Last year, the independent inquiry into child sexual abuse published its final report. It revealed the terrible extent to which children have been betrayed over decades not only by rapists and abusers but sadly, in too many instances, by those who should have been there to protect them. We must honour the courage of those who have spoken out by doing things differently. Everything possible must be done to prevent these crimes. When they do occur, they should be met with heavy punishment. The Bill introduces a new statutory aggravating factor to capture offenders who demonstrate grooming behaviours in connection with specified sexual offences against children and young people, or whose offences have been facilitated by grooming by others.
The grooming itself need not be sexual; it may be undertaken by any offender or a third party and committed against the victim of the underlying offence or a third party. The Government will also bring forward amendments to the Bill to restrict the ability of registered sex offenders to change their names in certain circumstances. Following consideration of the responses to our consultation, which closes on 30 November, we also plan to bring forward amendments to provide for a legal duty to report child sexual abuse.
I am incredibly grateful to the Home Secretary for bringing forward legislation on sexual offenders changing their name by deed poll, but we could not find it anywhere in the Bill, so is there any reason why there is a lag?
It is because we will have to bring it through as an amendment, but I can assure the hon. Lady that we are committed to making this work. [Interruption.] It is a Government amendment. [Interruption.] I disapprove of theft in all circumstances except for when someone brings forward a truly good idea.
Let me return now to the duty to report child sexual abuse. Walking by or turning a blind eye should never, and must never, be an option. The Bill enables polygraph testing to be extended to more serious sexual and terrorism-linked offences, including for convicted murderers who are assessed as posing a risk of sexual offending on release. It also ensures that those serving multiple sentences alongside a sentence for a sex offence can be tested for the whole of their licence period. The measure further applies to individuals convicted of non-terrorism offences who would have been determined by the court to have a terrorism connection if the option had been available at the time of the sentencing.
The Government have a programme to build 20,000 new prison places. It is the biggest prison building programme since the Victorian era. Prison demand is likely to increase over the medium term, as we continue to empower police forces and the courts to drive down crime and punish offenders.
In order temporarily to increase prison capacity, the Bill will introduce domestic powers to transfer prisoners to rented prison spaces overseas subject to future agreements with other countries. Norway and Belgium have successfully rented prison places from the Netherlands in the past. The Bill will also extend the remit of His Majesty’s inspectorate of prisons to include any rental prison places abroad.
The Criminal Justice Bill will give the police greater powers, the public greater confidence, and the courts greater ability to punish offenders and protect the law-abiding majority, and I invite the whole House to get behind it.

Commons ChamberI have been inundated with emails from constituents terrified for the future of the internally displaced Palestinians in Gaza. Since 7 October, nearly 600,000 internally displaced persons have been sheltering in 150 United Nations Relief and Works Agency facilities, 35 UNRWA staff have been killed, and 40 UNRWA installations have been damaged. When the ground invasion inevitably starts, where are these people meant to go? Who is expected to host them? Who will administer them, and where will the support come from? Finally and fundamentally, what does the Foreign Secretary believe is the Israeli politicians’ long-term objective?
All the conversations that we have had with Israel, with Egypt and with intermediaries who are able to maintain lines of communication with Hamas have been about the preservation of human life. Let me put this on the record once again: we completely support Israel’s right, and indeed duty, of self-defence. We are only just starting to see the scale of the brutality. Video evidence retrieved from those individuals who brutalised and murdered Israeli citizens on 7 October has now been put in the public domain, and it is worse than any of us could have imagined. We absolutely stand by Israel’s right to self-defence, and we have said that we want to work with Israel, with Egypt, with the countries in the near neighbourhood and, of course, with those who are the de facto Government in Gaza to minimise civilian casualties. We have had that commitment from Israel; we have had no such commitment from Hamas.

Commons ChamberI am terrified that there will be an escalation leading to many more civilians on all sides being murdered. I have listened intently to what the Foreign Secretary has said about why he is not calling for a ceasefire, but could he explain both as a diplomat and as a military man how we can get humanitarian aid in, how we can create safe zones and how we can prevent civilian loss of life? Slightly longer term, will he tell us what conversations he is having with the international community about long-term aid and support for the inevitable Palestinian refugees?
The hon. Lady, the Chair of the International Development Committee, makes an incredibly important point. I, the Prime Minister, my ministerial colleagues and of course our ambassadorial teams in the region have been speaking extensively to try to facilitate humanitarian access. That has been most notably with Egypt, but we have also been using our very good relationship with the Qataris to try to influence Hamas, and of course our direct relationship with Israel to try to broker some kind of humanitarian access, even if only temporarily. Thus far, that has been unsuccessful. We will continue to work on that. We have allocated an additional £10 million for direct humanitarian support for the Palestinian people—of course, we are not limited to just that—and we co-ordinating with the international community to ensure that whether in Gaza or wider in the region, Palestinians are looked after in these difficult times.

Commons ChamberI welcome the BBC’s pop-up service for Sudan, acknowledging the huge importance of factually reporting and explaining events, but BBC Arabic radio, which already had millions of listeners in Sudan, was closed in January, so this announcement rows back on a bad mistake. BBC Persian radio was closed five weeks ago, even though 1.6 million Iranians relied on it for news of the women-led uprising, and now 382 journalists’ jobs are being cut in the BBC’s language services. Will the Foreign Secretary commission a rapid impact assessment of these cuts, which appear more capitulation to tyrants than providing a lifeline to the people who need it most?
The BBC, including the World Service, despite being a recipient of direct Government funding, is autonomous. It makes its own decisions, and those closure decisions were made by the leadership of the BBC. I was uncomfortable with those. I negotiated a package whereby we were able to give the BBC World Service a degree of financial predictability, and in return, it was able to give me assurances that there will be no further closures for the life of this Parliament of any of those language services. We value what they do incredibly highly, and I am very pleased that the BBC’s Sudan service has been able to relocate and continue broadcasting to that war-torn country.

As the world becomes more dangerous and more uncertain, we need to tackle the root causes of security threats to the UK, namely poverty and instability overseas. I therefore find it very concerning that spending allocations for the conflict, stability and security fund show huge reductions to aid programmes around the world for this financial year: a 63% drop in funding in the middle east and north Africa, for example, and a 53% reduction in the western Balkans. Does the Minister agree that the Government’s cuts throughout overseas development are compromising UK security and global stability? What will the Government do to address that?
We have spoken at length in this House about the economic impact that the country and indeed the world have felt from covid, which has forced us temporarily to reduce our expenditure on official development assistance. We have had confirmation that we will return to 0.7%. With respect to the historical reductions in key areas such as humanitarian aid and women and girls, we will ensure that that money is returned to the budgets, as the Foreign Secretary has made clear. The process for future budget allocations has not concluded; until it has, any talk about figures can only be speculative on the hon. Lady’s part.

My hon. Friend is absolutely right that international trade is a force for good and a force for peace. “When goods cross borders, soldiers do not”—I paraphrase, but I am sure that every Member of the House is familiar with that. Ultimately, we all have an interest in the economic stability and prosperity of the region. The belief that there is a failure in the economic opportunities for people in the region is a big driving force for the actions of Republika Srpska. To directly answer his question, I will continue to push for increased trade with the western Balkans and Bosnia and Herzegovina, because it is to the benefit of both us and them that it continues.
I was in Bosnia a few weeks ago with the all-party parliamentary group for the armed forces. I was genuinely shocked that the segregation of communities felt worse than in the ’80s, with some schools even teaching that the genocide of Bosnian Muslims did not exist. Can the Minister explain why we seem to be shifting our development money away from stability? Can he tell us what he is doing to safeguard the investment that we have already made in that country for peaceful dialogue and tolerance? Will he consider embedding atrocity prevention in all our embassies to prevent this situation from happening in other countries?
The hon. Lady, as always, puts forward thoughtful ideas. I will pay close attention to her final point. It is essential that we never allow the genocide that happened to be forgotten. We must ensure through our diplomatic work that it is not expunged from the curriculum for young people in the country. We will seek to work with our international friends and partners to prevent the situation from slipping into conflict, but if we are successful, we will still have to go further and ensure that our diplomatic efforts are focused on bringing communities together. I recognise that money plays a part, but in this context I think that our diplomatic heft is probably of greater impact than our official development assistance contributions.

Commons ChamberChild marriage is an abhorrent practice wherever it is found, and I urge the House to support the hon. Member for Mid Derbyshire (Mrs Latham) in her Bill to ban it in this country. I welcome the Foreign Secretary to her place, and particularly the fact that she has kept the women and girls brief. Will she explain why, in her first week in the job, she signed off £183 million in cuts to education for women and girls, when such funding is one of the key drivers to prevent child marriage?
I assure the Chair of the International Development Committee, and the whole House, that my right hon. Friend, the Department, and the wider Government take the rights of women around the world incredibly seriously. Education for girls remains a priority for the Prime Minister, and we will continue to advocate for that internationally, and fight for that as a priority within Government.

It is a pleasure to serve with you in the Chair, Mrs Miller. I am grateful to the hon. Member for Sheffield, Brightside and Hillsborough (Gill Furniss) for securing this important debate. The situation in Yemen is beyond despair. As the hon. Lady rightly said, it remains the world’s largest humanitarian crisis, with two thirds of Yemenis—more than 20 million people—requiring some form of humanitarian assistance.
The crisis results from a perfect storm of poverty, war and economic collapse, and has been exacerbated by the covid-19 pandemic. It is clear that any sustainable solution can only really begin when the conflict comes to an end. The hon. Lady says that it is not the first time I have said that, but it is true none the less. That is why the UK Government are working and have worked with countries in the region and the wider international community to bring about peace, as well as playing our part in directly addressing the humanitarian suffering. Today, in response to the various questions, I will give an overview of the work we have done and are doing.
I thank my hon. Friend the Member for Sheffield, Brightside and Hillsborough (Gill Furniss) for securing this debate, but like all of us, I wish we did not have to be here. Can the Minister give us more information, because unless there is a political solution, this will be going on for another seven years? It seems that there is a real unwillingness on the part of the main players to come round the table. Can he give us any hope that the UK and UN interventions will make that meeting happen, so that we can negotiate peace in the near future?
I know that the hon. Lady and other Members in the Chamber and elsewhere take a very close interest in this issue. She and I have discussed it both formally and informally. I wish that I could give her the certainty that she asks for. The sad truth of the matter is that at this point, I am not able to do so. However, we will continue to work with partners in the region, including those who are directly involved in the conflict, and indeed, when the opportunity arises, directly with representatives of the Houthis themselves. That channel has been denied to us recently, but we will nevertheless continue to work with anyone and everyone we feel can help to bring about peace in Yemen, so that the real work of rebuilding the country and its society can start in earnest.
In terms of humanitarian support, the UK Government have been one of the largest donors since the crisis began, having contributed more than £1 billion in aid. We pledged £87 million this year and have already distributed 85% of it. While I am conscious that our contribution this year is smaller than in previous years, for reasons the House is very familiar with, the importance of the timely distribution of our aid cannot be overstated. Despite financial pressures at home, we remain of the largest donors to the UN appeal.
Our funding this year will provide at least 1.6 million people with access to clean drinking water. It will support 400 clinics to offer primary healthcare and it will feed 240,000 of the most vulnerable Yemenis every month. We are working with partners to ensure that priority is given to those suffering the most from food insecurity, to marginalised communities and vulnerable displaced people, and to those living in conflict-affected areas.
Sadly yet predictably, the conflict has been particularly hard on women and girls. Reports of gender-based violence have risen significantly since the conflict began. That is totally unacceptable, and it is why we are co-hosting the international gender co-ordination group with the Netherlands later this month to boost international efforts to tackle gender-based violence. To improve the life chances of newborns and young mothers, we have funded UNICEF to provide over 2 million pregnant women and new mothers with nutrition counselling and education since 2018, and we expect to support more women with reproductive health services over the next year. Since 2018, we have helped 85,000 women receive trained medical support during childbirth, and we expect to support 50,000 more by March 2022.
To answer the second question first, I speak with Martin quite regularly. I cannot remember the precise date on which I last spoke to him, but he and I have an excellent working relationship, and we speak quite regularly.
With regard to accountability, we take the prevention of aid diversion incredibly seriously. We probably have one of the most robust donor frameworks, and we always ensure that where possible, we minimise aid diversion, because we know—particularly in areas of conflict—that diverted aid can go to reinforce the conflict, rather than to humanitarian aid. Work is ongoing in this area, as it is in all others.
I am sure the Minister is aware that Martin Griffiths is no longer the UN penholder, but he is, of course, the co-ordinator for UN humanitarian relief. Will the Minister detail whether he has had a meeting or conversation with Hans Grundberg, who is the new UN penholder?
As I say, Martin’s role has changed, but he is still an influential player. I spoke with Hans shortly after his appointment.
To further expand on the point that the right hon. Member for Walsall South made, to ensure that humanitarian spending is effective, we channel our support through organisations with a strong record of delivery and fund the independent monitoring of our own programmes. Ministers and officials co-ordinate closely with other donors, the UN and non-governmental organisations to maximise the effectiveness of the global response and improve access to, and conditions in, Yemen. For example, in August, I had discussions with David Gressly, the UN resident humanitarian co-ordinator for Yemen, and I stressed that UK aid must not be diverted from those in need. At the UN General Assembly, the Minister of State, Foreign, Commonwealth and Development Office, my right hon. Friend the Member for Cannock Chase (Amanda Milling) recently urged parties to allow humanitarian access across the country in accordance with the principles of international law.
Aid alone, however, will not solve the crisis facing Yemen and Yemenis. We are working with the US, Saudi Arabia and the United Arab Emirates through the economic quad to help support the stabilisation of Yemen’s economic crisis, as well as through the joint economic programmes of the Foreign, Commonwealth and Development Office and the United States Agency for International Development. We are providing technical support to the Central Bank of Yemen on foreign exchange and reserve management, as well as technical advice to the Yemeni Prime Minister’s executive bureau to deliver much-needed economic reform. We are also working closely with the International Monetary Fund and the World Bank to provide development finance that can help alleviate Yemen’s hard currency crisis, which is driving depreciation of the Yemeni rial in Government-held areas.
The hon. Member for Cardiff North (Anna McMorrin), my former opposite number, has mentioned the Safer oil tanker and the environmental impacts, as well as the catastrophic economic impacts, that it has created. She is right to highlight it; she is wrong to say that the UK is not doing enough. If I remember rightly, she wrote to me in September 2020, exactly two months after I raised this issue, so I can assure her that the Government and I are very alive to it. Indeed, I brought it up when I had a face-to-face meeting with a representative of the Houthis during my trip to Oman in October 2020, highlighting the importance of allowing access to that ship and for repairs or transfers to take place.

My right hon. Friend is absolutely right that the UK is viewed globally as a soft power superpower. The conversations I have had since the announcements have been made demonstrate that the international community still very much sees the UK as a soft power superpower. Our development expenditure is an important part of that, and that is why we are committed to getting back to 0.7% when the fiscal situation allows. We will continue to work with partners, and to lobby, co-ordinate and convene our international friends and partners to support the poorest in the world. We will not step back from that just because of the temporary financial situation we find ourselves in. I can assure her that she and I and, as I say, the Prime Minister and the Foreign Secretary are as one, in that we aspire to be a global leader in soft power and in development, and we will recover back up to 0.7% as soon as the fiscal situation allows.
Over the last 12 months, this Government have asset-stripped our foreign aid programme, and along with it done serious damage to the UK’s global standing, security and soft power. All this was done without consultation or scrutiny by this House or the aid sector. To be quite honest, I am staggered that the Secretary of State tries to justify there being scrutiny of this House by sneaking out a statement last Wednesday before my Committee met the following morning. Can the Minister please tell us the date when this House will be told the funding allocation for aid projects by countries, and when will he publish the impact assessment that should have been done alongside the decision?
The written ministerial statement was put out so that the hon. Lady’s Committee would be able to scrutinise the Foreign Secretary. It is unusual, perhaps even unprecedented, to set out thematic allocations at the beginning of the financial year, as the Foreign Secretary has done via his written ministerial statement last week and in his IDC evidence. Detailed information about how we will spend ODA is usually set out in the “Statistics on International Development” process in the year following the spend, and programme-by-programme information is also published on the Development Tracker. We have tried to be as open and as transparent as we are able to be. Clearly we are still in the process of making detailed decisions. We have informed the House and her Committee of as much detail as we are able to at this point. As we go through country by country and theme by theme, more details will be forthcoming.

My hon. Friend is absolutely right. Money makes a difference. We recognise that, which is why we remain one of the most generous bilateral donors to the humanitarian appeal. But money itself will not bring about a positive conclusion to the situation in Yemen. That is the philosophy that underpinned the merger of the Foreign and Commonwealth Office, and the Department for International Development. To ensure that our diplomatic efforts and our development efforts go hand-in-hand, the Foreign Secretary and I regularly raise the issues of this conflict with regional partners and others, and work with the United Nations and Special Representative Martin Griffiths to bring about a permanent conclusion to the conflict in Yemen. We will continue to do so until that comes about.
Minister, what is the reason behind cutting the aid to Yemen by 60%? What impact assessment has been made of cutting aid to those who were previously supported? I am particularly thinking about the impact on women and girls, people with disabilities and internally displaced people.
I remind the hon. Lady, for whom I have a huge amount of respect, and the House that, as I said in my speech, this represents a floor, not a ceiling. In every year previously, we have exceeded our initial pledging total, and we hope to be able to do so again in this situation. However, I also remind the House that we face an unprecedented economic situation. The Prime Minister, the Foreign Secretary and the Chancellor have all made it clear that this is a temporary reduction and that we will seek to get back to the 0.7% as soon as the economic circumstances allow us to do so. We will continue our work on the international sphere to address what we hope to be the short-term issues of this humanitarian crisis, while putting in the full weight of UK diplomatic efforts to try to bring about a sustainable and peaceful solution to the conflict.

Commons ChamberMy hon. Friend makes a very important point about the UK’s contribution in Yemen. As I have said, we have contributed £1 billion since the conflict started. He will know that the official development assistance budget will be constrained because of the economic situation brought about by coronavirus. He also made the very important point that cash is not the only way that the UK is supporting people in Yemen. We have worked with our international partners to try to pursue peace. He also mentioned vaccinations in response to the coronavirus. I am very proud of the leading role that the United Kingdom took in working with international partners to raise funds to roll out vaccinations to those countries that were unable to do so, and I have no doubt that the UK will continue to be a leading player in the equitable and global distribution of vaccinations, as they are manufactured.
For too long, Yemen has been the worst humanitarian crisis in the world, so what steps is the Minister taking to protect UK aid spending to Yemen from his Government’s cuts, and how is he encouraging the participation of women and girls in conflict resolution and peacekeeping in Yemen?
I thank the hon. Lady for the points that she has made. As she knows, coronavirus has, in the UK and around the rest of the world, had severe and detrimental effect on our economies, and this will have an impact on our aid spend. Nevertheless, Yemen will remain a UK priority country, and we will continue to use the full force of our diplomatic efforts to bring about peace. I am also glad that she raised the importance of women peacebuilders. I myself have spoken—virtually, unfortunately—with women in Yemen. I am the ministerial lead for women, peace and security, and I have on numerous occasions called for the voices of women in Yemen and further afield to be right at the heart of decision making about peacebuilding. I will continue to do so.
