To ask the Secretary of State for Health and Social Care, what assessment he has made of the adequacy of the time taken for his Department to investigate the effects of valproate in pregnancy; and whether he plans to launch an independent review of that matter.

The report of the Independent Medicines and Medical Devices Safety Review was published on 8 July and one of the interventions it considered was sodium valproate. The Government has received the report and is carefully considering its recommendations. An update will be provided in due course.

The Medicines and Healthcare products Regulatory Agency (MHRA) is developing a valproate registry, which aims to monitor the use of valproate in girls and women in the United Kingdom, and to identify and monitor outcomes in any children born to women on valproate as well as ensuring compliance with the current regulatory requirements. There has been a gradual decline in prescribing of valproate to women of childbearing age over several years, and the MHRA is working with the National Health Service and professional regulators to ensure that women with epilepsy receive the healthcare they require.

The Department does not hold data on the cost of providing social care to children diagnosed with fetal valproate spectrum disorder.

The Department for Education is responsible for the legal and policy frameworks within which children’s social care services operate. The Ministry of Housing, Communities and Local Government provides funding to local authorities for children’s services.

To ask the Secretary of State for Health and Social Care, what steps he is taking to tackle delays in approval by NICE for the use of innovative cancer drugs on the NHS.

New arrangements for the assessment and adoption of new cancer drugs were introduced in 2016 to help improve patient access to new cancer drugs, including through the Government established Cancer Drugs Fund.

The National Institute for Health and Care Excellence is now committed to publishing final guidance within 90 days of a new cancer drug receiving its licence and aims to publish its draft recommendation before a licence is granted. The forecasted mean time from a new cancer drug receiving its licence to published final guidance in 2020/21 is now 1.5 months which is a reduction of 13.5 months from 2012/13. The speed of appraisal output is affected by appeals, late referrals, additional committee meetings and companies negotiating revised timing of appraisals.

To ask the Secretary of State for Health and Social Care, if he will issue guidance on the duties of (a) statutory health providers and (b) local authorities in meeting the care needs of adults with autism.

The Autism Act 2009 places a duty on the Secretary of
State for Health and Social Care to publish a strategy for meeting the needs of
autistic adults in England, and to review it periodically.

In April 2014, the cross-Government adult autism strategy,
‘Think Autism’, was published. Statutory guidance for local authorities and National
Health Service organisations was published in March 2015 to support the adult
autism strategy’s implementation.

We are currently reviewing the cross-Government autism
strategy and extending it to include children and young people. The Government
expects to publish the revised all age autism strategy by the end of the
calendar year.

To ask the Secretary of State for Health, whether there are GPs in the Greater Manchester area who are licensed to dispense diamorphine on prescription.

There are no such dispensing practices in Greater Manchester.

In general, dispensing doctors, as well as community pharmacies, can dispense prescriptions for diamorphine, including those in the Greater Manchester area. Only those on the pharmaceutical list can do so under National Health Service pharmaceutical services. However, under the Misuse of Drugs Regulations 1997, if the diamorphine is for addiction the prescribing general practitioner and the dispensing doctor must hold a special licence issued by the Home Secretary.

To ask the Secretary of State for Health, whether he has received representations on the proposal to end surgical provision for congenital heart conditions in Greater Manchester and to refer patients to Liverpool or Leeds.

The Department has received representations on this subject, such as recent correspondence, however this is a matter for NHS England. No decision has been made to end surgical provision for Congenital Heart Disease conditions at Central Manchester University Hospitals NHS Foundation Trust.

NHS England opened a further public consultation on 9 February 2017 to provide the public with information about these proposals, and the potential impact they may have, if implemented, on the delivery of services, and to seek views about their plans. This consultation closed on 17 July 2017.

NHS England and Central Manchester University Hospitals NHS Foundation Trust staff recently met with patients and their representatives to provide further information. At the meeting, patients were able to express their views, and their feedback will help to inform the next steps.
