I echo the words of the Secretary-General of NATO, Jens Stoltenberg, who said after yesterday’s defence spending announcement that
“once again, the UK is leading by example.”
In the light of the £500 million support package for Ukraine—and having seen the awful pictures of missile attacks on Ukrainian cities, including the destruction of the TV tower in Kharkiv in the past 48 hours—can my right hon. Friend confirm that the much-needed ammunition and missile systems will be in Ukraine as soon as possible, to aid its fight against Russian aggression?

My hon. Friend is absolutely right, both about what the Secretary-General said about how we are leading NATO in this regard, and about the absolute importance of our being there for Ukraine. We cannot afford for this war to be lost, and it will not be lost. I will make sure that he receives the comprehensive list of the items that we will now be supplying.

The hon. Gentleman is, as ever, a very powerful campaigner on this and many other issues. I know of his involvement in this subject.
Following what Mr Speaker said, I do not want to stray too far into the judicial area, other than to say, as I mentioned before, that when Sir Wyn Williams completes his inquiry and makes his recommendations, this Government will take every single proposal very seriously. Everyone, not just those directly involved but the country at large, must know and see that the overall system, both the democratic part and the courts, got to the truth in the end. Even when that happens, it will not mean the sub-postmasters get what they lost, given the misery it has caused, but it will at least demonstrate that the system can be made to work for justice in the end.

I welcome my right hon. Friend’s statement and, in particular, the apology.
Like many colleagues in this Chamber, I have got to know my constituent Maria and many others who have been impacted by this awful scandal. My right hon. Friend is right that this wrong cannot be put right, but I welcome the details provided today. Will he and the Department continue to work tirelessly not only for justice but for compensation for all the victims?

Further to that point of order, Mr Deputy Speaker. I spoke to Mr Speaker about an hour ago about my intention to raise a point of order. While I have been in this Chamber for the past two hours, as the secretary of the all-party group on Ukraine I have been made aware of the fact that the Lawn Tennis Association has been sanctioned by the Association of Tennis Professionals, the governing body of tennis, for the LTA’s announcement of a ban on Russian and Belarusian players from its tournaments last year. The LTA has been fined $1 million as well. What would be the best way for this House to show its unity with the LTA and urge that any fines levied are given to the humanitarians efforts in Ukraine, perhaps to fund some more generators for the Ukrainian people, who are suffering from Putin’s barbaric invasion?

Further to that point of order, Mr Deputy Speaker. I am very much aware of the hardships being caused by a lack of power and utilities in Ukraine. We have three Ukrainians who live in our home and still work online with Ukraine. They have been explaining that it is very difficult to work with people in Ukraine because half the time their equipment is down and they cannot get access to the workplaces and data. So I know the problems are very acute. I also know that the UK led the global community when we were asked previously and we provided generators; we were the first country in the world to do so in significant numbers. I believe that almost 1,000 generators were supplied to Ukraine at the time.
My right hon. Friend the Member for Rayleigh and Wickford (Mr Francois) will be interested to know that I was speaking to the Ukrainian ambassador just last night about this issue, and I regularly speak to Oleksandr Kubrakov who is, in part, in charge of energy and infrastructure in Ukraine. I will be taking those conversations forward. My right hon. Friend was absolutely right to raise this issue. The way that Putin is now prosecuting this war, going after civilian infrastructure, is illegal and indefensible.
On the Lawn Tennis Association, which is not quite in my area, that fine is, of course, absolutely outrageous.

No, I do not accept that, because students actually come from lots of different places. Some of them will be in travel corridors and do not need to self-isolate; others will require self-isolation. But in the context of being here—for perhaps a year, two or three years—this, I hope, will be a manageable situation for them. Again, let us not pretend this is all just straightforward, and that somehow we can magic tests that are signed off and work. I remind the House again: there are no tests—such private tests have been referred to many times—that are currently signed off as being usable, and we have to be led by the medicine first.

Many of my constituents work in the aviation and travel industries, with both Manchester airport and Leeds Bradford airport within an hour’s travelling time. With that in mind, will the Secretary of State continue to do everything he can to introduce the testing regime that will not only support the aviation and travel industries, but give certainty to holidaymakers and business travellers alike?

Yes, I can give my hon. Friend that assurance: obviously the taxpayer must get the money back in the end. Indeed, I can go one step further in saying that we will impose conditions on how quickly developments are created and houses are built. We can get things moving faster by using that mechanism.

Given that there are 11,000 long-term and short-term empty properties in my Kirklees council area and 350,000 empty properties in the country as a whole, does my right hon. Friend agree that, while today’s announcements are welcome, we need to give councils and communities greater incentives to bring those empty properties back into use?

That is absolutely true. Without putting too fine a point on it, it is a scandal that 700,000 or 750,000 properties are empty when so many people are in desperate housing need. As the hon. Member for Birmingham, Erdington (Jack Dromey) has rightly pointed out, the housing strategy takes account of all the decisions that have been made to date and then presents new proposals. We concluded that we wanted to add another £50 million to the £100 million fund for empty homes that already existed. We shall certainly want to work with my hon. Friend’s local authority and indeed with everyone else, including social enterprises, to ensure that those empty homes are returned to use.

Today, I have announced the final allocations to local authorities under the new homes bonus for 2011-12. All parts of England will receive significant funding from the scheme. Kirklees will receive £1.3 million, Rugby £435,000 and Gloucester £782,000. The funding is completely un-ring-fenced and councils will be able to use it according to the wishes of their local communities.

I thank the Minister for that reply. Will he confirm the protection of the green belt and will he consider the suggestion from the Campaign to Protect Rural England perhaps to have an enhanced rate of new homes bonus for brownfield sites to encourage regeneration?

The Minister for Housing and Local Government (Grant Shapps)
The new homes bonus commences in April 2011 and will match fund the additional council tax raised for every new home that is built or brought back into use. It will continue for six years.

I thank the Minister for that reply. We all want new homes. However, Labour-run Kirklees council has just launched a local development framework-style consultation process for 28,000 new homes. Many constituents are worried that it will mean the bulldozing of beautiful countryside in the Colne and Holme valleys. How can he reassure my constituents that local people will have a democratic say in developments in their area?

The good news is that local people will, at last, be in charge of development in my hon. Friend’s constituency. Rather than targets being dictated from Westminster and our telling his constituents what should be going on, the balance will be in local hands. From April, his local authority stands to gain about £1.3 million through the new homes bonus. Local people will decide the pace and scale of growth, and the benefits that they want to derive. I trust them to do that more than I trust Ministers to do it from here.
