I thank my right hon. Friend for that intervention. Yet again, I agree wholeheartedly with him. He is a fantastic advocate for Shotton, and he is exactly right: we need a long-term plan for steel.

I am grateful to the hon. Lady for giving way; she is being very generous with her time. She made the very important point a few moments ago that steel is at the heart of many of our growth industries. Does she agree that a growth industry for the future is green energy, and that whether we are talking about floating offshore wind or other forms of marine renewables, steel will be at the heart of them? To that end, does she welcome the agreement struck between RWE and Tata to explore the use of Welsh steel in the nascent floating offshore wind industry? Does she also agree that we need Government to be part of the discussion of how we support the growth of new green industries and ensure that British-made steel is at the heart of them?

I thank the right hon. Member for that intervention. I wholeheartedly agree; I am agreeing with all the interventions! He anticipates my next point, because I was about to say that steel will be integral part of the UK’s journey to reach net zero. Without a thriving steel industry, there can be no transition to a low-carbon economy that supports a range of industries, from automotive to nuclear and renewables, which he mentioned.

When I came to this debate I was not planning to make a contribution—I was planning just to make an intervention about green industries and the role that British Steel can play in them—but having listened to some of the contributions I would like to make two broad points, one looking backwards and one looking forwards.

My backward looking point is in response to the remarks made by the hon. Member for Newport East (Jessica Morden). She made a very good speech and I agreed with a lot of the important points she made, but I want to challenge the Opposition narrative that over the last 12 years the UK Government have pursued a deliberate policy of neglect of the steel industry.

I had the privilege of serving as a Minister in 2012, and it was not just Liberal Democrats fighting for steel at that time: many Conservative Ministers were fighting for the steel industry. I was in the Wales Office, putting together working groups and roundtables of energy-intensive industries, meeting officials at BEIS’s predecessor Department and looking at the energy costs of intensive energy users. There was a big focus on the needs of steel, particularly from us in the Wales Office because steel is so important to the Welsh economy and to our identity. Some of the contributions made by Members from other parts of the UK testify to that point in relation to their own communities.

There was a focus on steel in the early years of the coalition Government, and I believe that has continued until the present day. I do not remember a time when Ministers were sitting on their hands when it came to discussions about steel. I remember, during my short stint at the Department for Work and Pensions, being lobbied by Tata to sort out its pension problems and offload its obligations to British Steel pension holders.

It is almost like we have bounced from crisis to crisis in terms of discussing steel, but at no point did I honestly detect that the Government were asleep at the wheel. There have been a succession of different BEIS Ministers, Chancellors and Prime Ministers, but steel has always been a subject that has been able to attract attention from the top of Government, including from the Prime Minister’s office.

The hon. Member for Newport East made an important point, which I kind of agree with, about overall industrial policy. Going back even further to when Labour was in Government, we have not been good enough as a nation at protecting domestic supply chains and local content, and that point extends to the steel industry.

There may have been discussions about steel but there was very little by way of action. Will the right hon. Member acknowledge the huge disparity between what we pay for our energy and the way that other European countries help? There has been no action to address that.

I accept that point. I remember bringing representatives of Celsa Steel from the constituency of the hon. Member for Cardiff South and Penarth (Stephen Doughty) to meet various Ministers at different points during that period of government. Celsa was incredibly open about opening its books and showing costs to Ministers. The point that Celsa made, when we put in place the support scheme for energy-intensive users, was about the disparity with competitor countries. That is a valid point that the Government should address. We are in an intensely competitive steel-production environment.

I come back to my point. Some Opposition Members hope to be in Government in a couple of years’ time as Ministers. They will have a string of companies knocking on their doors continuously asking for support and help. The trade-offs they will need to make, with regard to responsibility to taxpayers and the public finances, will be difficult. Difficult decisions need to be made. In the case of steel, at times the global challenges have felt so big that the amount of support being sought was almost unlimited. Ministers need to make difficult decisions, but I accept the point made by the hon. Member for Newport East that we need to look at the disparity with international competitors.

Would the right hon. Gentleman also include the opening shortly of the new international convention centre at the Celtic Manor? That will hopefully invite lots of new events to our area.

The hon. Lady makes an important point about the new convention centre. We have all seen it being built while driving along the M4, and we have been encouraged by how it has come on. It is a major new asset for business in south Wales, but if it is to achieve its potential, we need that traffic to flow much better.

Like my hon. Friend the Member for Ynys Môn (Albert Owen), I want to talk about jobs. In part, I want to do so because yesterday at Wales questions the Secretary of State said that Opposition Members were

“peddling a gross caricature of the Welsh economy”—[Official Report, 4 March 2015; Vol. 593, c. 928.]

when we talked about the rise in low-paid insecure work in Wales. I say gently to the Secretary of State that he talks about a recovery bearing fruit, but not for the many of my constituents who come to see me week on week with their experiences of what it is like trying to find work out there. It is harder now to find a job with decent pay, predictable hours and security than it was before the financial crash.

We must of course all welcome unemployment coming down. I certainly do. We all want to see more people in work. However, we should not repeatedly ignore what is certainly the reality for many workers in Wales. We should not kid ourselves that everything is fine. The number of people in temporary employment in Wales since 2008 is up by 28%. The number of full-time jobs is down according to some estimates by about 51,000. There are 100,000 minimum wage jobs in Wales and 260,000 people earning less than the living wage. That is about a quarter of the work force, which is much higher than the UK average.

As we heard earlier, the Office for National Statistics estimated last week that about 1.8 million people were working zero-hours contract jobs, a statistic that could equate to about 90,000 workers in Wales on zero-hours contracts. These are often jobs without holiday pay, sick pay and pension rights. It is not always bad to be on a zero-hours contract—for example, there are students who hope that it will tide them over—but for many others, as my hon. Friend said, it is about financial security and the ability to plan for the future. Many of these jobs pay on average about £300 less a week than other jobs. Figures last week from the Office for Budget Responsibility show that the taxpayer has been hit with a bill of about £90 million for top-ups such as tax credits, because many of the new jobs are so low paid.

The hon. Lady is of course absolutely right to describe the insecurity people feel when they are doing jobs that do not give them enough hours, or minimum wage jobs that do not bring home enough money to provide for their families. However, the ONS last week was very clear that the 1.8 million figure refers to the number of contracts in the British economy, not the number of individuals on zero-hours contracts. We have to be very careful. The actual, correct figure—I should have come back to the shadow Secretary of State yesterday on this—for the number of people in Wales on zero-hours contracts is 35,000. That represents less than 3% of all employees.

But 35,000, even if it is that figure, still represents a huge number of workers in insecure work who cannot plan for the future because they do not know what their weekly income will be.

There is now an extra bill for topping up pay with things such as tax credits because so many of the new jobs in the economy are so low paid. We can debate the figures, but we also need to think about the issues that people bring to me week after week. It is only fair in such debates that I give a voice to some of the people I have seen recently. Last week, a man contacted me about a jobs issue facing members of his family. A Newport company had changed its cleaning contract, presumably to save money, and the new contractors told the staff that they would have to work for six weeks before they were paid, and then they would be paid only for four weeks. That is how they were to keep their just-above-minimum-wage jobs that they had had for 10 years.

I met a graduate who works for a sports shop on a zero-hours contract and who had lots of hours before Christmas but is now being offered one or two shifts a week if she is lucky. She is a graduate who wants a long-term career, but she is having to hang on to that job because that is all there is. A constituent who is in the same boat is working in the care industry on a zero-hours contract. She is struggling to get any kind of mortgage because her weekly take-home pay is so insecure. A construction worker’s pay is being reduced because he is being paid through an umbrella company that is owned by the contractor he is working for, which then deducts unnecessary fees from his take-home pay. I am glad that that practice has been outlawed by the Welsh Government, particularly for the work on the heads of the valleys road, but it should be outlawed more widely, and I hope it is.

I recently spoke to a group who volunteer to work in food banks across south Wales. They said that the rise in the number of people going to food banks is due to welfare changes, but also that they are seeing more people who are in low-paid work. One of the volunteers asked me, quite reasonably, “Why won’t Government Ministers come and talk to us on the front line so that they can see the reasons why people are coming to use food banks and act on it?” I told her about the inquiry by the all-party group on hunger and food poverty, led by the Bishop of Truro. It has produced an extremely comprehensive and readable report called “Feeding Britain” that has come up with some very sensible recommendations. The report said that, yes, welfare changes, sanctions and the bedroom tax are all factors in the rise of food banks, but it is also due to the fact that a quarter of people using them are in low-paid work. I had to say to her that groups like this have been doing this work, and they have gathered the evidence, but the Government are choosing not to hear it.

We need decent work and decent pay. That was recently the subject of a Wales TUC campaign. I hope that a future Labour Government will pledge to take action on the minimum wage, encourage more people to pay the living wage, tackle zero-hours contracts, and begin to put some of this right.

I know that it is nearly time for the main act, but I want to talk about one more thing that I hope we get right in future. It was mentioned by the hon. Member for Monmouth (David T. C. Davies) and is probably one of the few things on which I agree with him. It is the thorny issue of the Severn tolls, which are, as we repeatedly say, the highest tolls in the UK. That is felt most keenly in constituencies such as mine, by commuters, by businesses and by hauliers. The concession has not served us well, and we hope that it will end in 2018. Every time we ask when it will end, the period extends and extends again. That indicates how difficult the issue has been. It is now time for us to start to make sensible decisions about tolling levels in future. We all want the tolls to come down, and I think we should consider creative options such as off-peak travel for hauliers and concessions for people who live locally. The Welsh Affairs Committee has done some excellent work which I think could form the basis of a solution. I hope that we can cut those tolls dramatically, and ensure that high tolls are not used as a cash cow for the Government in the future. That—along with persuading First Great Western to increase its capacity on commuter routes such as the one from Bristol to Cardiff—would go some way towards resolving some of the transport problems in my part of the world.

Let me end by wishing a very happy retirement—well, it is not strictly a retirement, but it is a retirement from the House—to the right hon. Member for Dwyfor Meirionnydd (Mr Llwyd), and also to my right hon. Friend the Member for Torfaen (Paul Murphy), who has given fantastic support to me over the years, both in this place and in my former job. I know that we shall miss him greatly.

My hon. Friend is a strong voice for improving all transport connections in west and mid-Wales. We are seeing the largest investment in our railway infrastructure since Victorian times, and I want Wales to get the maximum benefit from that. I would very much welcome a meeting with the group that he has mentioned so that we can discuss further how we can make sure that west and mid-Wales benefit from rail infrastructure investment as much as anywhere else.

I agree with my hon. Friend. Giving the Welsh Government fiscal powers for the first time means that they have to raise money as well as spend it, which I think will lead to a much healthier political debate down in Cardiff on real responsibility. It is about not only deciding how to spend the money, but taking responsible decisions on how it is raised, and I think that is a big step forward in the political development of Wales.

The Wales Office is in close contact with the Ministry of Justice, which is still at an early stage in evaluating options for the shared services centre in Newport. The Government are committed to ensuring that services are delivered efficiently, while providing value for money for taxpayers.

In December, hundreds of workers at the MOJ’s shared services centre in Newport learned that their jobs could be privatised, and obviously the work force has great concern that jobs could be outsourced or offshored, as we have seen with the Government’s model. Given the bad news that Newport received last week with the potential loss of jobs at Avana Bakeries, will the Minister speak up for public sector workers in Newport and tell the MOJ to abandon its plans?

I thank the hon. Lady for her question. On the point about Avana Bakeries, she should be aware that I spoke to that company on Friday afternoon; the scenario is obviously very difficult for the city of Newport.

On the shared services centre, the evaluation of options is, as I said in my initial answer, at an early stage, but the Government will work with staff, trade unions and other stakeholders to assess any impact on staff. We are very mindful of the jobs impact on the hon. Lady’s constituency.

13. A report by the CAB last week showed that over the past three years energy bills have increased eight times more than earnings. Does the Secretary of State not share the concern that Wales has the highest energy bills of anywhere in the UK? If he does, why does he not tackle that far more urgently?

Wales has some of the highest energy prices, but regional variations are partly due to higher transmission costs—an important component of an energy bill. That brings us back to the earlier question about wanting more expensive transmission projects in Wales, not cheaper ones. We are very aware of the pressure on households in Wales because of the energy prices increase, and we are not complacent about that.

The removal of the spare room subsidy, which already applies in the private rented sector, has brought fairness back into the system. This Government are prepared to tackle this long-standing inequality and are taking the tough decisions to deliver a recovery that works for all.

I have contacted many housing associations in Wales in recent weeks, and the information collected so far points to the fact that about 45% of those who were previously able to meet their rent payments are now in arrears. Given that the discretionary housing payments are clearly not enough, what message does the Minister have for those who are falling into arrears?

I have not seen the information that the hon. Lady has brought to the House today, but I will gladly sit down and go through it with her. I would be concerned if, as she says, there has been such an increase in the number of people suffering rent arrears. That is not what we are planning for, and we are making available to Welsh local authorities the resources to ease families through this difficult transition.

There are communities in Wales in which unemployment among women remains a very serious problem, and I recently spent a day visiting various initiatives in the valleys, looking at job creation schemes and efforts to address long-term unemployment among men and women. I completely recognise the point that the hon. Lady is making, but let us step back and look at the bigger picture.

More women in this country went out to work today than ever before in history. There are now 13.8 million women in employment, which is more than ever before. Female unemployment actually rose under the last Labour Government by 30%. Under this Government, since May 2010, the number of women employed in the UK has increased by more than 350,000; in Wales, the number of women employed has increased by 21,000. The picture is not as gloomy as the hon. Member for Newport East presents. The employment rate in Wales among women is up by 1.2 percentage points, which is good progress. We are not complacent about that, and we need to be ambitious about improving it, but the trajectory is positive.

In the hon. Lady’s constituency of Newport East, there are now 2,400 more women in employment than two years ago. Surely she must welcome that. The employment rate among women in her constituency is up by more than 6%. Some positive things are happening.

I do not have the specific statistics to hand, but as I said to the hon. Member for Swansea East (Mrs James), there are certainly communities in which the trends are not as positive as the broader Welsh trend that I have presented here. We need to be more ambitious and redouble our efforts to see unemployment fall across all categories of women in Wales. I hope Members of all parties can agree on that.

Beyond just the positive signs we are seeing in the employment market, we as a Government absolutely recognise that many, many families face real financial pressure at this time. Many of those families, as the hon. Member for Newport East rightly says, are headed by single women, which is one reason why we are absolutely committed to assisting with the cost of living. We have seen some significant increases in the cost of living, which have placed huge burdens on families in recent years. That is one reason why we are doing one of the most effective things that can be done to put cash back in families’ pockets, which is to take the lowest-paid workers out of income tax altogether. We have now cut income tax for more than 1.1 million working people in Wales by increasing the tax-free personal allowance. By increasing it to £10,000 in 2014, we will lift 130,000 of the lowest-paid workers in Wales out of income tax altogether. Let no one be in any doubt: the majority of those 130,000 people lifted out of income tax—57%—will be women.

The hon. Member for Newport East spoke in great detail about some of our welfare reform measures. The introduction of universal credit is central to our welfare plans. Why are we reforming welfare? First, we cannot begin to think about cutting the deficit and the debt burden unless we are serious about welfare reform. Also, we all have communities in our constituencies where there are people who have not worked a day in their life—we have 200,000 such people in Wales, and worklessness is still a huge problem in many of our communities. If we care about those communities and are bothered by that, we must be serious about welfare reform. We as a Government are certainly bothered by it, which is why we are putting so much energy and focus on welfare reform.

If that is a real concern and there is evidence to back it up, I will certainly take it to my noble Friend Lord Freud, the Minister responsible for welfare reform, and discuss it with him. I sit with him and discuss the impact of welfare reform in Wales, because I am concerned about it. The whole purpose of introducing universal credit is a more simplified system, which we want to incentivise more work. We hope that more women will choose to re-enter the labour market, partly on the back of the introduction of universal credit. Some of them will be in work already, but we want them to take on more hours if they choose to do so. We want people to be able to make the right choices for them in their circumstances at that point in time, and we want a welfare system that supports those choices rather than creating negative incentives that work against the interests of the families and individual women that we are discussing.

Households with single women and couple households will be better off on average after the introduction of universal credit. We are clear that that is what the modelling shows. Single women will receive an average increase in benefits of about £13 a month, and the figure for couple households will be £16 a month.

The impact of child care costs has been mentioned. We recognise that, and I am grateful to my hon. Friend the Member for Ceredigion (Mr Williams) for putting on record some of the measures that we as a Government have taken to assist with child care costs, most notably the introduction of the tax-free child care scheme, which makes child care simpler and more affordable for parents to access. From autumn 2015, working families will be able to claim 20% of child care costs, up to £1,200 per child under 12. We believe that that will contribute significantly to helping women who want to go out to work in Wales by encouraging those who want to do so to get back into the labour market and take the jobs that are being created.

To respond to the point made by Opposition Members, I absolutely agree that more women than men have been affected by public sector job losses, due to the proportion of men and women who work in public services. Nevertheless, it is true—even in Wales, where Opposition critics said that it could not happen, because we were led to believe that the private sector was too weak—that more private sector jobs have been created in Wales to offset public sector job losses. Women are taking up those new jobs. Some of them will need extra skills training, and we are committed to helping provide that, but I genuinely believe that the employment situation is not nearly as grim as Opposition Members say.

There is a general problem in the economy at the moment that real wages are falling as a consequence of the recession. We are seeing that across sectors. Actually, a great many women want to work part-time. When I go around and talk to unemployed men, one common complaint that I hear is, “A lot of the new jobs being created are much more suited to women with families.” A great many women in Wales have been able to benefit from that structural change in the labour market.

We could also talk about pension reforms such as the introduction of the single-tier pension and tackling the historic inequality between men’s and women’s pension receipt. We could talk about the efforts that this Government are making to tackle domestic gender-based violence, a point raised by Opposition Members. We as a Government are absolutely committed to, and serious about, breaking down the barriers that women face in all spheres of life, so that women can play their fullest role in work and have equality at home, in educational institutions and—

I pay tribute to my hon. Friend’s campaigning, and the work of other Government Members, to see the improvements to the M4. He rightly points out that this project was shelved on several occasions by Welsh Ministers. I do not want to pre-empt any announcement today, but I would like to give him every reason to be optimistic that we will get a successful outcome to the discussions with the Welsh Government on this issue.

Help to relieve the traffic nightmare around Newport is vital, but will the Minister assure my constituents that any resource given to the Welsh Government will be significant enough to help deal with the big impact that any new road will have on local communities and the environment?

The hon. Lady is absolutely right to raise the technical challenges involved in a new relief road for the M4. She will have noted the Welsh Government announcement that they will shortly launch a consultation on the details of the scheme, which will provide her local community with every opportunity to express concerns and, we hope, get answers to their questions.

The introduction of the personal independence payment will ensure that we provide more targeted support to those who need it most. Under our reforms, a greater proportion of disabled recipients will get the higher levels of support compared with disability living allowance.

In Wales, 25,000 disabled people will be hit by the bedroom tax, more than 40,000 are set to lose their disability living allowance and more than 50,000 will see their benefits reduced. Does the Minister agree with Disability Wales that a cumulative impact assessment of the Government’s welfare changes is urgently needed?

I suggest that the hon. Lady looks at the cumulative impact of the range of welfare reforms that we are bringing in. Under universal credit, 200,000 households in Wales will see their entitlement go up by about £140 a month, and a large proportion of the people currently receiving disability living allowance in Wales will also see their entitlement go up. She should not necessarily believe the scaremongering from Opposition Members.

We will not take any lessons from the Labour party on spending money. The hon. Gentleman was a distinguished Minister in the previous Government and perhaps bears more responsibility than most, in terms of collective responsibility, for some of the decisions taken by that Government with such disastrous financial consequences for this country. We will take no lessons from the Labour party on the good use of resources.

I think that the hon. Member for Swansea West and his colleagues will come to regret the vote that they took last week, which was, as I have said, against fairer-sized parliamentary constituencies and cutting the cost of politics. Voters want more out of democratic system; they want more value for money and to know that their votes count. The hon. Gentleman’s constituency has an electorate of 60,000 or 61,000, but some of his colleagues have 94,000, 95,000 or 96,000 constituents. He should be able to see as well as anyone the inbuilt unfairness in the current system of parliamentary boundaries.

Has the Minister made any assessment of how much the abortive boundaries review in Wales cost, as well as the mess-up over the ballot papers, the police and crime commissioner elections and the Green Paper process? How much has that all cost Wales in total?

The hon. Lady asks a direct question about the cost of the Green Paper consultation and I will give her a direct answer. The consultation on the Green Paper cost just over £3,000. If she or any of her colleagues are tempted to say, “Isn’t that now a waste of money because we are not proceeding with changes to Assembly constituency boundaries?” I remind them that the Green Paper was about a lot more than the shape of constituency boundaries for Assembly elections. Important parts of the consultation still need to be considered, and I will come to that in a moment.

On the tourism marketing of Wales, the hon. Gentleman will be aware that those decisions lie with Welsh Ministers. I know that some Members are puzzled about some of the decisions they have taken about how they deploy those resources, but it is a matter for them. The Wales Office is keen to do whatever it can, including with VisitBritain, to see that Wales excels in the tourism sector.

Encouraging visitors to visit Wales could be greatly helped if they did not have to pay the highest tolls in the UK on entering Wales. Will the Minister ensure me that he is vigorously campaigning with the Department for Transport to reduce tolls when the ever-extending concession ends?

The evidence on the economic impact on the Welsh economy of the Severn bridge tolls is mixed, not least in respect of tourism, which relies on the bridge to carry visitors into Wales. All I would say at this stage is that until 2018, when the concession ends, no decisions can be taken about the future use of those tolls and whether they will remain at the current levels or whether other options are available.
