Abortion (Northern Ireland) (No. 2) Regulations 2020
"Up until now, we have taken the view as a Parliament that, because abortion is a serious matter, there should be a structure and framework governing where it takes place that maximises the prospect of the safety that the hon. Lady and I want to guarantee. That is why we …..."John Hayes - View Speech

"I will not, because I am about to reach my exciting peroration, but I will happily send the hon. Gentleman the advice if he has not seen it already.
On the grounds of devolution and promoting and protecting the interests of people with disabilities, we should reject these regulations. They …..."John Hayes - View Speech

Abortion (Northern Ireland) (No. 2) Regulations 2020
"I want to be clear about this. When the hon. Lady spoke on this subject in the House before the last election, she said clearly that the reason she was advocating what she was, was the absence of Stormont; were Stormont sitting, she would not do so. Now, she is …..."John Hayes - View Speech

Question
to the Northern Ireland Office:
To ask the Secretary of State for Northern Ireland, if he will make an assessment of the extent of demand on the NHS in Northern Ireland that will result from the implementation of Section 9 of the Northern Ireland (Executive Formation etc.) Act 2019.
Answered by Robin Walker
On 25 March, the Government made The Abortion (Northern Ireland) Regulations 2020, which came into force on 31 March 2020. I recognise the current strains on health systems right across the UK, but hope that full abortion services can be commissioned as soon as possible in Northern Ireland in the current circumstances, consistent with the Regulations we made. It will be a matter for the Northern Ireland Department of Health and the Health and Social Care Board to assess the extent of the demand on the health system.

Question
to the Northern Ireland Office:
To ask the Secretary of State for Northern Ireland, what legal protections in place between 22 October 2019 and 31 March 2020 to protect health professionals in Northern Ireland that have a conscientious objection to abortion.
Answered by Julian Smith
I published guidance for health professionals on 7 October 2019 on gov.uk/nio that sets out the changes to the law on access to abortion services for healthcare professionals and what this means for them in relation to their patients during the interim period.
No healthcare professionals will be compelled to provide services, other than treatment which is necessary to save the life of the woman or girl, or to prevent grave permanent injury to her physical or mental health. In the interim period (prior to the legal framework coming into force by 31 March 2020) if a healthcare professional has a conscientious objection to abortion, they can raise this with their employer and follow relevant guidance from their professional body.
We will be shortly consulting on the new legal framework. We will continue engaging with healthcare professionals in Northern Ireland to ensure that the legal abortion provisions can also be accompanied by professional guidance and professional standards of practice to assist healthcare professionals in Northern Ireland to clearly understand their legal rights, obligations and duties from 31 March 2020.

Northern Ireland (Executive Formation) Bill
"I do not necessarily agree with the hon. Gentleman’s position, but in his defence a referendum would at least refer the issue back to the people of Northern Ireland.
