It is a great honour to follow my friend the hon. Member for Liverpool, West Derby (Stephen Twigg), from whom I have learned a huge amount, both in the time when I served under him on the International Development Committee and, indeed, as a friend.

I would like to echo what my right hon. Friend the Member for Aylesbury (Sir David Lidington) said. In doing so, I quote a former Member of Parliament for Stafford, the great playwright Richard Sheridan, who said:

“remember, now, when you meet your antagonist, do everything in a mild and agreeable manner.”

I entirely agree with that.

It has been a great honour to represent the people of Stafford for the past nine and a half years. Stafford has a breadth of landscapes, from the Trent valley to Cannock Chase, where we have the beautiful memorials of the cemetery for Commonwealth soldiers, mainly New Zealanders, but also the main German cemetery in the United Kingdom. I would encourage Members to visit that cemetery. It is in the most beautiful valley in Cannock Chase. We have farmlands. We have lovely villages such as Penkridge, and we have Stafford itself. Again, I would encourage Members who have the chance in June or July to see the open-air Shakespeare by Stafford castle—one of the best performances of Shakespeare that you could possibly hope to see, with a different play every year.

I pay tribute to all those in my constituency who have worked so hard through often very testing times around our hospital, then called Stafford Hospital and now called County Hospital. There were those who lost their loved ones and who saw their loved ones suffer, but also all those who worked in the NHS and tried so very hard, both at that time and subsequently, to give us what is now, I believe, a very good service. That led to the Health and Social Care (Safety and Quality) Act 2015, which I had the honour to present as a private Member’s Bill. When I see the work that my right hon. Friend the Member for South West Surrey (Mr Hunt), the former Health Secretary, has done on patient safety, and the work he is intending to do now with his charity, I am relieved that the issue of patient safety has come to the fore.

I cannot let that pass without paying tribute to my hon. Friend’s outstanding work in that field, which typifies his whole approach. His care, his insight and his dedication to purpose are exemplary. The whole House will miss him. Might I just cheekily ask him to work with me, when he has more time, on the campaign on haemochromatosis, which affects nearly 380,000 people? He can work from outside Parliament; I can work within it.

I can never resist anything that my right hon. Friend says, so I will most definitely do what I can.

I would like to pay tribute to all those who work in our schools and colleges, police service, fire and rescue service, ambulance service and the local councils. We have three very good local councils, with excellent staff and councillors who make a real difference. I would also like to pay tribute to the businesses in my constituency. We have two new business parks. General Electric could have relocated elsewhere in the UK or, indeed, the world, but we were able to retain it in Stafford by having a wonderful new business park at Redhill, where we are the only manufacturer of large transformers in the UK. We manufacture many other things in the constituency, including the world’s best lawnmowers and some of the world’s best washing machines. Never let it be said that all these things are only manufactured outside the country. They are not; they are manufactured right here.

My constituency has a wonderful agricultural sector. People have told me that the constituency of Stafford produces about 10% of the UK’s strawberries. I do not know whether that is the case, but it certainly produces a lot. The former resident of Stafford, that great author Izaak Walton, said:

“Doubtless God could have made a better berry, but doubtless God never did.”

We also have the country’s largest producer of spinach, as well as one that produces 1 million lettuces a week in season, alongside other arable and dairy. It is a great pleasure to see my hon. Friend the Member for Newcastle-under-Lyme (Paul Farrelly) in his place—I had the pleasure of being defeated by him in 2005.

The voluntary sector is very large in Stafford, and I would like to place on record my desire to see an awful lot more done for unpaid full-time carers. I am working with a constituent on providing more breaks for unpaid carers. They often do not have the resources, and they do not have the time, but they need those breaks. We all value our holidays. Why should they not have them, even if it is a week a year? I would like to see that become a priority.

I would like to pay tribute to my neighbours, my right hon. Friend the Member for South Staffordshire (Gavin Williamson) and my hon. Friends the Members for Stone (Sir William Cash), for Cannock Chase (Amanda Milling), for The Wrekin (Mark Pritchard) and for Burton (Andrew Griffiths), as well as others in Staffordshire, all of whom have been most generous to me. When I had the misfortune of falling ill and fainting during the address of President Obama in Westminster Hall, it was my hon. Friend the Member for Mid Derbyshire (Mrs Latham) who looked after me and my hon. Friend the Member for The Wrekin who visited me in St Thomas’ Hospital.

I must pay huge thanks to my staff: my magnificent chief of staff, James Cantrill, who has had to endure a lot in these difficult times, and Pauline Ingall, Sonya Redfern-Price, Alex Simpson and Jan Owers. In my constituency, I would like to thank Ann Foster, who has chaired the Conservative association for many years, Ray Sutherland and Amyas Stafford Northcote; at this difficult time for him, I wish him God’s blessing. I also want to thank Owen Meredith, James Nixon and Hetty Bailey, who have all worked for me in this place. Above all, I want to thank my wonderful wife Janet, who has combined supporting me here with being a full-time GP and university lecturer at Keele medical school. I simply could not have done it without her support.

Finally, I would like to echo the point made by my right hon. Friend the Member for Sevenoaks (Sir Michael Fallon) about the importance of looking outwards and discussing what is happening in the world much more than we do, as my hon. Friend the Member for Liverpool, West Derby said. We are sometimes told that we talk too much about what goes on outside this country, but all those things are relevant to our constituents. Africa has a population of 1.2 billion, which will go up to 2.4 billion. We need to support them in the creation of hundreds of millions of jobs. Otherwise, they will look elsewhere. People do not want to migrate. They want to stay where they are, with their families, but if they are forced to for a better life, they will. We have to look at what we can do.

In terms of world health, Ebola is still in the Democratic Republic of the Congo and has spread into Uganda. We have to do more research on antimicrobial resistance. Otherwise, we will face great challenges. There are also the issues of climate change, conflict resolution and freedom of speech and religion; I pay huge tribute to my hon. Friend the Member for Congleton (Fiona Bruce) and the hon. Member for Strangford (Jim Shannon), who have done magnificent work on the latter.

I will finish with two quotations from Izaak Walton. He said:

“He that loses his conscience has nothing left that is worth keeping.”

And, for those of us who are not standing again, he said, “Be grateful for the simple things in life. Don’t take them for granted.”

Absolutely; I understand the point that my hon. Friend makes, and the tragedy that I mentioned in my previous answer involved a young person. My hon. Friend is right that public safety is an absolute priority, so the Department has liaised closely with the British tyre industry to develop a comprehensive guide to good practice. The guide gave a clear recommendation that older tyres should simply not be used on the front axle. As I have said, I want to do more and go further, which is why I will look at the matter in even greater detail.

I hope to deal with that later, but if I do not, I am more than happy to get back to the hon. Gentleman. As this is a short debate, we will not necessarily have time to explore all aspects of the subject, and there some important matters I want to make absolutely clear.

The misuse of drones poses a significant challenge. We already have regulations that prohibit some of those misuses. Alongside those offences, we can prosecute operators for the negligent or malicious use of drones. My hon. Friend the Member for Stafford will be aware that it is an offence under the Air Navigation Order 2016 to endanger an aircraft. Those convicted can face a prison sentence of up to five years. The order applies to all aircraft, including drones, and stipulates that

“a person must not recklessly or negligently cause or permit an aircraft to endanger any person or property”.

Under article 94 of the order, the person in charge of a drone weighing under 20 kg must maintain direct, unaided visual contact with the aircraft to avoid collisions, and small drones should not be flown above 400 feet.

My hon. Friend asked whether we can do more. It is important to broadcast those measures as widely as possible. We have worked with the CAA to do that—I shall speak about that—but I accept that there is always more to do. I will look again at whether we need to go still further with those discussions and with the work that results from them and this debate. As you know, Sir Roger, I take the view that Westminster Hall debates must have a purpose beyond the Minister simply repeating what he has said already or affirming Government policy; they must help us move that policy on. I will happily look again at whether we can do still more.

In addition, the Secretary of State is able to make restriction-of-flying regulations as necessary. Flying restrictions already prohibit drones from being flown over high-risk areas, which are sensitive sites such as airports and so on. When incidents occur, drone users are for the most part clearly unaware of the rules, or recklessly breaking them. The point about awareness was made by my hon. Friend the Member for Stafford. We need to make people absolutely aware that if they behave in a way that is prohibited, they will be pursued, and that if they act recklessly, action must be taken. It is as simple as that.

We have taken action. We worked with the Civil Aviation Authority and the industry to launch safety advice via a new drone code and a consumer drone website. A Drone Assist app has also been created by NATS to educate users about local flying restrictions. However, as I have said, one can always do more, so I will take a look at that.

Does the Minister agree that knowing who the person is who is responsible for a drone is vital? That is the point I made about compulsory registration. There is a story—perhaps apocryphal, but perhaps not—that quite recently a drone was flown into the Shard, in London. People only found out who owned the drone when the owner went to retrieve it and asked for it back—which strikes me as quite an example of chutzpah. Does the Minister agree that registration and individual responsibility for drones is critical?

I have heard the point my hon. Friend makes very clearly, and if we are to consider further action, that will be one of the areas to look at closely and, as I said, urgently. The argument in favour of registration is advanced frequently, but it is none the worse for that. Certainly, I have heard what he said and we will take it into account.

The CAA launched a campaign to get large retailers such as Maplin and John Lewis to have drone code leaflets alongside drones sales. CAA research demonstrates how those efforts have been successful: awareness of the drone code has risen by 50% in the six months from August 2016 to February 2017.

The Government have also been working with drone manufacturers to ensure that airspace restrictions are adhered to. The software that implements such a restriction is known as geo-fencing, to which my hon. Friend made reference. Many of the leading drone manufacturers already include forms of geo-fencing capability in their drones. For example, DJI, the world’s leading drone manufacturer, builds geo-fencing into all of its drones. As a result, when someone tries to fly a DJI drone in a geo-fenced area, the drone either refuses to take off or, if already flying, refuses to enter a geo-fenced area and instead hovers in place.

My hon. Friend and I have had a private conversation on the subject—it is only fair to let the Chamber know that—which made clear to me that we both understand the significance and value of geo-fencing. It is a good example of the industry pioneering new technology safely. The Government are working with the industry to improve how geo-fencing can be made more secure and effective in future. Other wider security measures need to be considered, and we will discuss those with industry as well.

There is also a cross-Government counter-drones group, which has been undertaking a programme of work to improve our defences against drones with a focus on sensitive and important locations. Many trials and demonstrations have taken place to examine the applicability of various technological options to detect and counter the misuse of drones. Work is also being done by the Department for Transport in conjunction with UK airports and the Centre for the Protection of National Infrastructure on implementing operational mitigations against drones being launched near an airport. Furthermore, for those users who still seek to break the rules, we have acted to improve enforcement. We have delivered a memorandum of understanding agreed between the DFT, the CAA, the Home Office and the police with regards to the policing and monitoring of drones.

We heard earlier about the consultation, which took place up to March this year, as my hon. Friend the Member for Stafford and the hon. Member for Birmingham, Northfield mentioned. The consultation looked at three key areas: stimulating drone innovation and enterprise; ensuring safety and operation within the law; and laying the foundations for a developed drone market. It set out our firm intention to keep rules and regulations at pace with this emerging market and to ensure that actions to tackle misuse can be taken.

To be clear, the Government intend to introduce further measures once we have fully analysed the evidence presented in our consultation process. My hon. Friend asked, not unreasonably, when that would be. I have assured him previously, and do so now again publicly, that it will be very soon indeed. I have also committed to the Opposition that I will keep them fully informed of that. The approach they have taken on this is a good illustration of how Government and Opposition can work together. The hon. Member for Birmingham, Northfield has been pressing properly, as Oppositions should, for the Government to take action, and we will do so in the spirit that has been engendered by the conversations we have already enjoyed. Let us move together as a Parliament on this matter, which stretches beyond any party political divide.

It goes without saying that this is a matter of public safety, but it is also a matter of not inhibiting the beneficial use of drones. It is easy to say, “If we didn’t have any drones, everything would be fine,” but as I have already mentioned in the illustrations I have given and the examples I have offered, drones can be used productively, helpfully and safely. Nevertheless, the framework for the technology has to be in place. As with all technological change and innovation, it is a challenge for legal frameworks to keep pace with such highly dynamic circumstances.

Will the Minister, who is indeed a summery person, undertake to publish the report on the impact of drones on aircraft during the extended summer to which he referred?

I have talked about the critical role of the CAA and about the existing restrictions around airports, so there are two points there: first, to ensure that the law is in the right place; and, secondly, to ensure that enforcement is adequate. As it is about both those things, airports in particular, but also other critical national infrastructure, will of course need to be taken into account in our consultation response and any further measures that we might consider.

Shakespeare said in “Henry V”:

“All things are ready if our minds be so”,

and our mind is ready to take further action. Tennyson, the great Lincolnshire poet, said:

“dream not that the hours will last”,

by which he meant that there is a time when we should act, and that we should not dream that it will go on forever. Notwithstanding my sunny disposition, my eternal summer, it is important that we act swiftly, proportionately and carefully, but without delay. That is the message that I take from this short debate.

In the near future, we will publish the consultation response—as I said, in the summer. I hope that will address some of the concerns expressed, but we will also consider further steps as necessary.

The UK now has 11,000 publicly accessible charge points, with Europe’s largest network of rapid charge points and provision at 96% of motorway service areas. We will continue to support the roll-out of electric vehicle charging infrastructure to ensure that we realise our ambition that almost every car and van on UK roads is a zero-emission vehicle by 2050.

I also declare an interest: I am in the process of buying a Nissan Leaf to show my support for Nissan’s welcome investment in electric vehicles and indeed in other vehicles. Will the Minister explain how he is looking to support small businesses investing in electric vehicles for their staff and their businesses?

The hon. Gentleman will know that we have a national cyber-security programme. We have invested more than £90 million in this Parliament and the previous Parliament to bolster the law enforcement response, and we will continue to make that investment. Indeed, the Government have committed to spending £1.9 billion on cyber-security over the next five years, including tackling cybercrime. It is about resources, earlier identification and preparation, but it is also worth saying that we have established the national cybercrime unit, so the Government are doing more, taking the steps necessary, tackling this seriously, listening and learning—unafraid of taking action.

6. What steps he is taking to relieve congestion on roads.

The Government have an ambitious strategy for tackling congestion and improving performance on our roads, as I think the whole House would acknowledge. This autumn we will set out our plans for a road investment strategy, with £24 billion to be spent on strategic roads up to 2021. For local roads, £7.4 billion will be spent in the next Parliament, and £1.5 billion funding from the local growth fund will bring forward vital schemes.

As my right hon. Friend knows, I was in Sussex only last week looking at these very matters. There is no end to my strategic ambitions— geographically or in any other way. He is absolutely right that we need to take a tough line in ensuring that schemes do not have undesirable or unintended consequences. I will certainly look very closely at the circumstances he describes, and he can be absolutely certain of my toughness.

The pinch point fund is an excellent and cost-effective way of assisting with schemes such as the Blackheath lane roundabout in my constituency, and I urge my right hon. Friend to continue with it. However, there are even cheaper ways of reducing congestion, such as traffic light re-phasing and, as my right hon. Friend the Member for Mid Sussex (Sir Nicholas Soames) said, proper co-ordination of road works. Will the Minister also consider requiring local highway authorities to publish weekly information on delays caused by congestion in their areas in order to give them an incentive to do something about it and to give drivers the information they need to plan their journeys?

My hon. Friend will know that Staffordshire has been provided with local pinch point funding of £4.8 million to support three schemes: the Beacon business park growth point in Stafford, which was completed on 20 June 2014; the A50 to Alton growth corridor, which is due to be completed in March 2016; and the Gungate north-south link road in Tamworth, which is due for completion in March 2015. His idea of weekly reports is innovative and interesting, and I am more than happy to take it back to the Department. Once again, he has shown that he brings to this House fresh thinking that is most welcome.

Alstom, a major Stafford manufacturer, has just announced a welcome investment in tidal energy. Will the Minister please update us on the potential for tidal energy and associated manufacturing in the UK?

My hon. Friend will know that I am profoundly interested in renewable technologies that deliver. Tidal energy has immense potential. We have already committed resources to the work being done to get it to a scale on which it could be commercially viable. What my hon. Friend points to in his constituency, backed by his personal support, can only assist us in that practice.

T8. I welcome the help that the Minister for Further Education, Skills and Lifelong Learning and the Skills Funding Agency have provided in showing flexibility over the number of 16 to 18-year-old apprentices taken on by my local college in Stafford. How can he ensure that this common-sense attitude always prevails?

I am grateful to my hon. Friend, who has been a doughty champion of his local college and has visited me with its representatives to make its case. The answer is that we need to give colleges more freedom and flexibility to respond to local demand. That is why I simplified the funding regime, why I cut the number of statutory duties that colleges are burdened with, and why we removed a number of intermediary bodies. We believe in trusting colleges to respond to local learners and local businesses in Stafford and elsewhere.
