I thank the hon. Lady for that intervention. As always, she brings to us her knowledge and a very helpful question. I agree with her. There is a role for our Foreign Office to perhaps be more active, and I think that that is what I am going to ask for as I move through this speech.

Last year the Foreign Affairs Committee released a report entitled “Lagos calling: Nigeria and the Integrated Review”, which urged the Government to focus on priority areas of engagement, including improving the human rights record of the Nigerian security sector, promoting the rule of law, supporting the rights of minority groups in Nigeria, and promoting freedom of religion or belief.

In January of this year, Open Doors launched the 2023 world watch list, which placed Nigeria at No. 6 in the top 50 countries where it is hardest to be a Christian. A country does not want to be in the top 10; Nigeria is sixth. Open Doors describes how Christians in some parts of the country face persecution that is extreme and often brutally violent. Islamic militants and armed bandits attack communities in northern and middle belt states with increasing impunity. The fact that it is happening with, it seems, little done to stop them adds to the issues.

There have been increasing attacks in southern states, too. If violence was the sole factor in the Open Doors world watch list, Nigeria would be at the top. Last year 5,014 Christians were killed in attacks in places of worship in Christian communities in Nigeria. That accounts for 87% of the total number of Christians killed for their faith worldwide in 2022. No one can say that Christians in Nigeria are not targets.

Last year was by no means an outlier. Just last week The Tablet newspaper reported that in the last 14 years at least 52,250 Christians were killed in Nigeria—targeted because of their faith. The trend is escalating. Under the last Government more than 30,250 Christians were killed alongside an estimated 34,000 Muslims. They were killed in attacks that deliberately targeted places of worship or communities because of their religious affiliation. Attacks were primarily carried out by non-state actors, including Boko Haram, Islamic State and the Fulani herders.

As the hon. Gentleman knows, I was until relatively recently the Prime Minister’s trade envoy to Nigeria. I fully accept what he says about Boko Haram, but there is a difference between the Fulani terrorists and the Christians that they are killing, which is their way of farming. The Fulani tribe are generally herdsmen and the Christians are generally farmers. It was very difficult to tell whether that was the real reason for the killings or whether it was religiously inspired from the beginning. Does he have a feeling about which of the two it is?

I thank the hon. Gentleman for his time as envoy. We all recognise his interest in Nigeria. Although he is no longer the envoy, I am not surprised he is here to participate in the debate. I thank him for his knowledge. It is clear to me, and probably others as well, that Islamic State and Daesh are very much in the background. They are using the unrest and perhaps the grievances as well to escalate the violence. The Government and the police and security forces in particular have been accused of deliberately standing by as attacks happen. The impunity must end and our Government—our Minister—should not continue to turn a blind eye when it persists.

In January armed gunmen invaded the home of Father Isaac Achi, a Catholic priest in Niger state, setting his residence ablaze and burning him to death. The attackers also shot his colleague, Father Collins, as he tried to escape. Days later, when the state’s minority Christian community marched to protest security force inaction at the local police station—not in a violent fashion—authorities called in reinforcements and responded with force against peaceful demonstrators. It frustrates me that that is just another example of the Nigerian security forces failing to ensure security for religious minorities and other vulnerable communities.

Many Members will remember the attack during Pentecost Sunday on St Francis Xavier Church in Ondo state. The attack led to the death of 50 worshippers and injured more than 70. Bishop Jude of the Ondo diocese visited Parliament in the months after the attack. I and probably many others met him when he was here. He told Members that despite Government buildings being across the road from the church, the gunmen were able to act with impunity for 20 minutes. Nobody tried to detain them or stop what was happening.

The attack on St Francis Xavier Church is nowhere near an isolated incident. During Holy Week there were numerous attacks on Christians across Nigeria. On Palm Sunday, during an early morning prayer vigil at the church in the village of Akenawe in Benue state, gunmen entered the church, killed a young boy and kidnapped three worshippers, including the church leader, Pastor Gwadue Kwaghtyo. Three days later, on April 5, gunmen killed at least 50 people in the village of Umogidi.

On Good Friday gunmen raided an elementary school building in the village of Ngban in Benue state, which serves as a shelter for 100 displaced Christian farmers and their families. The attack left 43 people dead and more than 40 injured. On the same day gunmen abducted at least 80 people, mostly women and children, in Zamfara state. The Catholic diocese of Makurdi reported that 94 Christians were killed during Holy Week in Benue state alone. Where is our Government’s response to that targeted violence? I am respectful to the Minister, but I need answers—I think we all do—to see what exactly has happened.

While violence has historically been concentrated in the northern states in Nigeria and perpetrated by Boko Haram, recent years have seen the middle belt become the epicentre. Benue state in particular has been badly affected. All those examples indicate exactly what is happening. Fulani herders traditionally migrated through pasture lands in the middle belt region. However, the desertification of the Chad basin has led to those groups being forced to migrate further south, bringing them into conflict with settled farms. Fulani militia targeted non-Muslim communities, trying to secure grazing lands. Five hundred churches in Benue state have been destroyed and more than 200 have been abandoned. That is 700 churches with all their congregations affected.

It is a great pleasure to have the Adjournment debate tonight. I am the leader of the UK delegation to the Council of Europe, but I will not be commenting on the consultation recently launched by the Lord Chancellor as it is largely a domestic issue. I will be considering the European Court of Human Rights from the Strasbourg end.

I am not from the wing of my party that believes we should pull out of the European Court of Human Rights, and I do not have an isolationist perspective that we should simply go it alone and ignore anything the Court says. The purpose of this debate is to consider how the Court can be reformed to make it better for people right across Europe, to make it more useful, to make its judgments more relevant and, above all, to make sure its judges show the same degree of integrity for which British judges are famous.

The UK has a key role in taking this forward. This is not about judgments but, among other things, it is about judges. The key question for the Government is whether they will support me, as the Secretary of State for Justice suggested, in the reforms about which I have already begun to have conversations in Strasbourg.

I thank the hon. Gentleman for securing this debate and for all that he does in his role at the Council of Europe, of which the UK is a member. Does he agree that, although we have left the European Union—there is still some fragility in relation to that—it is crucial that the UK continues to play a part in the Council of Europe to ensure that human rights cases, in which he is particularly interested, are dealt with properly and that countries such as Russia, which has the most cases brought against it, are held to account? Does he agree that is important?

I agree, and I will address the enormous number of cases involving Russia. The order of countries with the most cases before the European Court of Human Rights is: Russia, Turkey and Romania. We are nowhere on that list, but it is important for us to concentrate on it.

I shall turn first to the question of judges. The Parliamentary Assembly of the Council of Europe elects the judges of the European Court of Human Rights. This immediately brings into question whether there should be a balance between the democratic legitimacy provided by us electing those judges and the political process. That question has been asked not only by us in Europe; it is always being asked in the USA. The politics of judges are not declared on their curriculum vitae, but everyone knows the political background of each candidate, and the voting for or against them is very much on party lines, as you will remember, Madam Deputy Speaker, from your time on the Council of Europe.

According to the European convention on human rights, judges must

“be of high moral character and must either possess the qualifications required for appointment to high judicial office or be jurisconsults of recognised competence.”

To ensure that these standards are met, there are two phases to the election process. The first phase is a national selection procedure, in which each state party chooses a list of three qualified candidates. The second phase is the election procedure undertaken by the Parliamentary Assembly of the Council of Europe, in which parliamentarians assess the qualifications of the three candidates before voting to decide which one should become a judge. A fair and transparent process is called for throughout the entire operation. All candidates must have appropriate legal qualifications and experience, but the judge need not be a judge in their own country, and it is possible for politicians and civil servants to be appointed as judges. This happens frequently. In the UK, where judges are appointed and progressed through the judicial rankings based on merit and with political bipartisanship, this concept can be difficult to understand.

At this point, I should like to praise our own judge there, Tim Eicke QC. He is qualified in at least two systems of law, he is genuinely independent, and a fair process was used to appoint him. He has gone out of his way to give support to the Parliamentary Assembly, and we have had a number of discussions with him. I pay him the greatest possible compliments for the work that he does in the Court.

A recent report shows that at least 22 of the 100 permanent judges who have served on the European Court of Human Rights between 2009 and 2019 are former officials or collaborators of seven non-governmental organisations that are highly active before the Court. Since 2009, there have been at least 185 cases in which at least one of these seven NGOs was officially involved in the proceedings. In 88 of those cases, judges sat in a case in which the NGO with which they were linked was involved. For example, in one case before the Court, 10 of the 16 applicants were NGOs funded by the one NGO that looked after them, as were six of the NGOs acting as third parties. Of the 17 judges who have sat in the Grand Chamber, six are linked to the applicant and intervening NGOs. From 2009 to 2019, there were only 12 cases in which a judge withdrew from a case apparently because of a link with an NGO involved in the case. This situation calls into question the independence of the Court and the impartiality of the judges, and it is contrary to the rules that the ECHR itself imposes on states in this area.

Particular attention should be paid to the choice of candidates for the posts of judges. A mechanism is needed for avoiding the appointment of political activists, not only to the office of judge, but as Court jurists. Links between NGOs, lawyers and applicants should be made visible by asking them to indicate in the application form whether they are accompanied in their efforts by an NGO, and to mention its name. This requirement would improve the transparency of the proceedings, both for the Court and for the respondent Government. The future of the convention system rests on this, as:

“The quality of judges and members of the Registry is essential to maintaining the authority of the Court and therefore also for the future of the Convention mechanism.”

I emphasise that it is the quality of the judges that is crucial to the future of the system.

We all know that NGOs have a strong political or ideological character, which in itself should be seen not as an advantage, but as an obstacle to appointment to the Court. To this end, candidates for the office of judge should have the obligation to declare their relationships with any organisation that is active at the Court. Also, the Parliamentary Assembly should be given sufficient means to carry out a proper assessment of candidates before the election. The current arrangement does not allow for in-depth discussion, although there is a separate Committee set up on which a number of Members of this House serve.

The current publication of the summary of judges’ curriculum vitae could be complemented by a simple thing: a declaration of interests. The demand for declarations of interest and their publication is growing, as they constitute one of the main measures to prevent conflicts of interest. Such a declaration has been imposed on all French magistrates since 2016. In the United States, members of the Supreme Court are subject to a declaration of interests, updated each year and made public, which notably mentions the advantages or gifts received during the previous year. A similar requirement should be put in place if we want the quality of judges of the European Court of Human Rights and the whole structure to be in line with what we expect it to be.

Some work also needs to be done on formalising withdrawal procedures. Any judge who, in a particular case, has doubts as to the requirements concerning him or herself on the principles of judicial ethics should have the obligation, and no longer only the option, to inform the President of the Court. The Court should inform the parties in advance of the composition of the formation of the panel that will decide their case, in accordance with the principle of publicity of the proceedings provided by the convention itself, in article 6. In its current practice, the Court deprives the parties of the possibility of requesting the withdrawal of a judge, as it only informs them of the identity of the judges when the judgment is published. There are exceptions to this, where the case is tried in public hearing or in the Grand Chamber, but most cases are not so tried, so the ability of the person bringing a case to challenge a judge for his or her association with an organisation such as an NGO is removed. A party cannot generally effectively request the withdrawal of a judge, which I think is very sad.

Finally, I want to turn to the Brighton declaration to see whether it might be able to help. It was produced towards the end of our chairmanship of the Committee of Ministers, not long after I entered the House, although I was not involved in the Council of Europe at that time. The declaration covered the future of the European Court of Human Rights. It opened with a general reaffirmation of our

“deep and abiding commitment to the Convention” —[Interruption.]

I thank my right hon. Friend for her question. What I would point out on that is, first, that it is a question that I would like to put to the Minister, and I am sure that she will want to comment on it, during her reply to the debate, and say something about the timetable. But we in this country, unlike many countries in Europe, try to change the law first, before ratifying the treaty. It is a simple issue: we try to get the law right in this country. Let us look at some of the other countries that have approached ratification. Ireland signed it in 2015 but did not ratify it until 2019. Luxembourg signed in 2011 but did not ratify until 2018. There is often a long period during which treaties are discussed and the law is changed, but it is such a great shame that the rest of Europe does not follow our advice and change the law in order to get the treaty right. That is certainly something that I have put to the group; and the group, to a person, completely agrees. That is an important point to remember.

The Minister, in her evidence to the House of Lords, said that we have gone further in what we have implemented than the treaty requires. It would be useful to have how we have gone further on the record, so that I have a piece of paper that I can wave—if that does not create too much of an impression of Neville Chamberlain—and can say, “This is what we are really doing.”

The Council of Europe convention on preventing and combating violence against women and domestic violence, known as the Istanbul convention, protects women against all forms of violence. It obliges countries to prevent, prosecute and eliminate violence, including domestic violence, against women.

I thank the hon. Gentleman for securing the debate. I am always interested in his debates because he highlights issues that I am particularly interested in, so I thank him for that. This House has just passed the Domestic Abuse Act 2021, and I believe we have done a great job on that. The Act addresses compliance with article 44 in relation to extraterritorial jurisdiction. However, there are issues with our treatment of women migrants and spousal visas, for example, that we must seek to address—not to sign off on the convention, but simply to do the right thing by these sometimes very vulnerable women. Does the hon. Gentleman agree?

I thank the hon. Gentleman for his intervention, and I agree with him. We need to do the right thing, but the right thing in this case is to ratify the treaty. The treaty sums up the whole approach to the protection of women, and it is the treaty that right across Europe provides women with the confidence that they have protection.

The convention also establishes a specific monitoring mechanism to ensure effective implementation of its provisions by individual countries. It is worth stopping for a moment to look at what the convention covers. I have a list, which I hope is comprehensive, of the things it covers: stalking; sexual harassment; sexual violence, including rape; physical and psychological abuse, including at the hands of intimate partners; forced marriage; forced sterilisation; female genital mutilation; and forced abortion. In all of those areas, as far as I can see, we have already done quite a lot to be able to take the treaty forward. If we think of the work that we have done against female genital mutilation, for example, we have been setting a lead across the European continent. Not only women and girls suffer domestic violence. Parties to the convention—the countries that have ratified it—are encouraged to apply the protective framework that it creates to men too, so that they are covered by the convention, because they, too, suffer violence.

The purpose of this debate is to hear from the Minister what we have done, what we are doing and what we are likely to do, and to hear a bit about the timetable for that. The Governments that have ratified the convention agree to take a number of steps. They agree to train professionals so as to have close contact with victims; to regularly run awareness-raising campaigns; and to take steps to include issues such as gender equality and non-violent conflict. They agree to have a go at resolving the issue of interpersonal relationships in teaching materials and to set up treatment programmes for perpetrators of domestic violence and sex offenders. They agree to work closely with non-governmental organisations and civil society in general.

Most importantly, those Governments agree to involve the media and the private sector in eradicating gender stereotypes and promoting mutual respect, because preventing violence against women and domestic violence should not be left simply to the state alone. It is important that all members of society, men and boys in particular, should help in that process in order to make a good stand.

When preventive measures have failed and violent incidents have happened, it is important to provide victims and witnesses with protection and support. Some examples of the measures set forth in the convention include granting the police the power to remove a perpetrator of domestic violence from his or her home in situations of immediate danger. There is a whole list of other activities recommended by the convention.

The convention also recommends that countries have to introduce a number of new criminal offences, if they do not already exist. Those include psychological and physical violence, and laws against sexual violence, including rape, stalking, female genital mutilation and those other areas, as I said.

The Minister kindly spoke to the House of Lords International Relations and Defence Committee a little while ago, setting out a lot of what we are about. She said that we are complying with the convention and, indeed, exceeding the requirements of the convention in all but three areas. I would like her to set out how we are exceeding the convention, because that would be helpful. The three areas that she mentioned were psychological violence, extraterritorial jurisdiction and non-discrimination relating to refugee or migrant residency status in the UK.

Northern Ireland is not yet compliant with article 33 of the treaty, but it will be once the new domestic abuse offence in its Domestic Abuse and Civil Proceedings Act (Northern Ireland) 2021 is implemented by the Assembly. I understand that will come before the Assembly again to be sorted out, probably in the autumn of this year.

The issue is of enormous concern to us and to our European allies. A lot of work has been done, but I want to press on the Government that, as soon as we possibly can, we should ratify the treaty. One of the biggest pieces of work to take the treaty forward is the Domestic Abuse Act 2021, which has done so much to turbocharge what we as a country are doing to tackle some of the individual crimes against women and girls. Domestic abuse affects about 2.5 million adult victims in England and Wales, so it is a big activity to target.

On those three areas that we are not yet reaching—I think the Minister will agree—the UK has clear measures on how to address those gaps in the law. It would be useful for her to set out how we are dealing with them.

The convention is really important. We signed up to it in absolute good faith in 2012. We have wanted to go beyond the convention and I have commented on that. However, I hope that Members will treat the Minister kindly, because she has been a great champion of the convention. Building on the recommendation for the protection of women against violence, the convention for the first time in Europe sets out a legally binding standard to prevent violence against women and domestic violence, to protect the victims and to punish the perpetrators. That is a very important element for us to rejoice in, and to be able to take forward.

Violence against women seriously violates and impacts on, or nullifies, the enjoyment by women of their human rights, and in particular their fundamental rights to life, security, freedom, dignity, and physical and emotional integrity. It therefore cannot be ignored by Governments—I am not suggesting that this Government are ignoring it; I am simply stating that as a fact that comes out of this treaty. Governments must recognise that such violence affects not only women, but society as a whole, and that urgent action is required to take this forward. With those remarks, I leave it to the Minister to respond, because I know that she has to appear in the House of Commons shortly, and I want to give her time to be able to give this issue a good outing and to make her meeting.

I thank all hon. and right hon. Members for their contributions to what has been an excellent debate. It is quite reassuring to me that everyone who has stood up to speak has agreed with what I said. I take that not as a compliment to me, but as a united effort to give to the Minister, whom I thank for his response, which covered much of the ground. I think he understands that the strength of feeling on this issue is clear and that Iran’s actions harm our interests as well as those of a number of our allies.

As the new Biden Administration take office, the UK has an important role in ensuring that it waits until Iran returns to compliance with the JCPOA before giving any sanctions relief prematurely. As colleagues have mentioned, a comprehensive deal that addresses Iran’s ballistic missile programme, support for terrorism and human rights abuses is the only way forward. In the meantime, I urge the Minister to look at Magnitsky sanctions for those who are abusing human rights in the area. Once again, I thank all Members for their contributions to this debate.

On a point of order, Mrs Miller. I would like to convey to you, and perhaps you can convey it to those responsible, that Westminster Hall has become a cold house for many people, not because people are not allowed in here, but because the heater over there, and I suspect others, is blowing cold air, and the heaters behind us do not work. I do not want to make a complaint, but really—I say this respectfully—there are ladies here. I say this because yesterday there were ladies coming into Westminster Hall and they took their scarves and overcoats off, but after half an hour in here, their scarves and overcoats were back on and their collars were turned up. Really, we need to do something. Can I perhaps ask you, Mrs Miller, to please do that? Thank you.

It is a pleasure to serve under your chairmanship, Mr Dowd.

Yesterday the news was announced that Pfizer had a potential vaccine that was quite advanced. I do not know how it affected other hon. Members in the Chamber, but my heart skipped a beat. It was brilliant news, and it is not surprising that the attitude in the rest of the country has been exactly the same. It is also not surprising that the stock exchange has effectively gone wild in some areas. People are utterly depressed by the lockdown they are living in, and the news gave them hope that there is a real light at the end of the tunnel, towards which they could drive. Unlike the lights in most tunnels, it is not an oncoming train, but a real opportunity to get out of the situation we are in.

However, it was quite right of the Prime Minister to pull back a bit on that in his broadcast last night. A number of things need to be looked at and studied before we can really rejoice in what Pfizer has done. Most scientists, for example, anticipate that a vaccine will not be 100% effective. As my hon. Friend the Member for North Herefordshire (Bill Wiggin) said, it is only—I use the term lightly—90% effective. However, no vaccine will be 100% effective. We need to ensure that any approved vaccines are as effective as possible, so that they can have the greatest impact on the pandemic.

We have also heard that there is a robust pipeline of potential vaccines in development and that some have already advanced to phase 3. However, we cannot be certain when a vaccine will become available. That is why we cannot rely on a future vaccine to fight the pandemic. We must use all the tools we already have at our disposal, such as testing, contact tracing, physical distancing and masks. I also recommend co-trimoxazole, a drug that is being trialled in Bangladesh and India and that has also been trialled to a certain extent in the UK, which stops the inflammation of the lungs that comes with this terrible virus.

It is too early to know whether covid-19 vaccines will provide long-term protection. Additional research is needed to answer that question. However, the thing that encourages me from the data on people who recover from covid-19—I believe my hon. Friend has recovered from it—is that they develop an immune response that provides at least some protection against reinfection, although we do not know how strong that protection is and how long it lasts. However, that data gives me encouragement that a vaccine can duplicate and pick up on that—if it was not there, I would be very worried that a vaccine was not going to work.

A number of people have mentioned the need to do things on an international basis, and that is a great concern of mine. I happened to meet and have discussions with Dr David Nabarro, who is the special envoy on covid for the World Health Organisation. The Council of Europe—this is one of the great things that comes out of the Council of Europe made a discussion available to members of the social affairs committee. We had a virtual session with Dr Nabarro, who is an engaging, absolutely brilliant man who answers questions forthrightly—he will never make a good politician, but what I got out of the session was absolutely brilliant. To think that, in 2017, we put him forward to be the director general of the World Health Organisation, a proposal that was lost in the politics of the WHO. What a shame. What a difference that man would have made to the World Health Organisation.

The World Health Organisation has a number of programmes. It has a value framework for the allocation and prioritisation of covid-19 vaccinations. It has a road map for prioritising population groups for vaccines foe covid-19. The fair allocation framework aims to ensure that successful vaccines and treatments are shared equitably across all countries. The framework advises that once a covid-19 vaccine is shown to be safe and effective and is authorised for use—there is an argument, which I fully accept, that we could do more to make sure that different regulatory authorities are brought into line on this—all countries should receive doses in proportion to their population size to immunise the highest priority groups. That is just the first phase, after which the vaccine will roll out. If the World Health Organisation can continue in its role—I hope the United States backs off from deserting it and allows it to continue—it will be one of the things that helps to get the vaccine to all countries.

I am sorry for intervening, but I am concerned that those who are in good health but who happen to have a fairly deep pocket financially may think they can access this vaccine. It is really important that the people who access the vaccine for covid-19 are those who need it right now and who perhaps do not have the finance to buy it, as others might. Does the hon. Gentleman agree?

The hon. Gentleman makes a good point. The World Health Organisation’s group of experts has already provided recommendations to countries about which populations should be prioritised. They include frontline health and care workers at high risk of infection, older adults and those at high risk throughout the population—people who are suffering from conditions such as heart disease and diabetes. As the second phase rolls forward and more doses are produced, the vaccine should go to groups at less risk of being infected or suffering badly.

I will finish there. This is an exciting opportunity, which we should not let go of. We should keep on top of this. Let us all hope that maybe in a few months’ time we can all be here celebrating the distribution of at least one—and perhaps more than one—vaccine that will help us out of this situation.

I beg to move,

That this House has considered freedom of religion or belief.

I put on record my thanks to all the hon. Members who are here today, as well as to the Minister—who I spoke to yesterday, and has spoken to me before—for their interest in the vital right of freedom of religion or belief. That right is close to my heart, and I am sure it is close to the heart of all those who are present. Many other Members would have liked to have been here, but we took this date when it was offered to us on short notice, and that unfortunately meant a clash in the diary of many other right hon. and hon. Members who wished to be here. Those of us who are present will carry the flag and speak out. I declare an interest: I have the privilege to chair both the all-party parliamentary group for international freedom of religion or belief and the all-party parliamentary group for the Pakistani minorities.

I thank the Backbench Business Committee for having granted this important debate. I initially applied for this debate back at the end of October so that it would coincide with international freedom of religion or belief day, but it had to be postponed due to the general election, so I thank the Committee for having persevered and found time for it today. Unfortunately, the problems we were to discuss back in November have not gone away, and in some cases they have gotten even worse.

For example, in January, I had the privilege of attending the launch of Open Doors’ “World Watch List” report, which highlights the persecution faced by Christians around the world. That report paints a grim picture of a worsening situation for Christians, with 260 million—an increase of 15 million since 2019—living in countries where there is a risk of high, very high or extreme levels of persecution. The report cites many other concerning statistics, such as 5,500 churches shut down in China over the past year, and at least 1,445 physical attacks and death threats against Christians in India during 2019.

That terrible state of affairs is why I welcome the Foreign and Commonwealth Office’s commitment to supporting persecuted Christians. I put on record my thanks to the Minister and his Department, as well as previous Ministers, for that commitment. I also thank the Minister, the special envoy for freedom of religion and belief, the hon. Member for Gillingham and Rainham (Rehman Chishti), and the FORB team for all they are doing to improve the situation. Many of us recognise that the Government have given that commitment, and we all welcome their generosity, commitment and time. Can the Minister update us on that work?

Will the Minister also inform hon. Members about the progress being made in implementing the recommendations of the Bishop of Truro’s report? In particular, I would like to know what progress has been made to improve training on FORB, and to make that training mandatory for Government officials working in countries with high levels of FORB violations. After all, how can we say sincerely that we care about freedom of religion or belief, that we recognise the tremendous suffering that people are experiencing because of denial of that freedom, and that we understand that FORB violations can cause and exacerbate conflict, but then turn around and say that we still do not know whether it is important enough to have mandatory training? We need to know that that mandatory training is in place and is having an impact. I urge the Minister to ensure that this training and the other helpful recommendations made in the Bishop of Truro’s report are implemented for the benefit of persecuted Christians the world over.

I will first speak about one particular case. This debate is about freedom of religion or belief, so I will talk about a number of faiths across the world, but I will begin with Christians, specifically Christians in Nigeria. Earlier today, I had the opportunity to meet some people from the International Organization for Peace Building and Social Justice, including Pastor Ayo and his private secretary, a fellow called John Candia. They gave me some details and information about what is happening in Nigeria. I pray; I am a committed Christian, and I have deep Christian beliefs, which focus my attention and my life on where we go. However, I also believe that as a Christian I have a duty and a love for all people of all religions in this world, and with that in mind I will speak up for each and every one of them.

The hon. Gentleman is making an important point about Nigeria, where as he will remember, I am the Prime Minister’s trade envoy. I wonder whether he is clear—quite frankly, I am not—on the distinction between the persecution of Christians for their Christianity and the persecution of people for other reasons, such as climate change impacts? In Nigeria, for example, the things that are happening with the Fulani herdsmen could quite easily be associated with climate change, rather than Christianity.

I thank the hon. Gentleman for his intervention. We spoke about this beforehand; he and I participate in many debates in this House, and often come forward with the same ideas, thoughts and deliberations. Yes, what is happening in Nigeria is perhaps a wee bit uncertain. The conflict involving the Fulani herdsmen, they would say, is to do with land and climate change. However, with respect to the hon. Gentleman, there are indications that there are more attacks on Christians than on anyone else. That does not lessen what is happening, but it indicates to me that there are many attacks on Christians across the whole of Nigeria.

To mention just a few of those attacks, there were five major attacks against Nigerian Christians in Kaduna state between January and November 2019, resulting in an estimated 500 deaths. There were at least another five attacks in Bassa and Riyom local government areas, as well as many attacks in Taraba state. Boko Haram remains in power around the Chad border region, including parts of Borno state. Some 1,000 Christians have been slaughtered in north-eastern Nigeria since January 2019, in addition to the over 6,000 deaths since 2015. I will talk about some of those attacks to illustrate how horrific they are.

Veronica, 35, from Dogon Noma recounted some of the awful attacks inflicted on her family. Her home was attacked by Fulani militia, and only she and three others survived; 13 of her friends and family were killed. Naomi, 54, from Karamai lost limbs in a brutal attack on her home, in which her elderly and fragile father was shot in his bed. In Ta’aziya’s village, almost 50 people were killed and only two homes were not burnt down. Pastors and leaders have said:

“Boko Haram might launch an attack at any time…this morning at 4am, they arrived with bombs. They focus their attacks on Christians.”

Whatever the other reasons may be, that is clearly what they are about.

“They kill farmers. They destroy our homes and churches. They kidnap and rape women. Some women are forced to marry Muslims. Boko Haram also attack Government properties and the police. No one can go beyond five kilometres from town.”

I want to ask five questions of the Minister, if I can. First, in the light of the Nigerian Government’s admission that Christians are being targeted in northern Nigeria, will the British Government move a UN resolution to send in peacekeeping forces to protect vulnerable communities and citizens in Nigeria? Secondly, will the UK renew its offer to assist in the search and rescue of Leah Sharibu, an ISIS captive for two years now, and others abducted and enslaved in Nigeria? Alongside Baroness Cox from the other place, my colleague the hon. Member for Congleton (Fiona Bruce) and others, I had the pleasure of meeting Leah Sharibu’s mother Rebecca and her friend Gloria in this House, so I know how important this is for her.

It is also a pleasure to follow the hon. Member for Dulwich and West Norwood (Helen Hayes), but I will take a slightly different approach to her on this issue. Before I do so, however, I should declare an interest; I am a Fellow of the Royal Geographical Society, and I state that now because I will use examples from the Royal Geographical Society as I continue.

The point I want to make is essentially this: what the hon. Lady has described as “history” is really “geography”. I know that we could argue for ages about the difference between the two, but I agree that what she has described is appropriate for teaching. I just think that it should be taught under a geographical syllabus rather than under a historical one. I will also give some examples of what the Royal Geographical Society already offers, which schools are already taking up to take forward the teaching of these issues.

The first example is an international one, which is material that is made available to answer the question, “Why has unprecedented migration occurred in the Mediterranean in recent years?” The sort of material that the RGS has produced is related to the work of Professor Heaven Crawley, who has done a lot of work with 500 migrants; that is the actual physical work of interviewing them and talking to them. They have shared their experience of what has driven them to migrate, and of how they went about migrating. That is a valuable lesson to be learned from migrants. Professor Crawley has concentrated a lot on the UK, so let me turn to some of the things on offer from the UK.

One of them is about migration and the skills and job market. What it sets out to do is to get students thinking about who is migrating, about the impacts that migration has made, and about how the current financial crisis may affect patterns and volumes of migration. That brings the course right up to date, to include a lot of the political aspects of migration, because geography is about the current politics and sociology of the situation.

I will give another example. Our Migration Story has made available to schools a series of courses that answer the question, “How has our local area been shaped by migration?” That includes a lot of the historical background that the hon. Lady mentioned, and the sort of questions that it asks include, “How might migrant groups change the local area?” It also asks, “What evidence is there to show how migrant groups have changed the local area over time?” And it goes on to ask, “How has that changed over time and how can we identify the different parts of it?”

Our Migration Story also looks at the background of migrants, including the fact that many of them have come from a small number of countries over the years, although that number is now increasing. So, comparisons can be made between the two—that is, between the UK and other countries.

Another example that I think will appeal to Opposition Members is “Migrants on the margins”. That too is produced by the Royal Geographical Society and includes a range of posters, podcasts, animations, videos, factsheets and lesson plans for teachers. It has been funded by the global learning programme, and provides the context for the idea of migrants on the margins, covering things such as how cities are changing, the causes of migration and why people move. The materials being produced by the Royal Geographical Society are very good and should not go unnoticed.

Does the Royal Geographical Society take cognisance of the persecution of those with religious beliefs across the world, in particular Christians, and of how they have migrated because of that? Is that part of the background that the society uses? If it is not, may I suggest to the hon. Gentleman that he proposes, as a member of the society, that it should be?

The hon. Gentleman makes a good point. I have not seen in any of the material any detailed work on that, but I suspect that it is included as part of the thinking that goes on to produce the result. The subject that he identifies is valuable in teaching, in understanding not just how things have happened historically but how they are still happening to Christian groups around the world. I thank the hon. Gentleman for raising that point.

The last Royal Geographical Society project is a complex one, but it starts from the position that although migration to Britain in the past has been overwhelmingly the story of a small number of nations, recent immigrants have come from a larger number and the numbers of immigrants who were born in the Caribbean and, indeed, in Ireland—traditionally key migrant groups—have fallen and the numbers of others have risen in their place.

In summary, why do I think that this is more part of geography? We have seen the historical context in all the modules put forward by the Royal Geographical Society, but migration is about place. It is about spatial relationships and it is also about social science, and I think that the issues about place and spatial relationships are more appropriate to a geographical course, given that those modules are already being offered.

It is a pleasure to serve under your chairmanship, Mr Betts. I, too, congratulate my hon. Friend the Member for Strangford (Jim Shannon) on securing this important debate. It is a great pleasure to participate in it.

I will leap in straightaway, since we do not have much time. I, too, believe that President Buhari has not done enough to focus on the problem. He came to power with a radical agenda to get rid of Boko Haram, and he has been partially successful. As hon. Members have pointed out, however, some Boko Haram insurgents have transformed into terrorists in the country, and they might well be fuelling this particular crisis.

Since we last spoke in this Chamber about the issue, one of the major things to have emerged is the intensity of the problem and of the killings that are taking place. It is always possible to blame the President for what happens in a country, but let us remember that President Buhari faces action in the International Criminal Court for what he has done against Boko Haram. That is quite remarkable, but it is not surprising that his focus has been elsewhere. As the hon. Member for Stroud (Dr Drew) pointed out, the real focus in Nigeria is not the national Administration but the state governorships. I particularly condemn the governor of Ekiti state, Mr Fayose, who encouraged farmers to take up arms against the Fulani herdsmen. That was not helpful—it just increased tensions and killings in the country. We should ensure that we condemn that.

I have said several times in this Chamber that President Buhari was summoned to Parliament and condemned following the recent killings, and that a no-confidence motion was passed in respect of his advisers because they had done nothing to solve the problem. President Buhari was the first African leader to go to the White House, in April. I am afraid that President Trump’s involvement with the situation in Nigeria was less than helpful—he made a rather simplistic judgment and did not put pressure on President Buhari to take action. We need to put pressure on the state governors and the national Government to do something.

One good solution to the situation would be for the national Government not to look at it solely in military terms. I do not think it will be solved by a military operation. It will be solved by political activism. There is a Bill before the Nigerian Parliament, which is known in shorthand as the land grazing Bill, that would allow national grazing reserves to be set aside for Fulani herdsmen to use without coming into contact or conflict with Christian farmers. We should support that and other actions the Nigerian Parliament is taking to solve this problem.

The situation is complex. It is wrong to characterise the conflict just as a religious one. It certainly has strong religious elements and overtones, but it has been going on for many years—it was going on before Open Doors became involved and long before we became aware of it. We can see that it is more than just a religious conflict by looking at the timing of the killings, which increase around national elections. That is instructive.

I always have poverty in my mind when I carry out my work in Nigeria. I am absolutely committed to trying to help the Nigerian Government improve the impoverished situation of many of people. I have explained on a number of occasions that that is in our best interests, because it enables us to prevent mass migration from Nigeria and sub-Saharan Africa to Europe, but it is also in Nigeria’s best interests. We need to put pressure on the Nigerian Government and the state governors to solve this problem in order to deal firmly and finally with poverty.

Given his knowledge of Nigeria, can the hon. Gentleman see any reason why the Nigerian Government have been reluctant, unable or unwilling to respond to the high levels of violence?

That is an interesting question. There is an ethnicity element to it. President Buhari comes from the area that identifies with the Fulani. I am not going to make that point more strongly. I do not know the extent to which that ethnic belonging influences him and his actions. All I will say is that I agree that less action has been taken in this area than anyone would have liked.

Since I am running out of time, let me conclude by saying that this issue is enormously important. I know the high commission raises it very frequently with the Nigerian Government. It is technically outside my remit as trade envoy, but in a country such as Nigeria, one cannot focus on one issue—they all interlock and play a part. I will continue to put pressure on the Nigerian Government to ensure that something occurs to resolve the situation.

The hon. Gentleman is right that by popping into a farmers’ market one can get a cucumber raw, as it were. Like anyone else, I like to eat the things I like the whole year round, but I take the point that the economics of delivering them may mean they have been flown 3,000 or 5,000 miles. I question whether those economics are sound and sustainable in the long term. If that means I have to cut down on certain foods, I shall probably be none the poorer in health terms.

Turning for a moment from the cucumber to other fruit and veg, I notice that there has already been quite a development in fruit packaging, even in supermarkets. I think innovations have already been made in packaging for fruit, a lot of which is recyclable. Berries are a good example of that.

Most of us in the Chamber—there are a few exceptions—are probably of a vintage that means we can remember when everything was put in paper bags. The hon. Member for Huddersfield (Mr Sheerman) is right—there is a fruit and veg store on every high street and a farmers’ market in every town, so there are still lots of opportunities in that respect. Does the hon. Member for Henley (John Howell) agree that we should look at what more we can do with recycled newspapers, for instance? The resulting paper product may well be the answer. We can look at changing how people shop, but there may also be ways of changing packaging.

The hon. Gentleman is absolutely right. The way we look at this issue is important. My district council always does very well on recycling, but it needs to look at non-recyclable elements such as plastic, which represent its biggest cost.

I thank the hon. Gentleman for that suggestion. It is no problem at all for me to look at Oxford City; it is the next district council to mine. Both councils have very good recycling. I shall certainly look at that and see how it gets on.

I recently returned from a visit to Israel, and there were enormous markets everywhere with enormous quantities of fresh food and vegetables. People took along bags, ordered what they wanted—if they knew the seller very well, even feeling the product first—and simply put it in their bags. There was no packaging whatsoever. I do not yet claim to be so old as to remember some things, but I remember when that was the normal way of purchasing fruit and vegetables in my area. There is something about that that we should go back to.

When we go to markets overseas, there is an instant smell—almost as soon as we get off the plane—that is characteristic of that country and which comes, to a large extent, from the raw fruit and vegetables and the herbs and spices that are produced there. They are not wrapped up and placed where they cannot be smelt. Smell is an important part of the debate, because if we cannot smell a product, how do we know whether it is fresh or ripe? The colour is perhaps an indication, but I have always gone by smell and touch. Those two things are two very important things, and it is insane, therefore, that we use so much packaging, for the environmental reasons but also because of our experience of and relationship with food.

A number of options are available, one of which is to buy smaller portions. We do not need to buy eight tomatoes if we are perhaps going to use only four. I also like the idea of the boxes of vegetables that are produced. I know that they are relatively expensive, but the vegetables come unwrapped. They are all the better for that, and you can get a good feel for them.

I know that plastic has a role in keeping food fresh and keeping dirty hands off it, but it would still be nice occasionally to see vegetables with the soil attached, before taking them home to wash and cook them. Plastic keeps sweat away from the vegetables and prevents contamination, but there must be other ways of doing that, using technology to overcome the problem.

I thank the hon. Gentleman for his very important point. Housewives want to see nice, clean products, with no soil or other materials in the bag. I cast my mind back to when we were all young at home and my mum would get 10 half-hundredweight bags of potatoes—there was a big family of us. They came in October and sat in the coldness of the shed until the following March—the whole winter—when they were finished. How is it that that could happen in those days, but today we cannot even keep a potato for a week?

The hon. Gentleman asks a very valid question. Research done in schools showed that no one quite knew where vegetables came from. No one had ever seen vegetables with soil on, so no one knew that they came from the ground. Everyone thought that vegetables always came from the shop, and no one had a clue about where they came from before that. That is terrible, in terms of our relationship with food. I like to think of myself as a great foodie, and I like to have a relationship with food. The hon. Member for Strangford (Jim Shannon) smiles and nods at me. He is very welcome to come and dine with me; I promise there will be no salad.

My hon. Friend the Member for St Austell and Newquay made the point that consumer must take the lead. After the initial flurry of interest that got consumers thinking, there is great fear that consumer interest may have peaked. We must ensure that that peak remains high and that interest in what is right continues. I am sure that many things can be done. Education and the role of children are vital in maintaining that interest, but we can all do a lot to set a good example. I was pleased to see the royal family taking a lead in banning single-use plastic from the palaces.

That is probably as much as I wanted to say in this excellent debate. I will certainly do all I can to encourage people not to use plastic, and I hope that my problems with the cucumber will be well and truly solved in the near future.

It is a pleasure to speak in this important debate. I congratulate the right hon. Member for South Holland and The Deepings (Mr Hayes) on securing it and, as ever, for speaking so eloquently and poetically. I would never be able to emulate his use of the English language and his flow, but others might be able to—I suspect that the right hon. Member for Wantage (Mr Vaizey) will do so.

The focus of this debate is the national planning policy framework, which provides a framework for producing local plans for housing and other developments. Those plans, in turn, are the background against which applications for planning permission are decided. I appreciate that the NPPF applies only in England, but it is important to have well-designed and visually attractive developments across the whole of the United Kingdom of Great Britain and Northern Ireland.

I am sure most, if not all, hon. Members will have heard me talk about my beautiful constituency of Strangford, which I have the honour and privilege of representing, and working and living in. I genuinely believe it is the best place to be in all of the United Kingdom of Great Britain and Northern Ireland. Other hon. Members will say, “I expect the hon. Member for Strangford to say that,” but I honestly believe it. I urge those who have not been there to make that journey. When they see the beauty that we have, they will undoubtedly have the same opinion as me. We have large towns, small towns and lots of small villages, but for the most part we are a rural constituency with rolling green hills, a glistening lough, beautiful walks, canoe trails, and much more, all under the protective gaze of Scrabo Tower as it looks down from the edge of Newtownards down to Strangford Lough and across the constituency of Strangford.

Those of us who represent rural constituencies know how important it is to balance the need for development with the need to maintain natural beauty, ensuring that buildings are in keeping with the local area. In 1943, having seen a burnt and crumbling House of Commons, Winston Churchill remarked:

“We shape our buildings and afterwards our buildings shape us.”—[Official Report, 28 October 1943; Vol. 393, c. 403.]

That is spot on. As a boy, one of my childhood heroes was Winston Churchill, as was Blair Mayne and a former Member of this House, Dr Ian Paisley. To receive planning permission to build in the countryside in Northern Ireland, one of the requirements is to

“promote high standards in the design, siting and landscaping of development”.

It is no longer enough for buildings to be structurally sound and to simply do the job. It has to be more than that. They must also be aesthetically pleasing to the eye, whether they are in the countryside or an urban area.

While we battle to maintain our green spaces, we also recognise the demands for more housing and the infra- structure to support it and keep villages and towns connected. In Northern Ireland, the regional development strategy—RDS 2035—sets out eight aims, two of which are:

“Promote development which improves the health and well-being of Communities”—

and—

“Protect and enhance the environment for its own sake”.

According to neuroscientists, buildings and cities can affect our mood and well-being—I believe they do—and specialised cells in the hippocampal region of our brains are attuned to the geometry and arrangement of the spaces we inhabit. For example, evidence shows that people’s happiness levels can be more easily achieved by living in an aesthetically beautiful city or a beautiful location in the countryside. I declare an interest as chair of the all-party group on healthy homes and buildings. Last week we launched a white paper in which we outline the need for modern homes to be energy-efficient, to have the correct air quality, and to be aesthetically pleasing to the eye inside and out. Last week the hon. Member for South Norfolk (Mr Bacon) introduced a ten-minute rule Bill on those issues and how we can make housing more accessible to people right across the United Kingdom.

The hon. Gentleman talks about the need to provide infrastructure along with housing, but environmental infrastructure is the big thing that is mostly missing in the development of new housing estates.

I agree with the hon. Gentleman. He is right. That is why we make sure that the environmental impact is a big part of development approval in Northern Ireland. He is clearly right and that should be at the centre of any development on the mainland as well.

Studies have shown that growing up in a city doubles the chances of someone developing schizophrenia and increases the risk for other mental disorders such as depression and chronic anxiety. Despite a higher concentration of people, much of that stems from a lack of social cohesion or meaningful neighbourly interaction. It could be one of the reasons that access to green spaces, where people can gather and escape, is so important for people living in cities. The correct environment around someone helps emotional and mental well-being.

Although we face potentially different issues in rural areas, the need to ensure that developments are in keeping with the area and, if possible, enhance it rather than detract from it is vital. The greatest problem in rural areas is the increasing need and demand for developments, and, as a result, improved infrastructure in terms of roads and transport. Of course, rural development always poses difficulty, especially in areas that have either seen an influx of new buildings or in more remote areas that are almost untouched by architecture or by any development at all. In both cases—I can speak with some authority on this because it is something that many constituents have come to speak to me about—the fear is that something is being lost, and that natural beauty and natural habitats are being replaced by concrete and stone. Perhaps unsurprisingly, that rarely sits easily with residents.

We are also, arguably, more aware than we ever have been before of the impact that we are having on the world: our carbon footprint and the increase in pollution and waste. That is an issue for us every day in this House and outside. Those are fairly new considerations that architects now must deliver as well as ensuring that buildings are safe and structurally sound, along with providing an element of beauty for the local area. The Government have set some money aside within the health budget to address mental health issues. I read the other day that among students and young pupils in school there has been a 50% increase in mental and emotional issues. In Northern Ireland we have 10,000 children who have such issues. It is good that the Government have set that money aside. We need to have departmental co-operation and interaction to ensure that what we deliver in terms of houses also helps to reduce the mental and emotional issues.

In rural areas we must ensure that the requirement to bring something to the local area and to enhance it—at the same time as complementing the local environment—is always met. In urban areas more needs to be done to ensure that, where possible, residents have access to green open spaces and that architecture can respond to the demand for something different and interesting, particularly as simple and monotonous architecture has already been shown to have a more negative impact on citizens. When something as simple as our surroundings can have such an impact on our daily lives and therefore on our mental health, it is important that measures to improve the aesthetics of new and existing buildings should be considered.

I will certainly do that, Mr McCabe—you have my word. I congratulate the hon. Member for South West Bedfordshire (Andrew Selous) on bringing forward this debate. I know this subject is a passion of his. I do not know very much about electric bikes—unlike the hon. Member for Batley and Spen (Tracy Brabin), obviously—so I will speak about electric vehicles.

I am going to show my age by saying that I am a “Doctor Who” fan. That takes me back a long time. Some people in the Chamber will know what that means; others will say, “What’s he talking about?” Years ago, we always wondered whether the electric cars and all the other things in “Doctor Who” would ever happen. Well, they have; they may have been a wee bit beyond our dreams back in the ’60s and the early ’70s, but that is a fact.

We must learn to rely less on petrol and diesel, and look to environmentally friendly methods of transport. We encourage people to use public transport and to car-pool. Condensing five vehicles heading from Newtownards to Belfast into one, or getting 50 cars off the road through vibrant, frequent and reliable public transport, would certainly be the most effective way of reducing carbon dioxide emissions.

Is the hon. Gentleman aware that Nissan has already said that we are not being ambitious enough, that we will be overtaken by the provision of things such as electric charging points, and that electric vehicles will be here sooner rather than later?

I heard Nissan say that, so I understand exactly what the hon. Gentleman refers to.

The Library briefing for the debate states:

“Though concerns have been raised about the extra demand EVs will add to the electricity grid, the system operator National Grid have said many predictions are exaggerated.”

We need some reality in this debate, and I hope that we can get it. The briefing continues:

“EVs have lower emissions of greenhouse gases and air pollutants over their lifetime compared with conventional vehicles. Although EVs generally have higher manufacturing emissions than conventional vehicles, they have lower emissions from use, meaning that generally they have lower emissions than the equivalent conventional fuel vehicles.”

EVs are not a perfect solution, but they certainly are better than what we have. We should look towards them and—I say this gently—perhaps be a wee bit more positive about what we put forward.

My right hon. Friend makes an excellent point. The thing we need to remember is that the people who have put these plans together are all volunteers—they all do this work for nothing and they all do it for the future of their village. I shall say a little more about that in a moment.

I should say at this point that in the main we are not talking about communities who are anti-development; we are talking of communities who want to embrace new housing for the long-term sake of their communities and to ensure that facilities such as pubs and sports clubs do not fall into disuse. They also want new housing above all to cater for younger people and families. There is nothing for the Government to fear here about being in the world of the nimby; neighbourhood plans have allocated some 10% more housing than it was originally suggested they should provide by their district or borough councils. From that point of view, they have been a great success.

An emerging neighbourhood plan can be a material consideration according to the national planning policy framework. The Department for Communities and Local Government’s own guidance suggests that factors to consider include the stage of preparation of the plan and the extent to which there are unresolved objections to relevant policies. It goes on to suggest that although a referendum ensures the final word, weight should be given to evidence of local support prior to the referendum and the quality of the consultation should be taken into account. I want to add that the consultation on neighbourhood plans is normally very good, which is why they pass their referendums with almost North Korean levels of approval, and this level of consultation goes on throughout the process of putting the neighbourhood plan together. However, in actual fact little weight is given to such neighbourhood plans until the referendum has been passed.

The findings of research conducted in Cornwall show that emerging neighbourhood plans should be given weight in the decision-making process, but that the amount of weight must still be assessed on a case-by-case basis.

I had sought the hon. Gentleman’s permission to intervene on this issue, Madam Deputy Speaker. In my constituency, Ards and North Down Borough Council has initiated a regeneration plan for the area and also a neighbourhood plan, in that it has sought the opinion of the general public by holding public meetings. Is the hon. Gentleman telling us that the general public’s opinion is being ignored?

The hon. Gentleman makes a good point. The point I would make is that we have initiated a process whereby public opinion is taken into account throughout the process of putting a neighbourhood plan together, and that is reflected at all stages of the neighbourhood planning process. Whether that is the same in Northern Ireland I will leave for him to judge.

In the Cornish case, it is harder for the council to refuse permissions for proposals that conflict with an emerging neighbourhood plan, although this may have now been taken care of if the three-year land supply required for the neighbourhood plan areas still stands. But what this shows is how precarious the weight to be attached to neighbourhood plans really is, because it is still for the decision maker, whether that is the council or the inspector, to assess the application on a case-by-case basis. There appears to be a great discrepancy between the emphasis given to neighbourhood plans by the Secretary of State and that given by the Planning Inspectorate. I suggest, therefore, that we need to put neighbourhood planning on a firmer basis.

The fact that there are so many cases where a neighbourhood plan has not been given weight causes great frustration. It is a cause of much frustration that so much work has been put into producing a neighbourhood plan and yet it has been overturned. As my right hon. Friend the Member for Mid Sussex (Sir Nicholas Soames) said, that work is undertaken by volunteers, to whom we all ought to give our grateful thanks.

I thank my hon. Friend for allowing me to have a rest and to make the most of that time—as I get older, I need that. I do agree with her; she makes a very valid point. I am concentrating on older people because traditionally that is where the population who have used the hospital in Henley have come from. I think that in the past year only one was under 55. But as I said, my hon. Friend makes a very valid point.

In many cases, the decline that people experience cannot be attributed to the progression of the acute problem for which they were hospitalised in the first place. An example is pneumonia. Even if the disease is cured in a few days or, indeed, if a hip fracture repair is technically perfect and uncomplicated, the patient may never return to the same functional status as they had before they went into hospital.

According to the US study, between 30% and 60% of patients with hip fractures are discharged from the hospital to nursing homes; 20% to 30% of those persons are still residing in nursing homes one year later. Only 20% of one large group of patients returned to their pre-operative functional level after a hip fracture repair.

Many hospitalised patients have difficulty implementing their habitual strategies to avoid incontinence. The environment is unfamiliar. The path to the toilet may not be clear. The high bed may be intimidating. The bed rail becomes an absolute barrier, and the various “tethers”, such as intravenous lines, nasal oxygen lines and catheters, become restraining harnesses. About 40% to 50% of hospitalised persons over the age of 65 are incontinent within a few days of hospitalisation. A high percentage of hospitalised older persons discharged to nursing homes never return to their homes or community. In one study, 55% of persons over the age of 65 who entered nursing homes remained for more than a year. Many of the others were discharged to other hospitals or long-term care facilities, or simply died. The outcome for many hospitalised elders is loss of home and, ultimately, loss of place.

It is most important that relationships among physicians, nurses and other health professionals reflect the interdisciplinary nature of the whole of this process. In particular, I am a great enthusiast for the integration of the NHS with social care. That needs to move ahead very quickly to give the clinicians the responsibility for commissioning the social care that is required. Maintaining wellness and independence in the community prevents conditions deteriorating and therefore results in better health outcomes. Emergency hospital admissions are distressing.

I thank the hon. Gentleman for bringing this very important issue to Westminster Hall for consideration. Over the past five years in Northern Ireland, category A ambulance call-outs have increased by 30.9%. It is a devolved matter, but it does indicate a greater dependence on and need for ambulance responses. Does the hon. Gentleman have any thoughts about the best way to ensure that the ambulance service and ambulance staff can do better for elderly people?

The hon. Gentleman makes a valid point. The costs need to be offset. This is a balancing exercise within the NHS. Costs that are saved by stopping people going into hospital can be spent on the treatments and services they require to get them better. That is a far better way of working.

Emergency hospital admissions are distressing. Better management that keeps people well and out of hospital should lead to a better patient experience. The King’s Fund estimates that emergency admissions for ambulatory care-sensitive conditions could be reduced by between 8% and 18% simply by tackling variations in care and spreading existing good practice. That would result in savings of between £96 million and £238 million, which, as part of the overall management of the NHS budget, could be allocated against the provision of the often quite expensive services that provide the necessary medical investigations on the spot.

A doctor in my constituency, Dr Andrew Burnett of the Sonning Common practice, said:

“Very few of my patients want to be admitted to hospital.”

Most people, if they need to be treated or, indeed, if they are nearing the end of their life, would like that experience to be located at home. I think that probably applies to us all.

There is a particular problem in relation to dementia. I spoke to the Alzheimer’s Society, which said that people are often admitted with an acute physical illness on top of their dementia, and the combination of the two can cause their confusion to become worse. They are then taken out of familiar surroundings and placed on a hospital ward with lots of strange people, noises and smells. That can be terrifying for them and they rapidly deteriorate. The advice from the Alzheimer’s Society is to try to keep people out of hospital for as long as possible. That is why we, and the Oxfordshire medical facilities, are striving hard to develop systems to enable people with physical illnesses to be managed out of hospital.

That is one of the rationales for the new Townlands hospital in Henley, where the clinical commissioning group, along with Oxford University hospitals, Oxford Health and, indeed, the county council, are members of the ambulatory emergency care network, through which organisations can learn from one another to develop robust pathways. Some good case studies are involved in that, but time prevents me from going through them at the moment. I draw the Minister’s attention to those if he needs some examples of how ambulatory care actually works.

Another clinician, Pete McGrane of the CCG, has said:

“Patients who were recently hospitalized are not only recovering from their acute illness; they also experience a period of generalized risk for a range of adverse health events.”

There have been cases in my constituency where the health of elderly people has deteriorated following discharge, or even in hospital, due to other conditions. The relatives have sought to blame the health service for poor care. After following up on those cases, the complaints investigation has shown that it is not poor care that has exacerbated the patients’ distress and symptoms; it is a direct consequence of hospitalisation.

I went to see a hospital in Welwyn Garden City, which has no beds inside. Instead, it has beds in an adjoining care home at the side of the hospital. The place was absolutely heaving with people. I met a gentleman there called Dave. I do not have his surname, nor have I asked his permission to use his name, so we will just keep it as Dave. He could not speak highly enough of the treatment he got. He called in every day for treatment and then got on with his life at home. It revolutionised the treatment he received, which, doctors had confirmed, would otherwise have required a debilitating 56 days of medication, staying in hospital. His experience of hospital stays had shown up their disadvantages, and he pointed out that people were so much more likely to improve, as he had, and to feel better, as he did, if they could stay at home. He was clearly a great enthusiast for this type of service.

In Henley, there is one issue, above all, which I have already touched on and want to emphasise. It was helped by some papers that were forwarded to me by the Health Foundation, which said that it is undertaking

“a joint research programme…monitoring how the quality of health and social care is changing over time.”

I have been very concerned by the way in which we move forward with the integration of social care and health in the county to ensure that it delivers the sort of services that are required in the full context of the patient.

I am pleased and proud that I have helped to deliver a 21st century medical facility for the people not just of Henley, but of the whole of southern Oxfordshire, and that that incorporates ambulatory care. It is clearly the way forward and it is a way forward that I am sure will work.

I have one quick question for the Minister. He mentioned contacting the devolved Administrations, and I am wondering what credence is given to those Administrations in respect of decisions made by Ministers in the Ministry of Defence. In other words, if there is a disagreement between the devolved Administrations and the Ministry, which takes precedence?

As a member of the Select Committee, let me add that when we looked into these provisions and interviewed the relevant official, I was impressed with two things. The first was the need to refer to the Attorney General. The link between the DSP and the Attorney General is a good one. I have to say that I have forgotten what the second one was, but let the first point stand as the major point I wanted to make.

I do not want to intervene on the substance of this debate, but since this is the last grouping of such amendments, it is appropriate to offer my appreciation—I am sure the Minister would agree with me on this—to my hon. Friend the Member for Filton and Bradley Stoke (Jack Lopresti), who chaired the Select Committee that looked at this Bill in an excellent fashion. The Select Committee showed a tremendous degree of cross-party agreement on the Bill, and I thank the hon. Member for North Durham (Mr Jones) for his involvement. The Bill is a direct result of that process.

I commend the comments that the Minister has made on this subject. I am keen to see the full implementation of the military covenant and the council community covenants across the whole of Northern Ireland, from county to county and council to council, with everyone getting involved. I am also keen to hear the Minister’s ideas on how to ensure that that happens in its totality in Northern Ireland.
