I am delighted to lead this debate to enable the House to discuss the need for rail connections between London and rural towns.

As the Minister well knows, I represent the beautiful constituency of Shrewsbury, the county town of Shropshire and home to some 70,000 residents. We already have the nation’s favourite market, winning the national award no fewer than three times, but this weekend we were once again named one of Britain’s best places to live, according to The Sunday Times in its annual guide. Judges praised our “period-drama backdrop”, our fabulous range of eateries and our cool suburbs. The Sunday Times went on to say:

“The award-winning indoor market is surely one of the most inspiring places to shop in the whole country… the town centre has enough quirky delis, bakeries, bars and cafés to keep you in top-notch flat whites…and espresso martinis every day of the week. Culture comes courtesy of the cinema in the Old Market Hall and the boldly brutalist Theatre Severn”.

It added that Shrewsbury

“even has its own cool suburbs in Belle Vue, where volunteers run an annual arts festival”.

That is before we mention the 600 listed buildings, the Tudor castle and the riverboat cruises along the loop of the River Severn.

Shrewsbury certainly does sound like a wonderful place to visit. I am working hard on the visitor economy for Amber Valley, and an integrated transport system and good transport links are a vital part of that. There was a daily railway service running from London to Alfreton in my constituency until 2021, when it was unfortunately discontinued. Does my hon. Friend agree that it is important for us to encourage people to come out of the big smoke and into our rural areas to see what we have to offer in, for instance, her constituency and mine, and that it is important that they have the transport links to facilitate their visits?

My hon. Friend has made a powerful point about the need to visit these beautiful spots around the country.

A loop of the River Severn encircles our medieval town with a beating modern heart on the border with Wales. However, before all Members in the Chamber rush to book their weekend break to Shrewsbury, I must tell them that there is a slight problem: how can anyone get there from here? Shropshire is the only county in the UK without a direct train service to London.

The hon. Member is making an excellent speech, and I empathise with her, because communities in Biggin Hill in my constituency are also completely without a railway station. Although the distance to Biggin Hill is 12 miles as the crow flies, it takes an absolute age to get there. Does she agree that such communities need to be served by efficient bus services, which are just as important?

The hon. Gentleman makes a powerful point. Public transport must combine both trains and buses to make sure that all communities are well served.

As I was saying, Shropshire is the only county in the UK without a direct train to London. We can change at Birmingham, Stafford or Crewe, but that doubles our chances of a delay or a cancellation, creates extra barriers for those with mobility issues, and reduces work productivity for commuters. Not having a direct service is such a missed opportunity, because our town is the economic powerhouse of the region.

The hon. Lady is my constituency neighbour, and she is making an excellent speech about how wonderful Shropshire is. Also lovely is Oswestry in my constituency, another medieval town with a great history. I support the call that I think she will make for a direct service to London that runs through the whole of Shropshire, but in my constituency the rail line goes to Gobowen, not Oswestry, and that is really important. I support the call for the service, but does she agree that it is really important that Oswestry is linked to Gobowen, so that people in all our medieval towns can benefit from the railway?

I thank the hon. Lady for making that point about the inter-regional connectivity between our market towns. We need to get to London, but also to travel to each other. In Shropshire, we have three hospitals dotted throughout the county. Because of the lack of buses between those hospitals, we are reliant on trains. She makes a valuable point.

I was saying that Shrewsbury is the economic powerhouse of the region. Indeed, a recent report on our visitor economy shows that Shropshire’s tourism sector is worth a staggering £1 billion to the economy, supporting nearly 10,000 jobs across the county. Transport for Wales recognises Shropshire as a net contributor to the Welsh network, because we offer such fantastic employment, training and leisure opportunities to travellers. The Shropshire chamber of commerce’s quarterly business survey consistently reports the need for additional rail services, and states how much economic growth this would unlock, because additional contracts would be secured, increasing employment. Students no longer have the option of studying at a university in Shrewsbury, so travelling to London or stations along the way is hugely important for skills growth.

To fill the gap in services, Alstom UK has a bid for an open-access operation on the proposed Wrexham, Shropshire and midlands railway. It is offering up to four trains daily, based on its economic modelling of the latent demand at Shrewsbury. The railway would provide a total of six underserved rural towns with new connections to London.

Nuneaton serves as a valuable interchange for services to the economic centres of Coventry, Birmingham and Leicester, as well as for connections to Peterborough, Cambridge and Stansted airport. Strengthening those regional links is estimated to be worth about £500 million across the region. Does my hon. Friend agree that routes such as the WSMR will deliver greater growth across our region, because by making more connections—not just to London, but to those centres—we will enhance the travel and services that we can offer?

My hon. Friend makes a powerful point. Connections between towns give rise to employment opportunities and create connectivity, which adds to our local economy, as well as having wider benefits.

The WSMR bid will not take profit from other operators, because they choose not to serve our town. Instead, open access could save Government funds by adding value and thousands of passengers to the existing mainline routes. Some 2.3 million passengers already use the Georgian station at Shrewsbury to access the gateway between the midlands and Wales. Adding a direct train service to London is projected to generate £9 million in gross value added every year for the regional economy. That would surely magnify Government investment in housing growth and employment.

On the latent demand, it is so encouraging to see that, in just the last month, a petition from passengers in favour of the service has accrued over 6,200 signatures. Our local transport partners, Transport for Wales and Network Rail, have both committed resources to a fresh masterplan for Shrewsbury station that can explore the investment needed to unlock our infrastructure and generate additional capacity.

To conclude, could the Minister outline how the Department for Transport seeks to work with other rail partners to maximise investment in underserved towns such as mine, and what economic assessment has been made of the cost-benefit and the social and economic benefit of a direct train from Shrewsbury to London in the near future?

My hon. Friend, who is making a fine speech, is a passionate champion for her constituency. Does she agree that there are many new opportunities for rural communities in a post-covid world because they are really attractive places to live and work, and that the Government have a huge opportunity to harness their potential for economic growth but that we need better rail connectivity to help achieve that?

My hon. Friend makes a really important point, because most modelling shows that passenger numbers have not just recovered post covid, but have grown significantly. To achieve modal shift, we need to lean into that latent demand and make sure we provide opportunities for people to travel by train.

I would also like to ask the Minister: how can we unlock the economic potential that comes from increased rail connectivity for high-growth county towns such as Shrewsbury? As part of the 48% that are not yet in a combined mayoral authority, what strategic framework is available to support rural towns such as mine with direct transport investment? To wrap up, when will the Minister book his train trip to Shrewsbury to see for himself what a beauty spot we have to offer, and to find out just how much easier the journey would be with a direct service?

It is a pleasure to serve under your chairmanship, Sir Desmond. I, too, thank the hon. Member for Harpenden and Berkhamsted (Victoria Collins) for securing today’s debate, which brings together so many of us who have a shared passion for aligning local transport with development.

I can understand why so many colleagues have come here today to raise concerns about future developments and how they see new properties as adding pressure to local transport, but I join my hon. Friend the Member for North West Leicestershire (Amanda Hack) in pointing out that many rural communities are already missing vital transport links for our existing residents. In Shropshire, we lost over 65% of our local buses under the last Government. Two out of every three buses were deleted. Imagine what that did to the largest inland county in this country. We now have communities that are isolated, residents who are lonely, and vital services, such as health, shops and community, that are just out of reach for so many.

Like many others here, one of my biggest challenges since becoming an MP has been how to help local transport partners work together to build back our transport infrastructure. I would like to draw the Minister’s attention to the opportunity that comes with new housing developments—not just the opportunity to secure funding and plans for more buses, trains, bus stops and networks, but opportunity that runs in the opposite direction. A couple of colleagues have mentioned the change to planning infrastructure, but when we consider strategic housing developments in our local plans, we need to reconsider the opportunities for maximising housing and development close to existing transport infrastructure.

The Rail Industry Association produced an influential report on this issue last October called “Station Investment Zones: A new model for investment in transport, housing and growth”. The argument from the industry is that well-connected stations already offer economic opportunity as engines of growth and that transport or local government landowners could unlock sites near stations, trams, buses or transport hubs to offer hyper-connected housing as infill.

There is another benefit from that approach—one that I have also heard Ministers mention. By investing in our station quarters, we can lift what can sometimes become forgotten corners of our towns and turn them into more brightly lit, well-used areas, with more footfall, amenities and bustle. Let us bring people back to the community hubs that these areas should always have been. That would also deliver more passengers for rail operators such as Great British Railways and reduce unnecessary car journeys, helping the modal shift that we are all trying to drive forward to reduce congestion and pollution in town centres such as Shrewsbury. I would love to see that type of development near my train station in Shrewsbury. Let us get more shops, cafés, streetlights, ATMs and footfall to complement the services that are already offered there.

I was therefore delighted that the Government amended planning policy in the NPPF to include a presumption in favour of suitable developments within 800 metres of a well-connected station. It is the ultimate example of joined-up Government: cross-departmental policy delivering much-needed housing where we already have transport infrastructure and in turn helping to fund more transport for the areas where housing will need to be increased, which Members have talked about today. On behalf of the people of Shrewsbury, I say to the Minister: thank you very much for bringing forward a sensible and impactful policy that will help all of us in the search for transport alongside housing.

The multi-year allocations that we are providing to local authorities will give passengers greater certainty about their local bus services, allowing local leaders better to decide how they want local bus provision to look for years to come. It is great news for local people that Labour-run Stoke-on-Trent council is cutting fares and improving routes, and I would urge Reform-led Staffordshire council to take a leaf out of the book of its Labour-led neighbour, and put Government funding to good use.

I welcome the additional £13 million in the multi-annual commitment for bus funding for Shropshire through the local authority bus grant. That will greatly improve connectivity for my constituents in Shrewsbury, who have missed out over the last decade, in which our bus services were depleted by 65%. Ministers will be delighted to hear that in Shrewsbury we recently launched a successful night bus trial, offering evening services right through to midnight, thanks to the support of local partners such as Shrewsbury BID, councils and the police. What further steps will the Department take to ensure that such services can be maintained and expanded in wonderful rural communities like Shrewsbury?

The Government recently allocated Shropshire £13 million of bus funding from 2026-27, and for the first time the formula used to calculate allocations now includes consideration of rural areas. In addition, our Bus Services Act 2025 gives local leaders the tools to deliver the bus services on which communities can rely.

I am surely the luckiest MP in this House, as I represent the charming, thriving border town of Shrewsbury. We are in a strategic location: we serve as a hub for Shropshire, we are on the edge of the industrial west midlands and we are the gateway to Wales. Our railway is a major transit point for Welsh services operated by Transport for Wales. With 2.2 million passengers, I am told that we are the second busiest station in Wales. There is also much latent demand for more services.

However, under privatisation, we have been on the edge of other people’s maps for too long. We are the last stop on the west midlands line, and the last major station from Wales. It has held back our investment and limited our inter-city services, such as the much missed direct train to London. While our railway station is a beautiful grade II listed building, with a fabulous team of staff, led by the wonderful, long-serving manager Shelley Hall, we need our station to be more than a museum piece. In order to increase services, we must first have our master plan for bringing together infrastructure upgrades.

The Railways Bill provides a once-in-a-generation opportunity for Shrewsbury station to fulfil its true potential under Great British Railways. We have such latent demand for additional services that when TFW upgraded our service to Birmingham to four carriages—it used to have two carriages, and 81 people standing—ticket sales went up by 18% overnight. Imagine how many more tickets we could sell to passengers at Shrewsbury when a nationalised service joins up routes and opens up opportunities for my residents. We may have 2.2 million passengers at Shrewsbury, but I am keen to support a new breed: the wannabe passengers, who want to make the modal shift away from cars and on to our rail network, and who need to travel for work, study or leisure, but for whom there are no seats or services yet. They need earlier, later and more frequent trains.

In Shropshire, we still dream of that direct train to London, which would reconnect us to the capital. Research shows that it would add £9 million a year to our local economy. It is not just me who thinks that rail investment in Shrewsbury could unlock bountiful economic growth. I was delighted yesterday to see the report published by Midlands Connect for DFT entitled “Wolverhampton to Shrewsbury: a corridor for growth”, showing that connectivity between the two centres will boost regional economy, benefit productivity and support employment sectors. This corridor supports major employers, such as the i54 enterprise zone, the Battlefield enterprise park and Shrewsbury business park, as well as future developments in Shifnal and Telford. Those sites alone support more than 4,000 jobs and require improved access to rail, bus and active travel infrastructure.

Enhancing that transport corridor will also deliver benefits for Wales because of the cross-border gateway and the freight connections between our two nations, and growth in this area aligns with priorities over the border. In the Budget, the Chancellor committed £445 million in investment over the next 10 years specifically to support transport infrastructure in Wales, highlighting the importance of major investment in cross-border rail activity. As the major border rail hub between an already nationalised Transport for Wales and a soon to be nationalised West Midlands Railway, Shrewsbury offers to be the strategic link that ensures the success of GBR. Only when our regions and devolved nations can co-deliver two nationalised rail systems seamlessly for passengers at hubs like mine will we have succeeded.

The Great British Railways Bill was written to improve services in places like Shrewsbury, and Shrewsbury has been waiting for Great British Railways—not least my wannabe passengers, who are still hoping that it will unlock employment and economic opportunity for them. Shrewsbury will become the beating heart of our reinvigorated railway.

Sustainable aviation fuel offers us a route to decarbonise one of the most carbon-intensive industries and to secure the future of our aviation sector in a way that is compatible with our net zero goals. Climate change remains the greatest challenge of our time. It is an existential threat to us, our children and our grandchildren, and every decision made in this House must be measured against the scale and the urgency of the crisis.

Aviation, while connecting people and driving our economy, is a contributor to the problem. In 2022, it was responsible for almost 30 million tonnes of CO2, equivalent to about 7% of the UK’s total emissions. Even as emissions from other sectors decline, aviation’s share is projected to rise to 16% by 2035. That is not compatible with our net zero targets, nor with our moral obligation to keep global temperature rises below 1.5°.

Sustainable aviation fuel is not a silver bullet, but it is a step towards addressing the challenge. As someone who spent almost a decade working in renewable energy, I have seen how technology, innovation and the public trust must work hand in hand if we are to make lasting progress in addressing climate change. However, with innovation must come accountability, which is why I have tabled new clauses 4 and 5. These new clauses would strengthen this Bill and aim to make the transition to clean flight more accountable, more transparent and, yes, more ambitious. New clause 4 would support the Secretary of State to raise sustainable fuel targets in any given year and introduce a duty to consider annually whether the target should be increased. The Secretary of State would also be required to set out what steps the Government will take to make any increase possible. In short, to ensure that the Government cannot forget the targets, it would require them to revisit, review and, wherever possible, raise their ambitions for cleaner flight.

New clause 4 would strengthen the parliamentary scrutiny. It would require the Government to lay a copy of each annual report before Parliament and share it with the relevant Select Committees in both Houses, meaning proper oversight and public accountability. Progress must not just be made; it must be seen to be made if we are going to take the public with us.

New clause 5 would build on that principle of transparency and public engagement, requiring air travel providers to report annually on their sustainable aviation fuel in a way that passengers and the public can actually understand. Too often, data about emissions and fuel use is buried in complex technical reports that mean little to consumers. Under this proposal, airlines would publish both the total amount of SAF used and the proportion it represents of their overall fuel consumption.

The hon. Gentleman is giving a very detailed speech. Would he agree that we already have the annual carbon budget audit, which looks each year at exactly those emissions and was what drew to our attention the growth in this sector and why we need to focus exactly on driving down emissions from the aviation sector, which led us to the SAF mandate? Does he acknowledge that we already have a mechanism for this, which has helped us to get to where we are today with this excellent Bill?

I thank the hon. Member for her intervention. She managed to make a detailed speech sound like a backhanded compliment. I do not disagree with her point that we have several reporting standards, and my only counter-argument would be that I do not believe there can be too much transparency. If that results in information being presented in a way that gives the public further clarity and puts greater pressure on any Government to speed up the transition, that can only be a good thing.

Those figures must be presented clearly in a format that is accessible and easy to find on websites and in public material. That matters, because whether it is demonstrating that solar and wind power lower bills, that carbon removal technology will provide jobs or that sustainable aviation fuel can cut emissions, we must be transparent to build public trust and belief in what we are doing. The powers in this Bill to fund the strike price mechanism to levy fines on fuel suppliers who fail to pay are all welcome, but they must be matched by equally strong accountability to this House and the general public. The amendments I have proposed would ensure that the Government are required to review progress every year, to explain how targets will be strengthened, and to make transparent the actual use of sustainable fuel across the aviation industry.

My hon. Friend makes an excellent point and I highlight the work that Liberal Democrat councillors, including him, have done over the years to ensure that such provision is made. That postcode lottery is completely unfair.

Economically, the argument is equally strong. We know that disabled people already face higher living costs. Removing the 9.30 am restriction would open up work and training opportunities that begin before that cut-off, and crucially, the cost of doing so is modest. Research by Whizz Kidz showed that it would cost about 1% of the current annual spend on concessionary travel, and we know that for each pound spent on concessionary bus passes, it is thought that over £3 is brought back in economic benefit.

Ending the restriction would deliver more than just transport access. It would promote independence, reduce isolation, improve health outcomes and encourage greater use of sustainable public transport. Charities such as Whizz Kidz have shown that young disabled people overwhelmingly support 24/7 access, with many saying it would help them build confidence, friendship and skills.

The amendment has support from leading disability charities such as the RNIB, as well as cross-party support in this House. Now is the time for this Labour Government to show their commitment to improving access and tearing down barriers to inequality by supporting the amendment. The Minister and I have had many interactions on this subject and I am sure he is not surprised to see me pushing for it again today. I urge him to consider it, whether through the Bill or further down the line in different possible measures and arrangements.

It is high time that disabled people had the same freedom to travel, the same independence and the same opportunity as everyone else. That is what the amendment would deliver and I urge all Members across this House to support it. Disabilities do not start at 9.30 am, so disabled bus passes should not either.

I draw attention to my entry in the Register of Members’ Financial Interests as co-chair of the all-party parliamentary group on British buses.

Today’s debate is so important to the people of Shrewsbury, as we have lost over two thirds of our bus routes in the past 10 years. We are one of the largest towns in the UK, with over 65,000 residents, yet we have not seen a Sunday bus for over a decade. We also have very few evening bus services, which is holding back our nighttime economy, despite being a glorious tourist destination.

The new bus powers for franchising will be a game changer for local councils such as ours in Shropshire. They will give us the opportunity to introduce new bus routes if they are considered to be socially necessary, such as that all-important Sunday service or some additional stops to widen access to our current hospital bus route and the new health clinic facilities coming down the track. It is our belief that these social routes could eventually build up their passenger numbers and ultimately become economically viable in their own right.

To that end, I wish to speak in support of the Bill and new clause 45, which seeks to bring forward requirements on transport authorities to deliver the minimum level of off-peak and nighttime bus services. That could transform access to employment for many of the residents in my constituency. We have only a handful of bus services after 6 o’clock and only one single bus at 8 o’clock, yet we are the county town and host to the county’s health, governance, economic and education services, as well as being a major employer for a county of 350,000 residents. Shift workers, NHS staff and those working in hospitality—as well as those of us who enjoy hospitality—need those buses to run beyond 8 o’clock.

The Shropshire bus services users group has consistently campaigned on the need for evening and the all-important Sunday bus services. Until now, no commercial company would take the risk, but within the last year, bus routes added by my local authority using Government bus service improvement plan money have led to increased passenger numbers and become embedded in our network. To overcome the reticence of private companies to widen their routes at economic risk, the local authority is ready to do that, where legislation allows and where passenger data indicates that all-important demand and socially necessary routes. The new clause would support Shropshire council by underpinning the need to re-establish evening and Sunday bus services, giving the impetus to widen those routes.

To conclude, I wish to remind the Minister, as I do in every speech, that my beautiful town of Shrewsbury lost its Sunday service a decade ago under the last Government, and that it is in both our hands to ensure that we reinstate it under this Labour Government.

I rise to speak in support of new clause 2, which was tabled by my hon. Friend the Member for Harrogate and Knaresborough (Tom Gordon) and has cross-party support. I really hope that that cross-party support holds up in the vote.

As we have heard, disability does not stop at peak times. I represent a rural constituency and our buses are very infrequent, so having a time restriction on a bus pass is even more serious. As a member of the all-party parliamentary group on classics, I enjoy a good tale about mythological creatures such as centaurs and the minotaur, but unfortunately for some of my constituents, seeing a bus is almost as likely as seeing one of them.

Remarkably, there are no Sunday bus services at all in most of my constituency. We have one of the greatest cathedrals in the world, but many of my residents cannot get to it for Sunday worship. Some of my villages have no buses at all, and the likes of Coveney and Wardy Hill have one bus per week. Others have bus services every two hours—those services are probably some of the best. If we restrict disabled people to using their passes after 9.30, they cannot catch the 9.20 bus and have to wait for the 11.20, so effectively they cannot do anything anywhere else in the morning. That cannot be right. We have to remove that restriction.

The current situation is not sustainable or acceptable. For rural communities, the situation is so dire that the recent risk of the 9 bus route between Littleport and Cambridge being halted meant that communities faced being unable to get to work or college. Constituents referred to this service as a lifeline for them, and they were right. To have a situation in 2025 where the ending of a single bus route makes entire communities a transport black hole is dreadful. It is just not acceptable. Had residents been properly consulted, I am certain the proposal would have been comprehensively rejected, which is why I support new clause 32 tabled by my hon. Friend the Member for Horsham (John Milne) to require consultation before any discussions on the alteration or withdrawal of a local bus service. I know the new clause has not been selected, but I hope the Minister will consider it.

The Government’s decision to increase the bus fare cap hit my constituents hard, because many of them have to get more than one bus to complete their journey. I ask both for the cap to be brought back to £2 and for it to be a cap on the journey, not the fare for each bus someone catches. It should not be too much to ask for a basic, functional and affordable transport service for rural communities. Pensioners should not have to miss medical appointments because there is only one bus per hour, students should not have to worry about missing classes, disabled people should not have to miss anything in the morning, and people should not have to move from their home village for the sake of getting to work on time.

This Bill is positive, but the Government need to do a lot more to improve transport services in rural communities such as mine. It would be a start if we allowed the disabled members of those communities to catch buses at any time.

It is a pleasure to serve under your chairmanship, Mrs Hobhouse. I thank the hon. Member for Epsom and Ewell (Helen Maguire) for securing this important debate. The plight of pavement parking affects all our constituencies and, as we have heard, causes particular distress for pedestrians with young children, disabilities or sight loss. The statistics we have heard today are, frankly, shocking: that 65% of residents, and 73% of disabled residents, want councils to take on these powers, and that 80% of parents would be more likely to walk to school if there was no pavement parking. I have also heard that 93% of local councils have had complaints from members of the public on this issue.

In my constituency of Shrewsbury, the issue crops up time and again. We have some beautiful historic streets that can be narrow to navigate. We are blessed with a mature population that wants to stay fit and healthy and walk into our beautiful town centre, but it has become increasingly dangerous and the pavements are not safe. I have been contacted by severely affected residents on Bell Lane, Torrin Drive and New Park Road. I would like Members to hear directly from residents on Whitemere Road. They say:

“We live a few doors down from Mount Pleasant primary school, it’s becoming an absolute nightmare and is so dangerous. They park on footpaths anywhere they can, blocking drives, and access to other larger vehicles trying to get through. The state of the footpaths is terrible due to the weight of some of the cars. I have tried the Council but they say it’s up to the police. And the police tell me it’s up to the Council. Who is responsible?”

Until we get clarity from our Government, that is the question we all have.

Shrewsbury has waited 10 years for a Labour Government to bring forward this Bill. Over the course of the last Government, our county of Shropshire lost over 63% of our bus routes, meaning that two out of three buses have been withdrawn. That was due to the savage privatisation that forced bus companies to pursue profits over passengers. For my residents, this meant that bus routes were stripped away from villages and they are now cut off from vital health and education services, work and leisure. It means that we have no buses after 6.30 pm anywhere in my constituency. It also means that we have no buses anywhere on a Sunday. In fact, in Shrewsbury we have not seen a Sunday bus for 10 years.

I do not know how familiar Members are with my wonderful, beautiful constituency, but Shrewsbury is a market town of 65,000 residents. It is the county town of Shropshire and hosts health, public and cultural services for 19 market towns and 400 villages, yet we are the only county town in this country not to have a Sunday bus service. It is a disgrace, and it is a painful symptom of the impact that the last Government had on public services in towns like mine up and down the country.

The lack of evening services puts severe constraints on our night-time economy and the potential for residents to get home safely after work, travel or an evening out. Not everyone can afford to run a car or is medically able to drive. The population in Shropshire is nine years older than the national average, so many older residents have given up their vehicles and find themselves stranded in the evenings and at weekends. In some villages, they are left completely socially isolated.

One of my constituents, Christine Hart, is in her 70s, lives in a residential suburb of Shrewsbury, and is a very active volunteer in her local community. Following her knee replacement operation last month, she became reliant on buses. She could not be happier with our new on-demand electric minibuses in her area funded via the Government’s bus service improvement plan. She is such a convert that she plans to keep using them even after her recovery. However, she explained to me that although she could get to a 5 pm doctor’s appointment, she has no way of getting home because there are no evening buses in Shrewsbury.

I am regularly contacted by employees who tell me that by the time they finish work at 6 pm, they cannot get across to the bus station to catch the last bus home. We are preventing residents getting to and from employment, putting a real block on economic growth. This is corroborated by my local chamber of commerce, which runs a quarterly business survey with its businesses. We receive regular feedback every single quarter that the primary barrier to recruitment is the lack of bus services that run early enough and late enough to support people—young people in particular—to access employment opportunities. My sorry tale from Shrewsbury is of a beautiful place that is very often cut off from the communities and individuals without a car, and the last thing we want to encourage is even more congestion in our historic town centre.

We must try to rebuild our public transport system, which was dismantled by the Conservatives during their time in office. They should hang their heads in shame for every one of the 5,000 miles in bus routes that they cancelled in towns like mine, for every youngster who cannot access a job opportunity, for every pensioner who cannot visit their family on a Sunday, and for every village cut off from public services.

Ten years is a long time to wait to be reconnected to the outside world, but the good people of Shrewsbury will today be celebrating as we debate this Bill, which will give back to local authorities the power to run services for passengers, not just for profit. The Bill has a clause that allows for socially necessary routes to link up medical, educational or public services to the local community at stops and times that empower them, not just the operator.

By changing the law to move away from exclusive privatisation, we can move forward to a responsive, community-led model for our public transport authorities. The Bill will not just improve lives in Shrewsbury, but transform lives, aspirations and the wellbeing of my residents, who have waited a decade for a Labour Government to give us back our Sunday service.

It is a pleasure to serve under your chairmanship, Mrs Hobhouse. I congratulate the hon. Member for Didcot and Wantage (Olly Glover) on securing this vital debate. I am a member of the all-party parliamentary group for cycling and walking, which he chairs. Cycling is a key priority for my constituency of Shrewsbury, where 68% of pupils aged 10 and 11 were trained under the famous Bikeability scheme at school. Unfortunately, in our historic town, we have in recent years allowed the car to dominate most of our neighbourhoods to the detriment of road safety.

Just last month, on 20 March, I met the young people on the Shrewsbury youth council at the Grange Centre in Harlescott, and listened to their feedback on our Shrewsbury Moves plan for more active travel. They told me they do not feel safe cycling on the roads due to the speed of drivers and lack of cycle paths. Does the Minister agree that investment in segregated routes to create that all-important separation between cyclists and motor vehicles is vital to enabling and encouraging more people to cycle and walk short journeys, such as across my congested, yet beautiful town of Shrewsbury?

I recently met my hon. Friend about her campaign to reinstate the local ferry. Local ferries are a matter for the competent local transport authority, and I call on Kent county council to help her in that campaign to re-establish the ferry. I know that she is working with maritime partners, but I am happy to meet her.

I put on record my thanks to all those involved in responding to the major incidents that we have seen unfold on land and at sea in recent weeks. The collisions of vessels in the North sea and the fire at the electricity substation serving Heathrow have caused disruption and distress. I am pleased that recovery has been swift, and I am clear that no stone should be left unturned either in identifying the causes of the incidents or in learning lessons for the future.

I am pleased with the work taking place across my Department to keep Britain moving. On Monday, we announced what councils need to do to unlock their full share of almost £1.6 billion of investment to repair our broken roads. For the first time, we are asking every council in England to tell us how many potholes it has fixed to unlock its allocation. As we strive to make our trains more reliable, I welcome the end of the Avanti West Coast dispute. Transport continues to drive the Government’s plan for change, unlocking jobs, growth and opportunities for all.

Last weekend in my constituency, our Shrewsbury Moves festival celebrated progress towards our 10-year plan to implement more inclusive and integrated public transport across our beautiful medieval town. What additional transport is the Department making available to historic and economically thriving towns such as Shrewsbury in order to combat congestion by enabling more integrated public transport?

The Aviation Minister, my hon. Friend the Member for Wythenshawe and Sale East (Mike Kane), tells me that he was at Shrewsbury Moves on his wedding anniversary and had a very good time.

The integrated national transport strategy will set the long-term vision for transport in England. Different places face different challenges, so we want to enable local leaders to deliver the right transport for communities. That will always include good public transport, as well as schemes that balance the needs of drivers, cyclists and pedestrians on the roads.
