I would not like to be drawn on responding to the high-level proposals we have received, but I will say this: later this year, the city of Leeds will be the only core city in the north of England that has not benefited from devolution, and that is a terrible shame for everyone who lives in West Yorkshire.

Does the Minister recognise that the Humber economic area has to be included in any devolution deal for Yorkshire because of the energy estuary, which is vital to the northern powerhouse?

All these devolution deals are ground-up, and if people from Hull and the Humber come to the Government with proposals for devolution for that area, the Government will of course look at them in the way that they do all devolution proposals.

T9. If the Government are serious about the northern powerhouse and improving connectivity between communities in the north, does the northern powerhouse Minister think TransPennine’s plans to lengthen journeys from Hull across the Pennines, and not turning up to a meeting with the city’s MPs and business leaders last week to discuss this, will help to deliver his plans for the northern powerhouse?

It is extremely disappointing if TransPennine did not turn up to a meeting with Members of Parliament from the city of Hull. I hope that the hon. Lady will be encouraged, however, that we are investing £13 billion—more money than any Government in history—in our northern transport infrastructure, and we have also set up Transport for the North, a subnational statutory transport body, which is currently consulting on a 30-year plan to improve transport across the north of England. That is how to deliver a northern powerhouse.

The northern powerhouse Minister mentioned HS2 as being the best transport investment for the north, but surely the best transport investment for the north would be “Crossrail for the north”, linking the great cities of the north with high-speed rail.

Improving the east-west connectivity between Liverpool and Hull is one of the issues that we have asked Transport for the North, the first sub-national statutory transport body, to report on when it comes forward with its report. I am delighted that in the Budget we have a confirmation of £360 million to ensure that HS2 is futureproofed against HS3.
