We did not specifically look at that, but my hon. Friend makes a very good point. We made the following recommendation: the Government propose one housing ombudsman for landlords, and a separate housing ombudsman, or system of mediation, for agents, but why cannot we bring those together, and have just one private rented sector ombudsman, covering landlords and agents?

I thank the Select Committee and its Chair for their report. Private rents are rising dramatically—by as much as 35% or 40%, in some instances of which I am aware. For many renting in the private sector, that means that they could well be evicted. Tenants are betwixt a rock and a hard place. Did the Select Committee consider whether agreements should contain a proviso that would protect tenants from undue rent increases and the alternative of council accommodation?

The issue of rent in the private rented sector is clearly important. We did not propose any change relating to the first time a tenancy is let, but we recognise that there must be some mechanism for agreeing rent increases once the tenancy is let. Otherwise, landlords could simply jack up the rent to an extortionate amount to get a tenant out. The Government propose letting landlords suggest increases, and tenants going to tribunal if they do not agree with them. We do not know why the Government resisted the proposal that there be built-in clauses in tenancy agreements—many agreements have such a clause—that say that rents can go up by a certain amount each year. The agreements could also include a break clause, so that there could be a reassessment every few years. Otherwise, we may find that the tribunal system, like the court system, gets completely overloaded. That would be another unintended consequence, which we want to avoid.

It should not be. Currently, all that providers have to do to get the higher level of housing benefit, which is almost uncontrolled, is to provide support “beyond the minimal level”—nobody knows what that means; it does not mean very much. Some authorities have tried to challenge the housing benefit requests that have been made, but the problem is that all providers have to do is to show that the rent is reasonable—they are issuing freedom of information requests to find out the amounts of rent being charged for other properties in the area—and that there is no alternative accommodation, which there often is not, for reasons that I have explained. People are allowed to write a virtually blank cheque. That needs to be closed down, because the money can be put to better use than being siphoned off for profiteering, as it is currently.

I thank the Chair of the Select Committee for the report that he has put forward. Does he acknowledge that the high concentration of antisocial behaviour in areas of exempt accommodation is indicative of the system and of the fact that some of the accommodation is unacceptable? I think he agrees that an urgent review of the system must be a priority for the Government to prevent the continued placement of individuals and families into homes that are simply not fit for purpose.

The hon. Gentleman is spot on with that. When we went to Birmingham, we heard not from individuals living in exempt accommodation, but from those living in communities where dozens of properties in the same small area were being converted. They explained to us the amount of criminality and drug dealing going on, that the police were turning up every night and that there were people lying in the road and people begging. They often tried to help where people were vulnerable and in need, but they said that there was no control over how many properties could be turned into exempt accommodation in the same area. They were people with family homes and kids, who had often lived in that stable community all their lives, but who were seeing that community being destroyed around them. That is not acceptable or appropriate. We owe it to both the individuals needing supported accommodation and the individuals in communities where lots of accommodation is being created to change the system and help everyone.

I will keep to your timeframe, Mr Betts. I congratulate my hon. Friend—she certainly is my hon. Friend—the Member for Swansea East (Carolyn Harris) on securing the debate. There are very few debates that she secures that I am not here to support, but this one is of particular interest to me, and I will explain why. I should also declare an interest as a member of the all-party parliamentary group for gambling related harm.

There have been some incredible speeches from Opposition Members, and also from the right hon. Member for Chingford and Woodford Green (Sir Iain Duncan Smith), who put forward in a very succinct and helpful way what is very much my own line of thought. This is not about being anti-gambling; it is about how we can use the levy in a way that addresses the issue of addiction, while hopefully giving some of the money to the NHS, as the hon. Member for Swansea East said.

It is clear that gambling addiction is a significant public health issue: it ruins families, marriages and communities, and in extreme circumstances it can lead to suicide. The hon. Member for Sheffield Central (Paul Blomfield) referred to one of his constituents who had been affected, and there are families in the Public Gallery today who have also been affected. I am ever mindful of Peter and Sadie Keogh from County Fermanagh—they are not my constituents, but they came to my attention some time ago because of the issue of addiction and gambling. I have examples from my constituency of people who have been addicted to gambling, and although it did not lead to suicide, they found themselves under incredible pressure that affected their families. Gambling can lead to financial pressures in the house, arguments and ultimately the break-up of marriages.

Peter and Sadie Keogh lost their son Lewis. Their story is mirrored by the stories of those who are here today and by the stories of addiction told by others. Lewis found himself gambling and did not realise how deep the problem was getting. His mum and dad were probably not aware of everything that was happening, but they were when Lewis unfortunately took his own life. That came about because his debts had overcome him. His ability to respond and to discuss matters in their totality with his parents and friends led him to think there was only one way out. I am here today for Lewis, Peter and Sadie Keogh from Fermanagh in Northern Ireland, and for all the others in Northern Ireland who have succumbed to suicide because of gambling addiction.

The harms of gambling addiction are an indisputable fact, and yet we have limited protections in place to support the most vulnerable in society. Chronic under-investment in the gambling treatment system has led to a situation where treatment is unregulated and lacks consistency, transparency and accountability. Between only 2% and 3% of people with gambling problems enter the treatment system, and nearly all of them enter through self-referral—we need to look at that. The gambling industry is hugely well resourced, and it could and should be doing so much more to identify and protect vulnerable people.

A 1% smart levy on the industry’s revenues would provide £130 million—an increase of over £100 million on what we currently receive. What the hon. Member for Swansea East and most of us here today are saying is that that is not a big amount for the sector, but it will make a big difference. If the DCMS introduces a smart statutory levy on the gambling industry—that is already within the power of the Secretary of State—it can take control of the funding for research, education and, ultimately, treatment back from the bookies, set up a long-term funding commitment, allow clinicians and academics to commit to projects and programmes properly and safeguard the independence of research and education to ensure that the gambling industry can no longer mark its own homework. If such a levy were based on the “polluter pays” principle, it would not punish the bingo halls and the high street arcades that support local high street communities across the UK, but instead would force gambling operators who are all too often based offshore to pay for the harm that they undoubtedly fuel.

Compared with the other regions of the United Kingdom, the level of participation in gambling in Northern Ireland is higher. In England, the rate is 62%, and in Wales, it is 61.3%, but the rate in Northern Ireland, which is similar to the most recent recorded participation rate in Scotland, is 67.8%. Compared with the other regions of the United Kingdom, the proportion of the population in Northern Ireland found to be problem gamblers is also higher, at 2.3%. In Wales, it is 1.1%, in Scotland, it is 0.7%, and in England, it is 0.5%. We have a serious gambling problem in Northern Ireland, and our numbers outstrip those in the other three countries put together.

I always look forward to seeing the Minister, who is always incredibly helpful. He looks to help and reassure. I ask him what discussions he has had with his counterpart in Northern Ireland about gambling addiction and the fact that the rate in Northern Ireland are higher than in the rest of the United Kingdom put together. What steps can be taken to assist, help or advise the Northern Ireland Assembly Ministers?

The report on participation in gambling identified the four most common types of gambling in Northern Ireland as the national lottery; scratchcards or instant win; betting on an event or sport; and other lotteries, raffles and ballots. Sometimes, when I am in the garages back home getting petrol or diesel, I see people buying scratchcards, and I sometimes feel quite moved. That scratchcard is their hope of getting money to help with whatever it may be—to pay the bills—but that scratchcard is a gambler’s chance. It is very unusual for it to lead to any income.

Some types of gambling cannot be regulated in a meaningful way, but some can, and I believe that the levy is an essential tool in regulation. I encourage the Government and the Minister to see where the problem lies and to tackle it at the root. The purpose of a gambling statutory levy is to generate moneys to help those with addictions and to assist their families, and to help the NHS. It is right that the gambling sector should pay more. In my opinion, and that of many others, the publication of a White Paper cannot come soon enough. I urge the Minister and his colleagues in Government to take the opportunity to deliver meaningful change where the industry quite clearly has not yet done so.

I congratulate the right hon. and learned Gentleman on initiating the debate. It is specifically about food and farming in Devon, but, as he rightly said, when it comes to farming, Northern Ireland is comparable. Does he agree that, while farmers in my constituency and across Northern Ireland have recently had a reported rise in income, their outgoings will far outstrip their income, and that, if any modernisation or diversification is to take place, the Government need to step up and implement funding streams that can be allocated to those who need them most, UK-wide? The right hon. and learned Gentleman and I discussed this before the debate. He and I understand well that our Minister in Northern Ireland has grasped the important issue of farming—I know that the Minister here has done the same—but does he feel that whatever happens in Devon, the same should happen in Strangford?

The hon. Gentleman is absolutely right. When the Minister sets out his vision for post offices, as I hope he will, he has to retore confidence in the post offices so that they can see a future for themselves financially and viably.

Yesterday morning I had a lady in my office thanking my staff for persevering with her attendance allowance form. She had been notified that her appeal had been upheld. I listened as my staff members reminded her that this additional money was hers, and that she should use it to make her life easier—to get a cleaner or to help pay for a taxi rather than walking everywhere. She said something that struck me and was very important: “I will get a taxi to get my post office money.” It was very clear what she was saying. “I can’t use this card stuff, and they help me to get my cash where I can get all my bills sorted. I don’t know what I will do when they don’t do cash anymore.”

This is replicated dozens of times across my constituency, and I know it is replicated across all of the United Kingdom of Great Britain and Northern Ireland. The availability of the help and support that post office staff provide to vulnerable people in our communities cannot be overstated. That lady also said that her life would be turned upside down if she could not get her pension and her money sorted. She said, “The girl in the post office put some money on my gas and electric, and my TV licence bill. She does it all.” This lady is in close contact with the people in the post office. I am so thankful for all those staff who take the time to do what those in a busy petrol filling station simply cannot; I mean no disrespect to them, but it does underline the importance of post offices.

With more and more bank branches closing down, the role of the post office for vulnerable people and for businesses that cannot lodge cash easily without it is more vital than ever, so I urge the Government to ensure that we play our part in the retention of post office services. We should remember that although a large number of people operate online for the majority of things, there is also a large vulnerable section of society who do not operate online and who are frightened to do so because of security concerns. Again, I seek the Minister’s reassurance in relation to this security issue. I will give him another example, which concerns one of my constituents, because I do not believe that the vulnerability of some elderly people to scams can be underlined enough.

Only last month, a man in my constituency lost a substantial amount of his savings because he was scammed through an online system. Many of our older people and other vulnerable people are increasingly refusing to try any online payments, just because they are not sure whether they have the security that they need so much. My parliamentary aide’s mother had a discussion with her private pension provider regarding the transfer of a bulk payment. Coincidentally, that afternoon she received a message on her phone, apparently from HMRC, regarding an outstanding tax bill. Let us be quite clear—HMRC does not make telephone calls to tell people about tax bills. If someone receives such a call or message, it is a scam, and that is a fact. Indeed, I received a phone call here at Parliament just before the recess, telling me to contact a particular number immediately in relation to something similar. I contacted my accountant and asked him about it, and he said, “Jim, HMRC do not contact you about any HMRC business by phone. They will contact you by letter. If you get a phone call supposedly from them, it’s a scam.” He was quite clear about that.

The mother of my parliamentary aide, Naomi, rang her, and Naomi told her mother to do nothing about the message until she had looked at it. It was a scam, but one timed in such a way as to be believable. Not everyone has a child who understands the tax system so well that they can spot a scam, which perhaps underlines the importance of this issue.

Fears about these issues make people’s ability to head to their local post office and have a local, friendly staff member help them to pay their bills safely and to get things sorted out vital. How important it is to have the accessibility to that service from someone an individual knows and who has a face they recall and trust—trust that has been built up over many years. I believe that every speaker today will endorse that.

The post office is vital. It is okay to have all the other shops and petrol stations where people have access to a post office service, but people also need to have someone they know. Post offices give that reassurance, so they are vital, and we must do our part to protect them. In doing so, we must protect our service provision, which is even more important for our elderly community, who rely on it and cannot do without it.
