 2022. A great deal is happening, but my hon. Friend is right to raise the issue because we want to see our high streets come back booming when we reopen.

The hon. Gentleman raises an extremely valid point about post offices during the pandemic, and I think of the West Harptree post office as a case in point. It has provided a wonderful centre for the community: it has kept going; it has remained open, continuing to provide a service, and sometimes the post office is the only local shop that has been open in the community. This is very important, and it is very important that we support post offices. I will raise the issue that the hon. Gentleman mentioned about the pause in capital spend and try to get a fuller answer.

The levelling-up fund prospectus was published yesterday, and Stoke-on-Trent has been identified as in the highest priority for funding. Will my right hon. Friend agree to a debate about the fund to ensure that the communities I represent in Longton, Fenton, Meir and Blurton get the investment they deserve?

The £4.8 billion levelling-up fund will spend taxpayers’ money on infrastructure that improves everyday life across the United Kingdom, including regenerating town centres and high streets, upgrading local transport, and investing in culture and heritage assets. The fund will operate UK-wide, extending the benefits of funding for priority local infrastructure across all regions and nations. Thanks to the United Kingdom Internal Market Act 2020, Her Majesty’s Government once again has the ability fully to support all areas of the United Kingdom. The fund will be allocated competitively, prioritising bids from places in highest need. The prospectus published yesterday provides guidance for local areas on how to submit bids for the first round of funding for projects starting in 2021-22. Capacity funding will also be allocated to the local authorities measured in highest need in England and to all local authorities in Scotland and Wales, to build a new relationship with Her Majesty’s Government. That will support the relevant local authorities to develop bids and to ensure that spending is targeted where it is needed the most.

There are very strong regulations about the development of contaminated land, and there are some very successful projects between the public and the private sector to decontaminate such land. I actually visited one in the constituency of the right hon. Member for Walsall South (Valerie Vaz), where the Mayor of the West Midlands had been heavily involved in ensuring that a large brownfield site that had been contaminated could be brought forward for development. So there is a role for the public and private sector in dealing with this, but I can assure the hon. Gentleman that land that is contaminated will not be developed unless it is decontaminated first.

Will the Government find time for a debate on the importance of bringing civil servants out of London and across the nation, as part of the vital levelling up agenda? Does my right hon. Friend agree that Stoke-on-Trent would be an excellent location for a Government Department?

It might be difficult to move the Leader of the House’s office to Stoke-on-Trent, for obvious reasons, but I agree that it would be a fine place. The Government’s Places for Growth programme is working alongside Departments to finalise relocation plans, as we work to ensure that our geography of locations covers as representative a distribution across the UK as possible, with the aim of having decision makers based in locations to create and distribute opportunities, jobs and investment across the country. I am sure that hon. Members welcomed the announcement that the Ministry of Housing, Communities and Local Government will create a second headquarters in Wolverhampton. None the less, it is important to note that that will not affect Ministers’ commitment to their duties in Parliament. So yes, that is the policy, and Stoke-on-Trent is a wonderful place.

I very much welcome Government schemes such as the lifetime skills guarantee, which will help adults in Stoke-on-Trent to upskill and retrain, but does my right hon. Friend agree that it will be a challenge to encourage people to take up such opportunities? Will he therefore agree to a debate to highlight the benefits and help to encourage more people to take up such opportunities?

My right hon. Friend the Secretary of State for Education will update on the House on the “Skills for Jobs” White Paper shortly after business questions. It is really important, and my hon. Friend is right, to highlight the fact that there will be new flexible training that will give people the higher level of skills they need for good jobs, through 12 to 16-week courses, including a fast-track to interview. From April 2021, we will be supporting any adult aged 24 and over who wants to achieve their first full level 3 qualification— equivalent to two A-levels or a technical certificate or diploma—to access nearly 400 fully-funded courses. Things are happening and my hon. Friend is right to highlight them, but I cannot promise him a debate.

I will always try to facilitate meetings for hon. Members, if they need them, with particular Ministers. As for a debate, there is an Opposition day debate coming up, and this may well be a subject that the Opposition think it worth debating, because it is clearly very important. I would add that the Kickstart scheme will help to get people back into work, and particularly to get young people into work. The Department for Work and Pensions is also taking on many, many more work coaches to help people, but it is widely accepted that this is a difficult period, and the hon. Lady is right to focus our minds on it.

Our town centres have been particularly impacted by coronavirus. In Stoke-on-Trent, we have not been a beneficiary of the town deals funding, so will my right hon. Friend the Leader of the House agree to a debate in Government time about what more can be done to help our high streets?

My hon. Friend raises a key point. The Government are committed to supporting and reviving Britain’s high streets, many of which are in real need of regeneration. As I understand it, officials from the Ministry of Housing, Communities and Local Government are meeting Stoke-on-Trent council leaders to discuss the town’s progress in applying for towns fund investment. The Government welcome proposals from local authorities for towns fund investment, which will be assessed on the quality of their business case. There is another round of money forthcoming, and I am sure my hon. Friend will encourage the local authority to apply. This is a fund of £3.6 billion in England. Many Members across the House will see their constituencies benefit from this use of taxpayers’ money, as I am in North East Somerset, in Keynsham and Midsomer Norton.

Local bus services have been particularly hard hit by coronavirus, but this decline is nothing new: we are seeing a third fewer bus journeys in Stoke-on-Trent than a decade ago. Will my right hon. Friend agree to a debate in Government time to consider how we might reverse this trend and aid our recovery?

I thank my hon. Friend for raising a matter that is of great importance to all our constituents, as I am sure that his constituents in Stoke-on-Trent would agree. Buses are a lifeline for people who need to travel for work or to buy food, and for all the other purposes where public transport is needed. The Government have committed over £650 million to keep buses running and increase services for those who need them, while also allowing for social distancing while travelling. We have announced a £5 billion package to improve local bus services, as well as a new national bus strategy, which will include Britain’s first-ever all-electric bus town and new low-fare, high-frequency super-bus networks. Bus services received £2.1 billion last year, and since 2010 annual support from the public sector has been 16% higher in real terms than it was under the last Labour Government.

The hon. Gentleman is right to say that there have been delays in the progress of legislation, though we are getting back on track, and we have lots of Bill Committees now up and running and that makes it possible to work through. The question he raises is an interesting one, because the longer a Committee takes evidence for, the more it is delayed. We have to balance the need to get legislation passed in a timely way with evidence. In some ways, Select Committees are better placed to take evidence over longer periods. If the Bill Committee were to take evidence it might merely delay the process further.

I am delighted that Meir station in my constituency is one of the 10 successful projects moving forward as part of the Government’s Restoring Your Railway Fund. Does my right hon. Friend agree that we should have a debate in Government time about reopening rail stations and lines to help aid the recovery of our economy from coronavirus?

Yes. My hon. Friend makes a very good point. There is a wonderful Flanders and Swann song about the old railway stations that were closed by Beeching, and it includes, of course, Midsomer Norton in my own constituency. I am delighted to hear that my hon. Friend’s constituency—[Interruption.] The shadow Leader of the House says, “Sing it”. I think I had better not. Meir station is one of those that will benefit from the Government’s determination to improve infrastructure around the country. The Restoring Your Railways Fund idea is about levelling up and improving connections between communities. It is inspired by communities affected by the Beeching cuts, but not limited to Beeching line restoration. If we can improve a service and provide a solution to a transport problem that involves levelling up the economy, that is exactly the kind of proposal that the ideas fund is interested in.

As a member of the Procedure Committee, I am pleased to speak in this debate. When I put my name down for the Committee only a few months ago, I did not realise that it was set to be one of the busiest. I do not think my right hon. Friend the Member for Staffordshire Moorlands (Karen Bradley), the Chair of the Committee and my constituency neighbour, thought so either. I would like to thank her for all the incredible work that she has done. I also thank Mr Speaker, the Leader of the House and all the House staff, who I know have been working incredibly hard to ensure that Parliament has continued throughout the pandemic and that the House can return physically.

I think it is right that we have returned to more physical proceedings. While it is important that we set an example, when we are asking more children to return to school and more people to go back to work, it is more than just symbolic. Given that the general election was only six months ago, there is a significant legislative agenda that needs time to be considered properly. Hybrid proceedings have not given anywhere near the time needed for that important legislation to be debated. Committee stages, Report stages and consideration of multiple amendments have been almost impossible. There is now a significant backlog of Government legislation to get through—according to what the Leader of the House said to the Committee when he appeared before us earlier today, it is around seven weeks’ backlog.

In addition, the amount of time allowed for Back Benchers under the hybrid proceedings has been extremely limited, with strict limits on the number of speakers, no opportunity for interventions or bobbing and certainly no opportunity for spontaneity if a pressing constituency issue should arise. Scrutiny of Government has been taking place of a sort, but it has been extremely restricted, with nowhere near the usual level of opportunity for Members to ask probing questions of Ministers on the Floor of the House. I know that for many Back Benchers, the lack of opportunities to participate has been the chief argument for why we need to return to more physical proceedings, and it is important that those demands are met.

While time must, of course, be prioritised for addressing the backlog of important new Government legislation, we also need to address the continuing lack of Back-Bench debates. That is where I agree with my right hon. Friend the Chair of the Procedure Committee that the current situation is not yet entirely optimal. This is made worse by Westminster Hall debates not likely returning for the foreseeable future, due to demand on a limited number of larger Committee Rooms for socially distanced Public Bill Committees. My constituents in Stoke-on-Trent South, like others up and down the country, will be keen to see us debating important local matters that they care about. Those debates would usually be granted coverage in Westminster Hall, and it is vital that further consideration is given to how Back Benchers can highlight important constituency matters in this place.

From the outset, it has been clear that more virtual proceedings are a poor substitute, but without any alternative, it was better than nothing. I commend all the work that has been put in by the House staff to make the seemingly impossible possible. However, we have now proved that we can return to some physical form, and I think it is important that we live by the fact that there was widespread agreement throughout this House that hybrid proceedings should be temporary when they were introduced. It is clear that there have been teething problems in returning physically, but we initially witnessed similar with both remote voting and hybrid proceedings. That should not be a barrier to returning physically, just as it was not a barrier to hybrid proceedings.

I can see that across the entire parliamentary estate very significant measures have been taken, in line with Public Health England advice, to ensure compliance with social distancing. I thank the staff here for their work to put the measures in place so quickly. Certainly, very large numbers of Members of this House, Members’ staff and staff continue to work from home.

I hope that we can also learn some lessons from all of this. The hybrid proceedings have had some benefits, such as the improved call lists for those speaking, and better technology allowing greater functionality throughout MemberHub. As always, the procedures of this House will continue to evolve and improve. I am pleased that we are now moving forward with some limited virtual participation for those unable to get here and proxy voting for those shielding for medical reasons. I am also pleased with what the Leader of the House has mentioned today about consideration of further extending proxy voting. I believe that it is about the right balance to ensure that such Members can still take some part in proceedings.

Our constituents elected us to represent them in Parliament, and as Parliament has met here in Westminster, despite a few interruptions, since 1295, and certainly in this Palace since 1512, I think my constituents in Stoke-on-Trent South expect me to represent them here. Of course, MPs have been extremely busy throughout this time. Not only have we faced the realities everyone has—childcare and others—but we have seen a massive increase in our workload. However, the casework is not just about the things that MPs focus on, and our work here in legislating for our country is the chief reason we have been elected to represent our constituents in Parliament.

If the hon. Gentleman’s background is anything to go by, the sun is very bright in Gateshead—almost blindingly so. On the last point, the motion for Select Committees runs until 30 June and is then renewable at your discretion, Mr Speaker; that is therefore a matter for you, and it would be wrong of me to trespass on your prerogatives. [Interruption.] I am being heckled by Mr Speaker!

As regards the debate on 4 June and the motion put forward in relation to the European negotiations, there is a statutory obligation on the Government to provide time for that, so it is not like a Backbench business debate. However, I have a great deal of sympathy for what the hon. Gentleman says. I understand that there is a widespread demand for a wide range of Backbench business debates, as we see in these sessions every week, and once we get back to normal, there will be more opportunity to ensure that we get back to complete normal, rather than semi-normal.

I thank the Leader of the House for the reassurances he has given on safety so that Parliament is able to return physically as soon as possible. Areas of the country such as Stoke-on-Trent, where we need to level up our economy, could be hit hard by the impacts of coronavirus, so may we please have a debate in Government time on continuing and redoubling the levelling up agenda, so that we see investment into areas that have historically missed out?

I am grateful for the points made by my hon. Friend from, I assume, his wonderful constituency, which I visited for a Conservative tea last year, when we were still able to move throughout the country. There is serious economic disruption as a result of coronavirus and, as the Office for Budget Responsibility has outlined, without the package of unprecedented measures, the impact would be much worse. Councils have been given £3.2 billion of extra money and there is a further £2.6 billion in deferred business rate payments coming from central Government, but I agree with my hon. Friend entirely that we have to think of ways in which to grow the economy of our whole nation. I encourage him to speak to the Secretary of State for Business, Energy and Industrial Strategy, but I add once again that once we are back normally there will be the opportunity to have these important debates.
